NEW DELHI: The Tamil Nadu govt’s 2023 writ petition accusing the governor of deliberately not acting on 10 bills passed by the state assembly had led a two-judge Supreme Court bench to pen a 415-page judgment on April 8, stripping the constitutional heads of states of the minimal discretionary power conferred on them by the Constitution.Alarmed by the strong forays made by the judiciary into the legislative powers of the constitutional heads of the country and states, the President on May 14 sent a 14-question reference in exercise of her powers under Article 143 to seek SC’s opinion, virtually on each ruling of the two-judge bench as also whether the ambit of SC’s exclusive powers under Article 142 included granting deemed assent to bills.In its 111-page judgment, a bench of CJI B R Gavai, and Justices Surya Kant, Vikran Nath, P S Narasimha and A S Chandurkar tested the reasoning of the two-judge bench on the constitutional touchstone and found that the directions were beyond the mandate of the Constitution.The only point of convergence of views between the two-judge and the five-judge benches was that the governor could not sit on a bill indefinitely. In such a situation, the five-judge bench said the aggrieved state could move SC. Even then, SC could only ask the governor to act expeditiously and not fix a timeline, it said.The two-judge bench had said, “There is no expressly specified time-limit for the discharge of the functions by the governor under Article 200 of the Constitution. Despite there being no prescribed time-limit, Article 200 cannot be read in a manner which allows the governor to not act upon bills which are presented to him for assent and thereby delay and essentially roadblock the lawmaking machinery in the state.”Assuring itself that prescribing a timeline for the governor was not akin to amending the Constitution, the two-judge bench had said, “In case of either withholding of assent or reservation of the bill for the consideration of the President, upon the aid and advice of the state council of ministers, the governor is expected to take such an action forthwith, subject to a maximum period of one month.” It had said the governor must return the bill to the House, if he was withholding assent, within three months or decide within the same timeline reserving it for President’s consideration.Turning to the President, the two-judge bench had said, “There is no ‘pocket veto’ or ‘absolute veto’ available to the President in discharge of functions under Article 201. The use of the expression ‘shall declare’ makes it mandatory for the President to make a choice between the two options available under the substantive part of Article 201, that is, to either grant assent or to withhold assent to a bill.” The two-judge bench fixed a three-month timeline for the President and then granted deemed assent to the 10 Tamil Nadu Bills.In declaring all the above components of the two-judge bench’s rulings as impermissible under the Constitutional scheme, the five-judge bench said, “The governor enjoys discretion in choosing from these three constitutional options and is not bound by the aid and advice of the council of ministers, while exercising his function under Article 200. The discharge of the governor’s function under Article 200, is not justiciable. The court cannot enter a merits review of the decision so taken.”However, in case of glaring circumstances of inaction that is prolonged, unexplained and indefinite, “the court can issue a limited mandamus for the governor to discharge his function under Article 200 within a reasonable time, without making any observations on the merits of the exercise of his discretion”. NEW DELHI: The consolidation of Kurmis and Kushwahas – two intermediary backward castes – behind Nitish Kumar powered his rise two decades back, and as he took take oath for an unprecedented 10th time as Bihar CM on Thursday, their share in the assembly also hit a high.NDA’s social coalition, which joins two ends of the caste spectrum by bringing together upper castes and Dalits – with the sprawling non-Yadav backward classes and EBCs in between – was the natural beneficiary of the alliance’s sweeping mandate, but the two backward castes have made the biggest gains, largely on the back of nearly 100% rise in the seats of Nitish’s JDU.In the 243-member assembly, Kurmis account for 25 MLAs, while Kushwahas, also known as Koeris in Bihar, have 26 MLAs. Their numbers were 10 and 16 in the outgoing House.The number of extremely backward classes (EBC) MLAs has seen a jump from 29 to 35 and that of upper castes to 72 from 63.The population of Kushwahas is 4.21% and Kurmis 2.87% in Bihar, according to a caste survey by the state govt. Kushwahas are the second-most numerous caste after Yadavs (14.26%), while Kurmis, who score best among all backward castes on development metrics like education and share in govt jobs, have been politically more organised. Nitish, too, hails from the caste.Manindra Nath Thakur, an associate professor at Centre for Political Studies in JNU, said this is a high moment for the two castes. Both trace their origin to Luv-Kush and have exhibited a shared political purpose, he said, noting that they had broken away under Nitish from a broad social alliance Lalu Prasad had formed to counter the domination of upper castes but was perceived to be hegemonised by Yadavs. Due to a fragmented EBC, which is 26% of population, excluding Muslims, and included dozens of castes, Kurmi-Koeri are in a position to lead this social alliance, he noted.Political analyst Sanjay Kumar, however, cautioned against seeing any long-term implication in the rise of the number of Kurmi-Kushwaha MLAs, saying it was election-specific. Amidst opposition setbacks, Congress reaffirms its commitment to the INDIA bloc, vowing to strengthen the national alliance. Despite local electoral divergences, the party emphasizes its dedication to coordinating efforts against the BJP’s politics at the national level. NEW DELHI: Amid the rumblings triggered by the opposition’s comprehensive defeat in Bihar, Congress said it was committed to INDIA bloc and would double efforts to strengthen the national alliance.AICC general secretary K C Venugopal said the INDIA bloc was put together as an arrangement at the national level for like-minded parties to coordinate their efforts to counter BJP’s regressive politics. “Nothing has changed since it was formed. Congress is committed to INDIA and will make further efforts to boost its efficacy,” he told TOI. The Congress manager also said the opposition would continue with its coordination in Parliament when the winter session gets under way on Dec 1.Doubts about the fate of the opposition alliance have surfaced on social media after the decimation suffered by the RJD-Congress combine in the recent Bihar elections, where it was roundly defeated by the JDU-BJP coalition. Some Congress netas too have advocated that in future, the party should move independently in Bihar by junking ally RJD. Some of the questions have also been stoked by the likelihood of Congress contesting the upcoming Bombay Municipal Corporation elections separate from NCP and Shiv Sena (UBT), which are its allies in Maha Vikas Aghadi. Amidst opposition setbacks, Congress reaffirms its commitment to the INDIA bloc, vowing to strengthen the national alliance. NEW DELHI: Amid the rumblings triggered by the opposition’s comprehensive defeat in Bihar, Congress said it was committed to INDIA bloc and would double efforts to strengthen the national alliance.AICC general secretary K C Venugopal said the INDIA bloc was put together as an arrangement at the national level for like-minded parties to coordinate their efforts to counter BJP’s regressive politics. “Nothing has changed since it was formed. Congress is committed to INDIA and will make further efforts to boost its efficacy,” he told TOI. The Congress manager also said the opposition would continue with its coordination in Parliament when the winter session gets under way on Dec 1.Doubts about the fate of the opposition alliance have surfaced on social media after the decimation suffered by the RJD-Congress combine in the recent Bihar elections, where it was roundly defeated by the JDU-BJP coalition. A decade after its implementation, India’s juvenile justice system is failing children in conflict with the law. A new study reveals massive case backlogs, widespread vacancies in Juvenile Justice Boards, and a shocking lack of essential facilities, leaving thousands of children in limbo and facing prolonged institutionalization. NEW DELHI: Ten years after the Juvenile Justice (Care and Protection of Children) Act, 2015 came into force, a new study by the India Justice Report has exposed how the country’s juvenile justice system is crumbling under the same ills that plague adult courts – massive delays, crippling vacancies and shocking opacity. Children in conflict with the law, the very group the Act swore to protect in their “best interest”, are paying the heaviest price.As of Oct 31, 2023, more than 55,000 children were waiting for their cases to be decided, with 55% of the total cases pending before Juvenile Justice Boards (JJBs) across 18 states and two Union Territories. Out of 1,00,904 cases that came up before 362 JJBs in the year ending Oct 2023 (including 50,627 carried over from previous years), only 45,097 – a mere 45% – were disposed of. In Odisha the pendency rate touched a staggering 83%, while Karnataka managed to keep it at 35%. Nationally, the picture is grim: nearly one in every two cases simply rolls over to the next year.The report, titled “Juvenile Justice and Children in Conflict with the Law: A Study of Capacity at the Frontlines”, is based on parliamentary answers, a year-long RTI inquiry and data from states (Nov 2022 to Oct 2023) . It reveals that one in every four JJBs – 24% or 111 out of 470 boards that responded – is functioning without the mandatory full bench of a principal magistrate and two social worker members. Only three states and Union Territories – Odisha, Sikkim and Jammu & Kashmir – have 100% fully constituted benches. With an average of 154 pending cases per board, the incomplete benches mean slower hearings, less child-sensitive decisions and prolonged institutionalisation of children.Perhaps the most alarming finding is that only 11 districts across the entire country meet the basic minimum standards required to deliver justice in a child’s best interest. Out of 292 districts that provided usable data on seven critical parameters – presence of a JJB, child welfare institution, special juvenile police unit, legal aid clinic, probation officer, staff strength and manageable pendency – just 11 cleared the bar. Eight of these are in Mizoram.Residential infrastructure for children in conflict with the law is equally dismal. Fourteen states, including large ones like Maharashtra, Gujarat, Madhya Pradesh, West Bengal, Punjab, Andhra Pradesh and Telangana, have not established even a single “Place of Safety” for 16 -18-year-olds accused of heinous offences – a mandatory requirement under the Act. Facilities for girls are particularly scarce: only 40 homes nationwide can accommodate girls in conflict with the law, including those that house both genders.The study warns that the absence of proper facilities forces children to be shifted far from their families, making access to guardians and legal representation difficult and sometimes leading to unsafe mixing of age groups and offence categories – the very evils the 2015 Act was meant to end.Ten years on, the report concludes, India still cannot produce routine, public, time-series data to prove that its juvenile justice system is working optimally for the child. NEW DELHI: To protect the Aravali hills and ranges – the only barrier against desertification of the Gangetic plains – Supreme Court Thursday barred grant of mining leases, but allowed existing ones to operate, while asking the Centre to prepare a management plan for sustainable mining for the entire range spread across four states.This is the last judgment to be authored by CJI B R Gavai, who as head of the green bench had zealously protected environment, ecology and forests while balancing the court’s directions with sustainable development principles.The bench of CJI Gavai and Justices K Vinod Chandran and N V Anjaria accepted the definition of Aravali hills and ranges recommended by an expert committee and prohibited mining in core/inviolate areas, with certain exceptions. The committee had recommended prohibition of mining in core/inviolate areas, except for extraction of critical, strategic and atomic minerals.’Aravali plan should have thorough analysis of cumulative green impact’ While accepting the recommendations for sustainable mining in the Aravali hills and ranges, and prevention of illegal mining, the bench directed the environment and forest ministry to prepare an MPSM through the Indian Council of Forestry Research and Education for the entire Aravalis, which is spread across Gujarat, Rajasthan, Haryana and Delhi.The Management Plan for Sustainable Mining (MPSM) must identify “permissible areas for mining, ecologically sensitive, conservation-critical and restoration-priority areas within the Aravali landscape where mining shall be strictly prohibited or permitted only under exceptional and scientifically justified circumstances”, it said. Indian and Nasa space scientists have captured fresh images of interstellar object 3I/ATLAS and confirmed that it has all the characteristics of a “comet” while dismissing some astronomers’ theory that it could be an “alien ship”.The scientists from Ahmedabad-based Physical Research Laboratory (PRL) under the Department of Space have captured interstellar comet 3I/ATLAS, which is currently on its way out of the inner solar system, Isro said in a statement on Wednesday. PRL scientists observed 3I/ATLAS in imaging and spectroscopic modes with the 1.2-metre telescope, located at an altitude of 1,680 metre in Mount Abu. PRL made these observations between Nov 12 and 15.On Wednesday, Nasa also released fresh images of 3I/ATLAS and dismissed speculation that it is an alien spacecraft. “It definitely behaves like a comet. We certainly haven’t seen any technosignatures or anything from it that would lead us to believe it was anything other than a comet,” Nicola Fox, associate administrator of Nasa’s science mission directorate, said, while referring to the comet as “our friendly solar system visitor”. Fox said Nasa has studied 3I/ATLAS with over a dozen scientific platforms, including Hubble and James Webb space telescopes and satellites orbiting Mars.NASA associate administrator Amit Kshatriya also said, “It looks and behaves like a comet. And all evidence points to it being a comet.” The new Nasa images showed it with a blurry appearance but with the clear presence of a telltale coma — the hazy cloud of gas and dust around its nucleus — and the tail of dust following its orbit.According to Indian scientists, the images of PRL observation show a near-circular coma. The coma of a comet is the large, glowing atmosphere of gas and dust that forms around its nucleus as it gets closer to the Sun. It is created when the Sun’s heat causes the frozen ices on the nucleus to vaporise, or ‘sublimate’, releasing gas and dust that form a large, diffused cloud. Indian scientists have also acquired a spectrum of the light from the comet. The result shows prominent emission features commonly seen in solar system comets — CN, C2 and C3 bands in the shorter wavelength side of the spectrum, the Isro statement said.In case of 3I/ATLAS, the production rates for the prominent bands (emissions pertaining to the constituent molecules) were computed with limiting values around 1025 molecules/sec. The production rate ratios seem to place this comet in the class of ‘typical comets’ of the solar system. The Enforcement Directorate (ED) has filed a supplementary chargesheet against Robert Vadra in a money laundering case involving fugitive arms dealer Sanjay Bhandari. The ED alleges Vadra assisted Bhandari and benefited from a London property, claiming he possessed proceeds of crime. The court will decide on cognizance on December 6. NEW DELHI: ED filed a supplementary prosecution complaint (chargesheet) against Robert Vadra, husband of Congress MP Priyanka Gandhi, before a special court here on Nov 15 in its money laundering case against fugitive defence dealer Sanjay Bhandari, alleging Vadra was found assisting the fugitive arms dealer and was beneficiary of a benami property in London at 12 Bryanston Square.”The evidence gathered by ED indicates that the property acquired by Bhandari, who was said to be instrumental in organising arms deal like the purchase of Pilatus trainer aircraft during UPA, was beneficially used by Vadra for his personal use,” a source aware of the probe findings said.The latest supplementary chargesheet specifically mentions “possession of proceeds of crime” by him, tying him closely to Bhandari. The court has fixed Dec 6 as the next date of hearing to decide whether to take cognisance of the latest chargesheet.Based on the evidence it gathered during its probe, the agency had earlier confronted Vadra during his questioning on his association with the London property allegedly purchased by the arms dealer and about his connection with him. The Enforcement Directorate (ED) has filed a supplementary chargesheet against Robert Vadra in a money laundering case involving fugitive arms dealer Sanjay Bhandari. The ED alleges Vadra assisted Bhandari and benefited from a London property, claiming he possessed proceeds of crime. The court will decide on cognizance on December 6. NEW DELHI: ED filed a supplementary prosecution complaint (chargesheet) against Robert Vadra, husband of Congress MP Priyanka Gandhi, before a special court here on Nov 15 in its money laundering case against fugitive defence dealer Sanjay Bhandari, alleging Vadra was found assisting the fugitive arms dealer and was beneficiary of a benami property in London at 12 Bryanston Square.”The evidence gathered by ED indicates that the property acquired by Bhandari, who was said to be instrumental in organising arms deal like the purchase of Pilatus trainer aircraft during UPA, was beneficially used by Vadra for his personal use,” a source aware of the probe findings said.The latest supplementary chargesheet specifically mentions “possession of proceeds of crime” by him, tying him closely to Bhandari. The court has fixed Dec 6 as the next date of hearing to decide whether to take cognisance of the latest chargesheet.Based on the evidence it gathered during its probe, the agency had earlier confronted Vadra during his questioning on his association with the London property allegedly purchased by the arms dealer and about his connection with him. NEW DELHI: In a major enforcement push, Food Safety and Standards Authority of India (FSSAI) has ordered all states and Union territories to immediately pull off the shelves a range of fruit-based beverages, ready-to-drink products, electrolyte drinks and similar beverages that continue to misuse the term “ORS” on their labels – a practice the regulator says is misleading and illegal.The directive, issued on Nov 19, follows FSSAI’s earlier orders on Oct 14 and 15 withdrawing permission to use “ORS” – whether as a standalone term or with prefixes and suffixes – in the names of food and drink products. The authority said that several companies continue to flout those orders, selling products across e-commerce platforms, grocery stores, pharmacies, supermarkets and other modern trade outlets in violation of the Food Safety and Standards Act, 2006.To curb the malpractice, states/UTs have been instructed to launch urgent inspection and verification drives, identify non-compliant products, ensure their immediate removal from sale, and initiate regulatory action against violators. A detailed action-taken report listing inspections, violations found, corrective steps taken, and status of product removal must be submitted to FSSAI at the earliest.In a significant clarification aimed at preventing field-level confusion, the regulator cautioned officials not to interfere with sales of genuine WHO-recommended Oral Rehydration Salts (ORS), which are classified as drugs under the Drugs and Cosmetics Act, 1940. ‘2 Co-Accused Also Present, Pak Handler Facilitated Meeting’ New Delhi: Dr Umar un Nabi, the suicide bomber behind the Nov 10 Delhi car blast, had met a Syrian terror operative in Turkiye in 2022 along with co-accused Dr Muzammil Shakeel Ganai and Dr Muzzafar Rather, supposedly on the directions of their Pakistani handler Ukasha, sources connected with the investigation told TOI on Thursday.The agencies are trying to dig deeper into what transpired during the meeting. Muzammil, who was arrested by NIA Thursday with three other accused – Dr Adeel Ahmed Rather, Dr Shaheen Saeed and Mufti Irfan Ahmad Wagay – is expected to be interrogated by NIA to take forward the probe into international linkages of the conspiracy.Intelligence sources told TOI the three doctors – Umar, Muzammil and Muzzafar (Adeel Rather’s brother) – had stayed in Turkiye for around 20 days. Though they had travelled there to see Ukasha, who is said to be based along the Afghanistan-Pakistan border, the meeting never happened, as per the accused. Instead, Ukasha directed them to meet the Syrian national.Muzaffar went on to travel via UAE to Afghanistan and is said to have joined al-Qaida.Sources said Umar was also keen to travel to Afghanistan from Turkiye but was told by Ukasha to return to India to execute Jaish’s “bigger” terror plans there. He followed the direction, and it was only after his return that he joined Al Falah University and gave shape to the terror module that had been amassing explosives for future attacks when it was busted.”Muzammil, Adeel and Umer were constantly in touch with three Pakistan-based handlers Faisal, Hashim and Ukasha via Telegram, who would give them instructions, radicalisation material and bomb making videos,” an officer told TOI.NIA said on Thursday that the three doctors and Shopian cleric Mufti Irfan arrested by it had played a key role in the Delhi terror attack and were also conspiring to carry out similar pan-India strikes.Earlier, NIA had arrested Amir Rashid Ali, a plumber from Pampore, and Jasir Bilal Wani who hails from Qazigund. Amir had facilitated purchase of the vehicle used in the Delhi car blast and was aware of the suicide bombing plan. Umar had visited Pampore a week before buying the car to arrange the money and then travelled back to Haryana with Amir. NEW DELHI: Twelve years after UPA govt enacted the Lokpal and Lokayuktas Act, followed by its rollout by NDA regime, a feeling seems to be growing among certain quarters in govt that some of its key provisions may need a relook in light of experience gathered during its enforcement.Sources in govt said ambiguities in the working as well as scope for discretion in certain provisions of the Act may be impairing the effective functioning of Lokpal. “The ambiguities may have been inadvertent and discretion relied upon in good faith while framing the law,” a govt functionary told TOI.For instance, the current chairperson has preferred to work through a single bench comprising all members and headed by him, notwithstanding the provision, conceived with an idea of facilitating division of labour, in Lokpal Act for benches to be constituted by the chairperson with two or more members.According to sources, the law allows the chairperson discretion regarding constitution of benches, the operative word being ‘may’ in Section 16(1)(a) that states “the jurisdiction of Lokpal may be exercised by benches thereof”. Sources said while the last chairperson, Justice (Retd) Pinaki Chandra Ghose, had constituted benches, current chairperson Justice A M Khanwilkar has other ideas. The purported reasoning is the chairperson’s keenness to have all members on board while deciding each complaint. Govt sources, however, indicated this means the chairperson gets to preside over each case, rather than allow diverse opinions to be presented by smaller benches. Benches also expedite disposal of complaints, sources added.TOI has learnt that the chairperson has been reluctant to route files through the Lokpal secretary.The law allows Lokpal to take up corruption complaints against the PM, Union ministers, MPs and govt officials. Lokpal cannot suo motu take up corruption cases.There is also a concern over Lokpal’s powers to overrule the opinion of the competent authority on granting prosecution sanction in corruption cases. “There is a view the competent authority is in a better position to take this call,” said a govt functionary.Though the law empowers Lokpal to independently conduct investigation and prosecution in corruption complaints, govt is yet to set up the inquiry and prosecution wings provided under the Act. Govt sources indicated CBI and CVC, which currently perform these functions under the direction and supervision of Lokpal, already have the competence, experienced staff and resources to do so.Unlike CBI and CVC, which do not examine the respondents at preliminary inquiry (PI) stage, the law gives Lokpal leeway to investigate a person at any stage, including soon after receiving the complaint. “The intent of the law is to strike a balance between probity and letting a public servant discharge their duties freely, without the sword of scrutiny hanging over them. Political leaders from Jammu and Kashmir are calling on the central government to intervene and guarantee the safety of all Indian citizens, including Kashmiris. SRINAGAR: As reports and videos have emerged of Kashmiris being harassed in other parts of the country in the wake of Delhi car blast, J&K politicians have urged the central govt to intervene and ensure their safety.Former chief minister and PDP president Mehbooba Mufti asked CM Omar Abdullah to take up the issue with the Centre, while Peoples Conference leader Sajad Lone urged PM Narendra Modi and Union home minister Amit Shah to “ensure that any citizen of India, including Kashmiris, is not harassed in their own country”.While condemning the Delhi blast, Mehbooba said the doctor involved in the blast not only took his own life and of others, but also made every Kashmiri outside J&K more vulnerable. She was in Kangan in Ganderbal district to offer condolences to the family of Bilal Ahmad Sango, who was injured in the Nov 10 Delhi blast and succumbed during treatment.The PDP chief appealed to the clergy, including Hurriyat Conference chairman Mirwaiz Umar Farooq, to counsel the youth against radicalisation. “Yes, after the abrogation of Article 370, the govt resorted to harassment and large scale arrests, but that should not push our youth toward radicalisation,” she said.She also urged CM Omar to speak to the central govt and end what she called the “collective punishment of Kashmiris”. “We understand the anger over the blast, but that doesn’t mean we should be subjected to collective punishment. Our youth are being profiled and evacuated from colleges and universities. We are going through troubled times, and our young people are now extremely vulnerable,” Mehbooba said.Nasir Khuehami, convenor of Jammu Kashmir Students Association, took to social media and claimed that “Kashmiri shawl sellers in Himachal Pradesh are reportedly facing harassment and profiling, post Delhi blast”. He said several Kashmiri vendors have alleged that local panchayat authorities and individuals are forcibly checking their bags under “unfounded suspicions of carrying weapons or explosives”.Khuehami said Kashmiris are being restricted from moving freely without prior verification from panchayat and local police, creating an atmosphere of fear, insecurity.Peoples Conference leader Sajad Lone also spoke out, saying, “Stereotyping of a Kashmiri, unfortunately, is a favourite hobby across the country; and it is not a new trend. RSS chief Mohan Bhagwat (left) NEW DELHI: Calling for long-term peace in Manipur, RSS Sarsanghchalak Mohan Bhagwat, in his first visit to the State on Thursday said stability in the state will require “patience, collective effort, and social discipline,” adding that “destruction takes minutes, but construction requires years, especially when done inclusively and without harming anyone.”Opening his three-day visit to Manipur with an address in Imphal, Bhagwat said efforts were underway at “community and societal level” to restore stability and stressed that responsibility could not rest with the government alone. “Awareness of the general public is the main factor. Everything should not be expected from the government, the responsibility of the society is very much required,” he said.He noted that the RSS was often discussed through “perceptions and propaganda,” and urged people to understand the organisation by observing its grassroots functioning. “There is no organisation comparable to the RSS, just as the sea, the sky, and the ocean have no comparison… To understand one has to visit Shakha,” he said, adding that the Sangh’s growth had been “organic” since its early years.Recalling founder KB Hedgewar’s life and role in the freedom movement, Bhagwat said Hedgewar’s “realisation of the need for a united and qualitatively improved society led to the creation of the RSS.” He described the organisation as a “man-making methodology” and reiterated that its objective was to “organise the whole Hindu society including those who oppose the Sangh, not creating a power centre within the society.”Bhagwat said “Hindu” was a cultural and civilisational descriptor rather than a religious identity. Police in Gurugram have launched a major investigation after the dismembered body of a young child was discovered along the Kundli-Manesar-Palwal (KMP) expressway, triggering panic in nearby villages. Officers told PTI the remains were found within the Bilaspur police station limits, and a murder case has been registered.According to police, the torso, head and one leg were recovered, while the right leg and both hands are missing. A senior officer said the condition of the body suggests it is around four days old and appears to belong to a child aged about seven. The child’s face, officers said, was “badly bruised”.The discovery was first reported by Umesh, a resident of Kalwadi village, who said he was walking through nearby fields on Wednesday evening when he came across the mutilated remains in the green belt near Udaypuri village. Police arrived soon after the alert and sent the recovered body parts to the mortuary.With the child still unidentified, police have begun checking records of missing children aged six to seven years, not only in Gurugram but also in neighbouring districts. CCTV footage from cameras installed in the surrounding area is being collected and analysed in an effort to trace the movements of suspects and determine where the killing may have taken place.Assistant Commissioner of Police, Pataudi, Sukhbir Singh said early findings indicate that the child was killed using a sharp-edged weapon. “To hide his identity, his body parts were cut off and thrown at different places. Information about missing children between six to seven years of age is being collected. NEW DELHI: Congress on Thursday targeted the NDA over US President Donald Trump’s repeated claim that he forced India and Pakistan to step back from the brink of conflict by threatening both countries with 350% tariffs. The party said the claim was “extraordinary” and asked Prime Minister Narendra Modi clarify whether any such conversation took place.Responding to Trump’s latest remarks, Congress MP Jairam Ramesh said the US president had made three specific claims. “He (Donald Trump) said three things. First, that PM Modi called me. He claimed the threat led both sides to pull back and prompted Modi to call him to say, “we’re not going to go to war.” Trump has repeated the story more than 60 times since May, despite India’s consistent rejection of any suggestion of third-party mediation.Recounting what he described as a firm message to the two nuclear-armed neighbours, Trump said he told them they could “go at it” but that he would respond with a 350 per cent tariff. According to him, both sides urged him not to proceed. He added that Pakistan’s Prime Minister Shehbaz Sharif later thanked him for “saving millions of lives.”Trump also linked his approach to broader claims that he used tariffs to “settle” several global conflicts. India, however, maintains that the ceasefire understanding with Pakistan on 10 May followed direct military-level talks between the two DGMOs. NEW DELHI: Russia and India are working on the mutual deployment of ground stations for their navigation satellite systems, GLONASS and NavIC for enhanced accuracy, a senior Russian diplomat said.”Work is underway on the mutual parity placement of ground stations for collecting measurements of the Russian global navigation satellite system GLONASS and the Indian regional navigation satellite system NavIC,” Russian Ambassador to India Denis Alipov was quoted saying by the state-run TASS news agency.Alipov said space cooperation continues to be one of the strongest pillars of the India–Russia partnership, covering manned missions like India’s Gaganyaan programme, propulsion technologies, and satellite navigation.He also highlighted the steady growth in bilateral scientific and technological collaboration across sectors such as biomedicine, physics, chemistry, healthcare, and material sciences. “We are seeing great interest from our Indian partners in advancing polar research. NEW DELHI: Authorities in Jammu and Kashmir intensified searches across hospitals and media offices on Thursday as part of the widening investigation into the Delhi blast, with police focusing on possible links between medical staff, extremist modules, and networks connected to fugitive operatives.The scrutiny, officials told PTI, stems from the recovery of arms, ammunition and nearly 3,000 kg of explosive material in the “white-collar” terror module that first came to light in south Kashmir earlier this month.Calm And Radical: Dr Umar’s Pre-Blast Video Exposes Educated New Face Of Terror Behind Delhi Attack In Srinagar and Anantnag, police teams, accompanied by medical officers, inspected lockers used by doctors and other hospital staff in district hospitals, private facilities, medical colleges and health centres. Officers said the drive was aimed at preventing misuse of storage spaces for illegal or hazardous material and ensuring that hospital infrastructure was not being exploited for activities that could compromise security. Every rack and locker was examined, and staff were reminded that lockers must be used strictly for official purposes. Officials said these checks will now be part of routine vigilance across health institutions.The operation followed the discovery of an AK-47 rifle in the locker of Dr Adeel Rather at the Government Medical College in Anantnag earlier this month. His arrest led to the unravelling of a larger terror network involving several doctors. During Thursday’s inspection at GMC Anantnag, police and hospital administrators identified unclaimed lockers and directed that records be updated to prevent further misuse.Parallel to the hospital searches, the State Investigation Agency raided the Jammu head office of Kashmir Times and the residence of owner Prabodh Jamwal. The agency said arms, ammunition and incriminating documents were seized during the raids. According to investigators, the publication is accused of promoting anti-national activities and running content that allegedly propagated secessionist narratives. Items recovered during the search included a revolver, empty AK-series cases, live rounds, fired bullets, grenade safety levers and suspected pistol ammunition. These will undergo forensic and technical analysis as part of the ongoing inquiry.Meanwhile, the Delhi Police Special Cell identified a new link in the Red Fort car blast investigation, connecting the case to fugitive Indian Mujahideen operative Mirza Shadab Baig.
