NEW DELHI: Supreme Court on Monday bristled at attempts to pin the blame for Delhi-NCR air pollution on farm fires and asked the Union and NCR govts to detail measures taken on other pollution sources — vehicles, industries, construction, dust — and the tangible results achieved through implementation of such steps.Amicus curiae and senior advocate Aparajita Singh and additional solicitor general Aishwarya Bhati said stubble burning incidents contribute to pollution in Delhi-NCR for just 15 days in winter months, but there are other major causes of pollution which need to be addressed round the year.In defence of farmers, a bench of CJI Surya Kant and Justice Joymalya Bagchi said, “Let stubble burning not be made a political or ego issue. During Covid (lockdown), stubble burning was there. Yet, we could see stars in the night sky. You (govt) say measures have been taken. Still, we can’t see stars. What are the tangible results achieved through enforcement of graded action plan (Grap)? What actions have been taken against other sources of pollution?”Measures must be implemented round the year, says apex courtWhat is being done about high-end gas guzzlers, the bench asked. “Strengthening quality public transport is key to reducing vehicular contribution towards air pollution. But that will take time and should be part of the long-term plan,” it said, adding that financial empowerment of people in India has led to a burgeoning number of cars in the capital city, which was not planned to accommodate so many people with individual vehicles.As Bhati informed the court that the number of incidents of stubble burning has gradually gone down in the states of Punjab, Haryana and Rajasthan, the bench asked if there has been corresponding improvement in air quality in Delhi-NCR. “Normatively, you might have banned construction activities but is there sincere implementation on the ground?”Bhati admitted that Grap restrictions have not been scrupulously enforced. Union aviation minister Rammohan Naidu on Monday told Parliament that some flights had recently reported GPS spoofing in the vicinity of IGI Airport while approaching runway 10 using satellite-based landing procedures, prompting “contingency procedures” to be activated,” he added. DGCA had issued an advisory circular in Nov 2023 for addressing GNSS interference in airspace. After GPS spoofing near IGI Delhi, it further tightened the safety protocol and issued SOPs on Nov 10 for real-time reporting of such events, he said. Airports Authority of India has asked Wireless Monitoring Organisation to track the origin of the interference/spoofing. NEW DELHI: Indian defence PSUs Hindustan Aeronautics (HAL), Bharat Electronics (BEL) and Mazagon Docks (MDL) continue to figure in the global top 100 arms-producing companies, but together accounted for just a paltry 1.1% of the global arms sales last year.Global arms revenues rose sharply by 5.9% to reach a record $679 billion in 2024, with the demand being boosted by the Ukraine and Gaza conflicts, global and regional geopolitical tensions, and ever-increasing military expenditures, as per the latest report released by Stockholm International Peace Research Institute (Sipri) Monday.The top 100 list is dominated by 39 US companies, together accounting for $334 billion. (Representative image) NEW DELHI: In a move that is causing some concern to the industry and privacy advocates, govt has asked smartphone makers to mandatorily pre-install its Sanchar Saathi app on their devices. Govt says this is being done to strengthen cyber security on the devices and prevent tampering and spoofing of the IMEI (International Mobile Equipment Identity) number.The order, originally issued on Nov 21, gives device makers – including Apple, Samsung, Google, Motorola, and Chinese firms Xiaomi, Oppo and Vivo – 90 days to comply with the regulation or face penalties. Sanchar Saathi is pitched as a citizen-centric initiative of DoT that promises to “empower mobile subscribers and strengthen their security” while increasing awareness about govt initiatives. Govt: Sanchar Saathi must be visible, fully functional on devices An order recently issued by govt to handset manufacturers states, “Central govt hereby directs every manufacturer and importers of mobile handsets that are intended for use in India to… ensure that the Sanchar Saathi mobile application, as specified by DoT, is pre-installed on all mobile handsets manufactured or imported for use in India.” It also directs companies to ensure that the pre-installed app is “readily visible and accessible to end users” at the time of first use or device setup and that “its functionalities are not disabled or restricted”.Nikhil Pahwa, founder of tech policy analysis company Medianama, said the order was “bad news” for mobile phone users and their privacy. “Legally, one can argue that your mobile phone is your personal space, and this is an invasion of your personal space. Govt says this is being done to strengthen cyber security on the devices and prevent tampering and spoofing of the IMEI (International Mobile Equipment Identity) number.The order, originally issued on Nov 21, gives device makers – including Apple, Samsung, Google, Motorola, and Chinese firms Xiaomi, Oppo and Vivo – 90 days to comply with the regulation or face penalties. Sanchar Saathi is pitched as a citizen-centric initiative of DoT that promises to “empower mobile subscribers and strengthen their security” while increasing awareness about govt initiatives. Govt: Sanchar Saathi must be visible, fully functional on devices An order recently issued by govt to handset manufacturers states, “Central govt hereby directs every manufacturer and importers of mobile handsets that are intended for use in India to… ensure that the Sanchar Saathi mobile application, as specified by DoT, is pre-installed on all mobile handsets manufactured or imported for use in India.” It also directs companies to ensure that the pre-installed app is “readily visible and accessible to end users” at the time of first use or device setup and that “its functionalities are not disabled or restricted”.Nikhil Pahwa, founder of tech policy analysis company Medianama, said the order was “bad news” for mobile phone users and their privacy. “Legally, one can argue that your mobile phone is your personal space, and this is an invasion of your personal space. Parts of northeast India may also get additional cold wave days.Most of these states are also likely to experience below normal temperatures in Dec, with one to three additional cold wave days. A cold wave is declared when the minimum (night) temperature of a station is 10 degrees Celsius or less for plains and 0 degree Celsius or less for hilly regions, and it is below normal by 4.5-6.4 degrees Celsius.Underlining the impact of such weather, IMD said above-normal cold wave conditions may increase health risks for vulnerable groups, including senior citizens, children and individuals with underlying medical conditions.“Early morning fog could reduce visibility and disrupt road, rail and air transportation, while stagnant atmospheric conditions may further deteriorate air quality in some urban areas. SRINAGAR: Around “120 terrorists” positioned on 69 launch pads across the LoC are under close watch and the next phase of Operation Sindoor will be activated without hesitation if Pakistan attempts any “misadventure”, BSF Kashmir frontier IG Ashok Yadav said Monday.Yadav said during the border force’s annual briefing that Pakistan shifted several launch pads deeper inside its territory after Indian air and artillery strikes between May 7 and May 10, when Op Sindoor hit terrorist sites in retaliation for the Pahalgam massacre that killed 26 civilians on April 22.“We caused heavy damage during Op Sindoor. Some launch pads were moved from forward areas so they remain out of firing range of Indian Army and BSF,” Yadav said, adding that despite relocation, these sites remain under surveillance. “Whenever there is any misadventure from Pakistan, we are ready to give a befitting reply.”During the May offensive, Yadav said BSF units and Army formations executed “heavy and accurate” fire assaults on Pakistani posts and launch pads. “Our units, including artillery regiments, inflicted huge casualties on Pakistani troops, damaged forward posts and destroyed several terrorist pads along the LoC.”Asked why the 69 pads were not struck earlier, he said terrain and distance limited firing solutions. “We had them under radar. Location and depth from the LoC matter. From some points it is difficult to target all launch pads,” he said.Yadav reported a sharp drop in infiltration attempts. Four attempts were recorded this year in the Kashmir frontier — two before and two after Op Sindoor — involving 13 infiltrators. “Eight were eliminated by the Army, five retreated,” he said. While the broader infiltration pattern remains unchanged, he acknowledged emergence of new tracks. “We receive inputs on new routes and cover them with the Army,” he said.Inside Kashmir valley, BSF has 13 companies working with the Army and police. Yadav flagged “silent recruitment” of terrorists and said the force is focusing on institutions functioning as “radicalisation centres”. Representational image NEW DELHI: Three-month (Dec 2025 to Feb, 2026) winter season is likely to be colder in most parts of central India (Madhya Pradesh, east and southeast Rajasthan, north and east Maharashtra, parts of Gujarat and south Uttar Pradesh) and adjoining northwest (Punjab, Haryana, Delhi and west UP) and peninsular (Telangana) India with facing below normal day and night temperatures and 4-5 additional cold wave days, IMD said on Monday.These states normally get 4-6 days of cold wave days during Dec to Feb but this time the region may get a total of 8-11 cold wave days. Parts of northeast India may also get additional cold wave days.Cold wave is considered when the minimum (night) temperature of a meteorological station is 10 degree Celsius or less for plains and 0 degree C or less for hilly regions. Departure from normal temperature by 4.5 degree C to 6.4 degree C is also considered a cold wave.These states may also face below normal temperatures (colder) in Dec and face 1-3 additional cold wave days – it means the cold wave days may be extended upto 3 to 6 days during the month.Underlining the impact of such a weather, the IMD said above-normal cold wave conditions may increase health risks for vulnerable groups, including senior citizens, children, and individuals with underlying medical conditions.“Early morning fog could reduce visibility and disrupt road, rail, and air transportation, while stagnant atmospheric conditions may further deteriorate air quality in some urban areas. Weather-sensitive sectors such as agriculture, horticulture, and daily-wage labour may face operational challenges during extended cold spells,” it said.“During the upcoming winter season (Dec 2025 to Feb 2026) normal to below-normal minimum (night) temperatures are likely over most parts of central India and adjoining peninsular and northwest India… However, some regions, including parts of northwest India, northeast India, and areas along the foothills of the Himalayas are likely to experience above-normal maximum (day) temperatures,” said IMD director general Mrutyunjay Mohapatra.He while releasing an outlook for the cold weather season said, “The occurrence of cold waves during Dec is likely to be above normal over parts of northwest, central and northeast India.”Referring to the forecast, the Met department advised authorities to maintain heightened preparedness. “Both the public and concerned agencies are encouraged to regularly monitor the Impact-Based Forecast (IBF) issued through IMD’s daily early-warning services for timely updates,” it said.The winter season’s first spell of cold to severe cold wave conditions, however, started early this year and was observed at isolated pockets over over west, central and adjoining east India mainly over northeast Rajasthan, south Haryana, north Madhya Pradesh, south UP, and north Chhattisgarh during Nov 8-18 and over north interior Maharashtra on Nov 15 and Nov 20.About the AuthorVishwa MohanVishwa Mohan is Senior Editor at The Times of India. NEW DELHI: The winter session of Parliament started with a major uproar as the government and the opposition sparred over former Vice President Jagdeep Dhankhar’s sudden exit, deteriorating air quality in Delhi-NCR and the ongoing special intensive revision (SIR) of electoral rolls in several states.After Prime Minister Narendra Modi’s address before the beginning of the session, Lok Sabha saw repeated disruptions, with the ruling party accusing opposition MPs of not letting the House function. Between 11 am to 2 pm, the House saw 3 total adjournments, while legislative business of just around 50 minutes took place. The opposition MPs also staged a walk out in Rajya Sabha while demanding a debate on SIR. Here’s what happened in Parliament on Day 1:Prime Minister’s jibe on oppositionBefore the proceedings began, Prime Minister Narendra Modi took a sharp jibe at the opposition for the recent performance in the Bihar assembly election and cautioned them against turning Parliament into a battleground for frustration or a stage for theatrics.While addressing the media ahead of the session, PM Modi said, “For some time now, our Parliament is being used either as a warm-up arena for elections or as an outlet for frustration after defeat.””I would request that everyone thinks about the issues at hand. There is a lot of place for doing drama, whoever wants to do drama can do it. Yaha drama nahi, delivery honi chahiye,” he added.PM Modi also said that the game the opposition has been playing for the last 10 years is no longer acceptable to the people.“They should change their strategy — I am ready to give them a few tips,” he said.He urged all parties to recognise the purpose of Parliament and “come out of the frustration of defeat.”’Drama is not allowing a discussion’Responding to remarks, Congress MP Priyanka Gandhi Vadra said that urgent matters such as pollution and the SIR exercise are crucial for democracy and must be discussed openly in Parliament.Speaking to reporters outside the Parliament, Priyanka Gandhi said, “Urgent issues like pollution, the SIR process, and other matters are extremely important for democracy. I was disheartened that this House did not get an opportunity to give him a farewell,” he said, triggering an uproar from the treasury benches.The statement attracted a sharp reaction from parliamentary affairs minister Kiren Rijiju, slamming Kharge for mentioning Dhankhar’s resignation on the “solemn occasion”.“This is a very solemn occasion… The Prime Minister has made very dignified remarks as part of the felicitation event. The issue that the leader of the opposition has raised — if we start discussing this, it is irrelevant… We will also have to mention that you brought a no-confidence motion against him twice. It is an obstacle in a good and congenial environment debate which is going on,” Nadda said.“Talking about what the Prime Minister said outside… The loss of Bihar and Haryana must have given you a lot of pain… But you should express your pain and suffering to a doctor. Opposition MPs clashed with the government over former Vice President Dhankhar’s exit, Delhi’s air quality, and electoral roll revisions. Prime Minister Modi urged against turning Parliament into a stage for frustration, while the opposition insisted on debating public issues. Proceedings saw multiple adjournments and a Rajya Sabha walkout. NEW DELHI: The winter session of Parliament started with a major uproar as the government and the opposition sparred over former Vice President Jagdeep Dhankhar’s sudden exit, deteriorating air quality in Delhi-NCR and the ongoing special intensive revision (SIR) of electoral rolls in several states.After Prime Minister Narendra Modi’s address before the beginning of the session, Lok Sabha saw repeated disruptions, with the ruling party accusing opposition MPs of not letting the House function. Between 11 am to 2 pm, the House saw 3 total adjournments, while legislative business of just around 50 minutes took place. The opposition MPs also staged a walk out in Rajya Sabha while demanding a debate on SIR. Here’s what happened in Parliament on Day 1:Prime Minister’s jibe on oppositionBefore the proceedings began, Prime Minister Narendra Modi took a sharp jibe at the opposition for the recent performance in the Bihar assembly election and cautioned them against turning Parliament into a battleground for frustration or a stage for theatrics.While addressing the media ahead of the session, PM Modi said, “For some time now, our Parliament is being used either as a warm-up arena for elections or as an outlet for frustration after defeat.””I would request that everyone thinks about the issues at hand. There is a lot of place for doing drama, whoever wants to do drama can do it. Yaha drama nahi, delivery honi chahiye,” he added.PM Modi also said that the game the opposition has been playing for the last 10 years is no longer acceptable to the people.“They should change their strategy — I am ready to give them a few tips,” he said.He urged all parties to recognise the purpose of Parliament and “come out of the frustration of defeat.”’Drama is not allowing a discussion’Responding to remarks, Congress MP Priyanka Gandhi Vadra said that urgent matters such as pollution and the SIR exercise are crucial for democracy and must be discussed openly in Parliament.Speaking to reporters outside the Parliament, Priyanka Gandhi said, “Urgent issues like pollution, the SIR process, and other matters are extremely important for democracy. Whether it is the election situation or the SIR, these are major issues. What is Parliament for if not to discuss them? Let the government allow a discussion. Speaking about issues or raising questions is not drama.”Taking a sharp dig at the government, she added, “Drama is not allowing a discussion. Drama is avoiding democratic debate on issues that matter to the public. We spoke about pollution — why should that not be raised? Today I requested time during Zero Hour. Why are we not being allowed to discuss it?”She also slammed PM Modi’s “enjoy the weather” remark, and wondered whether the he was aware of what was happening in Delhi and around the country.“The prime minister is saying, ‘enjoy the weather’. What weather should the people of Delhi enjoy? At least take a peek outside to see what is happening in the country,” Priyanka told reporters when asked about PM Modi’s remarks.New VP welcomedPM Modi also praised the newly appointed Rajya Sabha Chairman CP Radhakrishnan, expressing confidence that under his leadership, Rajya Sabha members would uphold the dignity and prestige of the House while contributing to the nation’s progress.“His journey inspires all who seek to serve society,” PM Modi said.“From his youth to today, he has remained committed to serving society. His journey from an ordinary family to this position inspires all who wish to contribute to public life,” he noted.Recalling his tenure in various constitutional roles, Modi said, “Whether as Governor in Jharkhand, Maharashtra, Telangana, or Lieutenant Governor of Puducherry, he built close connections with local communities. In Jharkhand, he regularly visited villages and engaged with tribal communities, often ignoring protocol and logistics to ensure outreach.”Uproar over Dhankhar’s ‘sudden exit’Meanwhile, while welcoming the new Chairman, the leader of opposition in Rajya Sabha, Mallikarjun Kharge, mentioned the “unexpected and sudden exit” of his predecessor Jagdeep Dhankhar, triggering sharp reactions from the treasury benches.“It was a completely unexpected and sudden exit from the office of chairman of the Rajya Sabha, which is unexpected in the annals of parliamentary history. I was disheartened that this House did not get an opportunity to give him a farewell,” he said, triggering an uproar from the treasury benches.The statement attracted a sharp reaction from parliamentary affairs minister Kiren Rijiju, slamming Kharge for mentioning Dhankhar’s resignation on the “solemn occasion”.“This is a very solemn occasion… The Prime Minister has made very dignified remarks as part of the felicitation event. Why did the honourable Leader of opposition refer to a case which was not necessary to be raised at this moment…” Rijiju said.“The language you used for the former Chairman, the way you insulted him, the motion you served — we still have that copy,” he added.Leader of the House JP Nadda also intervened, urging members to maintain the dignity of the occasion. He also referred to the loss faced by the opposition alliance, including Congress, in the recent Bihar assembly polls.“This programme is a pious occasion. We should maintain the dignity of the occasion. The issue that the leader of the opposition has raised — if we start discussing this, it is irrelevant… We will also have to mention that you brought a no-confidence motion against him twice. It is an obstacle in a good and congenial environment debate which is going on,” Nadda said.“Talking about what the Prime Minister said outside… The loss of Bihar and Haryana must have given you a lot of pain… But you should express your pain and suffering to a doctor. You should speak to a doctor when the time comes…” he added.‘Vote chor, gaddi chhod’Within 15 minutes of the legislative business, the opposition MPs disrupted proceedings in Lok Sabha by sloganeering against “electoral fraud”. The opposition MPs also demanded a discussion on the ongoing special intensive revision of electoral rolls across 9 states and 3 Union Territories.This led the sitting Speaker Sandhya Rai to adjourn the proceedings, criticising the opposition for not allowing the House to function.“I request everyone to stay at their seats. Everyone wants to talk about their issues. Do you not want the House to function?” Rai asked the opposition MPs amid repeated sloganeering of “vote chor, gaddi chhod”.Opposition stages walkoutMeanwhile, Rijiju asserted in the Rajya Sabha that the government is not averse to holding a discussion on SIR or electoral reforms, as he asked the opposition not to insist on setting a timeline.He was responding to opposition members who were demanding an immediate discussion on the Special Intensive Revision of electoral rolls or electoral reforms in the House.Not satisfied with the minister’s response, members of several opposition parties staged a walkout from the Upper House.Responding to the opposition parties’ demand to start an immediate discussion on the special intensive revision of electoral rolls or electoral reforms, the minister sought more time to respond to the matter.“Nobody is undermining any matter which was brought out by the opposition party yesterday in the all-party meeting or Business Advisory Committee (BAC) today. What I am saying is, it is under the consideration of the government,” Rijiju said.“If you put a condition that it has to be taken up today itself, then it becomes difficult, because you have to give certain space,” he added.The minister informed that certain opposition parties raised matters other than the SIR and stressed the need to protect their rights as well.“However, I am saying again, the matter related to whatever you call it — special intensive revision or electoral reforms or whatever — I have stated before the beginning of the winter session that the government is not averse to taking up discussion on anything,” Rijiju said.MP brings stray do inside Parliament complexCongress MP Renuka Chaudhary stirred a row after she brought a stray dog to Parliament grounds on the first day of the Winter Session, disregarding protests from fellow MPs, while asserting that the “real dogs are sitting in Parliament” who regularly bite people.However Chaudhary claimed that she discovered the puppy en route to Parliament that morning. After witnessing a collision between a scooter and car, she noticed the puppy near the roadside. Concerned for its safety, she transported it in her vehicle. Massive damaged was also caused to homes and other infrastructures. Dissanayake had declared a state of emergency in response to the cyclone’s aftermath and called for international assistance.India launched Operation Sagar Bandhu on November 28 to deliver urgent HADR assistance to Sri Lanka after Cyclone Ditwah. In coordination with Sri Lankan authorities, India supplied a total of 53 tonnes of relief material, including emergency rations, medical supplies, tents and hygiene kits, delivered through Indian Navy ships and three IAF aircraft. Over 80 NDRF personnel and USAR teams were deployed for rescue operations. Chetak helicopters from INS Vikrant and IAF Mi-17s conducted extensive airlift missions, rescuing 121 people of multiple nationalities, including the critically injured. India also evacuated around 1,500 stranded citizens through special IAF and commercial flights. TRICHY: Tension prevailed for a while at Trichy international airport as a Dubai-bound Air India Express flight that took off from the airport here made an emergency landing on Monday evening. The Air India Express flight (No IXO61) was supposed to depart from Trichy airport as per the flight schedule by 12.45 pm. However, the flight’s departure was delayed, and the aircraft took off only by 1.55 pm. Around 160 passengers were said to be on board the aircraft. Soon after the take-off, the flight crew noticed a technical snag in the aircraft. For about two hours, the flight was going around the air space over Trichy and Pudukottai to dump fuel before making an emergency landing in Trichy. While the normal duration of the air journey between Trichy and Dubai is four hours and 45 minutes, relatives and friends of the passengers awaiting the flight’s arrival at Dubai airport used online flight tracking platforms. Only then, they realised that the aircraft had not left Trichy. Meanwhile, a section of passengers onboard who are relatives of the former Nagapattinam MLA Thamimum Ansari informed the latter about the flight doing rounds due to a technical snag. At 3.53pm, the Air India Express flight, a narrow body Boeing 738 aircraft, made an emergency landing at Trichy airport. The Supreme Court has urged the Centre and authorities to re-evaluate their Delhi NCR air pollution reduction strategies, questioning their effectiveness. The court emphasized examining all contributing factors beyond stubble-burning and noted the unfairness of solely blaming farmers. NEW DELHI: The Supreme Court on Monday advised the Centre and relevant authorities to re-examine their strategy for reducing air pollution in Delhi NCR to assess its effectiveness.”Why don’t you make a revisit to your action-plan to see for yourself that have you brought any effective changes? And if you have then are they less than what needed? We think it’s important to evaluate, has any of your action plan has been proved to be effective or ineffective or less effective? Despite your hesitance, confidence, of whether you’d be able achieve effective change, is it not right to revisit action plan? Evaluation of steps you have taken so far”, CJI Kant said, as quoted by ANI.Delhi’s Pollution Forces Australian Foreign Minister Penny Wong To Cough, Stop Her Speech MidwayThe court also questioned ASG Aishwarya Bhati, representing CAQM, about various factors besides stubble-burning that contribute to increased air pollution levels.The court noted that it is unfair to solely blame farmers, who lack representation in these proceedings. The bench emphasised the importance of examining other scientific factors contributing to rising air pollution levels.”Stubble-burning was happening as usual. Why could people see blue-skies 4-5 years ago. Why couldn’t they see now?”, SC said.The court announced it would address the air pollution issue at least twice monthly.
