The court asked UP govt to ensure that the present public prosecutor was replaced with a seasoned one or the most senior in the district. It also told the state to instruct the new public prosecutor to recall witnesses who had been given up by the prosecution to depose before the trial court.Referring to allegations of a large number of acquittals rendered by the trial judge in serious cases, the bench asked the SC registry to forward Bhushan’s complaint to the Allahabad HC Chief Justice and requested him to take necessary action. It asked the HC registry to file an action taken report before SC.Last Oct, court had asked UP police to examine allegations of attempts by Mishra to influence witnesses. The ability to question an accepted assumption, decide with incomplete information, diagnose why a machine has gone wrong, or simply have the confidence to say, “I may be wrong”? From classrooms and boardrooms to battlefields and AI, eight experts brought very different answers to that question at the AM/NS India Times Critical Thinking Championship 2026, an initiative conceived and conducted by Times Foundation..And increasingly, they argued, the challenge is not access to answers but what we do with them. AI can produce information and arguments within seconds, but outsourcing judgement to it can weaken rather than strengthen thinking. Knowledge, curiosity and the ability to ask the right question remain essential to evaluating whatever answer technology provides..The discussion on ‘Critical Thinking, Pedagogy, Practice & Policy’ explored how AI could sharpen rather than weaken young minds. Panellists examined the role of curiosity in classrooms, independent decision-making at work and the challenge of training teachers, many themselves brought up on rote learning, to nurture questioning students..Setting out the risks of unquestioning dependence on technology, Ira Singhal, deputy secretary, department of school education and literacy, education ministry, spoke of her niece, who used AI to solve maths problems but returned with incorrect answers and no working steps. “AI is an amazing tool only when you know the subject and possess the basic knowledge needed to use it. Most assume they do not need knowledge because AI has it, and that is where the problem begins,” she said..The need to question established assumptions, panellists said, extended well beyond the use of AI. Ruchi Ghanshyam, (retd) IFS, former High Commissioner of India to the UK, explained how such questioning could turn routine administration into meaningful action. While the instinctive bureaucratic response was often “Why should this be done?”, she said she learnt to reverse the question. “I learnt to ask, ‘Why not?’ If something is good, why shouldn’t we do it? That takes us to the more difficult question of how it can be done,” she said. Merely moving a file from the ‘in’ to the ‘out’ tray achieved little, she added. “Between the in-tray and the out-tray is a human mind.”.Returning to the role of technology in learning, former Delhi University vice-chancellor Professor Dinesh Singh urged students not to fear AI but engage with it intelligently and inquisitively. “Do not engage with AI mechanically. Be inquisitive, keep asking questions and, most importantly, do not be afraid to admit that you do not know something. Learn to say, ‘I don’t know, tell me’, and you can learn a great deal from AI,” he said. AI was advancing rapidly and would not disappear, he added, making it essential for teachers and students to know its capabilities..Taking the discussion deeper into the origins of independent thought, Gurcharan Das, thought leader and former CEO, Procter & Gamble India, placed curiosity at the heart of critical thinking. He contrasted adults cautiously walking around a puddle with a child jumping into it simply to discover what it felt like. “Critical thinking does not begin with intelligence, but with wonder. Wonder leads to question, question to doubt, doubt to evidence, evidence to judgement and judgement, ultimately, to independence of mind,” he said. That natural instinct to explore, Das said, was often weakened rather than encouraged in classrooms. He warned that education systems frequently suppress curiosity by rewarding repetition over inquiry..Rote learning, he said, created “a nation of parrots”, while students needed confidence to question teachers and authority.The discussion also located these ideas within India’s own intellectual history. Professor Shailendra Mehta, former president and director, MICA, Ahmedabad, traced critical thinking to the Sanskrit concept of Anvikshiki, which he described as the process of exam.ining and interpreting what one observes. Referring to Chanakya’s mentorship of Chandragupta Maurya, he said Anvikshiki was regarded as the foundation of learning, action and right conduct. “For thousands of years, we have understood that critical thinking is what can make a pauper a prince,” he said.From intellectual traditions, the conversation moved to situations in which independent judgement could carry serious consequences. Maj Gen K Narayanan of NITI Aayog said critical thinking in the armed forces involved analysing information without becoming trapped in “paralysis by analysis”. At the operational level, personnel often had to act amid incomplete information and serious consequences. “The person on the ground cannot always look for orders. Decisions have to be taken in the absence of complete facts and amid the fog of war,” he said, describing the process through the cycle of observing, orienting, deciding and acting..A similar need for clear judgement arose in organisational leadership, particularly when decisions had to be taken under pressure. Deepak Kapoor, former chairman, PwC India, said, “Critical thinking was inseparable from effective leadership, particularly during a crisis, when organisations could become defensive or slip into denial. Leaders needed to set aside biases, keep alternatives open and give colleagues the freedom to question decisions without fear or internal politics.” The same ability, he said, was required while using AI, as its usefulness depended on intelligent prompts, scrutiny of biases and consideration of multiple perspectives.At the level of everyday work, critical thinking was presented not as an abstract idea but an essential part of applying knowledge. Sandeep Achantani, director, NAMTECH School of Technical Education, linked it with vocational skills, noting that real-world problems rarely arrived with all the variables marked out. A machine operator diagnosing faulty output or a mechanic tracing a glitch must test several possible causes before finding a solution. “Knowledge lays the foundation, but critical thinking converts that knowledge into skill and that skill into good professional practice,” he said..Together, these examples brought the discussion back to the classroom and the environments in which young people form their habits of thought. The conversation also extended to how constant exposure to information is shaping the way young people think and make judgements.Ashutosh Telang, director and vice-president, HR and administration, AM/NS India, said: “Use technology and AI, and learn from them, but do not outsource your judgement. Technology should augment your thinking, not replace it. Rahul Gandhi, Sonia Gandhi NEW DELHI: Congress netas Sonia Gandhi and Rahul Gandhi have said it is “abuse of the process of law” that ED has challenged in Delhi high court a trial court order refusing to take cognisance of its chargesheet against them in the National Herald-linked money laundering case.In a response filed in the high court, the Gandhis opposed ED’s revision plea saying it is “not maintainable” as trial court’s order is “perfectly legal and sound in law and does not suffer from any jurisdictional error, perversity, irregularity or illegality”.On Tuesday, Justice Sachin Datta was informed by the Gandhis’ counsel that they had filed their replies on Sept 18. HC has listed the matter for Oct 12.“Petitioner (ED) has miserably failed to demonstrate that the complaint filed by ED was maintainable under statutory provisions applicable to case. NEW DELHI: Supreme Court on Tuesday agreed to examine the legality of penal consequences if a person does not sing the national song due to religious beliefs or conscientious objection, but declined to adjudicate whether ‘Vande Mataram’ should comprise two or six stanzas, saying it was best left to Parliament’s wisdom.The court was hearing a petition by Carnatic vocalist T M Krishna objecting to recital of the complete version of the national song on the ground that its last four stanzas invoked Hindu goddesses which may offend the religious beliefs of some communities. The amended law stipulates punishment of up to three years in jail for disrupting or preventing rendition of the song.A bench of CJI Surya Kant and Justices Joymalya Bagchi and V Mohana said the field was occupied by SC’s Aug 1986 Bijoe Emmanuel vs Kerala judgment that no one could be penalised for not singing the national anthem if he showed respect to it by standing in silence.Seeking the Centre’s reply in two weeks, the bench said, “nobody’s Article 25 rights or the right of a conscientious objector should be violated”.It said the Bijoe Emmanuel case ruling had never been challenged and was still the law of the land. The Centre must consider the issue raised in the PIL from that perspective, it said.Courts can’t dictate what nat’l song should be: SCThe bench added that if a conscientious objector did not sing one or all stanzas of the national song, he would not be subjected to criminal prosecution.Appearing for Krishna, senior advocate S Muralidhar argued that ‘Vande Mataram’ must be confined to two stanzas, as done by Congress Working Committee in 1937 due to strong opposition by Muslims, whose faith does not permit idol worship.The hearing was marked by the bench disagreeing with the suggestion that the recognition of all six stanzas as the national song was not in concord with a “secular” Constitution and a heated exchange between solicitor general Tu-shar Mehta and Muralidhar.Muralidhar’s argument that the law-making process, where Parliament made singing of all six stanzas of Vande Mataram mandatory, was not inclusive as it did not fully accommodate public opinion had Mehta angrily retorting that law-making could not be made subservient to the “diktat of Naxalite ideas”.Justice Bagchi was sceptical of the argument that singing all six stanzas would undermine the constitutional mandate of secularism, which is a sine qua non for constitutional governance.Justice Bagchi told Muralidhar, “Nothing can be more strong or positive secularism than the US constitution. But the American national anthem uses the word ‘God’. The national song, not national anthem, paying homage to a particular form of God will not perhaps impact secularism. But your point is about whether someone who is a conscientious objector can be subjected to penal consequences. We will examine it.”Muralidhar said all six stanzas were thrust upon people after 80 years and not singing it invited penal consequences. “That is what is most worrying,” he said.The SC said, “Penal consequences we will examine. But the state is best suited to declare what the national song is and articulate national aspirations. If these kinds of issues are debated, then this would be the most unfortunate thing for the nation. Courts cannot dictate what the national song should be.”Mehta said the petition was meant to create sensationalism and persuaded the court not to issue notice while assuring that Centre would file a response.The bench said, “We may not issue notice. But the law of the land as declared by SC (in Bijoe Emanuel case) governs the acts of the state. That declaration has not been questioned. There is no dispute as to what the national song is. It is for the democratically elected state to decide what the national song is, four stanzas or two stanzas. (ANI Photo) SRINAGAR: J&K govt has pulled 4,249 books from public, school and college libraries, and sent another 1,752 titles for “expert examination” after screening more than 21.8 lakh books for “objectionable content” over the past two months, education minister Sakina Itoo told the assembly Tuesday.The scrutiny follows orders issued in July by the education department and universities to screen all books — new and old — in offices, classrooms, staff rooms and libraries after the Union territory administration withdrew two books it called “highly inappropriate”. A year ago, the home department had banned 25 books on Kashmir for promoting “a false narrative”, “secessionism”, and “anti-national” views.Authorities have banned and removed 518 books so far. Of the 4,249 books withdrawn, 3,996 were from Kashmir and 253 from Jammu.The figures came in response to a question by MLA Khursheed Ahmad Sheikh of jailed MP Engineer Rashid’s Awami Ittihad Party, who accused govt of removing books related to Kashmir. “I have anything related to Kashmir issue or Kashmir is being removed from libraries of the universities and colleges. Kashmiri urged the UNHRC to establish independent monitoring mechanisms for the two territories and seek accountability for alleged human rights violations. United Kashmir People’s National Party (UKPNP) chairman Sardar Shaukat Ali Kashmiri has urged the UN Human Rights Council (UNHRC) to take immediate action over what he described as a worsening human rights situation in Pakistan-occupied Jammu and Kashmir (PoJK) and Pakistan-occupied Gilgit-Baltistan (PoGB).Addressing the 63rd session of the UNHRC under Agenda Item 4, Kashmiri alleged that repression in PoJK had intensified since June 5, 2026. He cited reports of arrests, violence, deaths, injuries, alleged disappearances and restrictions on internet and mobile communications.Kashmiri called for an immediate, independent and impartial investigation into the reported violations. In an interview with TOI, Dilip Asbe, MD & CEO, explains how the new fee structure protects small transactions while charging larger merchants, who already pay fees on card payments. Besides, there are a host of exemptions aimed at shielding consumers and small merchants. NPCI expects Rs 13,000-15,000 crore in the first year, with 5% of this being ploughed back to support small merchants, while periodic reviews will assess the model.Why this sudden move to charge MDR on UPI, and how did you decide on the Rs 2,000 threshold and the 0.4% MDR? Will you review the scheme periodically?UPI P2M was charged from inception, and we followed the global model of keeping P2P free and P2M at reasonable cost recovery, much lower than the prescribed MDR for debit and credit cards, net banking or wallets. The government’s decision on zero MDR in 2020 helped UPI expand rapidly among merchants during the Covid period. In the last four years, the UPI ecosystem — namely NPCI, banks, fintech start-ups and industry bodies such as the Payments Council of India and IBA — has been seeking a review to ensure a self-sustainable system that can create long-term value for the country, citizens and merchants. UPI growth has slowed, and India remains under-penetrated compared with China and Brazil, where almost 90% of the adult population uses digital payments every day, versus 40% in our case. So, we need investment to expand digital payments, especially among the poor.The charges were finalised primarily keeping in mind the costs incurred by various players to process UPI transactions. Instead of a fixed-fee model, which would penalise low-ticket transactions, we opted for percentage-based charges so that high-ticket transactions with margins can contribute the majority of the MDR. Certain categories with high ticket sizes but lower margins were kept at a flat Rs 5 irrespective of the ticket size, to continue driving adoption. If you review the rates, they are almost at par with global rates for QR-based payments, which are charged similarly without making any exceptions, while these charges remain much lower than those for debit or credit card transactions currently paid by large merchants.How much is expected to be collected in the first year, around Rs 15,000 crore?It may take some time for the system to settle down. Maybe, in the first year, we will collect Rs 13,000-15,000 crore, of which 5% will be allocated to the small merchant fund to incentivise digital-payment growth among small merchants. We will soon release the guidelines on this.What is the rationale for the charge given that the government can easily foot a bill of Rs 20,000 crore, as it is a tiny fraction of its budget, especially when it spends thousands of crores on non-merit subsidies? Why can’t banks, NPCI or RBI bear the burden?The idea is not to burden small players, as we expect over 80% of the MDR charges to come from businesses with over Rs 1,000 crore turnover. Most of them are already accepting cards and paying much higher MDR on cards under the current construct. There are competing demands on public funds, and this is the best way to make the ecosystem sustainable, grow and innovate without depending on subsidies.NPCI is a not-for-profit entity; all its profits are reinvested in creating infrastructure, reserves for settlement guarantees, innovation and resilience. NPCI needs to not only survive but thrive for the next 100 years.Banks continue to make substantial investments in maintaining and scaling the UPI ecosystem, with annual expenditure often exceeding Rs 2,000 crore for most large banks. At the same time, a Rs 5,000 cash withdrawal can often be substituted by 50 to 100 UPI transactions, highlighting the scale and efficiency of digital payments. While the transition from cash to digital payments has undoubtedly delivered savings through lower cash-handling and ATM-servicing costs, banks also incur significant costs in building and operating resilient, secure and scalable UPI payment infrastructure.Over the last six years, the overall ecosystem has invested over Rs 75,000 crore to maintain and grow the UPI ecosystem without much cost recovery. These investments and innovations will benefit the country in the long run.What is being done to ensure that customers are not burdened with MDR? Also, is NPCI proposing a relook at GST?Running the UPI ecosystem requires around Rs 21,000 crore annually, and we have sought to protect small merchants and low-value payments to help smaller firms raise capital and invest. The idea is also to have more players to increase competition. As a result, person-to-person transactions and merchant payments up to Rs 2,000, with no upper cap on cumulative or repeat transactions, all recurring payments or AutoPay, and small individual merchants receiving up to Rs 1 lakh a month into their own accounts will not face any MDR. Since most of the MDR will be generated from merchants who already accept card payments, the consumer price is already factored into MDR charges, or else we would have seen merchants offering major discounts for UPI and RuPay debit card transactions over the last six years. We have prohibited platform fees and merchants charging customers. We plan to review it periodically along with the ecosystem. On GST, I have no comments to offer since this decision will be made by the finance ministry and GST Council. However, major large merchants will claim an input tax credit for the GST paid.How do you propose to utilise the money to develop the market? Do you see banks and other service providers offering loyalty points for UPI transactions, as is the case with credit cards?The objective of these charges is to ensure the ecosystem thrives, becomes self-sustainable, and is able to innovate and create value that, in turn, grows UPI. Today, we observe that payment methods with good cost recovery tend to have better innovation and features. For example, EMIs, rewards and discount offers help grow merchant sales, particularly in categories such as electronics. Once cost recovery starts, the ecosystem will create a major drive to onboard new consumers and merchants, install more sound boxes and increase activity in under-penetrated geographies and categories through digitalisation. Amid evolving times and landscapes, it will also allow the ecosystem to invest proactively in cybersecurity and resilience.Will there be a check on merchants and consumers splitting transactions to avoid MDR over Rs 2,000?Any policy that has a ceiling or a floor has these second-order effects. If the consumer is ready to participate in splitting the transactions based on a merchant’s request, we do not foresee any harm in this and, accordingly, no upper cap on such transactions has been defined. We believe this may, at best, be a short-term phenomenon and that consumer experience will ultimately win in the long run. What we have seen globally and in India is that it is primarily the consumer’s choice that drives digital payments.The new system has created confusion around several aspects of the scheme…Yes, but we are working with industry bodies and ecosystem participants to provide clarity. For example, some people have interpreted the no-MDR limit below Rs 2,000 as a daily cap and not a per-transaction limit, which is not the case.How do you respond to allegations that the decision was taken under US pressure?The USTR has a reference to a UPI market-share cap of 30%, as well as NCMC standards access to other competing international schemes, which is a fair and factual point, and we believe it must be a country’s prerogative to make that decision. NEW DELHI: The Delhi government has prepared 81 artificial ponds for people to immerse Ganesh idols at designated sites instead of the Yamuna or other water bodies.The government has also set up 110 collection centres for dignified disposal of old and damaged idols and religious material.The two measures form part of an initiative aimed at balancing religious practices with cleanliness and environmental protection.The initiative will provide designated collection containers at suitable locations, including temples, where devotees can deposit old, damaged idols and other puja material instead of leaving them in public places, chief minister Rekha Gupta said.She said such material is often left under trees, in parks, along roadsides and at other public places due to religious sentiments, creating challenges for cleanliness and the environment.Preparations have also been completed at 81 locations across Delhi for artificial immersion ponds for Ganesh idols. India slams Pakistan over Permanent Court of Arbitration ruling NEW DELHI: Pakistan needs to take credible action against cross-border terrorism before the world can believe what it says, the ministry of external affairs said on Tuesday, while hitting out at Islamabad over its claims regarding a recent decision by the Permanent Court of Arbitration.MEA spokesperson Randhir Jaiswal accused Pakistan of “misrepresenting facts” and spreading “falsehoods” as part of its propaganda.“Pakistan has a habit of misrepresenting facts and propagating falsehoods to serve its malicious propaganda,” Jaiswal said.“For starters, the so-called ruling is not a ruling by the Permanent Court of Arbitration, as sought to be projected by the Pakistan minister. It is a ruling by an illegally constituted court. We see this as just one more attempt by Pakistan at distorting the reality,” he added.Jaiswal was responding to a question about Pakistan circulating a letter to the president of the UN Security Council regarding recent rulings related to the Permanent Court of Arbitration.His comments also came days after Pakistan increased the reward for information leading to the arrest or conviction of Jaish-e-Mohammed (JeM) chief Masood Azhar.India had last week described Pakistan’s PKR 70 lakh reward for information on Azhar as a “phoney” move and asked Islamabad to take concrete action against the JeM chief.The Pakistan-based Jaish-e-Mohammed has been linked to several major terror attacks in India, including the 2001 Parliament attack and the attacks in Pathankot and Pulwama.The group was founded by most-wanted terrorist Masood Azhar.New Delhi has repeatedly called on Pakistan to take credible action against crossborder terrorism, saying Islamabad’s actions would be a key test of the credibility of its claims.India seeks constructive ties with BangladeshOn India-Bangladesh relations, Jaiswal said New Delhi wants positive and constructive ties with Dhaka.“India seeks positive, constructive and forward-looking ties with Bangladesh,” he said.275 Indians missing in NepalOn Indians missing in Nepal floods, Jaiswal said an Indian forensic team was working with Nepalese authorities to identify those still unaccounted for.“As I told you last time, we had given you a figure of 275 Indian nationals who were missing. Supreme Court raises concerns over steep pricing of essential cancer medicines NEW DELHI: The Supreme Court on Tuesday questioned the steep markup on essential cancer medicines, with the bench describing the practice as “broad daylight dacoity” against patients. The remarks came after the court was informed that an essential cancer drug had a maximum retail price (MRP) of Rs 27,000, even though its price to retailers (PTR) was Rs 2,700, a tenfold difference.“There are essential medicines for cancer on which the MRP is printed as Rs 27,000 while the PTR is Rs 2,700. This is absolute rampage and carnage. This is broad daylight dacoity with patients,” news agency PTI quoted a bench of Justices Vikram Nath and Sandeep Mehta saying.“It is very surprising that the authorities who are supposed to take action on this are silent,” it saidThe bench said the price gap was “absolutely shocking” and questioned how such pricing could be allowed.“The MRP is 10 times the rate at which it is provided to the retailers. If this is not extortion, then what it is? BJP likely to retain 8 UP seats, SP eyes 2, BSP faces exit NEW DELHI: The BJP is set to have the numbers on its side in the upcoming Rajya Sabha elections in Uttar Pradesh, with the party-led alliance expected to win eight of the 10 seats going to polls in the state. The Samajwadi Party could take the remaining two seats, based on the current strength of parties in the assembly.The Election Commission on Tuesday announced polls for 12 Rajya Sabha seats in Uttar Pradesh, Uttarakhand and West Bengal. Voting, if required, will be held on October 16, with the results also to be declared the same day.The BJP is also expected to add one seat to its Rajya Sabha tally by winning the lone seat from West Bengal. The seat became vacant after actor Rukmini Mallick, popularly known as Koel, resigned from the House. The Trinamool Congress had sent her to the Rajya Sabha before losing power in the assembly election held earlier this year.In Uttar Pradesh, the BJP-led alliance has around 290 MLAs, while the SP-Congress combine has about 103. A candidate needs around 37 votes to win a Rajya Sabha seat.The BJP can comfortably win seven seats, while the SP-Congress combine can secure two. The contest for the 10th seat could be closer, with the BJP-led alliance starting with around 31 votes against around 29 for the SP-Congress side.The polls could also mark the end of the BSP’s representation in Parliament. Mayawati’s party has no member in the Lok Sabha and its only MLA in Uttar Pradesh, Uma Shankar Singh, died in August. The term of BSP’s lone Rajya Sabha member, Ramji Gautam, ends in November.Gautam is among the nine Uttar Pradesh members whose terms are ending. Recently the Adani Group had sought amendment to the same.“Govt is clear that India needs more airlines, given the number of airports going to come up in India and the demand. Our ambition is to have at least five airlines with at least 100 aircraft each. So if someone wants to start an airline, govt supports the idea. The issue is an airport (Mumbai and Delhi) doing so. We are examining the pros and cons of the same,” Union aviation minister Ram Mohan Naidu said here Tuesday.Naidu said no decision on the Adani request has been taken so far. “We need to create a system where the cons (of allowing such a move) are taken care of. Pros we know. As such in govt there is no clause or rule anywhere which stops airport operators from having airlines other than the OMDA agreement for Delhi and Mumbai. If let us say BIAL (Bengaluru operator), which is still a private operator, wants to operate an airline, there is no rule stopping him. That’s why we have to take a balanced approach,” said Naidu.Adani’s request has divided the airline industry with IndiGo promoter Rahul Bhatia opposing the move and Akasa founder Vinay Dube being in favour of the same.The minister spoke about other issues at an UDAN event here Tuesday. “The aviation ministry, Airports Authority of India and 21 States & UTs (have) come together and sign MoUs to put a greater focus on speed, sustainability and long-term viability of projects in the next phase of UDAN… 100 airports will be developed under challenge mode over the next 10 years,” Naidu said.SpiceJet:The cash-strapped airline’s woes have been mounting and its passengers often suffer delays running in several hours. “We are closely monitoring SpiceJet’s operations and finances through the aviation ⁠regulatory body to ensure safety is not compromised. Operational and financial scrutiny is being done. SpiceJet got Rs 150 crore under ECLGS. Getting more funds is something the airline has to work with banks with. It is a private airline. Our priority is to ensure passengers don’t face inconvenience and that safety is not compromised,” Naidu said.Dope test on pilots:“The intention of the ministry is that all pilots must get tested within a year. The framework for the same has to be issued by the regulator DGCA. We have given our intent to them and they are holding deliberation with stakeholders. DEHRADUN: Uttarakhand chief minister Pushkar Singh Dhami on tuesday chaired a meeting of the State-Level Vigilance and Monitoring Committee constituted for the effective implementation of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, and directed officials to ensure time-bound disposal of pending cases.Reviewing cases registered under the Act since 2024 where investigations are still pending, Dhami directed officials to examine the reasons for delays and take action on priority. He also called for close coordination among the police, administration and prosecution departments in long-pending and serious cases.The chief minister directed regular review of cases pending before special courts and asked officials to ensure the availability of special public prosecutors wherever required for effective prosecution.Dhami stressed that there should be no delay in disbursing prescribed relief to victims. He directed officials to separately review cases where relief payments have been delayed and said assistance to affected families should also extend, wherever required, to healthcare, education, security, rehabilitation and other eligible government schemes.The chief minister also directed officials to accord the highest priority to the safety of victims and their families in serious and sensitive cases. He said the education of children from affected families should not be disrupted and that eligible children should be linked with scholarships and other educational assistance schemes.According to the Social Welfare Department, the state has provisions for financial assistance to victims of atrocities under the SC/ST (Prevention of Atrocities) Act, with assistance provided at different stages depending on the nature of the offence.Dhami further directed senior-level accountability in every district for monitoring cases under the Act and called for regular training of police personnel on its provisions, investigation of sensitive cases and appropriate conduct towards victims.He also instructed the Social Welfare, Police and Prosecution departments to jointly organise refresher training programmes and directed officials to work towards developing a digital monitoring system to track investigations, court proceedings, relief payments and other assistance.Districts where progress in investigation, disposal of cases or distribution of relief is unsatisfactory should be reviewed separately, Dhami said, adding that effective practices followed by better-performing districts should be shared with others.Join conversationView All Comments →Share your thoughts in the commentsInsightfulAgreeDisagreeSkepticalConcerningPromisingWorth ReadingBig DevelopmentPost CommentBe respectful · TOI community guidelinesThe chief minister also called for extensive awareness campaigns in rural and remote areas about the provisions of the Act, legal rights and assistance available to victims. He stressed that decisions taken during the meeting should not remain confined to official records and that responsibility and timelines should be fixed for every decision.The meeting was informed that 189 cases were registered under the Act in 2024 and 157 in 2025. In 2026, 116 cases had been registered up to September 15, of which 25 were under investigation.It was further informed that during 2024-25, financial assistance of Rs 228.71 lakh was provided to 205 victims; during 2025-26, Rs 143.16 lakh was provided to 127 victims; and during 2026-27, Rs 99.528 lakh had been provided to 104 victims as of September 18.Regular meetings have also been held at the state level under the chairmanship of the chief secretary and at the district level under the chairmanship of district magistrates.Get the latest India News and Live updates. Reiterating India’s goal to become a global aviation hub NEW DELHI: Union aviation minister Ram Mohan Naidu Tuesday said authorities have learnt from the recent immigration lapse at Delhi Airport where three hub and spoke passengers of Air India flew from Amritsar to Germany via Delhi without clearing immigration and taking corrective steps to ensure such an incident never recurs. Reiterating India’s goal to become a global aviation hub, the minister said hub and spoke will be expanded to more airports while plugging all gaps to create a foolproof seamless system.“There should be no compromise with security detail in our airport operations. We want convenient and seamless international transfers. That is where hub and spoke comes in. India truly believes in becoming a global hub. So far three airports have hub and spoke and we will expand this list. There was a lapse. The aviation ministry responded and issued a show cause to AI so that any security related issue should be addressed,” Naidu said.Authorities met AI officials and “understood the checks and balances that have been put in place. Now there are multiple parameters in place to ensure this does not recut. Things have settled down. We have created a robust ecosystem.
