Security forces in Manipur have apprehended four militants from banned groups involved in extortion activities. The arrests, made in Thoubal and Imphal West districts, led to the recovery of weapons, ammunition, and incriminating documents. In Thoubal district, officers picked up a man from his home in Itham Awang on Friday after weapons were found in his possession. Police said they recovered an SLR rifle with 12 rounds and two wireless sets. A day earlier, three active cadres of the banned People’s Liberation Army were arrested from Keishampat Thouda Bhabok Leikai in Imphal West. The trio was involved in extortion. A pistol, ammunition and documents linked to the outfit were seized from them. Security forces also arrested a member of the proscribed Prepak group from Luwangsangbam in Imphal East on Thursday. He was accused of demanding money from residents in the valley areas. Search operations have been ongoing across the state as Manipur continues to grapple with the ethnic violence that began two years ago. More than 260 people have been killed and thousands displaced since clashes between Meiteis and Kuki-Zo groups broke out in May 2023. The Centre imposed president’s rule in Manipur on 13 February. File photo: X/CISF NEW DELHI: The Central Industrial Security Force (CISF), which currently guards over 70 key airports and 13 seaports, has been mandated by the govt to act as the nodal or regulatory authority for all matters related to port security.The govt on Nov 18 designated CISF as the ‘recognised security organisation’ (RSO) for port security under the International Ship and Port Facility Security Code (ISPFSC). The mandate, which aligns with the govt’s vision of port-led growth as it focuses on a ‘blue economy’ as a key driver of economic expansion, followed the recommendation of a joint committee of CISF and DG, Shipping, constituted in Sept 2024 to study port security, conduct gap analysis and suggest remedial measures.As the RSO for ports, CISF said it will carry out a fresh assessment of security systems, prepare standardised security plans compliant with ISPFSC and carry out core security functions at all seaports engaged in export and import (EXIM) operations across the country.There are around 77 EXIM ports in the country, including 12 major and around 65 non-major ports. Also, there are around 200 minor ports where no cargo is handled as of now. However as and when these ports become EXIM ports, CISF will regulate their security as well. “For all things related to port security, the CISF will be the nodal or regulatory authority. We will work in three domains — providing consultancy for the establishment of security systems and gadgets, deploying hybrid security manpower and training all stakeholders in the sector,” said a senior CISF officer.“The initiative aims to resolve longstanding gaps arising from non-standardised security arrangements at non-major ports and ensure oversight by a domain expert security agency across all such facilities,” added CISF DIG(Int) Ajay Dahiya.A hybrid security model, improved screening systems and dedicated training institutions and courses for port-security personnel are also being introduced, officials said.The core security functions to be handled by CISF include access control, CCTV surveillance, perimeter security, seafront patrolling, quick reaction teams and the integrated operations centre. Non-core duties such as traffic management, container terminals and ancillary tasks may be handled by state police, state industrial security forces or private security agencies. However, these personnel too will be trained by a team of CISF experts to ensure professional and standardised port security services.CISF has prepared different training modules, focused on basic port security, specialised security and audit.Till now, seaport security was being dealt with by the Indian Register of Shipping (IRS) under the Directorate General of Shipping, and there was a requirement for a professional agency in this area, a CISF officer said.The officer disclosed that the idea to have a professional and sovereign RSO, had emerged from various top-level security meetings chaired by the prime minister and the home minister over the last few years, where the vulnerability and security gaps in the 254 big and small seaports of the country were underlined.About the AuthorBharti JainBharti Jain is senior editor with The Times of India, New Delhi. . NEW DELHI: A Pakistani drone was spotted late Friday near the International Border in Jammu and Kashmir’s Samba district, officials said on Saturday. MUMBAI: Fraud and waste continue to drag India’s health-insurance system, with Rs 8,000–10,000 crore leaking from claim payouts each year, says a Boston Consulting Group–Medi Assist report. Fraud and unnecessary claims inflate premiums, strain insurer finances and drain public funds. Weak data systems and loose checks also push patients into higher out-of-pocket spends.The analysis shows retail health portfolios carry higher fraud risk than group portfolios. Within group covers, fraud is consistently elevated in BFSI and healthcare. Reimbursement claims pose the biggest threat: group reimbursement claims show 9x more fraud than group cashless, while individual reimbursement claims show 20x the incidence of group cashless. Misrepresentation and document fabrication remain the top fraud types across IPD/OPD. Fraud risk clusters in mid-ticket claims (Rs 50,000-Rs 2.5 lakh), where incentives are high and oversight moderate.“Small-ticket fraud and abuse are often rationalised as harmless… This mindset has turned into a systemic behavioral challenge… contributing materially to the broader issue of FWA (fraud, waste and abuse) in the health insurance ecosystem,” the report said.The report urges tighter fraud prevention/detection, unified medical-coding rules, AI-driven oversight and faster data-sharing via the Ayushman Bharat Digital Mission and the National Health Claim Exchange. Medi Assist says tech will do the heavy lifting. “As India’s health system stands at an inflection point, the next decade will be defined by connected data and intelligent automation,” said Satish Gidugu, Medi Assist’s CEO. The Supreme Court affirmed that the right to a speedy investigation is a fundamental right, stating that accused individuals cannot face endless suffering under the threat of ongoing probes. While not setting strict timelines, the court emphasized that inordinate delays can lead to the quashing of cases, benefiting the accused, victim, and society. NEW DELHI: “The accused cannot be made to suffer endlessly with this threat of continuing investigation,” the Supreme Court said, holding that the right to speedy investigation is also part of fundamental rights. The court said it will benefit the accused, the victim, and society if the investigation and trial are done quickly and completed within a reasonable time. Though it refrained from framing any timeline for completion of probe, which it said was not practical and feasible, a bench of Justices Sanjay Karol and N Kotiswar Singh said that an accused could approach courts for quashing of a case for inordinate delay in the probe. The court noted that there had unfortunately been many cases in which there was massive delay in filing chargesheet/taking cognisance etc. It said the right to speedy trial is an important facet of Article 21 (fundamental right to life). “Timely completion of investigation is inherent thereto,” it said.Right to speedy trial covers all stages: SC The bench said the court has repeatedly underscored the necessity of speedy investigation and trial but for various reasons this is still not a reality. It said the right to speedy trial covers all the stages – investigation, inquiry, trial, appeal, revision and re-trial – and shouldn’t be seen narrowly.”The accused cannot be made to suffer endlessly with this threat of continuing investigation and eventual trial proceedings bearing over their everyday existence,” the bench said and added that the apex court in its various rulings hold unequivocally that investigation is covered under the right to speedy trial and that violation of this right can strike at the root of the investigation itself, leading it to be quashed.”At the same time, it must be said that timelines cannot be set in stone for an investigation to be completed nor can outer limit be prescribed within which necessarily, an investigation must be drawn to a close. NEW DELHI: “The accused cannot be made to suffer endlessly with this threat of continuing investigation,” the Supreme Court said, holding that the right to speedy investigation is also part of fundamental rights. The court said it will benefit the accused, the victim, and society if the investigation and trial are done quickly and completed within a reasonable time. Though it refrained from framing any timeline for completion of probe, which it said was not practical and feasible, a bench of Justices Sanjay Karol and N Kotiswar Singh said that an accused could approach courts for quashing of a case for inordinate delay in the probe. The court noted that there had unfortunately been many cases in which there was massive delay in filing chargesheet/taking cognisance etc. It said the right to speedy trial is an important facet of Article 21 (fundamental right to life). “Timely completion of investigation is inherent thereto,” it said.Right to speedy trial covers all stages: SC The bench said the court has repeatedly underscored the necessity of speedy investigation and trial but for various reasons this is still not a reality. It said the right to speedy trial covers all the stages – investigation, inquiry, trial, appeal, revision and re-trial – and shouldn’t be seen narrowly.”The accused cannot be made to suffer endlessly with this threat of continuing investigation and eventual trial proceedings bearing over their everyday existence,” the bench said and added that the apex court in its various rulings hold unequivocally that investigation is covered under the right to speedy trial and that violation of this right can strike at the root of the investigation itself, leading it to be quashed.”At the same time, it must be said that timelines cannot be set in stone for an investigation to be completed nor can outer limit be prescribed within which necessarily, an investigation must be drawn to a close. His wife is a retired wing commander. The rollout, which will require notification of rules, comes within a week of a resounding electoral mandate in Bihar for the governing NDA after similar successes in Maharashtra, Haryana, and Delhi.The biggest workforce regulation recast in decades is aimed at increasing the employability of women and ensuring safety, ensuring that gig workers are eligible for social security benefits, salaries are paid on time, and minimum wage is guaranteed. At the same time, the laws provide more flexibility and certainty to businesses at a time when the economy is dealing with global headwinds. Investors have often cited India’s archaic labour laws as one of the stumbling blocks while deciding on setting up factories in India and have flocked to countries such as Vietnam and Bangladesh amid diversification of production bases.PM Modi called it the “most comprehensive and progressive labour-oriented reforms since Independence”.Officials said the rules for these four codes – on wages, industrial relations, social security and occupational safety and health – will be notified within 45 days for enforcement of the provisions.While the Centre had enacted the laws as part of the response to the Covid crisis, reluctance in opposition-led states had prompted it to go slow. NEW DELHI: Afghanistan will offer a five-year tax exemption for new domestic industries and a 1% import duty on raw materials and machinery, Afghan commerce minister Nooruddin Azizi said on Friday, while vowing to deepen economic ties with India. He identified cement, rice, textiles, pharmaceuticals, mining, and energy as priority sectors for a country that has been in the griup of strife for years. “To support domestic industry, we are giving a preferential 1% tariff on raw materials and machinery and a five-year tax exemption for new industries that are set up in Afghanistan,” Azizi said at a PHD Chamber of Commerce and Industry (PHDCCI) event in Delhi and stated that Afghanistan created a “flexible and enabling” business environment and wanted Indian companies to invest in large numbers across sectors.On production incentives, he said “We have economic oriented policies…So if the production increases by 20% we increase govt support, which would keep on increasing as production increases.”At the event as well, joint secretary in the ministry of external affaris M Prakash Anand said that both sides agreed to post trade attaches in their embassies to boost trade and revive the joint working groups on trade, commerce, and investment. He also mentioned that air corridors on the Kabul to Delhi and Kabul to Amritsar routes were activated and cargo flights on these sectors would start soon. Azizi also spoke on several logistical hurdles Afghanistan faces, including the border closures with Pakistan, blocked transit routes via Chabahar, and frozen foreign reserves worth .3 billion which were blocked by the US after Taliban took over Afghanistan. “Americans block our funds, they have frozen billion and block our trade routes. Pakistan blocks one side. What are we supposed to do?” he said, asking India to help ensure the trade route from Chabahar Port remained functional so that the trade remained commercially viable. He added that Afghanistan was willing to offer financial discounts and invest alongside India and Iran to speed up work . “We are here for one purpose – to find the lowest-cost route,” he said, “If there are ships needed, we will support it. If transport companies are needed, we will support it. If logistics need infrastructure, we will support it. He identified cement, rice, textiles, pharmaceuticals, mining, and energy as priority sectors for a country that has been in the griup of strife for years. “To support domestic industry, we are giving a preferential 1% tariff on raw materials and machinery and a five-year tax exemption for new industries that are set up in Afghanistan,” Azizi said at a PHD Chamber of Commerce and Industry (PHDCCI) event in Delhi and stated that Afghanistan created a “flexible and enabling” business environment and wanted Indian companies to invest in large numbers across sectors.On production incentives, he said “We have economic oriented policies…So if the production increases by 20% we increase govt support, which would keep on increasing as production increases.”At the event as well, joint secretary in the ministry of external affaris M Prakash Anand said that both sides agreed to post trade attaches in their embassies to boost trade and revive the joint working groups on trade, commerce, and investment. He also mentioned that air corridors on the Kabul to Delhi and Kabul to Amritsar routes were activated and cargo flights on these sectors would start soon. Azizi also spoke on several logistical hurdles Afghanistan faces, including the border closures with Pakistan, blocked transit routes via Chabahar, and frozen foreign reserves worth $9.3 billion which were blocked by the US after Taliban took over Afghanistan. “Americans block our funds, they have frozen $9 billion and block our trade routes. Pakistan blocks one side. What are we supposed to do?” he said, asking India to help ensure the trade route from Chabahar Port remained functional so that the trade remained commercially viable. He added that Afghanistan was willing to offer financial discounts and invest alongside India and Iran to speed up work . “We are here for one purpose – to find the lowest-cost route,” he said, “If there are ships needed, we will support it. If transport companies are needed, we will support it. If logistics need infrastructure, we will support it. NEW DELHI: The highways ministry has set up a panel to identify conditions – a measurable criteria for determining commuter “inconvenience” – under which authorities can take a call on whether to suspend or reduce toll collection on poorly maintained national highway stretches.The decision came amid growing public demand and observations by various high courts over suspension or reduction of toll collection, or user fees, on NHs that lack proper maintenance. Supreme Court had earlier noted that the public could not be forced to pay toll for roads in a state of disrepair.”First, we need to have clear criteria linking toll collection with riding quality and maintenance of an NH stretch. Reducing or suspending toll collection due to a few potholes or small damaged portions may not be fair. Therefore, there is a need to define inconvenience in a quantifiable, not subjective, manner. Once the committee submits its report, we will work out how to address the issue,” said an official. NEW DELHI: SC on Friday agreed to hear Supreme Court Women Lawyers Association’s plea to make Workplace (Prevention, Prohibition and Redressal) Act applicable to sexual harassment complaints against advocates. It issued a notice of appeal against a Bombay high court judgment holding that the Act was not applicable to advocates.A bench of Justices B V Nagarathna and R Mahadevan issued notice on the petition and tagged it along with a similar petition filed earlier. The association said the HC judgment was against the principles laid down by the apex court, which had directed every professional body must have an internal complaints committee.Senior advocate Mahalakshmi Pavani, appearing for the petitioner, said the HC judgment left women in the profession without remedies and no permanent grievance redress committee. NEW DELHI: SC on Friday agreed to hear Supreme Court Women Lawyers Association’s plea to make Workplace (Prevention, Prohibition and Redressal) Act applicable to sexual harassment complaints against advocates. It issued a notice of appeal against a Bombay high court judgment holding that the Act was not applicable to advocates.A bench of Justices B V Nagarathna and R Mahadevan issued notice on the petition and tagged it along with a similar petition filed earlier. The association said the HC judgment was against the principles laid down by the apex court, which had directed every professional body must have an internal complaints committee.Senior advocate Mahalakshmi Pavani, appearing for the petitioner, said the HC judgment left women in the profession without remedies and no permanent grievance redress committee. Today, our govt has given effect to the Four Labo-ur Codes. It is one of the most comprehensive and progressive labour-oriented reforms since Independence. It greatly empowers our workers. It also significantly simplifies compliance and promotes ‘Ease of Doing Business’.”He said the changes would provide “universal social security, minimum and timely payment of wages, safe workplaces and remunerative opportunities… especially Nari Shakti and Yuva Shakti” and help “accelerate our journey towards a Viksit Bharat”.Opposition parties and trade unions issued strong criticism. CPI(ML) Liberation in a statement said the four codes “though presented in the name of ‘labour reform,’ are essentially tools that codify modern slavery and exploitation for the benefit and profiteering of big businesses and corporate interests.”Demanding their immediate withdrawal, the Left party said the codes “drastically dilute industrial safety compliance, wage and welfare requirements” and raise thresholds in ways that reduce protections for a large section of workers. Indian startup Cognitii has won the 0,000 Unlock Her Future Prize 2025 for its AI-led system for public special education. BENGALURU: Cognitii, an Indian startup developing an AI-led system for public special education, has won the 0,000 Unlock Her Future Prize 2025. The prize, launched by The Bicester Collection, drew more than 2,900 applications from over 40 countries across South Asia. Eleven founders were shortlisted for the final pitch in London, where Cognitii was named one of six winners.Founded by Jhillika Trisal from Gurugram, Falguni Shrivastava from Raipur, and Souvik Ghosh from Kolkata, Cognitii is building what it calls India’s first AI plus human infrastructure layer for special education. The founders, who have lived experience of autism and ADHD, began the company to address gaps they had seen in India’s systems. The team points to a critical national challenge: more than 80% of children with disabilities remain unidentified before age eight, limiting access to education, rehabilitation, and employment.Cognitii’s platform combines early screening tools, a mobile-first learning system, an educator co-pilot, and policy-grade dashboards for state agencies. The commission, formed after demands from local political groups, is urging people to share information freely before hearings begin. Evidence submission is open until November 28. SRINAGAR: A judicial commission set up by the Union home ministry (MHA) to probe the Sept 24 violence in Leh warned Friday that anyone threatening eyewitnesses against deposing would be strictly dealt with.The commission, headed by retired Supreme Court judge BS Chauhan, had revealed last month that it was not getting good response and information on the violence that saw security forces in Leh allegedly open fire on protesters demanding statehood and Sixth Schedule status for the Union territory. Four people died and over 90 were injured.“There are several instances where people are being threatened and told not to depose. If anyone has been threatened, they should write to the commission. If someone is afraid to come forward, we will keep their identity confidential,” Rigzin Spalgon, joint secretary of the commission, said on Friday. He urged eyewitnesses to come forward and “speak freely” before the commission.Spalgon’s statements followed a notice on Thursday in which the commission warned of legal action against anyone “interfering, deterring, obstructing or hindering” witnesses. Evidence can be submitted till Nov 28, after which the commission will start hearings.The MHA had announced the commission after demands from Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA), Ladakh’s two major political organisations. Both had made the panel’s formation a precondition for resuming dialogue with the Centre. Climate activist and LAB member Sonam Wangchuk was among the over 70 people arrested over the violence, which was followed by a clampdown that included curfew-like restrictions and internet blocks.Other than Chauhan, the commission has retired district judge Mohan Singh Parihar as judicial secretary and IAS Tushar Anand as administrative secretary. NEW DELHI: For car manufacturers, obtaining a five-star safety rating will become tougher under the next phase of Bharat NCAP, which will be rolled out from October 2027. Under BNCAP 2.0, cars will need to undergo five crash tests, compared with the current three. The new regime will add full frontal and rear crash tests to the existing offset (frontal), side, and side-pole impact tests.Cars will be evaluated on five broad parameters — safe driving, accident avoidance, crash protection, vulnerable road-user protection, and post-crash safety of occupants. This means vehicles equipped with advanced safety features such as autonomous emergency braking (AEB) and electronic stability control (ESC), which help reduce the chances of a crash, will receive higher ratings. The assessment will also factor in features such as drowsiness detection, lane-departure warning, and forward-collision alerts.The road transport ministry published the draft protocol for star ratings — Automotive Industry Standard (AIS) Code 197 — on Thursday and has invited feedback from stakeholders. “This will bring a paradigm shift in car-safety ratings and will be superior to many global standards. The main focus of NCAPs worldwide is to ensure that cars do not become death traps for occupants,” said a private-sector expert involved in preparing the new protocol.The first phase of BNCAP is valid until September 2027.The new assessment protocol will also evaluate female occupant safety, going beyond regulatory requirements, and the safety of belted minor occupants, specifically assessing 6- and 10-year-old children. It proposes the use of advanced crash-test dummies during side-impact and pole-impact tests for better analysis of occupant protection.The proposed standard also includes post-crash safety requirements for both conventional and electric vehicles, which are crucial for safe evacuation of occupants. These include mandatory assessments of energy management for fire and electrical hazards and occupant extrication.
