Representative image NEW DELHI: Government has made it clear that social media platforms are expected to strictly follow prescribed standard operating procedures while dealing with child sexual abuse material (CSAM), including timely reporting, coordination with law enforcement agencies and working through designated bodies such as the Indian Cyber Crime Coordination Centre (I4C).Officials told TOI that compliance with these procedures is a key responsibility for intermediaries operating in India and any lapses would invite action under the applicable legal framework.The comments come as the ministry of electronics and information technology examines Meta’s response to a notice over advertisements on Instagram allegedly promoting or facilitating access to CSAM.The Centre had issued the notice after reports highlighted such advertisements on Instagram, seeking an explanation on Meta’s ad review systems, content moderation processes and safeguards.IT secretary S Krishnan said Meta’s reply had been received and the next course of action would be decided after it is assessed.Officials, however, said the focus remains on whether the platform complied with its obligations for detecting, reporting and acting against such material.Get the latest India news and live updates. Ram Mandir Trust sets criteria for CEO post LUCKNOW: Shri Ram Janmbhoomi Teerth Kshetra invited applications Monday for its first chief executive officer (CEO), aiming to professionalise the running of Ayodhya’s Ram temple a month after cash-counting agents were allegedly found to have stolen donations to the shrine.The CEO aspirant must be a graduate between 50 and 70 and, according to the notification, also “an actively practising Hindu”. Being a Ram devotee from the Vaishnava tradition will be treated as an additional attribute. The appointment will be for a three-year term and the last date for applications is July 18, a copy of the notification posted on the trust’s X handle said.The CEO will report to the trust’s general secretary and must have at least 20 years of managerial experience in a large public organisation, institution, govt department or company, with expertise across administration, finance, human resources, public relations, IT, security and legal affairs. “Preference will be given to candidates who have served as chief administrative officer or have experience in managing a temple or Hindu religious institution. Retired officers meeting the eligibility criteria may also apply,” the notification states. Emoluments will be finalised after “mutual” discussions.A 15-point annexure to the notification spells out the CEO’s brief. The appointee will be responsible for framing standard operating procedures, systems, processes and protocols for the temple’s day-to-day functions. All conditions in the original trust deed must be followed, and approvals sought from the general secretary and permanent trust members before any decision is implemented. The CEO will work independently under the trust’s supervision.The trust decided at its July 6 meeting to bring in a CEO after six cash-counting agents were among the eight arrested on suspicion of stealing cash, ornaments and other valuables from the ‘hundis’ (donation boxes) while counting and making inventories.The resignations of ex-general secretary Champat Rai and senior trust member Anil Mishra, who held administrative and financial powers, were accepted at the same meeting and member and retired IFS officer Krishna Mohan was appointed interim general secretary. A three-member search panel comprising a retired HC judge, retired LG and former nuclear scientist, was also constituted the same day. File photo: Tankers and other vessels in the Strait of Hormuz (Picture credit: Reuters) NEW DELHI: An Indian crew member was killed and eight others were injured after two UAE-flagged tankers were targeted by Iranian cruise missiles in the Strait of Hormuz, the UAE ministry of defence said early Tuesday.The attack on the tankers Mombasa and Bahia took place in the southern passage of the Strait of Hormuz in Omani territorial waters, according to the UAE defence ministry.One crew member aboard the Mombasa, an Indian national, died in the strike, while eight others were injured, including four who suffered serious injuries.The injured included six Indian nationals and two Ukrainian nationals, the ministry said.”The national tankers (Mombasa) and (Bahia) were targeted by two Iranian cruise missiles in the southern passage of the Strait of Hormuz in Omani territorial waters,” the UAE ministry of defence said in a statement.The attack also triggered fires onboard both vessels, causing material damage. The fires were later brought under control, the ministry said.The UAE condemned the incident as a “serious violation and a clear breach of international law”, warning that it reserved the right to respond and take necessary measures to protect its territory, people and national interests.”The state reserves its full right to respond to this escalation and to take all necessary measures to protect its territories, people, and residents,” the ministry said.The UAE said it remained on high alert and urged the public to rely only on official sources for information.Iran reports targeting vessels as Hormuz tensions riseThe incident comes amid escalating military tensions in the Strait of Hormuz, one of the world’s most strategically important maritime chokepoints.Earlier, Iran’s semi-official Tasnim news agency reported that several “violating” vessels had been targeted in the Strait of Hormuz by Iranian forces. Iranian state broadcaster IRIB also reported that the navy had fired cruise missiles at a “hostile vessel of the American enemy”, citing an unnamed military source.The latest escalation follows a series of US strikes on Iran and growing confrontation over control of the Strait of Hormuz.The US Central Command (Centcom) launched a new round of strikes against Iran on Monday, saying the operations were aimed at reducing Tehran’s ability to target civilian vessels and commercial shipping in the waterway.”These strikes will continue imposing a heavy cost on Iranian forces and degrade their ability to attack innocent civilians and commercial shipping in the Strait of Hormuz,” Centcom said.US President Donald Trump had earlier announced that Washington was reinstating a blockade on Iranian shipping and said the US would charge a 20 per cent fee on eligible cargo passing through the strait to compensate for security costs.”We’re protecting a very rich portion of the world. We’re spending money. And so, what we’ve done is, we are going to be reimbursed for protection,” Trump said.The US military said the blockade would resume from Tuesday and apply to vessels travelling to and from Iranian ports, while allowing traffic not violating the restrictions to continue.Get the latest India news and live updates. The legislative majority of the party in office — as well as the democratic mandate — remains unaffected by the bills, MHA said NEW DELHI: The home ministry has rejected the opposition’s charge that its anti-corruption bills undermine federalism and are aimed at destabilising state govts run by BJP’s rivals, asserting that the provisions seek the removal from office of an accused who remains under arrest for 30 consecutive days while keeping the person’s legislative membership intact, thereby ruling out any impact on a govt’s stability.As the legislative majority of the party in office remains unaffected and any other member of the same party can replace the minister removed from office, the democratic mandate is “absolutely unaffected” by these bills, the MHA told a parliamentary committee scrutinising the proposed laws. The bills propose the automatic removal from office of the PM, CMs or ministers if they remain in custody for 30 consecutive days on serious criminal charges, sources said.A PM, chief minister or minister holds an executive position that impacts national or state affairs, and prolonged detention impedes their ability to fulfil these roles effectively, potentially leading to governance paralysis, the ministry said, justifying the intent of the bills.The joint committee of Parliament, headed by BJP parliamentarian Aparajita Sarangi, had flagged a host of issues raised by various stakeholders, including opposition parties, in its communication to the MHA, which responded to them.Responding to the claim that automatic removal from office would undermine the popular will expressed through elections, the ministry said the mandate is neither absolute nor unconditional, as the Constitution provides several accountability mechanisms that can lead to a change in leadership without fresh elections.The party or coalition in office retains the opportunity to elect a new leader who commands majority support, it said.”Far from negating popular will, the provision protects it by ensuring that governance remains effective and trustworthy, preventing a situation where a leader unable to appear before the House or discharge official functions continues in office indefinitely,” the ministry said.The committee is likely to adopt its report in the coming days and table it in the Lok Sabha during the Parliament’s monsoon session, beginning July 20.Get the latest India news and live updates. File photo NEW DELHI: Virtually taking over supervision of the ongoing investigations into Ayodhya Ram mandir donation embezzlement controversy, Supreme Court on Monday asked the UP govt-constituted Special Investigation Team to submit its probe status report within a week.A bench of Chief Justice Surya Kant and Justices Joymalya Bagchi and V Mohana entertained four PILs which have sought independent and time-bound investigations into huge amounts donated by devotees being siphoned off, and audit of temple accounts by the Comptroller and Auditor General (CAG).Supreme Court seeks replies of Centre, UP government, Ram temple trustSupreme Court has sought responses from the Centre, UP govt and Ram Janmabhoomi Teerth Kshetra Trust on temple donation embezzlement controversy.The bench said since an FIR has already been registered by the SIT constituted by UP govt, “We direct the SIT to submit a probe status report to the court”. The bench posted further hearing on July 20. UP govt had set up the SIT on June 13 following a complaint from the temple trust after allegations of misappropriation of temple donations went viral.The petitioners have also sought direction to Centre, UP govt and the trust to incorporate mandatory regulatory and supervisory audit mechanism in its functioning to ensure donations are neither siphoned off nor embezzled by unscrupulous elements, which hurt the sentiments of millions of devotees.The three-member SIT, comprising Lucknow divisional commissioner Vijay Vishwas Pant, IG Kiran S and special secretary (finance) Neel Ratan, has so far arrested eight accused, who are in judicial custody.The investigation reportedly found around 70 suspicious incidents between April 27 and June 5 after reviewing CCTV footage in which staff counting the money were seen concealing bundles of cash on their person.Following the controversy, trust general secretary Champat Rai and member Anil Mishra have stepped down. Their resignations were accepted by the trust on July 6. However, political parties such as Samajwadi Party and AAP have accused the UP govt of shielding the ‘big fish’.While petitioners Narendra Kumar Goswami, Ajay Kumar Rai and Dinesh Kumar Yadav sought CBI probe and audit of temple finances by CAG, Goswami sought safekeeping of electronic evidence, including CCTV footage.The third PIL by RJD MP Sudhakar Singh sought forensic audit of the finances of the temple, managed by the trust. The government told the Supreme Court it is agreeable to introduce “comprehensive sex education” in schools/colleges NEW DELHI: The long-standing taboo around sex education is finally set to end in India, with the subject poised to become a formal part of school curriculum.The government on Monday told the Supreme Court it is agreeable to introduce “comprehensive sex education” in schools/colleges as recommended by a committee and it would be implemented once approval is received from the court.Appearing before a bench of Justices B V Nagarathna and R Mahadevan, additional solicitor general Aishwarya Bhati said government has accepted the report, which will be implemented across the country.The report has been filed in compliance with the apex court’s order to explore ways to prevent an increasing number of cases of minor pregnancy and adolescent love from being criminalised under the Pocso Act.Panel members suggest ‘child sexual abuse’ be made part of core syllabusCentral government had appointed a 26-member national expert committee headed by additional secretary, women and child development ministry, to examine issues concerning right to privacy of adolescents engaged in consensual sexual relationships, with particular reference to Pocso Act.The panel members — including experts from TISS, clinical psychologists, representative from various central ministries, state governments, NCPCR, NLSA — suggested subjects on “comprehensive sex education” and “child sexual abuse” be made part of core syllabus in schools. The panel said basic concepts of safety, body parts and hygiene; and concepts such as safe-unsafe touch may be introduced from the foundational stage. The committee has recommended NCERT develop the curriculum.The report said adolescent education should be implemented in schools and colleges in alignment with NEP- 2020. “Current adolescent education programmes, which integrate safety and security concerns with awareness on age-appropriate aspects of comprehensive sex education, may be reviewed and supplemented, as deemed fit so, as to fulfil NEP’s core principles of holistic development, critical thinking and building life skills,” it said.Appreciating the trailblazing report, senior advocates Madhavi Divan and Liz Mathew, who are assisting SC as amicus curiae, said there was need to enumerate “comprehensive sex education”. SC agreed to examine the issue and pass an appropriate order.The report suggested: “From primary school level onwards, a dedicated expert teacher should be assigned, and classes on these topics should be held mandatorily for at least 15-20 minutes, twice a week. Outlining India’s approach to global governance, Jaishankar introduced the country’s SHANTI vision NEW DELHI: India on Monday officially launched its campaign for election as a non-permanent member of the United Nations Security Council (UNSC) for the 2028-29 term, with external affairs minister S Jaishankar highlighting the country’s peacekeeping record, development partnerships and commitment to a rules-based global order.Launching the candidature at the UN headquarters in New York, Jaishankar said India’s bid comes at a time when the world is facing rising conflicts, violence and instability, making the role of the United Nations and the Security Council more important than ever.”It’s a pleasure to join you today afternoon to launch India’s candidature to serve as a non-permanent member of the United Nations Security Council for the term 2028-29. We do so at a time when the world is facing a profound paradox,” Jaishankar said.”At the same time, we are witnessing levels of conflict, violence and instability that threaten even those who may be very far away,” he added.India presents SHANTI vision for UNSC campaignOutlining India’s approach to global governance, Jaishankar introduced the country’s SHANTI vision — Securing Holistic Advancement through Norms, Trust and Integrity — as the guiding principle for its UNSC campaign.He said global peace, progress and prosperity cannot be achieved in isolation and require respect for international norms and greater trust among nations.”Recent developments have only demonstrated that peace, progress and prosperity cannot be sustained in a fragmented manner,” Jaishankar said.”The world must therefore focus on holistic advancement… That journey can only be undertaken effectively when global order is valued and rules are respected. This puts a premium on norms, on trust and integrity. That is the approach that India offers: ‘Securing Holistic Advancement through Norms, Trust and Integrity’. That is SHANTI as an acronym,” he added.Jaishankar said India’s priorities would include building a secure and equitable world, ensuring that the voice of the Global South is heard, strengthening peacekeeping operations, promoting responsible use of technology and addressing challenges such as terrorism, climate change and maritime security.”India’s focus will be on working for a secure, peaceful, and equitable world — a world where the voice of the Global South is heard in equal measure,” Jaishankar said.India’s peacekeeping record, Global South outreachMaking a case for India’s candidature, Jaishankar pointed to the country’s long-standing contribution to UN peacekeeping missions.”Peacekeeping has been a crucial element of maintenance of international peace and security since the very inception of the United Nations. India has always been in the forefront of discharging that responsibility,” he said.India has deployed nearly 300,000 personnel across about 50 UN peacekeeping missions since the organisation’s establishment, Jaishankar said. At present, around 4,300 Indian personnel are serving across 10 of the 11 active UN peacekeeping missions.He said India would continue advocating for better-equipped, technology-driven and realistically mandated peacekeeping operations while supporting the Women, Peace and Security agenda.Beyond peacekeeping, Jaishankar highlighted India’s role as a development partner, noting that Indian-funded projects are currently being implemented in 79 countries.”In a world with too many conflicts and tensions, India has consistently espoused dialogue and diplomacy. We have sought to bridge differences and find common ground. Our focus has been on mitigating the impact of these developments for the Global South,” he said.Seeks support amid changing global landscapeIf elected, India would become one of the 10 rotating non-permanent members of the UNSC, serving alongside the five permanent members — China, France, Russia, the United Kingdom and the United States.Non-permanent members are elected by the 193-member UN General Assembly and require a two-thirds majority vote.India and Tajikistan will compete for the single Asia-Pacific Group seat in the 2028-29 term, with elections scheduled for June next year.Seeking support for its candidature, Jaishankar said India’s presence at the Security Council would help strengthen decision-making through wider consultations and greater representation.”We believe that India’s presence in the Security Council will help strengthen decision-making in this vital body. We therefore seek your support for our candidacy,” he said.India has previously served as a non-permanent member of the Security Council eight times — in 1950-51, 1967-68, 1972-73, 1977-78, 1984-85, 1991-92, 2011-12 and 2021-22.The latest campaign also comes as India continues to push for wider reforms of the UNSC, arguing that the current structure, created in 1945, does not reflect today’s geopolitical realities.New Delhi has repeatedly called for expansion of both permanent and non-permanent categories of membership and has maintained that meaningful UNSC reform cannot happen without addressing the existing imbalance in decision-making power.Get the latest India news and live updates. File photo: Supreme Court of India NEW DELHI: Observing that the consequence of a person being declared a foreign national is huge and may lead to detention, deportation, separation from family and even possibly leave them stateless, Supreme Court Monday said determination of citizenship must be carried out through a “fair, lawful and reasonable” process even as it underscored that the government has legitimate and compelling interest in ensuring persons not legally entitled to claim Indian citizenship do not secure such status by misusing the process.A bench of Justices Vikram Nath and Sandeep Mehta found fault with the procedure adopted by Foreigners Tribunals and Guwahati high court in declaring 27 people as foreign nationals, and quashed orders, many of which were passed without hearing those affected. It directed the tribunals to give them a fresh hearing and decide the cases.The bench said Section 9 of Foreigners Act places the burden upon the person to prove he or she is not a foreigner but observed that “the existence of a statutory burden under Section 9 cannot be read to mean a tribunal is relieved of its own obligation to conduct a lawful adjudication”.”Section 9 does not authorise a mechanical declaration,” it said, adding that it “does not exclude the principles of natural justice”.Tribunals must give chance to produce evidence: Supreme CourtThe issue is not whether a tribunal is powerless to proceed ex parte in every case. The narrower and more important question is whether an ex parte or effectively ex parte proceeding can result in a mechanical declaration of foreigner status without a tribunal satisfying itself that the minimum requirements of lawful and fair adjudication have been met, Supreme Court said.It said as per statutory scheme, the person seeking citizenship carries the burden of proving that he or she is not a foreigner and a “tribunal must ensure a fair procedure, meaningful notice, consideration of material, and a reasoned opinion. These features are not in conflict”.“The statutory burden placed upon the proceedee operates only after the proceeding is lawfully initiated and after the proceedee is placed in a position to understand the case against him or her. The burden cannot be shifted in a vacuum. A person cannot be expected to prove the negative without being told, with reasonable clarity, the material basis on which he or she is alleged to be a foreigner,” it said.“The protection of equality before law, equal protection of laws, life and personal liberty is, therefore, available to every person within the territory of India. A person proceeded against before a foreigners tribunal may ultimately fail to establish Indian citizenship, but the process by which such determination is made must still satisfy the constitutional requirements of fairness, reasonableness and non-arbitrariness,” the court said.“The person proceeded against is often required to establish facts relating to ancestry, residence, identity and family linkage through old public documents. Such a person cannot be expected to discharge the statutory burden under Section 9 unless the main grounds of the allegation are disclosed and a meaningful opportunity is afforded to file a response and produce evidence. The opportunity contemplated by Paragraph 3 of the 1964 Order must therefore be an effective opportunity, and not a merely formal one,” it said.Get the latest India news and live updates. PDP president Mehbooba Mufti also paid tributes at her party office.Police sealed the area around the Martyrs’ Graveyard Sunday, deploying heavy security. Education minister Sakina Itoo said she tried to visit the graveyard at 4:30am Monday but was prevented from entering.Last year, Omar had broken through police barricades and climbed a wall to reach the graveyard.“It is a matter of great regret that today we are not being allowed to pay homage to those who sacrificed their lives on July 13 in the struggle against British paramountcy and autocratic rule,” he said on MondayPDP’s Iltija Mufti said, “I haven’t seen such a paranoid administration in J&K before.”“You can’t decide who Kashmiris idolise. Representative image NEW DELHI: Shiromani Akali Dal (SAD) leader Dalvir Singh Kala, a close aide of party chief Sukhbir Singh Badal, was shot at and injured by an unidentified motorcycle-borne assailant in Punjab’s Mansa district on Monday evening, police said.The incident took place in Bareta town when Kala, a former Zila Parishad member, was preparing to leave for home from his shop in the local grain market.According to eyewitnesses, an unidentified man riding a motorcycle intercepted Kala and opened fire before fleeing the spot.”It appeared that a single bullet was fired,” local resident Gurjant Singh said, adding that the attacker appeared to be in his 20s, as cited by news agency PTI.Kala suffered a bullet injury and was rushed to a hospital for treatment. His condition was not immediately disclosed.Police have launched an investigation into the attack and are working to identify and arrest the assailant.Officials said CCTV footage from the area is being examined as part of the probe, while other forensic and eyewitness evidence is also being collected to establish the motive behind the shooting.Get the latest India news and live updates. Bodies of 15 Indians killed in Vietnam boat tragedy arrive in Mumbai NEW DELHI: A flight carrying the bodies of 15 Indian nationals who were killed in the Vietnam boat tragedy landed at Mumbai’s Chhatrapati Shivaji Maharaj International Airport on Monday. The remains were flown from Ho Chi Minh City on a Vietnam Airlines flight, as cited by PTI. Of the 15 victims, 10 were from Tamil Nadu, three from Andhra Pradesh and two from Kerala. “We are grateful for the many messages of condolences and prayers from our Vietnamese friends. Your prayers, efforts and presence gave us strength in this extreme hour of grief,” the Indian Embassy said in a post on X.The Indian mission also expressed gratitude to the Vietnamese authorities for their assistance and support in facilitating the repatriation process.While 16 of the rescued Indian tourists have returned to India, one remains hospitalised in Phu Quoc, Vietnam. “The Indian national undergoing treatment at Phu Quoc after the tragic boat accident successfully underwent a medical procedure yesterday evening. He has been admitted in a hospital in Ho Chi Minh City today. His family members have also arrived in Ho Chi Minh City,” the India Embassy in Hanoi said in a post on Monday. The survivor who remains hospitalised is in critical condition, as cited by AP. The 49-year-old suffered severe lung damage after nearly drowning, along with shock, multiple injuries and bleeding in the brain, the report said.A speedboat carrying 32 Indian tourists and four Vietnamese crew members capsized near Hon May Rut Ngoai, off Phu Quoc Island, on Friday, killing 15 tourists. The remaining passengers were rescued.The tourists were reportedly returning from an island excursion when the vessel overturned about 400 metres off Hon May Rut Ngoai Island.The cause of the accident is yet to be determined, and Vietnamese authorities have ordered an investigation into the incident.According to Vietnamese news portal VN Express International, the speedboat operator was detained on Sunday.Phu Quoc, Vietnam’s largest island, is one of the country’s most popular tourist destinations, known for its white-sand beaches, coral reefs and island-hopping tours.Get the latest India news and live updates. Ladakh’s chief secretary, Ashish Kundra, has announced at a press conference in Leh that the Union Territory administration will constitute an Autonomous Hill Development Council in each of the seven districts. He described it as a major step towards democratic decentralisation and grassroots governance. Section 3(1) of the LAHDC Act already provides for a Council for every district, to be constituted from a date the government notifies in the gazette. Only amendments to the Act where required and a delimitation of constituencies remain.Ladakh moved from two districts to seven in April 2026, when Sham, Nubra, Changthang, Zanskar and Drass were notified. Elected representation until now has stayed with the two existing Councils in Leh and Kargil. Important points of the conference are as follows:1. ⁠ ⁠The Union Territory administration has decided to constitute a Ladakh Autonomous Hill Development Council in each of the seven districts. The Chief Secretary called it a major step towards democratic decentralisation and grassroots governance.2. ⁠ ⁠Each of the seven Councils will carry the full powers set out in the LAHDC Act. The new districts get the same authority that Leh has held since 1995 and Kargil since 2003, not a reduced version of it.3. ⁠ ⁠Hill Councils have authority over land ownership and land allotment within the district. Sham, Nubra, Changthang, Zanskar and Drass will exercise that authority within their own boundaries.4. ⁠ ⁠Councils regulate recruitment and promotion for district cadre posts. Employment decisions in the new districts will rest with an elected body inside the district.5. ⁠ ⁠Councils hold a dedicated Council Fund and can levy taxes and fees. Each new district will have a revenue base of its own.6. ⁠ ⁠Councils formulate their own development plans. Each district will set its own priorities rather than receive them from Leh or Kargil.7. ⁠ ⁠Councils are responsible for health, education and tourism at the district level, along with local infrastructure and social welfare schemes.8. ⁠ ⁠A Union Territory level body is proposed above the seven Councils under a customised Article 371 framework, with legislative, executive, financial and administrative powers. The chief secretary said the model has no parallel elsewhere in the country and will draw on the best features of other arrangements.9. ⁠ ⁠The structure and powers of the Union Territory level body will be settled through consultation between Ladakh’s representatives and the Government of India. Some rebalancing of powers between the Councils and the UT body may follow. The Councils are the first firm element of the new structure to be confirmed.10. ⁠ ⁠Panchayati Raj institutions will continue alongside the Hill Councils. This is the question the BJP is asking after leader of the opposition in Lok Sabha Rahul Gandhi and Wayanad MP Priyanka Gandhi Vadra did not visit the constituency following the July 7 landslide that claimed eight lives.Priyanka is the sitting MP, while Rahul was elected from Wayanad twice in 2019 and 2024. The BJP has reminded the Gandhis of Rahul’s promise that Wayanad would have “two MPs”, one official and one unofficial, when he was passing over the baton to Priyanka. A week after the tragedy, the BJP’s charge is that Wayanad effectively has neither.The ‘part-time politicians’ chargeThe BJP has accused the Gandhi siblings of being “part-time politicians” and treating Wayanad as a constituency of political convenience.BJP MP Sudhanshu Trivedi cited Rahul’s defeat in the family bastion of Amethi in 2019 to argue that Wayanad had provided him political ground at a difficult moment. “When Rahul Gandhi was unsuccessful in saving his political ground on his family seat, Wayanad provided him with political ground,” Trivedi said. “When he left that seat and gave it to his sister Priyanka, Rahul Gandhi said Wayanad would have not one, but two MPs. And today, both the so-called MPs are absent from the scene.”BJP spokesperson Tuhin Sinha sharpened the attack, calling Rahul and Priyanka “political tourists”. He alleged that Rahul had used Wayanad for his political survival after losing Amethi and abandoned it once he won Rae Bareli. He also claimed that Priyanka could leave if a more convenient seat became available.Why Wayanad mattersWayanad has a special connection with the Gandhi siblings. Priyanka Gandhi represents Wayanad in the present Lok Sabha while Rahul Gandhi won from here twice.In the 2019 Lok Sabha elections, Wayanad elected Rahul Gandhi for Lok Sabha with an impressive margin of over 12 lakh votes. This victory was significant and important for Rahul’s political career as the people of Amethi, from where the Gandhi scion was winning since 2014, had rejected him. Rahul had lost the election to BJP’s Smriti Irani. Wayanad victory ensured Rahul’s continued presence in Lok Sabha.In the 2024 Lok Sabha elections, Rahul Gandhi again won from Wayanad though with a reduced margin. However, since Rahul also won from Rae Bareli, the traditional Congress stronghold in Uttar Pradesh, he vacated his Wayanad seat. And that paved the way for the electoral debut of his sister Priyanka Gandhi in the ensuing bypoll. She won the November 2024 by-election by a landslide, securing 65% of the vote share and outperforming Rahul’s previous victory margin. So, their no-show in Wayanad has given the BJP enough ammunition for political attack.Beyond Wayanad: Where is Rahul?The Wayanad attack is part of a larger question the BJP has raised over the past few days: Where is Rahul Gandhi?Rahul has remained out of public view for nearly three weeks. His last major public appearance was at the launch of the ‘Chhatron Ki Goonj’ student outreach initiative in Kota on June 17 amid the controversy over alleged irregularities in NEET. The next planned event is on July 17.BJP claims that Rahul travelled abroad on June 22. The Congress has not responded to these claims.BJP IT department head Amit Malviya questioned the secrecy surrounding Rahul’s programme. “Rahul Gandhi’s foreign trip between 22 June and 13 July remains shrouded in mystery. Where did he go? Who did he meet? Who sponsored his travel and stay?” he said in a post on X.The timing has made the absence politically significant. The Congress is grappling with factionalism in Punjab ahead of the 2027 assembly elections, while preparations are also due for the Monsoon Session beginning July 20. As leader of the opposition, Rahul will be central to the party’s floor strategy.Wayanad has now added another issue to that list.Congress pushes backThe BJP’s attacks prompted a strong rebuttal from the Congress. Pawan Khera, chairman of the party’s media and publicity department, rejected the charge of insensitivity and defended the decision not to visit Wayanad while rescue operations were under way.”If there is a natural disaster, why should there be a VIP visit? There should be a VIP visit only to flag the gaps before the government, if it is insensitive in addressing the concerns of victims and their woes. Right now, the government in Kerala is active, relief measures are under way, and there is no need to disrupt those measures,” Khera said.”Those questioning the absence of Priyanka and Rahul Gandhi must understand that VIP visits are meant to flag gaps and missing links. There is no such need,” he added.Both Rahul and Priyanka had responded to the tragedy through posts on X. Rahul described the news as “deeply distressing”, offered condolences and appealed to Congress and UDF workers to extend all possible assistance. Priyanka said rescue efforts were under way and chief minister V D Satheesan was monitoring the operation. She said she was coordinating with the district administration, ministers, local party functionaries and relief agencies, and urged UDF workers to help without hampering rescue work.The Congress’s argument is that the absence of a physical visit should not be equated with a lack of involvement.What commentators sayPolitical commentators, however, said the presence of an elected representative becomes especially important when tragedy strikes their constituency.”People expect their MLA and MP to stand by them when tragedy strikes, particularly when it is caused by a natural disaster. It is unfortunate that the Wayanad MP has not visited the area even after a week,” Kerala-based political commentator Damodar Prasad told TOI.”Elected representatives are expected to be present and oversee relief efforts. Their absence risks alienating them from the people,” he added.Professor G Gopakumar, senior political scientist and former vice-chancellor of the Central University of Kerala, said both Rahul and Priyanka should have rushed to Wayanad.”Since the state government is also led by the Congress, the situation requires proper attention. It is a shared responsibility,” he said, adding that the recurring disasters should push Kerala to seriously review environmental protection and future policy, as recommended by the Madhav Gadgil and K Kasturirangan committees.Is the attack justified?While the Congress has strongly defended the Gandhis over the Wayanad no-show, arguing against VIP visits during disasters, the fact remains that two years ago both Rahul and Priyanka visited Wayanad after a massive landslide killed more than 300 people.They visited the landslide-hit Chooralmala area on August 1, 2024. Rahul had then committed that the Congress family would build more than 100 houses in the disaster-hit areas.Kerala was then ruled by the CPM-led LDF, while the Congress-led UDF was in the opposition. The Congress won the 2026 Assembly elections and now heads the state government.Little wonder, then, that the BJP is questioning the absence of the Gandhis from the scene of the latest tragedy and linking it to political opportunism.For Rahul and Priyanka, the controversy is therefore less about administrative responsibility and more about whether their promised political commitment to Wayanad is visible when the constituency needs it most.Get the latest India news and live updates. Sonam Wangchuk’s health visibly worsens as he completes 16 days of hunger strike NEW DELHI: Educator and climate activist Sonam Wangchuk’s health has worsened significantly on the 16th day of his indefinite hunger strike at Jantar Mantar, with his blood glucose level dropping to 67 mg/dL and weight loss reaching 8.2 kg, the Cockroach Janta Party said on Monday.Wangchuk joined the CJP protests on June 28 and has been on an indefinite fast since then. Army seeks to add organic pulses to troops’ diet NEW DELHI: In a move towards sustainable nutrition, the Indian Army has made its first-ever request to the consumer affairs department — responsible for creating and maintaining the country’s buffer stock of pulses — for the supply of organic pulses for its personnel.Organic pulses, grown without using synthetic pesticides, improve heart health, regulate blood sugar and aid weight management.TOI has learnt that work has started to procure and deliver organic pulses to the over 12.5-lakh strong force as a pilot, initially for a few tonnes. Govt cooperatives Nafed and NCCF have been tasked to identify sources for procurement of organic pulses and work out the supply chain from storage to delivery.“Discussions are going on with some farmer producer organisations (FPOs), other such entities and farmers producing organic. The procurement price of these pulses would be higher. But with the Army indicating to buy this, everything will be worked out,” said a person involved in the process. “Organic pulses have lesser shelf life and so we have to have a proper supply chain from farmgate to the consumption point. Proper certification of such pulses is also key.”Officials said the pilot, in a way, will help put an institutional requirement in place to encourage farmers to produce organic pulses as there will be assured demand. There are over half a dozen FPOs in Gujarat, Madhya Pradesh, Bihar, Chhattisgarh and Jharkhand which have over 100 tonnes of organic pulses, including chana, green gram, moong, urad and tur, they said.Current;y, organic agricultural products can use “Natural Farming Certified” only after “PGS India Natural” status to a product is assigned. This is a decentralised, peer-reviewed certification system for chemical-free farming under the agriculture ministry. It verifies that a farmer’s crops are grown without synthetic fertilisers.Organic products are also certified by independent third-party agencies govt accredited under govt’s National Programme for Organic Production (NPOP) and are typically sold under the Jaivik Bharat mark governed by FSSAI, the country’s food safety regulator.Get the latest India news and live updates. NEW DELHI: Six of the seven emerging cyber threats predicted for banks and financial institutions barely a year ago have already reached full-scale realisation, with artificial intelligence, stolen identities and manipulated payment workflows enabling attacks that increasingly resemble legitimate activity, India’s second Digital Threat Report for the BFSI sector has warned.The Digital Threat Report 2025-26, released by electronics and IT secretary S Krishnan, says the traditional progression of a cyber threat — from research and experimentation to large-scale exploitation — is breaking down. Threats are now being operationalised in months or even weeks, allowing attackers to innovate, scale and monetise faster than many financial institutions can respond.The report, prepared jointly by CERT-In, CSIRT-Fin and cybersecurity firm SISA, says social engineering, credential theft, supply-chain compromise and cloud exploitation, which were considered emerging or episodic risks in the previous edition, are now established attack methods. Only quantum risk among the seven predictions has not reached full-scale realisation, though “harvest now, decrypt later” strategies are already active.Its central concern is that the most damaging cyberattacks may no longer look like breaches. They can surface as authenticated user sessions, approved payments, routine account activity, compromised vendor actions or apparently normal business workflows, remaining indistinguishable from genuine transactions until the damage has occurred.The report groups the evolving risks into three broad clusters — AI and human deception, software and systems, and infrastructure and economy.Under AI and human deception, it flags industrial-scale deepfakes, synthetic identities, AI-generated phishing, business email compromise, credential theft and session hijacking. It says attackers are no longer crafting scams manually but generating, testing and deploying them at machine speed, weakening identity checks that depend on what a person sees or hears.The report also identifies “AI asymmetry” as a defining risk, warning that capabilities such as vulnerability discovery, exploit generation and attack orchestration, which earlier required specialist teams and weeks of work, are increasingly available to comparatively low-resource actors. At the same time, AI models used for credit, fraud detection, KYC and onboarding are themselves becoming attack surfaces through prompt injection, model probing and adversarial manipulation.“Cybersecurity is one of the most important concerns that we have to address if we have to preserve all the benefits that we have derived from digitisation,” Krishnan said. He said attacks could affect individuals through cybercrime, cripple organisations through ransomware and, at their highest level, create national-scale disruption.“We have to treat cybersecurity as an enterprise-wide systemic risk against which institutions need to constantly guard,” he said, adding that digital governance, including AI governance, must give primacy to cybersecurity and operational resilience. Krishnan also stressed the need to build domestic technological capacity, strengthen identity and account access systems, and use AI more effectively to enable defenders to act faster.On software and systems, the report warns of supply-chain compromise, poisoned software dependencies, cloud misconfigurations, insecure development pipelines and the manipulation of payment and API business logic. It says attacks can exploit OTP race conditions, parallel transaction triggering, object-level authorisation failures and exception pathways without using malware or breaching a network perimeter.The third cluster covers systemic risks to financial infrastructure, including ransomware, crypto-enabled monetisation, firmware and IoT compromise, and long-term threats to encrypted data from quantum computing.A major finding is what the report calls the “compliance-security translation gap”. Institutions may pass periodic assessments while remaining exposed because controls drift from their original intent, cover only part of the actual attack surface or fail to keep pace with cloud, AI, container and machine-identity risks.To explain how breaches escalate, the report introduces a four-layer “Anatomy of Cyber Failure” framework covering design, enforcement, signal and response gaps. It identifies four recurring failure chains — trusted entry breaches, privilege escalation, logic abuse and invisible attacks operating beyond an institution’s telemetry.The report lays out an 18-month roadmap. During the first six months, institutions should deploy phishing-resistant authentication for high-risk accounts, identify service and machine identities, test payment workflows against adversarial manipulation, strengthen secrets and encryption-key management, and automate incident containment.Over six to 12 months, they should introduce continuous session assurance, behavioural transaction monitoring, cloud identity controls, runtime software validation and quarterly post-audit attack simulations. The final phase calls for passwordless privileged access, controls over AI-model and training-data supply chains, stronger oversight of vendors’ vendors, runtime integrity attestation and post-quantum cryptography migration planning.The report’s message is that financial institutions must move from periodically proving that security controls exist to continuously proving that they work under real attack conditions.Get the latest India news and live updates.
