NEW DELHI: Supreme Court on Thursday suggested enacting a law on the line of the stringent SC and ST (Prevention of Atrocities) Act to deter ridiculing of differently abled people, but the Union govt flagged the potential adverse impact of such legislation on creative artists depicting individuals with disability in movies and theatres.Hearing a petition by NGO Cure SMA Foundation that objected to five stand-up comedians ridiculing the exorbitant cost of treatment of spinal muscular atrophy (SMA) and persons with disability in different shows, a bench of CJI Surya Kant and Justice Joymalya Bagchi told solicitor general Tushar Mehta, “Why don’t you (Union govt) bring a stringent legislation like SC/ST Act? It criminalises ridiculing the depressed, deprived and discriminated class of citizens. A similar law to protect persons with disability could be considered for enactment.”Mehta, sharing the court’s concern, said he would discuss it with the authorities but flagged the point that such a legislation might create a problem for artists who play characters, for example dumb and blind, in movies, theatres and dramas. They may evoke humour but also seek to depict in a larger sense the difficulties they face in society, he said.Appearing for the NGO, senior advocate Aparajita Singh said the organisation arranges for treatment of SMA patients mainly through crowd funding, which was affected because of a stand-up comedian’s disparaging remarks on cost of treatment. She said that a decision to allow corporate entities to donate CSR funds for treatment of SMA patients would go a long way in mitigating their suffering.When the court said the govt should create a corpus for treatment of SMA patients, Mehta said the Centre already has a scheme through which treatments up to Rs 50 lakh are borne by the exchequer. However, in one case, which was before SC, the treatment cost Rs 16 crore, a huge sum which the govt felt could be utilised to treat many more patients. “There is a platform for corporate CSR donations,” he said.Whan Samay Raina’s counsel said the stand-up comedian, who was hauled up by the court for his disparaging remarks against SMA patients along with others of his tribe who had ridiculed disability, had contributed Rs 2.5 lakh to SMA, Singh said the NGO does not need his money. Senior Congress functionaries cited a disproportionate focus on national issues over local concerns like cost of living and corruption as reasons for the party’s decimation in Bihar. They urged central leadership to fix accountability for the defeat and revive the party’s prospects in the state. Discussions also touched upon candidate selection, alliance strategies, and the impact of caste census advocacy. Congress leader Rahul Gandhi with Karnataka CM Siddaramaiah and RJD leader Tejashwi Yadav during the ‘Voter Adhikar Yatra’ (PTI) NEW DELHI: Disproportionate focus on SIR/vote chori at the cost of crucial local issues of cost of living, migration and corruption was cited by some senior functionaries as a reason for the decimation of Congress in Bihar, as they urged the central leadership to fix accountability for the defeat if the party is serious about reviving itself in the state.Some local functionaries listed three reasons for the defeat: govt’s payment of Rs 10,000 to women during the polls, booth manipulations and a lack of coordination among partners. The AIMIM was also blamed for division of minority votes in Seemanchal region and beyond. It was alleged that BJP had used a “basket of tools” to “fix” the polls which spanned SIR, EVMs, the buying of votes and use of the administration against opposition candidates. Days after the Bihar debacle, the AICC brass of Mallikarjun Kharge, Rahul Gandhi and KC Venugopal held a review of the poor show with poll candidates and MPs. Around 70 members met the leadership in batches. Before the meetings started and top netas arrived, two losing candidates were reported to have clashed over the reasons for the defeat – with one taking exception to the other advocating violence against “outsiders” who got party tickets. Some claimed that the idea of meeting the state functionaries in batches was also to avoid a potential clash in a large gathering.A politician is said to have found fault with the manner of candidate selection which, he said, cost the party heavily. He is said to have told Rahul Gandhi that just like he had taken responsibility for the defeat in 2019 Lok Sabha polls and stepped down as party president, heads should roll in the state too – in what was a veiled jibe at AICC in-charge Krishna Allavaru – an issue that was also raised by other members, sources said. A section of party members also targeted the alliance with RJD, saying the ally brings some votes but also polarises other communities. It was also demanded that Congress break the alliance with RJD. However, at one group meeting, Rahul is said to have rebuffed it by asking why the party failed on seats that witnessed “friendly fights” with Congress and RJD in the fray against each other. The agency alleges the company siphoned funds to the US, operating online money gaming despite a ban. Investigations reveal players were allegedly deceived by algorithms, leading to significant financial losses laundered abroad. NEW DELHI: In another major action against online gaming and betting companies, ED arrested WinZO founders Saumya Singh Rathore and Paavan Nanda late on Wednesday and produced them before a special court in Bengaluru, which remanded them to 10 days of ED custody. The agency has already frozen Rs 500 crore of assets of the company, including bonds, mutual funds and fixed deposits.According to ED sources, WinZO, which was operating from India despite a ban on all online money gaming and gambling activities, was siphoning off the proceeds of crime to the US and was in the process of shifting base to that country where online gaming is not banned. It was into online money gaming in Brazil, Germany and the US, besides India. “The directors of the company have systematically diluted their share in the Indian company, and these funds have been transferred to the US-based subsidiary. The total available balance in the foreign accounts of the company is around mn (Rs 490 crore),” agency sources said. During the hearing on the remand application on Thursday, the ED counsel told the court that “using algorithms, the accused persons had deceived and defeated the players in different online games. Unaware that they were playing with an algorithm and that defeat was certain, the players were losing money”. “Prima facie, it was found during the investigation that Rs 177 crore of proceeds of crime was generated between May 2024 and August this year,” the agency said. These illicit gains were then laundered to the US and Singapore through the subsidiaries of WinZo Games, US. According to ED, four FIRs were registered against the accused persons in Delhi, Bengaluru, Rajasthan and Gurgaon, and the agency later searched premises of the accused, including the offices of WinZo Games in Delhi and residence of Saumya Singh, between Nov 18 and Nov 22. The agency has also found a balance of Rs 43 crore in WinZo’s escrow account, which remains classified as “payable to users” as of date. “The existence of such a significant pending payable amount is evidence that user wallets were blocked indiscriminately and arbitrarily, preventing legitimate users from accessing or withdrawing their own funds,” sources said. NEW DELHI: Supreme Court has ordered an unprecedented nationwide audit of all private and deemed universities, transforming a student grievance into a deep scrutiny of India’s sprawling higher education sector. In a sweeping directive, apex court has asked Centre, all states and UTs, and University Grants Commission (UGC) to submit personally sworn affidavits disclosing how these institutions were set up, who governs them, what regulatory approvals they hold, and whether they truly function on a notfor-profit basis.The move comes in response to a petition filed by a student of Amity University, Ayesha Jain, who alleged the institution harassed and barred her from attending classes after she legally changed her name. What began as a single case of administrative apathy has now turned into a judicial inquisition into the governance and financial practices of the entire private university ecosystem.Supreme Court’s focus is clear — expose the structural opacity and examine whether regulatory bodies like UGC have adequately performed their role. Past interventions show this isn’t unfamiliar terrain. In 2005, the court struck down Chhattisgarh Private Universities Act that had allowed over 100 shell institutions to operate without basic academic infrastructure. In 2009, a central review found 44 deemed universities unfit for their status due to poor academic and governance standards. In 2017, a Supreme Court verdict invalidated engineering degrees awarded via unapproved distance mode by deemed universities and barred them from conducting such courses without clear regulatory approval.This current review cuts deeper. It questions how private universities acquire land, appoint leadership, handle finances, and whether they have credible grievance redressal mechanisms. The demand for personal accountability — from chief secretaries to the UGC chairperson — signals judicial impatience with the status quo. A UGC official, on condition of anonymity, acknowledged: “There have been longstanding compliance gaps. This is a chance to restore public trust.” The official added that in the current case, the commission “in fact recommended the university to consider the name change request”.Private universities, many of which operate under different state and central laws, are rattled. “This is a sweeping brush,” said a vice chancellor of a reputed state private university. “We support transparency, but we also fear being tarred with the same brush as a few errant institutions.”Observers see timing in the court’s action. Prime Minister Narendra Modi announced plans to open India’s nuclear sector to private investment, mirroring reforms in the space sector. This move aims to boost energy security and technological leadership by fostering innovation in small modular and advanced reactors. The government is also preparing to introduce key legislation to facilitate these significant reforms. Photo credit: PTI NEW DELHI: PM Narendra Modi said on Thursday that his govt is moving towards opening up the nuclear sector in the country for private sector investments on the lines of the space sector.“The scope of reforms is continuously expanding. Just as space innovation was opened to the private sector, India is now moving towards opening the nuclear sector as well,” Modi said while inaugurating Skyroot’s Infinity Campus in Hyderabad via video conferencing. “A strong role for the private sector is being laid in this field, which will create opportunities in small modular reactors, advanced reactors and nuclear innovation. This reform will give new strength to India’s energy security and technological leadership,” he said.The PM’s remarks came ahead of Parliament’s winter session in which a key nuclear energy bill proposing to open up the civil nuclear sector to private players is listed. The Atomic Energy Bill, 2025, is listed in the Lok Sabha bulletin for the session, which will start from Dec 1. Amendments to another key nuclear law, Civil Liability for Nuclear Damage Act (CLNDA), 2010, are also on the cards. These amendments, if successfully passed, will usher in big reforms in the nuclear sector at a time when India has set a target of generating at least 100 GW nuclear energy by 2047.At present, the Atomic Energy Act prohibits the participation of the private sector or even state govts. Under this law, the power to operate nuclear power plants is vested in the central govt and companies or corporations established by it. Nuclear Power Corporation of India Limited (NPCIL), a PSU under the Department of Atomic Energy, is the only entity operating nuclear power plants, and currently operates all 24 commercial nuclear reactors in the country.Modi also said the future will depend greatly on the research being carried out today, and underscored that the govt is focused on providing maximum opportunities for youth in research. He underlined that the Rs 1 lakh crore Research, Development, and Innovation Fund will provide significant support to the youth. The Supreme Court acknowledged its limitations in tackling Delhi-NCR’s air pollution, stating it lacks a ‘magic wand.’ Decades of judicial intervention have yielded minimal results, with authorities failing to implement past orders. The court emphasized the need for long-term, year-round solutions involving domain experts and coordinated government efforts, rather than just winter-specific actions. NEW DELHI: Supreme Court on Thursday said it doesn’t have a magic wand to improve air quality in Delhi-NCR, virtually admitting that judicial activism for decades, after initial rewards, has yielded minimal results in loosening the grip of noxious air over the region. Senior advocate Aparajita Singh, amicus curiae in air pollution cases, told a bench of CJI Surya Kant and Justice Joymalya Bagchi that there has been no dent in pollution levels because authorities weren’t implementing a series of past apex court orders. She requested early listing of pleas for curbing air pollution which is leading to a health emergency in the region.CJI Kant, who the day before narrated his discomfiture due to toxic air, said, “What magic wand judiciary has to clear pollution? Moreover, by the time we hear parties and pass orders, if air flow is favourable, the ambient air gets better, rendering directions otiose.” He agreed long-term solutions were needed with coordinated efforts round-the-year. Singh said SC has already passed orders for action to be taken by authorities in a graded manner depending on the levels of air pollution. “All it requires is implementation in letter and spirit,” she said.CJI Kant, who comes from an agriculturist joint family from a village in Haryana, indicated that it was wrong to put the blame on farm fires as the main cause of air pollution. “The problem of air pollution is known to everyone. It’s also known that there are a variety of reasons for this,” he said.While agreeing to list the matter for hearing on Monday, the bench said, “Only domain experts and scientists can identify the reasons for air pollution in Delhi and NCR. They can suggest remedial measures for each of the identified reasons. The Supreme Court acknowledged its limitations in tackling Delhi-NCR’s air pollution, stating it lacks a ‘magic wand.’ Decades of judicial intervention have yielded minimal results, with authorities failing to implement past orders. The court emphasized the need for long-term, year-round solutions involving domain experts and coordinated government efforts, rather than just winter-specific actions. NEW DELHI: Supreme Court on Thursday said it doesn’t have a magic wand to improve air quality in Delhi-NCR, virtually admitting that judicial activism for decades, after initial rewards, has yielded minimal results in loosening the grip of noxious air over the region. Senior advocate Aparajita Singh, amicus curiae in air pollution cases, told a bench of CJI Surya Kant and Justice Joymalya Bagchi that there has been no dent in pollution levels because authorities weren’t implementing a series of past apex court orders. She requested early listing of pleas for curbing air pollution which is leading to a health emergency in the region.CJI Kant, who the day before narrated his discomfiture due to toxic air, said, “What magic wand judiciary has to clear pollution? Moreover, by the time we hear parties and pass orders, if air flow is favourable, the ambient air gets better, rendering directions otiose.” He agreed long-term solutions were needed with coordinated efforts round-the-year. Singh said SC has already passed orders for action to be taken by authorities in a graded manner depending on the levels of air pollution. “All it requires is implementation in letter and spirit,” she said.CJI Kant, who comes from an agriculturist joint family from a village in Haryana, indicated that it was wrong to put the blame on farm fires as the main cause of air pollution. “The problem of air pollution is known to everyone. It’s also known that there are a variety of reasons for this,” he said.While agreeing to list the matter for hearing on Monday, the bench said, “Only domain experts and scientists can identify the reasons for air pollution in Delhi and NCR. They can suggest remedial measures for each of the identified reasons. SRINAGAR: J&K Police on Thursday conducted a series of raids across Kashmir Valley at multiple locations allegedly linked to Jamaat-e-Islami (JeI), banned under the Unlawful Activities (Prevention) Act. Conversely, contractors who complete projects on time and maintain high quality will receive 30 and 40 marks, respectively.Under the framework for ‘Contractor/Concessionaire Rating System for NH Projects”, unveiled by the road transport ministry on Thursday, the maximum score will be 100 and the rating exercise will be held annually. Highway builders will be rated on seven parameters — timely completion, quality, maintenance, safety, disputes, subcontracting, overall performance and user rating, and negative marks for poor quality.This rating system is being introduced amid rising complaints about substandard construction, poor quality and inadequate maintenance of highway stretches. These issues have been flagged by PM Narendra Modi during highway sector review meetings and also by parliamentary panels. Highway minister Nitin Gadkari has repeatedly sought action against contractors for poor-quality work.According to the framework, failures, major defects, or stretches getting damaged before completion or during the defect-liability period will attract up to five negative points, while failures or defects in retaining (RE) walls will draw up to 10 negative points. Contractors will also be penalised for failing to deploy qualified professionals. Recent incidents such as damage on the Delhi–Mumbai Expressway and the collapse of an RE wall on NH-66 in Kerala have been glaring examples of poor-quality construction.Officials said the rating system assigns 70 marks for timely completion and quality, aiming to clearly identify high-performing contractors. “While poor performers will face penalties, good performers will be rewarded,” an official said. Ambala fire AMBALA: A devastating cylinder blast in Ambala’s Friends Colony on Thursday led to a massive fire, claiming lives of a 1.5-year-old boy and his 31-year-old mother, and leaving her 13-year-old daughter critically injured. The deceased were identified as Ekta and her son Priyans, while her daughter Tanushka is critically injured. Officials confirmed that the blaze intensified due to a large quantity of diesel stored inside the house, turning the incident into a major tragedy. Firefighters have since brought the fire under control, but the house was completely gutted.According to eyewitnesses, the house was being used for making gachak (sweet made of peanuts and jaggery), when a loud explosion shook the area. The impact triggered flames that shot high into the sky, fuelled by the diesel stored in drums. Neighbours reported seeing the house engulfed within minutes, and the fire quickly spread to an adjacent property before the blaze could be contained.Fire brigade teams rescued the three occupants trapped inside and rushed them to the Civil Hospital. Despite receiving medical care, the child and the woman succumbed to their injuries. The injured teenage girl was referred to a higher medical facility at PGI, Chandigarh for advanced treatment.Dr Aditi from the Civil Hospital, Ambala City confirmed the casualties, stating that the victims suffered severe burn injuries. “A 1.5-year-old child and a 32-year-old woman were brought dead. A 13-year-old girl has been referred due to critical condition,” she said.SDM Darshan Kumar, who reached the site, said preliminary findings indicate that the fire was caused by a cylinder blast. “An investigation is underway to determine the exact cause,” he noted.Fire brigade officials informed that four fire tenders were pressed into service. “We received information about a cylinder blast. Four vehicles were dispatched one after another, and the fire was brought under control. Three people trapped inside were rescued,” an officer said.Officials are continuing to probe the circumstances leading up to the blast and the large stock of diesel inside the residential premises.Investigation officer from Ambala City police station, Roshan, said that Priyansh and Ekta could not be saved while Tanushka is undergoing treatment. Delhi Police informed a court that most student protesters arrested for allegedly assaulting officers provided false addresses, hindering investigations. India Gate ‘pro-Maoist’ protest case NEW DELHI: The Delhi Police on Thursday told a court that most of the student protesters arrested for allegedly assaulting police personnel during last week’s demonstration at India Gate had intentionally provided incorrect addresses to conceal their identities.The police described the move as a “mockery of the law.”“It is very astounding that most of the accused before the court furnished incorrect addresses. The information sheets of several accused have been returned unverified by the local police. This shows they are not only making a mockery of the law but also deliberately concealing their identity,” the submission stated before Judicial Magistrate Sahil Monga at Patiala House court.The police further informed the court that on November 23, the day of the demonstration, some students gathered at the gate of the Parliament Street police station, launched “aggressive sloganeering” against the government, and blocked the entry and exit points of the facility.Out of the 17 accused, it sought five-day custody for five, arguing that more time was required to probe their alleged support for Maoists and banned organisations to uncover what it called a “deep-rooted conspiracy.”Opposing the plea, the defence counsel countered that the police had presented no material linking the students to any such activity and that custody could not be justified merely because their addresses were not verified.“What do they want to investigate? The probe can continue without custody. The accused cannot be put in custody just because the police could not verify their address,” the counsel asked.The court granted two-day police custody for four students — Gurkirat, Ravjot, Kranti and Abhinash — while sending the remaining 13 to one-day judicial custody.On November 23, a total of 23 students, including 11 women, were arrested after two FIRs were filed at the Kartavya Path and Parliament Street police stations. MUMBAI: The state govt will soon roll out a first-of-its-kind, comprehensive policy aimed at safeguarding students’ dignity, protection and mental well-being across its higher education institutions (HEIs), amid a worrying surge in distress, harassment and student suicides.The draft framework takes a 360-degree approach to campus safety, addressing everything from abuse, ragging, cyberbullying, substance abuse and digital harassment, to the needs of LGBTQ+ students and first-generation learners. Some suggestions in the first draft talk about measures such as a 24×7 toll-free helpline, secure e-grievance systems and a rapid-response protocol for distress calls. Under cyber harassment, the draft also addresses emerging concerns over the use of deepfakes, trolling and online shaming, and even acknowledges the absence of digital safety cells.The draft policy, which will undergo further consultation and changes before final enactment, makes all state, deemed and private universities, along with affiliated colleges and hostels, legally obligated to transform their approach to students’ welfare and protection. It is being framed by an 11-member committee, appointed by the state govt, under the chairmanship of HSNC University vice-chancellor, Hemlata Bagla. A member of the committee, Neha Jagtiani, principal, R D National College, and director, HSNC Board’s Bandra campus, stated they have proposed intensive gatekeeper training for faculty and staff so that early signs of student distress can be recognised and addressed with sensitivity. “The draft also highlights the need to eliminate any form of labelling or stigma around seeking counselling for mental health… The policy will place a strong emphasis on protecting vulnerable groups, including students who may face bullying, discrimination, cyber abuse or identity-based harassment. Clear preventive protocols, awareness initiatives and safe, confidential reporting mechanisms have been recommended…,” she said.The most important mandate for colleges will be to set up a dedicated student wellness and mental health centre, tasked with providing professional counselling, crisis intervention and resilience programmes. To ensure adequate support, it also suggests strict human resource requirements, such as appointing at least one qualified counsellor for every 2,000 students in urban HEIs and a higher ratio in vulnerable regions and institutions. A grievance redressal cell is mandated, which is expected to issue a reasoned, written order and communicate its decision on student complaints within a timeline of 30 days.The draft policy introduces a strict zero-tolerance approach to stigmatising behaviour, including the use of labels such as ‘suicide case’ or ‘depressed student’ under professional misconduct. It enlists serious consequences for institutional failure to respond to complaints. The Jewar airport, officially named Noida International Airport, is a major greenfield airport project located near Jewar in Uttar Pradesh, India, intended to serve the Delhi National Capital Region (NCR).The project is being developed under a public-private partnership model, with Zurich Airport International AG selected as the concessionaire. Construction began in June 2022, with the first phase scheduled to be operational by December 2025.The idea for a second international airport in the NCR was first discussed around the time of the 2010 Commonwealth Games, but construction did not begin for over a decade due to challenges with the expansion of Delhi’s airport.The project is being developed through a PPP model, with Zurich Airport International AG winning the 40-year concession in 2020.Prime Minister Narendra Modi laid the foundation stone in November 2021. Yamuna International Airport Private Limited (YIAPL), a subsidiary of Zurich Airport International AG, is responsible for development, and Tata Projects is handling the engineering, procurement, and construction.Located 75 km from Delhi, it will be the NCR’s second international airport after Indira Gandhi International Airport, boosting connectivity for western Uttar Pradesh. The airport is expected to be a strategic hub for cargo operations, enhancing logistics and economic growth.The airport is linked by six roads, rapid rail-cum-metro, and pod taxis; it features a CAT-III B Instrument Landing System for operations in low visibility. The Jewar Airport is expected to spur real estate development and generate about one lakh direct and indirect jobs.The airport was intended to ease congestion at Delhi’s IGI airport, improve connectivity in Western Uttar Pradesh, and serve as a modern, efficient hub.The project emphasised a “Swiss efficiency and Indian hospitality” approach and aimed to be environmentally conscious, aiming to achieve net-zero emissions and minimal environmental impact.
