NEW DELHI: India and UAE are working on an agreement that will help in evacuation of lakhs of Indian workers through the port of Fujairah, and it is likely to be signed during the stopover added to PM Modi’s itinerary, signalling another crucial link to the already strong bilateral ties. The PM is due to leave for Europe on May 15 with a stopover in Fujairah and then depart for the Netherlands, before visiting Sweden, Norway and Italy. The first-of-its-kind treaty comes amid disruptions caused by the West Asia conflict, which saw thousands stranded in the Gulf amid flights getting affected. While life is slowly returning to normal, the pact can be useful in future as Fujairah is west of the Strait of Hormuz, which has emerged as the main chokepoint in the war.In case of problems with air traffic, lakhs of Indians working in the UAE can be evacuated by ship, according to govt’s calculations. West Asia is home to nearly 10 million Indian workers, with nearly 4.3 million in the UAE.In the current conflict, Fujairah, which was the likely starting point of the proposed India-Middle East-Europe Economic Corridor, also serves as an alternative for shipping goods to the UAE as access to the Dubai port has been cut off. Khor Fakkar is the other port that is being used to ship goods, which are then moved by road. Iran has targeted Fujairah for precisely the same reason. The PM’s visit signals India’s support for the UAE, which has been under attack from Iran.It also comes amid the UAE’s exit from OPEC, the powerful oil cartel, due to its perceived differences with Saudi Arabia. Given India’s close ties with the UAE in recent years, experts are expecting the country to be a major gainer, especially as countries such as Saudi Arabia charges an Asian premium on crude sold by it. Strait talk: Iran sends reply to US peace plan Iran submitted its response to the latest US proposal to end 10 weeks of war as a series of incidents continues to threaten a shaky ceasefire. The state-run Islamic Republic News Agency reported on the latest response without giving any further details, and Tehran hasn’t yet given any public indication it would accept Trump’s plan. Pakistan PM Shehbaz Sharif confirmed that Iran has conveyed its response to a US proposal.Trump proposed that Iran permit passage via the Strait of Hormuz and Washington end its blockade on Iranian ports in the next month. NEW DELHI: India’s school education system has solved much of the “getting children into school” challenge, but is struggling with a tougher problem – keeping them there long enough to complete secondary and higher secondary education. The stress points are now visible higher up the schooling ladder – gross enrolment ratio (GER) drops from 90.9% at primary level to 58.4% at higher secondary, while secondary-stage dropout rate rises sharply to 11.5% from 0.3% at primary, according to a new Niti Aayog report. The report – School Education System in India: Temporal Analysis and Policy Roadmap for Quality Enhancement – paints a picture of a vast, but uneven system comprising 14.71 lakh schools, 24.69 crore students and about 1.01 crore teachers, with the sharpest cracks now emerging beyond the elementary stage. It says the system today is “strongest on basic access and weakest on continuity, inclusion, and learning depth”.The numbers illustrate the challenge clearly. India’s GER stands at 90.9% at primary stage and 90.3% at upper primary, but falls sharply to 78.7% at secondary, and further to 58.4% at higher-secondary level.Transition rates weaken steadily as students move up the system. While 92.2% of students move from primary to upper primary, the rate falls to 86.6% between upper primary and secondary, and to 75.1% between secondary and higher secondary. The secondary stage has emerged as the biggest stress point. The national dropout rate is just 0.3% at primary and 3.5% at upper primary, but jumps to 11.5% at secondary level. “While near-universal access has been achieved at the primary stage, enrolment at the higher secondary level… presents a significant opportunity to further expand participation,” the report states. It adds that “strengthening transition rates at each stage, particularly after upper primary…can help ensure smoother progression and sustained engagement in schooling.”The report says the next phase of reform can no longer focus only on expanding enrolment or infrastructure, but must address “fragmented school structures, foundational learning deficits, inequities in inclusion, gaps in teacher and leadership ecosystems, infrastructure disparities, and governance weaknesses”.Structural inefficiencies remain significant. More than one-third of schools have fewer than 50 students, while over 1.04 lakh schools continue to function as single-teacher institutions serving nearly 34 lakh students. At the same time, the report records major gains in infrastructure over the last decade. Functional electricity is now available in 91.9% of schools, girls’ toilets in 94%, computers in 64.7%, internet connectivity in 63.5%, and smart classrooms in 30.6% of schools nationally.About the AuthorManash Pratim GohainManash Pratim Gohain is a seasoned journalist with over two decades at The Times of India, where he has built a rich body of work spanning education policy, politics, and governance. KOLKATA: The saffron surge in the Bengal assembly elections, which swept BJP to office for the first time in the state, saw the party leading in 102 of the 144 wards of Kolkata Municipal Corporation (KMC), fuelling speculation about how long Trinamool Congress can hold on to the civic body. The tenure of the current KMC board, which has been under Trinamool’s control since 2010, ends in Dec 2026. However, a BJP functionary said party seniors are weighing the option of advancing KMC polls to cash in on the saffron surge in the city. Currently, KMC has 134 councillors from Trinamool and only three from BJP. The remaining are from CPM and Congress or are Independents. In 2021 assembly polls, Trinamool was ahead in 131 wards and BJP in 12. Mamata Banerjee’s party sustained the momentum of that victory and was voted back to office with a huge majority in the KMC polls held in Dec that year. BJP’s footprint in Kolkata, however, has been growing since then, as evidenced in the 2024 LS polls, which saw Trinamool leading the race in 96 wards (down from 134 it won in the 2021 civic elections) and BJP ahead in 46 (up from three). Kolkata’s 144 wards are spread across 17 assembly constituencies. Of these, BJP won 10 seats and TMC seven in the recently concluded polls. In the 2021 assembly polls, all 17 seats in the KMC area opted for TMC.End of ArticleFollow Us On Social MediaVideos‘Use Petrol Sparingly’: PM Modi Calls For WFH, Carpooling Amid West Asia WarFormer Bengal CM Mamata Banerjee’s Anti-BJP Unity Call Rejected By Left, Congress In Bengal TwistWill Vijay Join INDIA Bloc? ‘Secular’ Speech Sparks Fresh Political Speculation | WatchSuspended TMC Leader Riju Dutta Praises Bengal CM Suvendu Adhikari For Preventing Post-Poll ViolenceIndia Tests Advanced Agni-5 MIRV Missile With 5,000 KM Range, Multiple Warhead Capability | WatchPM Modi Urges Indians To Save Fuel As West Asia War Triggers Massive Oil CrisisBJP Bengal Chief Samik Bhattacharya Launches Sharp Attack On TMC Amid I-PAC ControversyVijay Faces Political Storm After Vande Mataram Played Before Tamil Thaai VaazhthuSecurity Scare In Bengaluru Ahead Of PM Modi Visit After Explosives Recovery | WatchSatheesan-Venugopal Face-Off Delays Congress Decision On Kerala Chief Minister123PhotostoriesUS turns 250: Where to witness best celebrations across South America in 2026Mother’s Day special: The everyday superfoods that help moms stay energised, strong, and healthy through life’s endless demandsGestational Diabetes may end after pregnancy, but its hidden impact on thyroid health could last for yearsPoet Kumar Vishwas’ lavish Noida bungalow is a five-floor, crores-worth property defined by private salon, lifts and artistic interiorsYour mum said it first! 5 health tips now backed by scienceIs fibremaxxing healthy? Party sources said consultations involving Sonia Gandhi, Rahul Gandhi and veteran Congressman A K Antony are expected to play a decisive role in the selection process.Meanwhile, the camps backing the three contenders – K C Venugopal, V D Satheesan and Ramesh Chennithala – remain optimistic, each convinced that the final decision could tilt in their favour. The Venugopal camp is understood to be confident that the Congress leadership will attach importance to the majority opinion within the Congress Legislature Party. Staff and teachers at Raksha Anusandhan School (RAV) in Dehradun are opposing its management transfer from DRES to DAV College Trust & Management Society. This change, affecting a school partially funded by DRDO, raises concerns about potential negative changes to employee salary structures. DRDO clarified its financial support did not imply ownership or control. NEW DELHI: The transfer of management of Raksha Anusandhan School (RAV) in Dehradun — partially funded by Defence Research and Development Organisation (DRDO) — from Defence Research Educational Society (DRES) to DAV College Trust & Management Society from April 20 this year has been opposed by staff and teachers of the school, who fear that their salary structure will change for the worse.RAV, Dehradun is a co-educational, CBSE-affiliated school established in 1993. “DRDO, which had earlier started providing deficit (partial) funding to seven such schools to help children of its employees get school admission easily in far-flung places, has now decided to let the professionally run education trust run these schools,” a DRDO official told TOI. Besides the Dehradun school, management of five others, including those in Pune, Hyderabad and Chandigarh, has been handed over to the education trust.“This transition is aimed at ensuring improved governance, operational efficiency and sustained institutional development,” the DRES president said in a statement.“DRDO was only financially supporting RAV and such financial support does not imply ownership, direct control or administrative authority. The current employees of RAV managed by DRES are not govt employees. Their employment is governed by rules and regulations under DRES bye-laws and not by govt service conditions,” the president clarified.“All stakeholders are requested to take note of the above clarifications. Any information or interpretation contrary to this may be treated as inaccurate,” the president added.Despite the clarifications, teachers and staff of RAV Dehradun continue to protest the change in management.End of ArticleFollow Us On Social MediaVideos‘Use Petrol Sparingly’: PM Modi Calls For WFH, Carpooling Amid West Asia WarFormer Bengal CM Mamata Banerjee’s Anti-BJP Unity Call Rejected By Left, Congress In Bengal TwistWill Vijay Join INDIA Bloc?
