TL;DR: Driving the newsWhen Russian President Vladimir Putin’s plane lands in Delhi on December 4, it will be his first trip to India since the war in Ukraine began in February 2020. The optics will be simple: two longtime partners shaking hands again after a rough few years. The reasons for those smiles are anything but simple.There are two big bets on the table. One is hard power: India wants five more S-400 Triumf air defense squadrons on top of the ones it has already ordered from Russia and tested in Operation Sindoor this year. The other is financial plumbing: A plan to connect India’s RuPay and Russia’s Mir payment networks and make the rupee-rouble systems work better so that trade can keep going even as Western sanctions get tighter around Moscow.The combination of missiles and financial pipelines highlights the primary challenge facing India’s foreign policy in 2025: How to maintain a close relationship with Russia while avoiding a rift with the West?Why the S-400 is still important to Delhi?India signed the original $5.5 billion S-400 deal in 2018, but it did so under a lot of pressure from the US under CAATSA, the law that punishes big defense purchases from Russia. In the end, Washington made an exception for India in 2022, quietly admitting that punishing Delhi would hurt its own Indo-Pacific strategy.Things have changed on the ground since then, but not in India’s skies. China is still upgrading its air force and missile stockpile, while Pakistan is still an unpredictable secondary front. The S-400 is one of the few systems that can lock down Indian airspace like this. It has a long range and layered radar. We all read how S-400 successfully shot down several Pakistani drones during Operation Sindoor along the western front earlier this year. This only adds to the platform’s “game-changer” reputation in Delhi.That’s why the Modi government still wants five more S-400 squadrons, a new missile order, and is may also consider Moscow’s offer to co-produce the Su-57 stealth fighter, even though there has been a lot of talk about moving away from Russian equipment. For Indian planners, this isn’t about nostalgia; it’s about filling in real gaps in their capabilities faster and, in many cases, cheaper than Western vendors will let them.But for Washington and Brussels, another big S-400 deal could be a warning sign. Analysts have said that adding to the original deal could start the CAATSA debate all over again, just as the US Congress and European capitals are already upset about India’s purchases of Russian oil.Every extra S-400 battery India buys is more than just a missile system; it’s a test of how far the West is willing to go to “special treat” Delhi.Russia’s stealth sweetener, the Su-57, and India’s ‘strategic options’There are other big things in the air besides missiles. As Putin arrives, Moscow is also showing off the Su-57 stealth fighter, which is more futuristic.A recent article in the South China Morning Post says that Russian officials have said they are willing to give India unusually deep localization and technology transfer on the export version of the Su-57. They even hinted at the possibility of licensed production in India.Politics Increasingly ‘Trumps’ Economics: EAM Jaishankar’s Veiled Swipe At US Amid Trade TensionsThe message to the Kremlin is clear: even though Western partners are hesitant to share cutting-edge combat aircraft technology, Russia is still willing to open the black box. The possible Su-57 deal is another way for India to show that it has “strategic options.” It isn’t stuck in one camp, even though trade, tariffs, and Ukraine issues sometimes make relations with the US tense.There is still a question of whether the Indian Air Force really wants a lot of Su-57s. The stealth-jet offer is a political subplot to the Modi-Putin summit. It shows how Moscow is trying to keep India’s defense budget and attention from drifting too far toward American, European, and Indian systems.Rewiring the money pipes: The rupee, Mir, and RuPayPayments are the lifeblood of India-Russia ties, while S-400s are the metal spine.Since the invasion of Ukraine, trade between the two countries has grown to almost $70 billion in 2024–25, mostly because of cheap Russian oil. But moving money from point A to point B has gotten harder and harder because US and European sanctions have hit Russian banks, oil companies, and shipping.India and Russia put together a rupee-based settlement system using Special Rupee Vostro Accounts (SRVAs) in Indian banks to keep trade going. This is a modern version of the old rupee-rouble trade from the 1950s. In August, the Reserve Bank of India made rules easier so that Russian companies could invest their extra rupees in Indian government bonds, stocks, and infrastructure. This way, the money isn’t just sitting in bank accounts.Still, the system is creaking. Indian exporters have said that they are having more and more trouble getting paid for goods they send to Russia because banks are worried about secondary sanctions. Some trade groups have asked Delhi to make the rupee-rouble rate and guarantee framework clearer to help people trust the system again.That’s where the idea for RuPay-Mir comes in. At the summit, negotiators want to get at least a political green light and maybe even a roadmap for both sides to agree to each other’s domestic card networks.In real life, that could mean that Indian tourists in Moscow can use a RuPay card without needing a Visa or Mastercard.Mir payments from Russian tourists in Goa or Kerala.Over time, merchants in both countries have started to settle through local currency corridors instead of dollar-clearing hubs.It’s about something bigger: a world where Western financial systems aren’t the only ones that work. That means staying alive for Russia, which is cut off from most of the Western banking system. For India, it’s a strategic insurance policy that shows it can help build alternative circuits without officially joining any “anti-dollar” bloc.New sanctions and lower oil pricesThe crude truth of oil is behind the financial engineering.Before the war in Ukraine, Russia supplied India with almost no crude oil. By the middle of 2025, it was supplying about 35–40% of India’s crude oil, making it the country’s biggest supplier and saving Delhi billions of dollars in import costs thanks to big discounts.But that deal is now running into a wall of tougher sanctions. A new US-EU-UK package aimed at Russian companies like Rosneft and Lukoil is making Indian refiners rethink how much they are exposed. According to Reuters, Indian imports of Russian crude rose to about 1.85 million barrels per day in November, a last-minute rush to stock up. In December, however, they are expected to drop to nearly 600,000-650,000 bpd, the lowest level in three years, as sanctions take effect.Reliance, India’s largest private refiner, has already stopped using Russian crude at its SEZ refinery, which is focused on exports. However, it is still processing some Russian oil for use in India.This is the other “tightrope” that Modi walks. Cheap Russian barrels helped keep India’s inflation in check and protected families from price spikes around the world. But the same flows made the West more and more angry, and now they have led to sanctions that make it harder to get money, ship things, and get insurance.Washington and Brussels will now see every move India makes to protect payments—like RuPay-Mir, changes to the rupee-rouble exchange rate, and new investment options for Russian businesses—through the lens of these energy sanctions. Are they smart hedging, or are they a way for Moscow to get away with it?Strategic independence or strategic isolation?Delhi says that nothing important has changed, at least officially. Since 2022, external affairs minister S Jaishankar has said that India is against the war, supports dialogue and diplomacy, and stands for the UN Charter and territorial integrity. However, India will not be told who to buy oil or weapons from.Indian strategists call this “multi-alignment” or “strategic autonomy.” It means working with the US and its allies more on technology and the Indo-Pacific while keeping strong defense and energy ties with Russia and dealing with a difficult relationship with China.But in the capitals of the West, people are less patient than they were in the first few months of the war. A recent article in Foreign Policy said that India’s style of strategic independence is starting to look “aloof,” even opportunistic, at a time when Europe and the US see Ukraine as a fight for survival.That doesn’t mean a crisis is going to happen. India is still a key part of the US plan to keep China in check in Asia. Washington has already shown that it is willing to put up with some discomfort to keep Delhi close, as seen by the 2022 CAATSA waiver and a number of defense tech projects.Still, every new action—more S-400s, deeper trade between the rupee and the rouble, and integration of the card system—adds weight to a set of scales that are already very well balanced.What the summit will really mean?A successful visit from Putin will probably be seen as proof that India can’t be pushed around. It buys what it needs from whoever it wants and makes its own financial plans. The S-400 has a special meaning: it was a system that India bought despite public warnings from the US, and it seems to have worked well in battle.People at home who don’t like the idea will have other problems. Does India’s long-term goal of diversifying and indigenizing slow down when it renews its dependence on Russia for big-ticket defense items? Are Indian banks and exporters being asked to take on too much risk as sanctions get tougher? And what if a future US government decides that waivers and quiet agreements have gone too far?The Modi government seems to think that India’s economic power and usefulness in world politics give it some freedom of action for now. That basic bet won’t change because of the 23rd annual summit. What it will do is raise the stakes even higher, with more hardware in the air and more plumbing in the financial system.When Modi and Putin meet in Delhi this week, the news will be about missiles and credit cards, fighter jets, and oil flows. Chief minister Pushkar Singh Dhami thanked PM Modi for the mention and said that the Prime Minister continues to serve as the biggest brand ambassador of Uttarakhand tourism.PM Modi Unveils ₹8,000 Crore Projects to Boost Uttarakhand’s InfrastructureAccording to the Uttarakhand CMO, in the ‘Mann Ki Baat’ programme, PM Modi dedicated nearly two and a half minutes specifically to Uttarakhand. He highlighted that winter tourism in the state is attracting a significant number of visitors. Popular winter destinations such as Auli, Munsiyari, Dayara, and Chopta are seeing increased interest during the winter months.PM Modi also mentioned that just a few weeks ago, Uttarakhand hosted its first high-altitude ultra-run marathon at an elevation of 14,500 feet near Adi Kailash in Pithoragarh. More than 750 athletes from 18 states participated. The 60-km Adi Kailash Parikrama Run began at 5 am in freezing cold, yet the participants’ enthusiasm was remarkable. PM Modi noted that three years ago, only 2,000 people visited Adi Kailash annually, but the number has now increased to 30,000.Praising Uttarakhand’s winter tourism, the Prime Minister said that the state is also set to host the Uttarakhand Winter Games in the coming weeks, generating excitement among athletes, adventure enthusiasts, and sports lovers across the country. He highlighted the state’s rapidly expanding tourism infrastructure, adding that Uttarakhand has focused extensively on improving connectivity and facilities to boost winter tourism. In line with this, the state government has also introduced a new homestay policy. Branding Uttarakhand as a wedding destination, PM Modi remarked that the golden winter sunshine and the mist-laden mountains are making the state increasingly popular for destination weddings, especially along the banks of the Ganga, where such celebrations have increased significantly. Rajnath Singh and other NDA functionaries arrive for the floor leaders meet at Parliament House on Sunday (Photo credit: ANI) NEW DELHI: The prospect of disruption looms over an already truncated winter session of Parliament as a united opposition on Sunday pressed for a discussion on SIR, an issue that had all but washed out the previous session, as govt remained non-committal to its demand.At an all-party meeting chaired by defence minister Rajnath Singh, Congress and a host of other opposition parties also sought debate on several other issues, including national security following the Delhi blast, and rising air pollution, but the nationwide Special Intensive Revision of electoral rolls emerged as their rallying point.Ram Gopal Yadav of SP, whose contingent of 37 Lok Sabha members is the second largest in the opposition, sent out an ominous message as the 19-day session covering 15 sitting begins Monday. “We will not allow Parliament to function if a discussion is not held on SIR,” he said, alleging the review of rolls is marred by irregularities and that some booth-level officers ended their lives due to stress. Many SP lawmakers, including him, have been put on “C category” (requiring more documentation), as a targeted segment of voters is being deleted from rolls, he claimed.Parliamentary affairs minister Kiren Rijiju told the opposition that he would get back to them on their demand after consulting key govt functionaries, but gave no assurance. Rijiju had in the last session cited a ruling by then LS Speaker Balram Jakhar in 1988, when Congress was in office, that the House could not debate decisions and functioning of Election Commission to reject opposition’s demand for a discussion on SIR.The opposition’s protest had washed out LS and Rajya Sabha proceedings, except for a discussion on Operation Sindoor, in that session.At Sunday’s meeting, BJP ally and JDU working president Sanjay Jha made light of the opposition’s case against SIR by highlighting that its strident stand cut little ice with people in Bihar, the first state where it was carried out, and no voter or political party came forward with any official complaint.In the meeting attended by 50 representatives from 36 parties, govt shared 14 items, including 13 bills, of its tentative agenda and sought the opposition’s support. Rijiju conveyed govt’s keenness on a discussion of Vande Mataram, the national song whose 150th anniversary was observed with much fervour recently by BJP-led NDA.Congress later held a strategy meet of its key leaders with sources saying the party was veering to the stand that the demand for a SIR discussion was non-negotiable.In business advisory meetings of LS and RS, in which govt and opposition functionaries work out Parliament’s agenda, the deadlock remained. If the private operators of Delhi and Mumbai airports win the case, we are looking at about Rs 50,000 crore getting due to these two operators, which could mean a manifold hike in both user development fees (UDF) paid directly by passengers, and airline landing and parking charges that air carriers factor in while calculating airfares. Overall, the burden for passengers could increase majorly. So, govt has decided to back AERA completely,” officials said, adding UDF alone could rise by about nine times in Delhi and 21 times in Mumbai.Civil aviation ministry estimates domestic UDF at Delhi could rise from Rs 129 by almost 10 times to Rs 1,261, and at Mumbai from Rs 175 by 22 times to Rs 3,856.In early 2006, Delhi and Mumbai airports were handed over to private players for being developed in PPP (public private partnership) mode. Until then, the state-run Airports Authority of India used to have common charges for all its airports.AERA, which determines tariffs for major airports, came into being in mid-2009. “The dispute essentially is for the period between the airports being handed over to GMR Group in Delhi and the then GVK Group in Mumbai, and the time when AERA started deciding aeronautical tariffs. If this amount of Rs 50,000 crore becomes due to the developers, the same will be recovered through passengers paying more, and this has to be fought tooth and nail legally. Aviation ministry will do just that,” said sources.”DIAL and MIAL want a much higher value of assets they got in 2006. What were the assets that time at the two ariports? Run-down terminals barely worth a few hundred crores. They want value of non-aero assets to be added in the regulatory asset base. A 41-year-old report by the Tribhuvan Prasad Tewary Commission, recently made public by the Assam government, reveals that successive administrations allowed the state’s “land and identity crisis” to worsen. The report, which investigated the 1983 Nellie massacre, identified illegal immigration and land disputes as key drivers of violence, not just communal clashes. The report had made recommendations on curbing illegal immigration, regulating land transfer, defining ‘Assamese’ identity and safeguarding it GUWAHATI: Successive govts in Assam allowed the state’s “land and identity crisis” to fester for four decades while they kept under wraps a report that had flagged it as a ticking time bomb that led to the 1983 Nellie massacre, among other disturbances.The Tribhuvan Prasad Tewary Commission, tasked by the then Congress govt to investigate the Jan-April 1983 cycle of violence accompanying the anti-foreigner movement of the time, made multiple recommendations on curbing illegal immigration, regulating land transfer, evicting infiltrators, defining “Assamese” identity, and safeguarding it.The first AGP ministry tabled the report in the assembly in 1987, but its contents were never revealed, much less discussed for implementation. The BJP-led govt made the report public this week, 41 years after it was signed, sealed and delivered.Contrary to decades of narratives framing the disturbances of 1983 as communal, the Tewary report notes that any such interpretation would be “a very superficial view”. It also points out that “all sections of society suffered as a result of the senseless violence” and that the victims “were not confined to one religious, ethnic or linguistic group”.”Many perceptive witnesses have gone into this historical aspect and interpreted the disturbances as clashes of economic interests. In many cases, they arose out of land disputes,” the former judge writes, describing illegal occupation of land by immigrants as “one of the greatest irritants” for the Assamese people.”Land has been the main attraction for illegal immigrants,” the report says, seeking to drive home the point that fears of the indigenous population being overrun were “not imaginary”.The report cites census figures and testimonies of responsible witnesses, including erstwhile British administrators and census commissioners “who did not suffer either from pride or prejudice, nor had any personal or group interest in the matter”.Tewary notes in the 1984 report that “ejectment of encroachment stopped in 1979”. He mentions that infiltrator detection and encroacher removal are “inseparably linked”, suggesting that both must be carried out by a multi-disciplinary task force led by magistrates and backed by armed police rather than leaving the task to junior officials.The report warns that immovable property should not be transferred into the hands of non-Assamese, recommending “reasonable restrictions” even on Indian citizens from outside the state. “While defining who is an Assamese for this purpose, a reference to the National Register of Citizens or a minimum period of domicile in Assam or/and such other conditions, as might be found reasonable, may be examined.”On immigrants, the report distinguishes between two categories – refugees fleeing persecution in erstwhile East Pakistan (now Bangladesh), and those who migrated primarily in search of land and economic opportunities.”Those who have been victims of persecution deserve all sympathy and support which has been the consistent national policy. Some of them have already been admitted as Indian citizens and granted citizenship certificates. Also, if you try to log into your communication apps on smartphones without the SIM card on which you first downloaded the app, it will not connect.This follows new orders issued by govt that say that communication apps should not allow connections on smartphones where the SIM card on which the user was originally identified is missing. The move is being taken to counter cyber fraud. Companies have to comply or face penalties. “Failure to comply with these directions shall attract action under the Telecommunications Act, 2023 , the Telecom Cyber Security Rules, 2024 (as amended), and other applicable laws,” govt said.The department of telecom said the current set-up was being misused by cyber fraudsters. “… it has come to the notice of central govt that some of the app-based communication services that are utilizing mobile number for identification of its customers/users or for provisioning or delivery of services, allows users to consume their services without availability of the underlying Subscriber Identity Module (SIM) within the device in which app-based communication services is running,” the department of telecom said, adding that the feature was posing a challenge to telecom cyber security “as it is being misused from outside the country to commit cyber-frauds”.DoT said it had become necessary to issue the directions to prevent the misuse of telecommunication identifiers and to safeguard the integrity and security of the telecom ecosystem. The resolution reaffirms our commitment to special status. It reflects the dominant sentiment within the party,” Dar told TOI.The resolution states that “the working committee unanimously reaffirmed its unwavering commitment to the restoration of J&K’s special status”, adding the issue is central to aspirations and dignity of the people and must be addressed without further delay. “The party will continue its principled fight for its full restoration.”NC also urged the Centre to immediately restore full statehood to J&K, as “promised on the floor of Parliament, repeatedly affirmed in public domain, and noted by Supreme Court”.NC’s manifesto for the 2024 polls had vowed to strive for restoration of “Article 370 and statehood as prior to Aug 5, 2019” — when the Centre abrogated the special status and turned J&K into a Union territory.On Nov 6 last year, weeks after NC was voted to office, J&K assembly passed a resolution seeking special status. Later, NC was accused by one of its own MPs, Aga Ruhullah Mehdi, and opposition PDP of giving up on Article 370 and concentrating on “restoration of statehood”.Dar said several legislators in the working committee meeting pushed for protests in Delhi to press for statehood, citing difficulties they face at the ground level in getting developmental work executed. But the leadership decided to wait at this stage. “The party expects the Centre to restore statehood as promised in Supreme Court and Parliament,” Dar said.Another NC functionary, Salman Sagar, underscored concerns about attempts to link the party with BJP and the need to counter such narratives firmly.“Central govt and BJP are two different things. More than 750 athletes from 18 states participated. The 60-km Adi Kailash Parikrama Run began at 5am in freezing cold, yet the enthusiasm of the participants was remarkable. With an active user base of 36.3 lakh and around 20,000 new buyers being added daily, the scheme has become a runaway success in just three and a half months since its launch, data show.The FASTag Annual Pass, priced at Rs 3,000, allows private car owners to cross 200 toll plazas in a year, effectively bringing down the fee to just Rs 15 per plaza. It has emerged as the most convenient and cost-friendly payment option for inter-city commuters. Data from more than a dozen toll plazas show that over 40% of car users are paying the user fee through the annual pass.“At the national level, nearly 22% of toll transactions for cars are done using the annual pass. The newly operational Bijwasan toll plaza on the Dwarka Expressway in Delhi has the highest share, with more than 50% of such transactions. It is followed by the Mundka toll plaza in Delhi (48.2%) and the Jhinjholi plaza in Sonipat, Haryana, where the share is over 47%,” said a senior NHAI official.Data further show that on average around 13 lakh toll payment transactions occur through the annual pass each day.Officials said initial feedback from toll operators and commuters indicates that there have been hardly any instances of altercation or violence over the new system between commuters and user-fee collectors at plazas. They added that the increased adoption of the system has also significantly reduced queues at toll gates. “It has improved the operational efficiency of toll operators. 12 NEW DELHI: In just under three months, you will not be able to maintain your desktop/computer login on communication apps such as WhatsApp, Telegram, Signal and Snapchat for more than six hours at a stretch. You will have to re-login using the QR code provided by the app provider. Also, if you try to log into your communication apps on smartphones without the SIM card on which you first downloaded the app, it will not connect.This follows new orders issued by the govt that says that communication apps should not allow connections on smartphones where the SIM card on which the user was originally identified is missing. The move is being taken to counter cyber frauds. Companies have to comply or face penalties. “Failure to comply with these directions shall attract action under the Telecommunications Act, 2023 , the Telecom Cyber Security Rules, 2024 (as amended), and other applicable laws.”DoT said the current set-up is being misused by cyber fraudsters. “… it has come to the notice of central govt that some of the app-based communication services that are utilizing mobile number for identification of its customers/users or for provisioning or delivery of services, allows users to consume their services without availability of the underlying Subscriber Identity Module (SIM) within the device in which app-based communication services is running,” the department of telecom said, adding that the feature is posing a challenge to telecom cyber security “as it is being misused from outside the country to commit cyber-frauds”.DoT said it has become necessary to issue the directions to prevent the misuse of telecommunication identifiers and to safeguard the integrity and security of the telecom ecosystem.
