The Supreme Court has allowed the Maharashtra State Election Commission to proceed with elections for most local bodies, excluding those with over 50% reservation. Polls for 57 civic bodies exceeding this limit will be subject to the court’s final decision on January 21, with results pending the outcome. NEW DELHI: The SC has cleared decks for the Maharashtra State Election Commission (SEC) to go ahead with the election process for all municipal corporations, zila panchayats and panchayat samitis in the state, except where total reservation exceeded the 50% ceiling. The SEC informed the court that quota exceeds 50% in two of the 29 corporations.The SEC, through senior advocate Balbir Singh, informed a bench of CJI Surya Kant and Justice Joymalya Bagchi that the quota exceeds 50% in two of the 29 municipal corporations, and that a similar exercise to compute the total reservation in 32 zila panchayats and 336 panchayat samitis will be carried out soon. The bench directed the SEC to initiate the election process for these three categories of local bodies, which include the Brihanmumbai Municipal Corporation. The SEC said it would soon announce the election schedule for these local bodies.SEC also informed the court that of the 246 municipal councils and 42 nagar panchayats, where polling is scheduled for Dec 2, the total reservation exceeded the 50% ceiling in 57 of them – 40 in municipal councils and 17 in nagar panchayats. The bench said till it decided the petitions, reservation cannot exceed 50% in any of the civic bodies. Directing the SEC to hold the Dec 2 polls as scheduled, it said results of the 57 local bodies, where reservation exceeds 50%, would be subject to the outcome of pending petitions. It fixed the final hearing on these petitions on Jan 21.Senior advocate Vikas Singh, appearing for the petitioners, repeatedly stressed that the total reservation, including OBC, cannot exceed the 50% ceiling fixed by constitution benches of SC. He said in local body territory where SC and ST population exceeded 50%, proportionate quota for them can exceed 50%, with no reservation for OBCs. Senior advocate Indira Jaising contested this stand, saying this would deprive backward classes of quota and result in absence of their representation in the civic bodies.The elections could not be conducted in the civic bodies because of a status quo order passed by SC in Aug 2022 on petitions challenging the state govt’s ordinance, which based on the Banthia Commission recommendations had provided for 27% OBC reservation in local bodies.Giving 27% quota to OBCs in all civic bodies, the petitions said, would breach the 50% ceiling on reservation in certain areas where SC and ST constitute a majority, warranting assigning of quota over and above the standard 15% and 7.5% reservation for them respectively, and correspondingly the OBC quota would shrink to keep the total quota within the 50% limit.On May 6, SC had asked the SEC to complete by Sept 30 the elections for local bodies following the OBC reservation criteria as existed prior to the Banthia Commission’s report in July 2022. While this would be Modi’s second visit to Oman, which is among the countries that India is expected to soon sign a free trade agreement with, the only time he visited Jordan earlier was in 2018 when he transited through the country on his way to Ramallah, becoming the first Indian PM to visit Palestine.PM Modi had last visited Oman in 2018. India and Oman have concluded negotiations for a free trade deal but a formal signing of the deal is still awaited. If Oman authorities are able to complete all domestic formalities in the next few weeks, the agreement could become the highlight of Modi’s visit.The Gaza issue is likely to figure prominently in Modi’s engagements with both King Abdullah II of Jordan and Oman Sultan Haitham bin Tariq, who had visited India in 2023. With a large diaspora and considerable energy and connectivity interests in the region, India has been consistent in its support for efforts to reach a ceasefire in Gaza, including the Trump peace plan, ensure release of hostages and return to dialogue and diplomacy. New Delhi also sees Trump’s peace plan as in line with its long-standing support for a negotiated two-State solution.Both countries earlier this year strongly condemned the Pahalgam terrorist attack with the Jordanian King expressing condolences and seeking an end to terrorism in all its forms and manifestation in a phone call with PM Modi.Apart from efforts to boost trade and investment, talks in Amman could also focus on IMEC with Jordan looking to act as a key transit country for the corridor. According to the Indian govt, trade and investment cooperation between the two sides has broadened, with India emerging as the fourth largest trading partner of Jordan in 2023-24 with bilateral trade worth .8 billion.In the case of Oman, according to the MEA, it is also India’s closest defence partner in the Gulf region and defence cooperation has emerged as a key pillar of the strategic ties between Oman and India. (Representative image) MUMBAI: PM Narendra Modi’s Thursday announcement about govt moving towards opening up nuclear sector to private players has been welcomed, though with a fair degree of scepticism.According to Modi, privatisation would help in development of small modular reactors (SMRs), advanced reactors and innovation. “This reform will give new strength to India’s energy security and technological leadership.”However, Atomic Energy Commission member Ravi B Grover told TOI Friday, “They (SMRs) are yet to be developed and it is premature to bet on them. With regard to SMRs, we are near peak of expectations. It is better to go for 220MW pressurised heavy water reactors rather than reactors whose technology is not yet established and whose economic viability remains unproven.”Anil Kumar Anand, former director of BARC’s reactor research group, who headed the nuclear submarine project, expressed an equal degree of scepticism. “Opening up nuclear field to private sector requires a lot of resources and money. For industries, to design and develop SMRs will be a challenge.”Anand added govt had set an ambitious target of 100GW of nuclear power capacity by 2047. The Supreme Court is set to frame guidelines to protect women’s health, dignity, and privacy concerning menstruation, prompted by an incident where sanitation workers were forced to prove they were menstruating. The court expressed concern over ‘period-shaming’ and issued notices to the Centre, acknowledging the SCBA’s petition highlighting widespread such violations. NEW DELHI: Taking cognisance of a recent incident of three women sanitation workers of Maharshi Dayanand University in Haryana being compelled to send photographs of their sanitary pads to prove they were menstruating, Supreme Court on Friday decided to examine framing of guidelines to ensure that the right to health, dignity, bodily autonomy and privacy of women and girls is not violated when they are going through menstruation.A bench of Justices B V Nagarathna and R Mahadevan expressed concern over ‘period-shaming’ incidents in educational institutions and working places, and said it showed the mentality of people.SC issued notice to the Centre and its ministries concerned on a petition filed by Supreme Court Bar Association which told the court there had been many instances of ‘period-shaming’ and pleaded the court to intervene.SCBA president Vikas Singh and other office bearers including Aparna Bhat and Pragya Baghel, told the court there was an urgent need for guidelines enforceable across India with an aim of fostering dignity and workplace inclusivity and upholding women’s right to health. They submitted that the Haryana incident was not a solitary one and many such cases have been reported across the country.”These incidents of women and girls being subjected to invasive and degrading checks in various institutional settings to check whether they are menstruating is in gross violation of their right to life, dignity, privacy and bodily integrity under Article 21 of the Constitution. Women workers, especially unorganised workers, have a right to decent working conditions which respect their biological differences and make room for adequate concessions such that they are not subject to humiliating checks when they are suffering from menstruation-related pain and discomfort,” SCBA said in its petition.SC after a brief hearing sought response from the Centre and appreciated SCBA for taking up this issue. It also said that if a woman worker on account of menstruation was unable to perform heavy tasks, another employee could have been assigned. “If someone is saying that because of this reason heavy work could not be done, it could have been accepted and some other persons could have deployed. Addressing the 60th all-India DGP/IGP conference in Raipur, Chhattisgarh, Shah said the security forces and the police are delivering strong blows to extremism, radicalisation and narcotics NEW DELHI: Stating that the Narendra Modi govt has provided permanent solutions to the three hotspots that had become a festering wound for the nation — Left-wing extremism-hit areas, insurgency-affected North-East, and terror-hit Jammu & Kashmir — home minister Amit Shah on Friday told the police heads from across the country that these regions will “very soon” become like the rest of the country.Addressing the 60th all-India DGP/IGP conference in Raipur, Chhattisgarh, Shah said the security forces and the police are delivering strong blows to extremism, radicalisation and narcotics by focusing on three key aspects: accuracy of intelligence, clarity of objectives, and synergy in action. “We must launch a 360-degree attack on narcotics and organised crime and build such a system that drug traffickers and criminals do not get even an inch of space in this country,” he said. The time has come, he added, for state police forces to work in coordination with the Narcotics Control Bureau (NCB) and strike hard at narcotics gangs operating at state, national and international levels, and put their masterminds behind bars.Shah said that the DGP/IGP conference has, under the leadership of Prime Minister Narendra Modi, emerged as a key forum for resolving the country’s internal security challenges – ranging from identifying problems and challenges to formulating strategies and policies.Referring to the actionable steps taken by the Modi govt for the complete elimination of Naxalism, the home minister noted that 586 fortified police stations had been constructed in Maoist-infested areas, strengthening the security grid. As a result, he said, the number of Naxal-affected districts has come down from 126 in 2014 to just 11 now.“The country will be completely free from the menace of Naxalism before the next DGP/IGP conference,” he announced.Highlighting the concrete steps taken by the Modi govt to bolster national security, Shah recounted the additional powers and mandate given to NIA, including to probe terror crimes against Indian citizens abroad, tightening the Unlawful Activities Prevention Act (UAPA), enactment of three new criminal laws and stronger laws against narcotics and fugitive offenders. Home Minister Amit Shah announced that Left-wing extremism, North-East insurgency, and terrorism in Jammu & Kashmir will soon be resolved. He highlighted the government’s focus on intelligence, clear objectives, and coordinated action to combat these issues and narcotics. Addressing the 60th all-India DGP/IGP conference in Raipur, Chhattisgarh, Shah said the security forces and the police are delivering strong blows to extremism, radicalisation and narcotics NEW DELHI: Stating that the Narendra Modi govt has provided permanent solutions to the three hotspots that had become a festering wound for the nation — Left-wing extremism-hit areas, insurgency-affected North-East, and terror-hit Jammu & Kashmir — home minister Amit Shah on Friday told the police heads from across the country that these regions will “very soon” become like the rest of the country.Addressing the 60th all-India DGP/IGP conference in Raipur, Chhattisgarh, Shah said the security forces and the police are delivering strong blows to extremism, radicalisation and narcotics by focusing on three key aspects: accuracy of intelligence, clarity of objectives, and synergy in action. “We must launch a 360-degree attack on narcotics and organised crime and build such a system that drug traffickers and criminals do not get even an inch of space in this country,” he said. The time has come, he added, for state police forces to work in coordination with the Narcotics Control Bureau (NCB) and strike hard at narcotics gangs operating at state, national and international levels, and put their masterminds behind bars.Shah said that the DGP/IGP conference has, under the leadership of Prime Minister Narendra Modi, emerged as a key forum for resolving the country’s internal security challenges – ranging from identifying problems and challenges to formulating strategies and policies.Referring to the actionable steps taken by the Modi govt for the complete elimination of Naxalism, the home minister noted that 586 fortified police stations had been constructed in Maoist-infested areas, strengthening the security grid. As a result, he said, the number of Naxal-affected districts has come down from 126 in 2014 to just 11 now.“The country will be completely free from the menace of Naxalism before the next DGP/IGP conference,” he announced.Highlighting the concrete steps taken by the Modi govt to bolster national security, Shah recounted the additional powers and mandate given to NIA, including to probe terror crimes against Indian citizens abroad, tightening the Unlawful Activities Prevention Act (UAPA), enactment of three new criminal laws and stronger laws against narcotics and fugitive offenders. Nehru alleged that Singh was a habitual offender who frequently livestreamed inflammatory speeches on Facebook.On Nov 26, Singh posted abusive, derogatory and communal remarks targeting a particular community on a Facebook page titled “Panchmukhi Pahadi Rajpoot”, Nehru stated in his complaint, adding that the post was widely circulated on social media platforms, thereby promoting ill will and enmity between communities, and hurting religious sentiments.“The content, uploaded intentionally, is prima facie capable of disturbing public peace and communal harmony in the region,” stated the FIR, registered under BNS Section 196 (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, caste, or community).Singh had earlier been arrested in March 2023 for uploading similar inflammatory content and was subsequently placed under preventive detention in Bhaderwah district jail, police said.Doda Police urged netizens to use social media responsibly and refrain from sharing or endorsing content that may affect communal harmony. SRINAGAR: J&K CM Omar Abdullah’s National Conference on Friday passed a resolution condemning what it termed “selective targeting” of Kashmiris in the aftermath of the Delhi car blast involving a terror module that allegedly includes several doctors from the Union territory.Stating that “the people of Jammu and Kashmir cannot be stereotyped” based on the heinous terrorist act in Delhi, the resolution drafted by NC’s working committee urges all state govts “to ensure the safety, dignity, and protection of lives and property of Kashmiris and other residents of J&K living or working across India”.Spokesperson Tanvir Sadiq, who read out portions of the document in Omar and party chief Farooq Abdullah’s presence, said NC would continue pushing for Kashmir’s special constitutional status to be restored, calling it “central to the aspirations and dignity” of all Kashmiris.The resolution, which comes just over a year after Omar became CM, also urges the Union govt to “immediately restore full statehood to J&K, as promised on the floor of Parliament”.Omar spoke of his elected govt being still being “under Raj Bhavan”, reflected in the management of universities, medical institutes and even the power development department. “The only solution is restoration of statehood,” he said.The CM alleged that houses had been bulldozed, including the home of a journalist in Jammu, on the orders of Raj Bhavan officials “to humiliate the elected govt”.”If they had to use bulldozers, they should have at least consulted the minister concerned,” he said.Omar clarified that his govt was not opposed to action against encroachment of state-owned land but would not tolerate being sidelined. “You cannot target a particular community or locality to defame an elected govt.”The CM said his govt should be judged only after restoration of statehood and separation of powers. “Security is not in our control. The claims came ahead of a Friday deadline for submissions before the panel probing the violence in which four protesters were killed and over 80 injured.Leh Apex Body (LAB), the region’s largest political and religious group that spearheaded the protests, has given the panel detailed accounts but sought more time to present evidence. Late Friday evening, the panel, headed by retired Supreme Court judge BS Chauhan, extended the deadline to Dec 8. LAB member and climate activist Sonam Wangchuk is among the over 70 people arrested over the violence. He has been booked under the stringent National Security Act (NSA).In its representation, Congress has called the police firing on the “peaceful protesters without any order from the on-duty magistrate a direct assault on the right to life and personal liberty under Article 21”.“Compounding this grave misery, many innocent persons, including prominent activist Sonam Wangchuk, continue in detention without substantial evidence against them in clear violation of Article 22’s protections against arbitrary arrest and detention,” states the Congress submission made by former minister Nawang Rigzin Jora.This is not an isolated error but “a symptom of grave mis-governance and a total failure of law enforcement, particularly in a peaceful region like Ladakh where demands for Sixth Schedule and statehood stem from genuine concerns over cultural preservation, environmental protection and equitable development”, Congress said.Seeking immediate release of the detainees, Congress said “the wounds inflicted on Sept 24 run deep in the collective psyche of Ladakh’s social fabric and the nation’s commitment to constitutional values”. “We place our hope in the commission to deliver not just findings but transformative justice and action against the barbaric act,” the party’s representation reads.In its representation, Anjuman has claimed that police “unexpectedly and without sufficient provocation, fired tear gas shells into the crowd, creating panic and chaos”. “This sudden and unprovoked action provoked retaliation in the form of stone-pelting by some agitated youths,” the Anjuman said.It added that the police resorted to direct firing using live ammunition, “targeting the crowd, (with) many victims being hit in the head and chest in clear violation of police protocols and SoPs”.The Union home ministry (MHA) had announced the commission after demands from LAB and Kargil Democratic Alliance (KDA), another key Ladakh organisation. NEW DELHI: A Trinamool Congress (TMC) delegation in its meeting with Election Commission on Friday alleged that there have been 40 deaths, including those of Booth Level Officers (BLOs), related to the Special Intensive Revision (SIR) of electoral rolls, so far, in West Bengal, and accused chief election commissioner Gyanesh Kumar and his two colleagues of “having blood on their hands”.TMC leader in Rajya Sabha Derek O’ Brien, who led the delegation, told reporters that it raised five questions, but “did not get any answers”, even as the CEC spoke for an hour. The TMC leader said his party was not opposed to the concept of SIR, but was against the “unplanned manner” and “heartless” way in which EC was executing it.Another member of the delegation, Lok Sabha MP Mahua Moitra claimed that EC dismissed the submissions on “SIR-related deaths” as mere allegations. “Does EC or the CEC take responsibility for the deaths of BLOs?” TMC asked as it alleged that across several states, numerous BLOs have lost their lives while carrying out their SIR duties. These include cases of BLOs who have been forced to commit suicide, the Mamata Banerjee-led party alleged, citing the “inhuman pressure” by EC.TMC accused EC of anti-West Bengal bias and asked that if the true intent of SIR was to remove illegal immigrants from the voters’ list, why was Bengal the only border state under scrutiny.Why is the exercise watered down as a “special revision” in Assam and non-existent in other border states of the Northeast, and is SIR meant to “protect the voters’ list or to cast doubt on the very identity of Bengalis” and push them out of it, TMC asked. Books authored by NDMA Member Dr Dinesh Kumar Aswal were released on the occasion.During the programme, CM Dhami felicitated outstanding women scientists who have excelled in science and technology. Scientists from various institutions across Uttarakhand were honoured with the “Young Women Scientist Achievement Award-2025” and the “UCOST Young Women Scientist Excellence Award”.The Chief minister said that science, research and technology-driven innovation play a vital role in improving disaster management. He added that the work of Uttarakhand’s young women scientists is inspiring for the state, the country, and the world.Recipients of the Young Women Scientist Achievement Award-2025 (up to 45 years) included Ankita Rajput, Garima Punetha, Mamta Arya, Harshit Pant, Priyanka Sharma, and Priyanka Pandey.Under the UCOST Young Women Scientist Excellence Award (up to 30 years), Priyanka Uniyal, Palak Kansal, Radhika Khanna, Stuti Arya, and Devy Mungal were felicitated.Addressing the conference, Union minister Jitendra Singh said that “there could be no better venue than Uttarakhand” for hosting the World Disaster Management Conference. He said the event, organised with support from international, national, and state-level institutions, marks a significant step in disaster management.He announced the installation of advanced weather forecasting radars in Haridwar, Pantnagar, and Auli to strengthen the state’s warning systems. Referring to the Silkyara Rescue Operation, he said the mission proved that strong willpower, effective leadership and scientific capability can overcome the toughest challenges.CM Dhami said he was informed that during the three-day conference, representatives from Himalayan states, along with scientists and researchers from India and abroad, would hold detailed discussions on climate change and disaster management in the Himalayan region. He expressed confidence that the strategies formulated here would benefit not only Uttarakhand but the entire world.The chief minister highlighted the ecological significance of the Himalayas, calling them the lifeline of the Indian subcontinent. He said that climate change, unplanned development and exploitation of natural resources are disturbing the fragile Himalayan ecosystem. He stressed the importance of coordination among scientists, policymakers and field experts, adding that the conference would act as an important bridge.Referring to national initiatives, CM Dhami said that under the leadership of Prime Minister Narendra Modi, a 10-point agenda for disaster risk reduction has been implemented based on the “4P mantra – Predict, Prevent, Prepare, and Protect.”He said the success of the Silkyara Tunnel Rescue Mission, in which 41 workers were safely rescued after 17 days, stands as a historic milestone. He added that the state government has since intensified efforts in scientific techniques, risk assessment, AI-based warning systems and institutional coordination.The chief minister said the state is working on long-term Himalayan conservation through digital monitoring systems, glacier research centres, water source protection, and public participation. Rapid Response Teams have been formed, and work on drone surveillance, GIS mapping, satellite monitoring, and sensor-based lake monitoring is underway. He noted that environmental awareness, plantation programmes and the promotion of green energy have been accelerated.CM Dhami said that Uttarakhand has established the Spring Rejuvenation Authority (SARA) to promote water conservation, under which traditional water sources are being revived. He informed us that the “Digital Deposit Refund System” has contributed significantly to plastic waste management, reducing 72 tonnes of carbon emissions in the Himalayan region. These efforts have helped Uttarakhand secure the top position in the NITI Aayog SDG Index.He concluded that in India’s Sanatan culture, nature is revered as a mother, and it is essential to move forward with devotion, tradition and scientific thinking. NEW DELHI: The Congress would have a strong feeling of deja vu about the turn of events in Karnataka. The grand-old-party stares at a political crisis in the state that threatens the very stability of its government. Ironically, while the crisis is in Karnataka, on test is the Congress high command – which has proved to be a bad crisis manager in recent times.The open power tussle between chief minister Siddaramaiah and deputy chief minister D K Shivakumar has reached a point of no return, forcing the top leadership into a huddle. Ironically, the seeds of the current crisis were sown two-and-a-half years back – when both the regional stalwarts had staked claim to the CM post – following the party’s emphatic victory over the BJP in the 2023 assembly elections. So the big question is: Has the top Congress leadership failed to act in time, yet again? We have seen similar leadership tussles play out in two states – Madhya Pradesh and Rajasthan – where the factionalism between state Congress leaders played a key role in the party eventually losing power. The common thread in all three states has been the Congress leadership’s reluctance to act decisively in the fight between the party’s old guard and the younger leaders.In Madhya Pradesh, when Jyotiraditya Scindia wanted to step into the leadership role, Congress backed veteran heavyweights Kamal Nath and Digvijaya Singh. This eventually saw the Scindia Junior quitting the party and joining the BJP. Scindia’s revolt brought down the Congress government and in the next assembly elections, Kamal Nath and Digivijay Singh failed miserably to counter the BJP. Today, the Congress in Madhya Pradesh is in doldrums while Scindia is a Union minister.In Rajasthan, when Sachin Pilot, who as state president had led the Congress to emphatic victory in 2018, sought the chief minister’s chair, the party again backed state veteran Ashok Gehlot. Gehlot, who had led the party to defeat in 2013, became the chief minister again and Sachin Pilot and his supporters were left disappointed. When Sachin stepped up his campaign for the top job, Gehlot used his full might to crush the rebellion. Pilot, who camped at a resort with his supporters, was eventually convinced by the Gandhi family to stay with the party. While the party high command bet big on Gehlot, he could not win the state in 2024.Now, we see a similar script play out in Karnataka. Siddramaiah, who was made the chief minister in 2013, led the party to defeat in 2018. DK Shivakumar, as the state Congress president, played a key role in the party’s victory in 2023. But once again, senior leader Siddaramaiah staked claim to the top post and the party eventually went with him. DKS then remained defiant for almost a week before eventually relenting. DKS now claims that there was a secret deal in the know of five-six people about rotating the post of chief minister and wants the Congress high command to ensure that he gets his due. But the Congress high command, as usual, allowed the crisis to blow out of hand. And now, when the factionalism is out in the open, it is trying to broker a truce.The last-minute crisis management may save the Congress government in Karnataka for now, but the open power tussle has the potential to damage the party’s image and perhaps also its electoral prospects. The Congress had managed a historic victory against the BJP in 2023. Instead of consolidating its gains, the party finds itself managing the power play between its state leadership. But then, this is how the Congress high command has worked in recent years. The Congress high command needed to anticipate this crisis in Karnataka and should have worked to find a balance between Siddaramaiah, who is past his prime, and DKS – who is the strongest contender to lead the party forward. Perhaps the Congress leadership needs to be reminded about an old adage: A stitch in time saves nine.It will be interesting to see how the Congress high command wriggles out of this crisis and how much this impacts the party’s prospects in the 2028 assembly elections. NEW DELHI: Amid the ongoing leadership crisis in Karnataka, the Bharatiya Janata Party on Friday floated another theory that Congress may ignore both Siddaramaiah and DK Shivakumar and choose a “dark horse” for the chief ministerial post in the state.Talking to reporters, former Karnataka CM and BJP MP Basavaraj Bommai said that chief minister Siddaramaiah and his deputy DKS are “being inflexible due to their ego,” leading the high command to consider alternative options.“CM and Deputy CM both have a very egoistic attitude. They are not ready to budge an inch. Therefore, the high command is compelled to think of the other alternative. So in this context, a dark horse might emerge in the state,” Bommai said.Mallikarjun Kharge in CM race?This comes as a section within the Karnataka Congress has reportedly pitched party chief Mallikarjun Kharge’s name for the chief minister’s post amid the “leadership tussle”.Minister Shivananda Patil described Mallikarjun Kharge as the “most eligible person” for the CM post. “I had committed a mistake once by not voting for him. I accept it today,” he said.State home minister G Parameshwara also said that if the party high command decides, everyone would accept Kharge as the chief minister.The issue of a Dalit chief minister has long been debated within Congress, with senior Dalit leaders including Parameshwara and Mahadevappa speaking on the matter in the past.Some prominent Dalit leaders are reportedly planning to push for a “Dalit CM” before the high command in the event of a change in state leadership, PTI reported.PTI cited sources and claimed that Kharge, a Dalit stalwart in the party, lost the chance to become chief minister thrice — in 1999 to S M Krishna, in 2004 to Dharam Singh and in 2013 to Siddaramaiah.Kharge’s son and Karnataka minister Priyank Kharge, however, dismissed the speculations, calling them “irrelevant”.“Whenever elections happen here (in Karnataka), he is in the race to become the CM, and whenever Parliamentary elections happen, he is in the race to become the PM. Such discussions are irrelevant now,” Priyank said.Speculations over a change of CM in Karnataka gathered pace as soon as the government completed its halfway mark on November 20. Reports quoting Congress sources suggested that MLAs and MLCs from Shivakumar’s faction had camped in Delhi to push the party high command to make him the next chief minister.DK Shivakumar added to the speculations after he claimed that there had indeed been “a confidential understanding on leadership transition among five-six leaders” soon after Congress won a landslide in the 2023 elections.Meanwhile, DKS on Friday said that he will travel to Delhi to meet the high command over the “power tussle” between him and Siddaramaiah.“I will definitely go to Delhi. It is our temple. Congress has a long history, and Delhi will always guide us. When they call me, party leaders and the CM, we will go there,” Shivakumar said.“My community is the Congress. Punjab Cabinet approved empanelment of 300 doctors across 12 specialties to boost healthcare. This move aims to enhance specialist availability and improve secondary healthcare quality in government facilities. Specialists will receive fees per patient, with incentives for night duties. A proposal for border area incentives for government doctors and teachers is also underway. CHANDIGARH: The Punjab Cabinet on Friday gave nod to empanel 300 doctors, specialised in 12 key domains, to improve healthcare services across the state. According to an official statement issued here following the meeting chaired by Chief Minister Bhagwant Mann, the cabinet gave nod to empanel 300 doctors across 12 key specialties, including medicine, pediatrics, psychiatry, dermatology, chest and tuberculosis, surgery, gynaecology, orthopedics, ophthalmology, ENT, and anaesthesiology, in government health facilities. This step will significantly augment specialist availability and improve the quality of secondary healthcare delivery in Punjab, it added. The empanelment of specialists will be done at district level through civil surgeons and the empanelled specialist shall be entitled to an empanelment fee per patient for various services like OPD, IPD, emergency calls, major and minor surgeries, and others. After the cabinet meeting, Finance Minister Harpal Singh Cheema said the decision will also help tide over the shortage of specialists in government facilities. The empanelled doctors will get an incentive of Rs 100 per patient for examining them in both OPD (outpatient department) and IPD (in-patient department), he said. However, a cap has been set on the number of patients these specialists can examine — between 50 and 150 in the OPD, and two to twenty in the IPD, the minister added. Cheema said if a specialist government doctor, who is on night duty, is called at day time, they will get an incentive of Rs 1,000. If the doctor is not on duty during night hours, but is called during the period, then the incentive will double. The day time duty hours will be counted from 8 am to 8 pm, he added. NEW DELHI: Former ISRO chairman Dr S Somanath used his address at the 71st National Conference of the Akhil Bharatiya Vidyarthi Parishad (ABVP) on Friday to underline the co-existence of “faith and facts” in India’s scientific tradition, urging students to embrace both knowledge and cultural rootedness as the country pushes into a new technological era. Speaking at the General Bipin Rawat Auditorium in the tent city of Bhagwan Birsa Munda Nagar, he called the youth “the generation that will script India’s future”.“Faith and facts complement each other. Culture and innovation work hand in hand,” Somanath said, adding that India’s spiritual texts “contain insights into modern science and secrets about it”. He said knowledge in Indian tradition is viewed as “sacred” and acquired through tapas, while vigyan, sanskar and seva form the framework for national development.Pointing to India’s recent space achievements, he said: “We were the very first nation” to land a craft on the lunar south pole. He cited Aditya-L1, Gaganyaan, NISAR, SSLV and reusable rocket programmes as examples of India “showing the path to the world”. NEW DELHI: Former ISRO chairman Dr S Somanath used his address at the 71st National Conference of the Akhil Bharatiya Vidyarthi Parishad (ABVP) on Friday to underline the co-existence of “faith and facts” in India’s scientific tradition, urging students to embrace both knowledge and cultural rootedness as the country pushes into a new technological era. Speaking at the General Bipin Rawat Auditorium in the tent city of Bhagwan Birsa Munda Nagar, he called the youth “the generation that will script India’s future”.“Faith and facts complement each other. Culture and innovation work hand in hand,” Somanath said, adding that India’s spiritual texts “contain insights into modern science and secrets about it”. He said knowledge in Indian tradition is viewed as “sacred” and acquired through tapas, while vigyan, sanskar and seva form the framework for national development.Pointing to India’s recent space achievements, he said: “We were the very first nation” to land a craft on the lunar south pole. He cited Aditya-L1, Gaganyaan, NISAR, SSLV and reusable rocket programmes as examples of India “showing the path to the world”. He also highlighted the rise of private space players such as Skyroot and Pixxel, saying they were “creating new stories”.On national capabilities, Somanath said Aadhaar-based services, UPI, cyber-physical integration and advances in defence technology had strengthened India’s strategic posture. Referring to Operation Sindoor, he noted, “We are strong enough to handle adversaries.”He emphasised that India’s future technology “should not be imported”, declaring that “they will be imagined, engineered, and perfected by the youth we have”. Calling this a generational moment, he added, “Bharat ek hai, aur isko ek rakhna yuvaon ki zimmedari hai.”Describing ABVP as “a movement, a mission, a national conscience”, he credited the organisation with shaping education policy, protecting cultural identity and strengthening unity campaigns. “The ABVP has done what other student organisations have not done,” he said.Somanath said India today possesses “moral clarity”, democratic stability and global technological heft. “This is the moment India has been waiting for for centuries. ISRO has now released the first S-band radar images, showcasing the satellite’s capability in observing Earth’s diverse landscapes, marking the commencement of its science phase. BENGALURU: India and the United States have cleared a major milestone in their joint Earth-observation effort, with the Nasa-Isro Synthetic Aperture Radar (Nisar) mission completing antenna deployment, early calibration, and the full commissioning run. The mission has now moved into its science phase, with Isro releasing the first set of S-band radar images on Friday, the 100th day of the satellite in orbit.After the successful launch of Nasa-Isro Synthetic Aperture Radar (Nisar) satellite onboard GSLV – F16 on July 30, the 12m diameter Antenna reflector has been successfully deployed. The 12-meter diameter antenna reflector plays a key role for both Isro’s S-Band and Nasa’s L-Band Synthetic Aperture Radar (SAR) payload. The antenna was launched in a stowed condition on a 9m long boom, which was tucked to the satellite. The antenna and the 9m boom was developed by Nasa.The unfolding of the joints of the boom commenced on Aug 9, and was carried out over a period of five days (Wrist, Shoulder, Elbow and Root deployments). The reflector assembly mounted on the end of the boom was deployed successfully on Aug 15 and the performance of the antenna systems are satisfactory.The entire operations were carried out from the Isro Telemetry Tracking and Command Network (Istrac) with the support of Nasa’s Jet Propulsion Laboratory (JPL).Commissioning Phase“Since the first acquisition on Aug 19, Nisar S-Band SAR is regularly imaging over Indian landmass and global calibration-validation sites in various payload operating configurations. Reference targets such as Corner reflectors were deployed around Ahmedabad, Gujarat and a few more locations in India for calibration of the images,” Isro said. Data acquired over Amazon rainforests were also used for calibration of spacecraft pointing and images. Based on this, payload data acquisition parameters were fine-tuned resulting in high quality images. Initial analysis by scientists and engineers revealed the potential of S-Band SAR data for various targeted science and application areas like agriculture, forestry, geo-sciences, hydrology, Polar/Himalayan ice/snow and oceanic studies. “The first image of S-band SAR acquired on Aug 19 captures the fertile Godavari River Delta in Andhra Pradesh, India. Various vegetation classes like mangroves, agriculture, arecanut plantations, aquaculture fields, etc are clearly seen in the image.
