Delhi woman mistaken for child-lifter, stripped KORAPUT: Odisha Police Thursday arrested 16 people who were part of a mob that chased and assaulted a woman from Delhi and her male colleague from Gujarat, mistaking them for child kidnappers, in a remote village in Rayagada district on June 16. The accused also half-stripped the woman.The two work with voluntary organisations under fellowship programmes. While the woman is engaged in solid waste management initiatives in Kalahandi district, the man from Surat is associated with a turmeric packaging project in Kandhamal district.According to police, they were travelling from Daringbadi in Kandhamal to Thuamul Rampur in Kalahandi district on a scooter. They stopped near Kandulguda village to seek directions.As the two interacted with a group of children and gave them chocolates, it aroused the suspicion of some villagers, who quickly spread a rumour that the outsiders were child-lifters. The two development workers alleged they were attacked despite repeatedly showing their identity cards and explaining the purpose of their visit.Police have registered four cases, with preliminary investigations suggesting 40 to 50 could be involved in the attack. Rayagada SP Raj Prasad said, “Kalyansinghpur police rescued the two victims and arrested 16 persons based on CCTV footage. The aim was to reduce the value of partial access at the source. Under the revised system, a question written by an expert could be used in the retest, kept for another exam, or not used at all.The shift was from guarding only the printed paper to guarding paper-making. If questions come from a small pool, anyone who sees a part of these can claim to know the exam. But if the pool is larger, little can be inferred.The cancelled May 3 paper reportedly overlapped with a pre-circulated guess paper on more than 120 questions. “If the pool is small, even a so-called guess paper can come dangerously close to the final paper,” an official familiar with the process said.Officials said experts were asked to contribute to the central question bank without being told how, when or whether their questions would be used in the final NEET paper. In this system – designed to ensure that no individual has a complete view of questions – experts don’t even know if their submitted questions are meant for NEET, JEE or another test – or for which sitting. The new architecture strips value from any insider who claims to “know” the paper.Investigators are examining whether the breach took place during the confidential paper-setting process, and not merely during transport or at an exam centre.Security around delivery has also been overhauled in parallel. Over five lakh personnel will be deployed, with CCTV and AI-based surveillance at centres, Aadhaar biometric verification of candidates, and question papers flown in by the IAF. Centre remains committed to Art 371 safeguards for Ladakh NEW DELHI: Despite reservations expressed by Ladakh representatives over omissions in the minutes of the May 22 talks with MHA officials, sources said Centre remains committed to providing Constitutional safeguards to the region under Article 371 and ensuring bureaucracy is accountable to the political executive. The exact scope and legislative framework will be worked out in future discussions.At the meeting of the sub-committee on Ladakh on May 22, MHA and Ladakh representatives agreed “in principle” on creating a customised UT-level elected body with full legislative, executive and financial powers, along with constitutional safeguards under Art 371. However, when two key points – safeguards under Art 371 and the bureaucracy, including the chief secretary, being accountable to elected political/administrative head – were not explicitly reflected in the minutes of meeting (MoM), Ladakh bodies expressed reservations and were reluctant to commit to further talks.Sources in the central govt told TOI that while the govt stands by its in-principle agreement with Ladakh Apex Body (LAB) and Kargil Democratic Alliance (KDA), incorporating these points in the minutes was not feasible as the exact scope and nature of safeguards under Article 371 are yet to be discussed. “Any commitment at this juncture would be premature,” an official said.Similarly, detailed discussions are needed on how the bureaucracy would be accountable to the elected head. This can be addressed through Transaction of Business Rules (TBR), to be framed in consultation with Ladakh representatives and legal experts. “Before committing to a blanket arrangement, the exact structure and scope of accountability needs to be spelt out in TBR,” the officer said.Ladakh chief secretary Ashish Kundra told TOI that Article 371 provisions applicable to northeastern states may not fit Ladakh due to its different historical and political context. “What is being offered to Ladakh is a customised solution… The MoM is a distilled version but fairly accurate and captures the essence and spirit of the discussions,” he said.Get the latest India news and live updates. Centre remains committed to Art 371 safeguards for Ladakh NEW DELHI: Despite reservations expressed by Ladakh representatives over omissions in the minutes of the May 22 talks with MHA officials, sources said Centre remains committed to providing Constitutional safeguards to the region under Article 371 and ensuring bureaucracy is accountable to the political executive. The exact scope and legislative framework will be worked out in future discussions.At the meeting of the sub-committee on Ladakh on May 22, MHA and Ladakh representatives agreed “in principle” on creating a customised UT-level elected body with full legislative, executive and financial powers, along with constitutional safeguards under Art 371. However, when two key points – safeguards under Art 371 and the bureaucracy, including the chief secretary, being accountable to elected political/administrative head – were not explicitly reflected in the minutes of meeting (MoM), Ladakh bodies expressed reservations and were reluctant to commit to further talks.Sources in the central govt told TOI that while the govt stands by its in-principle agreement with Ladakh Apex Body (LAB) and Kargil Democratic Alliance (KDA), incorporating these points in the minutes was not feasible as the exact scope and nature of safeguards under Article 371 are yet to be discussed. “Any commitment at this juncture would be premature,” an official said.Similarly, detailed discussions are needed on how the bureaucracy would be accountable to the elected head. This can be addressed through Transaction of Business Rules (TBR), to be framed in consultation with Ladakh representatives and legal experts. “Before committing to a blanket arrangement, the exact structure and scope of accountability needs to be spelt out in TBR,” the officer said.Ladakh chief secretary Ashish Kundra told TOI that Article 371 provisions applicable to northeastern states may not fit Ladakh due to its different historical and political context. “What is being offered to Ladakh is a customised solution… The MoM is a distilled version but fairly accurate and captures the essence and spirit of the discussions,” he said.Get the latest India news and live updates. Amit Shah Friday called for effective crime control through scientific investigation NEW DELHI: Emphasising that no criminal, however intelligent, should be able to evade the combined force of law and science, home minister Amit Shah Friday called for effective crime control through scientific investigation, time-bound prosecution and effective use of an integrated criminal justice system that relies on the intelligent use of technology.Addressing the 26th All India Fingerprint Conference 2026 organised by the National Crime Records Bureau (NCRB), the minister said merely apprehending offenders is not enough as lasting crime prevention can only be achieved when crimes are proven in a time-bound manner with scientific evidence and data analysis, and the resulting convictions create a confidence in society that criminal acts will result in punishment.Shah also launched the NCRB’s Abhigyan, CrPI, e-Prosecution 2.0 and e-Forensics 2.0 applications, which will facilitate the speedy disposal of pending cases and help ensure timely delivery of justice. He shared that he had held extensive consultations with chief ministers and home ministers of 24 states, resulting in effective implementation of the new criminal laws. The new criminal justice system, he said, is targeted at delivering justice within three years of FIR. “Since the implementation of the new laws, several cases have resulted in convictions, including life imprisonment, within 90 days,” he said and added that training programmes for police personnel should extend beyond merely learning how to use applications and cover the generation of scientific evidence and the entire process up to filing charge sheets.
