He added that the work of Uttarakhand’s young women scientists is inspiring for the state, the country, and the world.Recipients of the Young Women Scientist Achievement Award-2025 (up to 45 years) included Ankita Rajput, Garima Punetha, Mamta Arya, Harshit Pant, Priyanka Sharma, and Priyanka Pandey.Under the UCOST Young Women Scientist Excellence Award (up to 30 years), Priyanka Uniyal, Palak Kansal, Radhika Khanna, Stuti Arya, and Devy Mungal were felicitated.Addressing the conference, Union minister Jitendra Singh said that “there could be no better venue than Uttarakhand” for hosting the World Disaster Management Conference. He said the event, organised with support from international, national, and state-level institutions, marks a significant step in disaster management.He announced the installation of advanced weather forecasting radars in Haridwar, Pantnagar, and Auli to strengthen the state’s warning systems. Referring to the Silkyara Rescue Operation, he said the mission proved that strong willpower, effective leadership and scientific capability can overcome the toughest challenges.CM Dhami said he was informed that during the three-day conference, representatives from Himalayan states, along with scientists and researchers from India and abroad, would hold detailed discussions on climate change and disaster management in the Himalayan region. He expressed confidence that the strategies formulated here would benefit not only Uttarakhand but the entire world.The chief minister highlighted the ecological significance of the Himalayas, calling them the lifeline of the Indian subcontinent. He said that climate change, unplanned development and exploitation of natural resources are disturbing the fragile Himalayan ecosystem. He stressed the importance of coordination among scientists, policymakers and field experts, adding that the conference would act as an important bridge.Referring to national initiatives, CM Dhami said that under the leadership of Prime Minister Narendra Modi, a 10-point agenda for disaster risk reduction has been implemented based on the “4P mantra – Predict, Prevent, Prepare, and Protect.”He said the success of the Silkyara Tunnel Rescue Mission, in which 41 workers were safely rescued after 17 days, stands as a historic milestone. He added that the state government has since intensified efforts in scientific techniques, risk assessment, AI-based warning systems and institutional coordination.The chief minister said the state is working on long-term Himalayan conservation through digital monitoring systems, glacier research centres, water source protection, and public participation. Rapid Response Teams have been formed, and work on drone surveillance, GIS mapping, satellite monitoring, and sensor-based lake monitoring is underway. He noted that environmental awareness, plantation programmes and the promotion of green energy have been accelerated.CM Dhami said that Uttarakhand has established the Spring Rejuvenation Authority (SARA) to promote water conservation, under which traditional water sources are being revived. He informed us that the “Digital Deposit Refund System” has contributed significantly to plastic waste management, reducing 72 tonnes of carbon emissions in the Himalayan region. These efforts have helped Uttarakhand secure the top position in the NITI Aayog SDG Index.He concluded that in India’s Sanatan culture, nature is revered as a mother, and it is essential to move forward with devotion, tradition and scientific thinking. Please save me!” Caught between life and death, Rajesh Mishra cried out over the phone, his voice strained, as an attacker kept flailing a knife at him.Rajesh Mishra, a supervisor, was trying to reach out to Subroto Sen, a guard who himself had escaped the same fatal knife attack that was being carried out by Zaib Zuber Ansari.Wounded Subroto Sen had rushed to the back of the building and waited in distress for what appered to be the tragedy to pass.Narrating to the police the sequence of events from the horrifying night in Mumbai’s Mira Road that left him and his supervisor seriously injured, Subroto Sen claimed Zaib Zuber Ansari, 31, had approched him hours before he came with an intent to kill.”He asked, ‘Is there a mosque ahead?’ I replied, ‘Yes, there is a mosque ahead on the right side.’ He then asked, ‘What is the name of the mosque?’ I told him, ‘I do not know the name of the mosque.’ Zuber then asked, ‘Are you a Hindu?’ I answered ‘yes’,” Sen stated, according to news agency IANS. He said the accused initially walked away. But hours later, around 4 am, when Subroto stepped out to a tea stall, he spotted Zuber there again.By 4.30 am, as he returned to his duty post, a sense of unease set in. Zuber was following him!Before he could react, the accused allegedly pulled out a knife, grabbed Subroto by the arm, and lunged. Subroto tried to fight back, but not before suffering a knife injury.In a desperate bid to escape, he pushed the attacker away and ran towards his supervisor Rajkumar Mishra’s cabin.”However, Zuber entered the cabin as well. Being seated in the chair, Mishra was unable to defend himself effectively,” Subroto said.Fearing for his life, Subroto fled towards the back of the building. After some time, when the situation appeared to calm down, he called Mishra’s mobile phone. Mishra answered and, in distress, pleaded, “I’m going to die! I’m going to die! Please save me!”According to police officials, the accused approached the guards stationed at an under-construction building near Wockhardt Hospital in the early hours of Monday, around 4.00 am. He reportedly asked them to recite the Kalma, an important Islamic declaration of faith, before launching the attack.Ansari has been taken into custody in connection with the attack, during which he allegedly questioned the victims about their religious identity before assaulting them with a knife, in what investigators suspect could be a lone wolf-style incident by a radicalised individual.The victims, Rajkumar Mishra and Subroto Sen, suffered serious injuries and were admitted to a nearby hospital for treatment. Mishra managed to reach the hospital on his own despite his condition, while Sen was helped by a local resident, Nayab Sheikh.Police moved swiftly after the attack, scanning CCTV footage from the area to trace the suspect. Ansari was tracked down and apprehended within roughly 90 minutes. He was later taken to Naya Nagar Police Station, where a case was registered against him under charges including attempted murder and promoting enmity between communities.Following his arrest, Ansari was produced before a court in Thane, which remanded him to police custody until May 4.The probe has since widened, with local police working alongside the state Anti-Terrorism Squad (ATS). Investigators are examining electronic devices seized from the accused to establish whether the attack was an isolated act or part of a larger design.Preliminary findings, point to notes containing references such as “ISIS”, “lone wolf”, “jihad”, and “Gaza”, reported IANS.The agency also claimed Ansari had spent several years in the United States, where members of his family continue to reside. Mishra managed to reach the hospital on his own despite his condition, while Sen was helped by a local resident, Nayab Sheikh.Police moved swiftly after the attack, scanning CCTV footage from the area to trace the suspect. Ansari was tracked down and apprehended within roughly 90 minutes. He was later taken to Naya Nagar Police Station, where a case was registered against him under charges including attempted murder and promoting enmity between communities.Following his arrest, Ansari was produced before a court in Thane, which remanded him to police custody until May 4.The probe has since widened, with local police working alongside the state Anti-Terrorism Squad (ATS). Investigators are examining electronic devices seized from the accused to establish whether the attack was an isolated act or part of a larger design.Preliminary findings, point to notes containing references such as “ISIS”, “lone wolf”, “jihad”, and “Gaza”, reported IANS.The agency also claimed Ansari had spent several years in the United States, where members of his family continue to reside. NEW DELHI: The Indian Overseas Bank has issued an official statement after a man in Odisha exhumed and brought his deceased sister’s remains to a branch in Keonjhar district on 27 April, in an attempt to withdraw money from her account, amid reports alleging misconduct by bank officials.In its clarification, the bank issued clarification on the incident at the Malliposi branch of Odisha Grameen Bank, a sponsored Regional Rural BankThe statement said, “Contrary to certain media reports, bank officials did not demand the physical presence of a deceased customer for withdrawal,” adding that procedures were followed in line with banking regulations.According to the bank, the man, identified as Jitu Munda, had approached the branch seeking to withdraw funds from an account held in the name of his sister, Kalara Munda. Officials informed him that third-party withdrawals were not permitted without proper authorisation. When he stated that the account holder was deceased, the branch manager explained that claims could only be settled upon submission of valid documents, including a death certificate.The bank further stated that the individual, “who was in an inebriated condition, became disruptive and later returned with human remains, reportedly exhumed after being buried a few days earlier, placing them in front of the branch and claiming it to be his sister while demanding withdrawal from her account”. It described the situation as “highly distressing” and said local police were immediately informed.Police reached the spot after being alerted by bank staff. The man later removed the remains and reburied them following discussions with officers.Offering its assessment of the episode, the bank said the incident appeared to stem from a lack of awareness about the claim settlement process and the individual’s refusal to accept the procedures explained to him. It added that there was “no case of any harassment” and that its intention was to safeguard the account holder’s money.“The bank is also in continuous coordination with local authorities for issuance of the death certificate.
