MUMBAI: SC Monday rejected a petition challenging the validity of the delimitation exercise for zilla parishads, panchayat samitis and other local bodies in Maharashtra and orally observed it would not allow litigation aimed at stalling the electoral process.“We’re not going to entertain any plea that could delay polls,” said a bench of Chief Justice of India Surya Kant and Justice Joymalya Bagchi Monday. The bench orally remarked the pleas seemed to be a ploy to delay local body polls. SC had earlier set a deadline of Jan 31 for such polls to conclude and said there could be no further impediment in the conduct of elections.The challenge was following a Bombay HC order which had found no illegality in the decisions taken by divisional commissioners over delimitation for Kolhapur, Satara and Sangli, the core dispute in the plea. NEW DELHI: Supreme Court Tuesday said intruders and illegal immigrants have no legal right and hoped every citizen is aware of this problem in northeastern and eastern states, amplifying a concern that had prompted SC in 2005 to observe that Assam faced “external aggression and internal disturbance” due to influx of Bangladeshi migrants.Dealing with a habeas corpus plea on whereabouts of five Rohingya illegal immigrants untraceable after their detention, a plea strongly opposed by solicitor general Tushar Mehta, a bench of CJI Surya Kant and Justice Joymalya Bagchi took exception to petitioner Rita Manchanda’s counsel referring to Rohingyas as “refugees”.India’s poor have priority over illegal migrants: SC The CJI said the apex court was adopting a humane approach towards them. “Once these illegal migrants are in India, they claim right to food and shelter and help for their children. We have many poor people in the country. They have a right over the country’s resources, not the illegal migrants. True, the illegal migrants cannot be subjected to custodial torture,” the CJI said.SC’s remark came amid growing demand from certain quarters to recognise Rohingyas — Muslims based in the Rakhine province of Myanmar who are considered by the junta there to be Bengali intruders and not Myanmarese citizens — as refugees. There have been instances of Rohingyas trickling into West Bengal from Bangladesh where they have been living after escaping Myanmar.Mehta said in the guise of a habeas corpus petition, the petitioner seeks to know the details of process followed for deportation of Rohingya, the talks India had with countries on this issue, and disclosure of the contents of files on this issue. The bench adjourned the hearing to Dec 16, when other matters relating to Rohingya illegal migrants would be taken up.In its 2005 judgment in the Sarbananda Sonowal case, SC had said, “There can be no manner of doubt that the state of Assam is facing ‘external aggression and internal disturbance’ on account of large-scale illegal migration of Bangladeshi nationals. NEW DELHI: Rajya Sabha on Tuesday returned to Lok Sabha the Manipur GST bill, which replaces an ordinance to implem-ent GST reforms in the state, with finance minister Nirmala Sitharaman asserting that the bill will benefit people and businesses. She also hit out at the opposition. “Throughout 2024, we saw the opposition shedding crocodile tears about Manipur for everything. They raised issues, they voiced their concerns, and shed crocodile tears. I have seen it earlier as well — when we brought the bill for Manipur’s budget, the opposition did not participate in the debate. Even at that time, they didn’t think about the welfare of the people of Manipur,” the finance minister said.As the discussion on the bill was initiated, opposition parties staged a walkout over the govt not providing a timeline for a discussion on SIR. The treasury benches insisted on having first a scheduled discussion on 150 years of Vande Mataram after which a discussion on “electoral reforms” could be taken up.“Even today, when we are trying to convert an ordinance into a regular bill and get it passed here to become an Act, the opposition is not here to participate,” she said while replying to the discussion in the upper House, a day after the bill was cleared by Lok Sabha. “So, all the grievances that they voice about Manipur, accusing the PM and the home minister, is all just drama. I am ashamed and sorry to say this. SRINAGAR: J&K deputy CM Surinder Kumar Choudhary has moved Delhi high court against multiple social media channels, accusing them of falsely identifying him as one of two voices in an audio clip of a conversation with “sexual undertones”.Choudhary’s counsel, Suhail Malik, told TOI that several YouTube channels had been amplifying the audio with a static image of the deputy CM to suggest the male voice in the conversation with an unidentified woman is his.”An audio clip between two individuals is being circulated with his picture and passed off as his. ANI photo CHANDIGARH: A day after Inderpreet Singh, alias Parry, a one-time trusted aide of gangster Lawrence Bishnoi, was gunned down on a Chandigarh street, two audio clips, purportedly of Goldy Brar, Lawrence’s rival, were released Tuesday containing a threat to kill Lawrence to avenge the murder, intensifying fears of a gang war.While police are verifying the authenticity of the audios, Parry’s family says he was murdered because he wanted to quit crime. “He was acquitted in eight of the 12 cases against him. He got married on Nov 13 and wanted to start life afresh, leaving the life of crime behind. But the Lawrence gang was not happy with his decision. Parry’s unwillingness to be associated with Lawrence or any other gangster was the main reason behind his murder,” said a relative.“We are affluent. We don’t need his crime money,” added another relative.“Losing her newly-married son has sent Parry’s mother into a state of shock,” said Harneet Singh, Parry’s brother, an ASI with Punjab police. Parry’s father retired as a Punjab police inspector.Talking to TOI over the phone, Parry’s brother said Lawrence was a frequent visitor to their house, and would often stay overnight. A voice purportedly of Goldy claims Lawrence called Parry on the phone on Monday, congratulated him on his wedding and said he needed to discuss a personal matter. “He asked Parry to come to a place in Sector 26, saying some of his gang members would meet him there and it would be safe to talk on the phone. PTI photo NGAPUR: The Nagpur bench of Bombay high court on Tuesday restrained Maharashtra State Election Commission (SEC) from announcing the results of first phase of municipal council and nagar panchayat polls on Dec 3, a day after polling, on the grounds that it may “prematurely disclose public mood”, and influence the next round of voting scheduled for Dec 20.A division bench of Justices Anil Kilor and Rajnish Vyas ordered that entire counting process should be held only after the second phase, and all results must be announced together on Dec 21. The bench held that declaring the first phase results within 24 hours would compromise electoral fairness. “This may materially affect the results of polls on Dec 20. Then, it cannot be said elections on Dec 20 would be held in a fair and transparent manner,” it said.The court also prohibited publication or broadcast of exit poll outcomes till voting ends on Dec 20. The model code of conduct will be in force till combined results are declared, the bench further said.The order came while hearing three petitions — filed by Shakil Hamid Mansuri, Ashwini Burde and Sachin Chute — challenging SEC’s move to defer elections in certain civic bodies, where appeals are pending over acceptance or rejection of nomination papers. The petitioners argued that the revised schedule had fractured the uniformity of the electoral process and risked giving an unfair advantage to some candidates.Under the original programme, all municipal councils and nagar panchayats across Maharashtra were scheduled to vote on Dec 2. More than 15 locations have already crossed that mark.According to the Central Pollution Control Board (CPCB), the city’s 24-hour average AQI at 4 pm stood at 372, rising from 304 on Monday and 279 on Sunday. Delhi Air Pollution Protest At India Gate Turns Violent Amid ‘Madvi Hidma Amar Rahe’ SlogansOut of 39 monitoring stations, 16 recorded readings above 400 — a level known to seriously impact health. Stations in the ‘severe’ category included Burari, Anand Vihar, Mundka, Bawana, Vivek Vihar, Rohini, Sonia Vihar, Ashok Vihar and Punjabi Bagh. The Air Quality Early Warning System for Delhi said the city’s AQI is expected to remain in the ‘very poor’ range over the next few days, with mist or haze likely during the night.Weather officials said surface winds are likely to blow from the southwest at calm to light speeds, picking up slightly in the afternoon. Wind speed is expected to rise to about 10 kmph from the north during the evening and night.Data showed the transport sector was the highest local contributor to Delhi’s pollution on Tuesday at 18.4 per cent. Mohammed Abdul Shoaib said the bus was travelling towards Madinah when a passenger asked the driver to stop for a toilet break. “As the driver stopped the bus, it was struck from behind by a tanker,” he said, as per ANI.Shoaib recalled that the driver escaped through a window immediately after the crash and “didn’t try to help any of the passengers”. As the fire spread rapidly, Shoaib managed to climb out of the same window, but his clothes had already caught fire. “There were 46 passengers on the bus, including me. Everyone else died,” he said, adding that his father, mother and maternal grandfather were among the victims.“I have no support left now. That is why I request the Telangana government to give me a government job,” he appealed.The group was part of a 54-member team that had flown from Hyderabad on November 9. Eighteen members of one extended family were among the dead. Shoaib survived only because he was seated beside the driver when the bus collided with the fuel tanker and burst into flames around 1.30 am.His brother, Mohammed Sameer, had said that he survived only because a visa delay kept him from travelling with the rest of the family. Our airport teams are working diligently to ensure a smooth check-in experience for all passengers. Earlier called ‘Executive Enclave’ under the Central Visa Redevelopment project, Seva Teerth right now is in the final stages of completion. The Executive Enclave was meant to house the PMO, besides offices of the Cabinet secretariat, National Security Council Secretariat and India House, which will serve as a venue for high-level talks with visiting dignitaries.Modi Trolls Opposition Over Bihar Setback Days Before Parliament ShowdownSeva Teerth shall be “a workplace designed to reflect the spirit of service and where national priorities take shape,” officials said and added that the choice of name is part of a quiet but profound shift taking place in the country’s public institutions.For instance, only last week, the home ministry wrote to the states and Union territories to rename governor’s houses as ‘Lok Bhavan’ or ‘Lok Niwas’ instead of ‘Raj Bhavan’ as the latter ‘smacks of colonialism’. The test validated canopy severance, ejection sequencing, and complete aircrew recovery. The test was witnessed by officials from the Indian Air Force and the Institute of Aerospace Medicine for certification. He argued that if Patel’s approach had been followed during the accession of Kashmir, the issue would not have lingered for decades. He also criticised attempts by earlier governments to minimise Patel’s legacy, claiming that even memorial funds raised by people were redirected on Nehru’s instructions. He questioned why Patel was not given the Bharat Ratna at the time, noting that Prime Minister Narendra Modi later honoured him through the Statue of Unity.Emphasising national security and defense modernisation, Singh said Patel had long pushed for indigenous capability — an approach the current government is pursuing through Make in India. The Reciprocal Exchange of Logistic Support (RELOS), which was signed on February 18, was tabled for ratification last week by Prime Minister Mikhail Mishustin.State Duma Speaker Vyacheslav Volodin said the move underlined the strength of the two countries’ partnership. He described the India–Russia relationship as “strategic and comprehensive” and said the pact’s ratification was another step towards deeper cooperation.According to details posted on the Duma’s website, the agreement will allow military aircraft, ships and other formations from both sides to use each other’s facilities for a range of activities, including joint exercises, training programmes, humanitarian operations and disaster-relief missions. Bharatiya Janata Party has responded to Congress accusations regarding the Sanchar Saathi app. BJP leaders stated the app aims to protect users from fraud and crime, not to monitor them. They emphasised that the application can be removed by users. Congress had alleged the directive was dictatorial and called the app a snooping tool. BJP MP and national spokesperson Sambit Patra (PTI) NEW DELHI: BJP on Tuesday hit back at the Congress after the opposition accused the government of infringing on citizens’ privacy by directing smartphone makers to preload the Sanchar Saathi app on new devices.Taking a jibe at the Congress, BJP MP and national spokesperson Sambit Patra said, “I know who will delete it… ‘Chor ki daadhi mein tinka’ (a guilty conscience needs no accuser)”He also made a veiled reference to the National Herald case, in which Congress leaders Sonia Gandhi and Rahul Gandhi are accused. “You know very well who they are. An FIR has also been filed against them. They have swindled Rs 5,000 crore. At present, they are out on bail,” he told reporters at the BJP headquarters, as reported by PTI.Defending the app, Patra said it is designed to protect users from fraud and crime, not to monitor them, and emphasised that people are free to remove it from their phones if they do not wish to use it. “The app cannot read your messages. It cannot listen to your calls, incoming or outgoing. Sanchar Saathi cannot reach or breach your personal data.” He added that the app helps provide security, check fraud, track stolen mobile phones, and return them to their owners.Minister of communications Jyotiraditya Scindia also,clarified that the app will remain dormant unless users register on it, and can be deleted at any time.Congress has alleged that the directive reflects a “dictatorial” approach, calling Sanchar Saathi a “snooping app” and demanding that the move be withdrawn. Congress president Mallikarjun Kharge accused the government of trying to “strangulate the voice of the people”.Responding sharply, Patra said, “Mr Kharge, it is not meant to strangulate people’s voice but to secure their voice, and their mobile phones, without which life is difficult today. Bharatiya Janata Party has responded to Congress accusations regarding the Sanchar Saathi app. BJP leaders stated the app aims to protect users from fraud and crime, not to monitor them. They emphasised that the application can be removed by users. Congress had alleged the directive was dictatorial and called the app a snooping tool. BJP MP and national spokesperson Sambit Patra (PTI) NEW DELHI: BJP on Tuesday hit back at the Congress after the opposition accused the government of infringing on citizens’ privacy by directing smartphone makers to preload the Sanchar Saathi app on new devices.Taking a jibe at the Congress, BJP MP and national spokesperson Sambit Patra said, “I know who will delete it… ‘Chor ki daadhi mein tinka’ (a guilty conscience needs no accuser)”He also made a veiled reference to the National Herald case, in which Congress leaders Sonia Gandhi and Rahul Gandhi are accused. “You know very well who they are. An FIR has also been filed against them. They have swindled Rs 5,000 crore. At present, they are out on bail,” he told reporters at the BJP headquarters, as reported by PTI.Defending the app, Patra said it is designed to protect users from fraud and crime, not to monitor them, and emphasised that people are free to remove it from their phones if they do not wish to use it. “The app cannot read your messages. It cannot listen to your calls, incoming or outgoing. Sanchar Saathi cannot reach or breach your personal data.” He added that the app helps provide security, check fraud, track stolen mobile phones, and return them to their owners.Minister of communications Jyotiraditya Scindia also,clarified that the app will remain dormant unless users register on it, and can be deleted at any time.Congress has alleged that the directive reflects a “dictatorial” approach, calling Sanchar Saathi a “snooping app” and demanding that the move be withdrawn. Congress president Mallikarjun Kharge accused the government of trying to “strangulate the voice of the people”.Responding sharply, Patra said, “Mr Kharge, it is not meant to strangulate people’s voice but to secure their voice, and their mobile phones, without which life is difficult today. We need to secure the device. That is why the government has brought this app.”“You keep on spreading misinformation. NEW DELHI: An agreement has been reached between parliamentarians to run the House “smoothly” after the government gave in to the opposition’s demand to hold a discussion on the ongoing pan-India special intensive revision of electoral rolls.After two days of chaos and disruptions, Lok Sabha Speaker Om Birla held a Business Advisory Committee meeting with floor leaders, where it was decided that a 10-hour-long discussion on electoral reforms will be held in the Lower House of Parliament on December 9 and 10. Watch: MPs Speak Out as SIR Row Dominates Winter Session Opening Birla also decided that the discussion on the 150th anniversary of Vande Mataram will take place from 12 noon on Monday, and the discussion on election reforms from 12 noon on Tuesday.Parliamentary affairs minister Kiren Rijiju informed about the decisions taken at the all-party meeting.”During the All Party Meeting chaired by Hon’ble Speaker Lok Sabha today, it has been decided to hold discussion in Lok Sabha on the 150th Anniversary of National Song ‘Vande Mataram’ from 12 noon on Monday, 8th Dec, and discussion on Election Reforms from 12 noon on Tuesday, 9th Dec,” Rijiju said in a post on X.Rijiju had earlier indicated that a solution to the impasse was near, saying the government is ready for discussion on electoral reforms.The decision comes after the Lok Sabha was adjourned for the day amid persistent sloganeering by opposition MPs demanding a discussion on the ongoing special intensive revision (SIR) of voter lists in 12 states and Union Territories.Meanwhile, speaking in the Rajya Sabha on the opposition’s protest over SIR, Rijiju had earlier said, “Government is ready for discussion on electoral reforms. NEW DELHI: An agreement has been reached between parliamentarians to run the House “smoothly” after the government gave in to the opposition’s demand to hold a discussion on the ongoing pan-India special intensive revision of electoral rolls.After two days of chaos and disruptions, Lok Sabha Speaker Om Birla held a Business Advisory Committee meeting with floor leaders, where it was decided that a 10-hour-long discussion on electoral reforms will be held in the Lower House of Parliament on December 9 and 10. Watch: MPs Speak Out as SIR Row Dominates Winter Session Opening Birla also decided that the discussion on the 150th anniversary of Vande Mataram will take place from 12 noon on Monday, and the discussion on election reforms from 12 noon on Tuesday.Parliamentary affairs minister Kiren Rijiju informed about the decisions taken at the all-party meeting.”During the All Party Meeting chaired by Hon’ble Speaker Lok Sabha today, it has been decided to hold discussion in Lok Sabha on the 150th Anniversary of National Song ‘Vande Mataram’ from 12 noon on Monday, 8th Dec, and discussion on Election Reforms from 12 noon on Tuesday, 9th Dec,” Rijiju said in a post on X.Rijiju had earlier indicated that a solution to the impasse was near, saying the government is ready for discussion on electoral reforms.The decision comes after the Lok Sabha was adjourned for the day amid persistent sloganeering by opposition MPs demanding a discussion on the ongoing special intensive revision (SIR) of voter lists in 12 states and Union Territories.Meanwhile, speaking in the Rajya Sabha on the opposition’s protest over SIR, Rijiju had earlier said, “Government is ready for discussion on electoral reforms.
