NEW DELHI: The BJP on Wednesday defended the election commission over the row surrounding an alleged split among the poll panel’s commissioners, with party MP Sambit Patra saying that internal deliberations between the three election commissioners were a sign of a healthy democracy. He also accused the Congress of attacking constitutional institutions after failing to win elections.Addressing a press conference, Patra referred to the EC’s press note and said correspondence among the three election commissioners had taken place on 14 occasions.”I am not here to hold a press conference on behalf of the Election Commission. I have brought the press note issued by the EC, and I have read it. I hope you have also read it,” he said.Patra said the correspondence showed that the commissioners had formally exchanged views and consulted one another.He added, “But now there has been correspondence among the three commissioners on 14 occasions. This is official deliberation among the three election commissioners. What do we gather from this? The BJP did not go and plant a story in the media saying that there had been official deliberations among the three commissioners. They are all supporters of Modi.'”Patra said the opposition had also used the term “Godi media” for sections of the media and was now making similar allegations against the poll panel.”You say the same thing about the media, calling it ‘Godi media’, and now you say these three commissioners are also ‘Godi’ people.”Congress accused of attacking institutionsPatra linked the latest controversy to what he described as a broader Congress campaign against constitutional institutions.”You know how, since 2014, when the Modi government came to power, opposition parties have been falling one after another. A two-judge SC bench has requested the CJI to explore setting up a permanent 5-judge Constitutional Bench. A two-judge Supreme Court bench, comprising Justice SC Sharma and Justice Datta, has requested the Chief Justice of India to explore the possibility of setting up a permanent five-judge Constitutional Bench to deal with questions involving interpretation of the Constitution.Why this mattersConstitutional questions currently require bench formation: Under Article 145(3), cases involving a “substantial question of law as to the interpretation of the Constitution” must be heard by at least five judges.Such benches are constituted by the Chief Justice of India as required. Currently, there are 22 five-judge matters with 175 tagged matters pending in court.A permanent bench could make the process more predictable. Instead of repeatedly constituting a five-judge bench whenever a major constitutional question arises, a standing bench could hear such matters more continuously.It could also speed up constitutional litigation. Constitution Bench cases can remain pending for long periods because judges have multiple rosters and cases. A two-judge SC bench has requested the CJI to explore setting up a permanent 5-judge Constitutional Bench. A two-judge Supreme Court bench, comprising Justice SC Sharma and Justice Datta, has requested the Chief Justice of India to explore the possibility of setting up a permanent five-judge Constitutional Bench to deal with questions involving interpretation of the Constitution.Why this mattersConstitutional questions currently require bench formation: Under Article 145(3), cases involving a “substantial question of law as to the interpretation of the Constitution” must be heard by at least five judges.Such benches are constituted by the Chief Justice of India as required. Currently, there are 22 five-judge matters with 175 tagged matters pending in court.A permanent bench could make the process more predictable. Instead of repeatedly constituting a five-judge bench whenever a major constitutional question arises, a standing bench could hear such matters more continuously.It could also speed up constitutional litigation. Constitution Bench cases can remain pending for long periods because judges have multiple rosters and cases. EC negates report of differences in commission over SIR NEW DELHI: The Election Commission on Wednesday conceded that “operational queries or inputs” were raised by election commissioners S S Sandhu and Vivek Joshi on matters including the special intensive revision (SIR) exercise, but insisted that these pertained to the draft stage and were “part of standard administrative practice aimed at safeguarding voter rights”.Claiming that the “suggestions” given by the commissioners were for further improving the electoral process and part of a decision-making process before a final decision, the EC stressed that differing views and observations are a normal part of deliberation in any institution, “Not only the three commissioners, but every officer of the commission is fully authorised to give his suggestions…for improving the electoral system,” EC said in a statement put out following news reports in a section of the media, alleging that the two elections commissioners had raised written objections 14 times in 10 months, to steps taken by the commission, and even written separately to Cabinet secretary against “gradual centralisation of the electoral roll database”.”Highlighting certain specific internal notes/observations spread over the period of 10 months while overlooking the much larger body of approvals, decisions, instructions and initiatives give only one part of the picture. In recent months, the Commission has taken numerous decisions, issued instructions, introduced around 40 new initiatives and undertaken many electoral reforms including the conduct of electoral roll revision (including SIR) across the country. All these decisions are an outcome of the unanimous decisions of the full Commission in the past one year,” the commission stated.The statement reiterated that EC, a constitutional body functioning under the strict mandate of Article 324 of the Constitution, statutory roles and established institutional conventions, operates as a multi-member constitutional body, “Written notes, observations, technical suggestions and internal checks-and-balances are standard, ongoing practices designed to ensure complete transparency, legal compliance and operational rigour,” it noted.The commission said all official orders, decisions and administrative directions issued by the Commission carry full legal sanction and follow established statutory procedures under The Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023.”The Commission has recently successfully conducted major elections of Bihar, Kerala, Tamil Nadu, Puducherry, Assam and West Bengal and election-related exercises during this period. MUMBAI: India’s financial system will need to evolve to finance the country’s next phase of economic expansion, with banks playing a larger role in supporting higher-value manufacturing, new technologies, the green transition and enterprises seeking to compete globally, SBI chairman C S Setty said at the SBI Banking and Economics Conclave in Mumbai on Wednesday.“The banking and financial system will need to evolve alongside it, providing the financial architecture that enables innovation, investment, and strength,” Setty said, referring to India’s transition towards becoming a leading economic force.Setty said India’s resilience through successive global and domestic headwinds had strengthened the financial system’s ability to participate in the next stage of economic expansion. But sustaining that momentum would require improvements in productivity and competitiveness, deeper integration with global value chains and the emergence of enterprises capable of competing at scale in international markets.“The question is not simply how fast we grow, but how effectively we convert growth into global informativeness and leadership,” he said.Setty pointed to India’s large and dynamic domestic market, young workforce, improving infrastructure, domestic capital and globally competitive services sector as strengths that could support the next phase of growth. Digital public infrastructure, he said, had demonstrated how technology, scale and public purpose could come together to create solutions with relevance beyond India.The next wave of global investment is likely to be shaped by sunrise sectors such as renewables, semiconductors, energy storage and green hydrogen, as well as robotics, biotechnology and frontier technologies, Setty said. India has the talent, entrepreneurial energy and technological capabilities to participate meaningfully in these sectors, he said.“The larger opportunity lies in translating these trends into businesses, technologies, manufacturing capabilities, and intellectual property that can command a global footprint,” Setty said.This transition will require the financial sector to support innovation and investment as the economy moves towards higher-value manufacturing and globally competitive enterprises. Delhi LG orders park safety checks, Pink Police patrols NEW DELHI: Delhi lieutenant governor Taranjit Singh Sandhu on Wednesday ordered a safety audit of all city parks within a week and directed the deployment of Pink Police personnel around their premises following the gangrape of a 17-year-old girl at Aastha Kunj Park near Kalkaji Mandir.Sandhu held a meeting with Delhi police commissioner Anurag Kumar, MCD commissioner and DDA vice chairman, the LG Office said in a post on X.He directed authorities to conduct a comprehensive safety audit of all parks, focusing on lighting, security, regular patrolling and cleanliness.The Delhi Police was also asked to strengthen beat patrolling around parks, including through deployment of Pink Police personnel, the LG Office said.The directions came two days after the teenager from Faridabad was allegedly gangraped by three men inside Aastha Kunj Park on Monday evening.According to police, the girl had visited Kalkaji Mandir with her 17-year-old male friend around 7 pm. The two later went to the park, where three men allegedly approached them while posing as policemen.The men allegedly separated the girl from her friend and took her to a secluded part of the park. A PCR call reporting the incident was received around 8.45 pm, following which police reached the spot and began the investigation.Police have arrested all three accused in connection with the case. One of them was arrested after an exchange of fire with police, while the other two were subsequently apprehended.The LG’s latest directive also follows his decision on Tuesday to create a dedicated “Pink Force” of trained women personnel for high-visibility patrolling and rapid response around schools, colleges, metro stations and other vulnerable locations.Sandhu had said women’s safety was “non-negotiable” and asked the Delhi Police to model the force on Goa police’s Pink Force. NEW DELHI: Leader of opposition in Lok Sabha Rahul Gandhi on Wednesday revived his “vote chori” charge against the Election Commission and accused election officials of committing “treason”.In a post on X, Rahul said, “I am telling the EC and election officials clearly: What you are doing is wrong. This is treason, this is against the country. Do not forget that. The time will come when we will catch you. You will not be able to escape.”His remarks came after an Indian Express report claimed that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had raised objections to the poll panel’s actions at least 14 times over the past 10 months during the Special Intensive Revision (SIR) of electoral rolls.The report said the commissioners had flagged issues relating to the addition and deletion of voters as well as the handling of voter data.Senior Congress leaders KC Venugopal and P Chidambaram also stepped up their attack on the poll panel following the report.Chidambaram said the opposition had already contended that several decisions concerning the SIR were wrong and questioned how Chief Election Commissioner Gyanesh Kumar’s view could become the decision of the Commission if the two Election Commissioners had taken a contrary position.”The Supreme Court has repeatedly held that if the decision-making process is flawed or wrong, the decision will also be flawed or wrong. The opposition has contended that many decisions concerning SIR were wrong. Now, it is revealed that the decision-making process was also wrong,” Chidambaram said.”If two ECs have taken a contrary view, how could the CEC make his view the ‘decision’ of the ECI? All decisions of the ECI in recent years should be reviewed by a Parliamentary Committee. Meanwhile, the SIR process should be suspended immediately all over the country,” he added.Congress general secretary KC Venugopal also targeted CEC Gyanesh Kumar and demanded his removal.”There is no doubt remaining. Mr Gyanesh Kumar has no right to remain in office. How the hell can one man, acting on His Master’s orders, strike off names at whim? How can he sideline fellow Constitutional officers to only take blatantly illegal steps that put our democracy in danger?” Venugopal said.”The right to vote is an essential Constitutional power given to every citizen, the fundamental bedrock of our democracy. NEW DELHI: Leader of opposition in Lok Sabha Rahul Gandhi on Wednesday revived his “vote chori” charge against the Election Commission and accused election officials of committing “treason”.In a post on X, Rahul said, “I am telling the EC and election officials clearly: What you are doing is wrong. This is treason, this is against the country. Do not forget that. The time will come when we will catch you. You will not be able to escape.”His remarks came after an Indian Express report claimed that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had raised objections to the poll panel’s actions at least 14 times over the past 10 months during the Special Intensive Revision (SIR) of electoral rolls.The report said the commissioners had flagged issues relating to the addition and deletion of voters as well as the handling of voter data.Senior Congress leaders KC Venugopal and P Chidambaram also stepped up their attack on the poll panel following the report.Chidambaram said the opposition had already contended that several decisions concerning the SIR were wrong and questioned how Chief Election Commissioner Gyanesh Kumar’s view could become the decision of the Commission if the two Election Commissioners had taken a contrary position.”The Supreme Court has repeatedly held that if the decision-making process is flawed or wrong, the decision will also be flawed or wrong. The opposition has contended that many decisions concerning SIR were wrong. Now, it is revealed that the decision-making process was also wrong,” Chidambaram said.”If two ECs have taken a contrary view, how could the CEC make his view the ‘decision’ of the ECI? All decisions of the ECI in recent years should be reviewed by a Parliamentary Committee. Meanwhile, the SIR process should be suspended immediately all over the country,” he added.Congress general secretary KC Venugopal also targeted CEC Gyanesh Kumar and demanded his removal.”There is no doubt remaining. Mr Gyanesh Kumar has no right to remain in office. How the hell can one man, acting on His Master’s orders, strike off names at whim? How can he sideline fellow Constitutional officers to only take blatantly illegal steps that put our democracy in danger?” Venugopal said.”The right to vote is an essential Constitutional power given to every citizen, the fundamental bedrock of our democracy. President Droupadi Murmu presents the Best Actress in a Leading Role award to Yami Gautam for her performance in Article 370 during the 72nd National Film Awards, in Gujarat, Tuesday NEW DELHI: On a day Ekta Nagar in Gujarat’s Kevadia – where ‘Statue of Unity’ holds centrestage – became the space for at the 72nd National Film Awards, information and broadcasting minister Ashwini Vaishnaw on Tuesday said govt plans to take these awards to some of the best tourism destinations across states in the future.He urged all states to send in their proposals of best tourist destinations, and prepare and execute 360 degree development plans in those areas. “The proposal of whichever state is selected, the next national film awards will be held at that tourist destination,” he said.Reflecting on PM Narendra Modi’s vision when G20 summit was organised in India in 2023, Vaishnaw said that at that time too programmes related to the summit were held across different states. PM Modi and Canadian PM Mark Carney (File photo) NEW DELHI: Prime Minister Narendra Modi is expected to visit Canada in December to seal the trade deal between New Delhi and Ottawa, Canadian PM Mark Carney said on Tuesday.Speaking on the sidelines of the UN General Assembly in New York, Carney said that the relationship between India and Canada is “exceptionally important” and claimed that both countries are looking to reach a trade deal by the end of the year.”We’re making good progress in our trade negotiations with India. It is an exceptionally important relationship, on many, many levels. People-to-people levels, security levels and also trade and economic,” Carney said.”He (PM Modi) will be visiting Canada around that time. I very much look forward to hosting him,” he added.This comes after Union commerce minister Piyush Goyal said that India and Canada have agreed to fast-track negotiations for a comprehensive economic partnership, with the next round of talks scheduled to begin on October 5.Goyal said he had concluded the fourth round of negotiations for the proposed trade agreement with his Canadian counterpart, minister of international trade Maninder Sidhu, in Mumbai last week.”I have concluded the fourth round of negotiations for the Canada trade deal with my counterpart Mr Maninder Sidhu in Mumbai on Friday. He also emphasised de-risking and diversifying to mitigate the threat from choke points dominance and disruption.Other declaration co-sponsors included Brazil, Barbados and Kenya, making P4M a diverse group of countries that bridges — unlike G7 and Brics — the gap between the West and Global South. Bhupesh Baghel GUWAHATI/NEW DELHI: Two Congress functionaries were injured and several vehicles damaged in Assam Monday after an alleged attack on their convoy in Samaguri where they were campaigning for the Oct 6 Nagaon assembly bypoll.AICC secretary Manoj Chouhan and Assam Mahila Congress president Mira Borthakur were injured in the incident in Nagaon district. AICC in-charge of Assam, Bhupesh Baghel, was also part of the roadshow. Congress later filed an FIR at Nagaon and sought adequate security for Baghel.Assam Congress’s media department chairperson Bedabrata Bora alleged “hired BJP goons” attacked the convoy with bottles, stones and bricks. He said Chouhan suffered chest and abdominal injuries, while Borthakur sustained head injuries.Around four vehicles, including those carrying LS MP Gaurav Gogoi and candidate Sibamoni Bora, were severely damaged, he said.Baghel Tuesday blamed CM Himanta Biswa Sarma for the attack. “The attack was nothing but a manifestation of Sarma’s panic. Enforcement Directorate (ED) NEW DELHI: In a crackdown on a nexus of senior officials of Punjab govt and builders relating to Greater Mohali Area Development Authority (Gmada), ED Tuesday searched multiple premises in Delhi, Ludhiana, Panchkula, Mohali and Chandigarh, including the office of Gmada and that of IAS officer and principal secretary (housing and urban development) Vikas Garg.It is probing senior officials of Punjab govt and several builders and developers in connection with alleged corruption in Gmada and for the award of projects to builders through auction, waiver of external development charges, interest charges, etc.Searches were conducted on 26 premises “related to Tirupati Infraprojects Pvt Ltd and its promoters, directors and associated persons, besides others”. Enforcement Directorate (ED) NEW DELHI: In a crackdown on a nexus of senior officials of Punjab govt and builders relating to Greater Mohali Area Development Authority (Gmada), ED Tuesday searched multiple premises in Delhi, Ludhiana, Panchkula, Mohali and Chandigarh, including the office of Gmada and that of IAS officer and principal secretary (housing and urban development) Vikas Garg.It is probing senior officials of Punjab govt and several builders and developers in connection with alleged corruption in Gmada and for the award of projects to builders through auction, waiver of external development charges, interest charges, etc.Searches were conducted on 26 premises “related to Tirupati Infraprojects Pvt Ltd and its promoters, directors and associated persons, besides others”. The court asked UP govt to ensure that the present public prosecutor was replaced with a seasoned one or the most senior in the district. It also told the state to instruct the new public prosecutor to recall witnesses who had been given up by the prosecution to depose before the trial court.Referring to allegations of a large number of acquittals rendered by the trial judge in serious cases, the bench asked the SC registry to forward Bhushan’s complaint to the Allahabad HC Chief Justice and requested him to take necessary action. It asked the HC registry to file an action taken report before SC.Last Oct, court had asked UP police to examine allegations of attempts by Mishra to influence witnesses.
