TOI Sports Expo NEW DELHI: As India accelerates its preparations for the 2030 Commonwealth Games and strengthens its bid to host the 2036 Olympic Games, the country’s sports industry will come together under one roof at the TOI Sports Fitness and Infrastructure Expo-2026, billed as India’s premier business-to-business sports exhibition. The event will be held at the Bharat Mandapam in New Delhi from July 30-Aug 1.Backed by the Union ministry of youth affairs and sports (MYAS) and the Sports Authority of India (SAI), the event aims to bring together policymakers, sports federations, investors, technology firms, manufacturers, educational institutions and infrastructure developers to discuss the next phase of India’s sporting growth. Apex court on Coalgate case NEW DELHI: Diluting its 12year-old order mandating appeals to be filed only in the Supreme Court against trial court orders in coal block allotment scam cases, the SC Wednesday said the prosecution and accused can move the Delhi HC challenging acquittals or convictions recorded by the special judge.Taking up the long pending appeals in coal scam cases, a bench of Chief Justice Surya Kant, and Justices Joymalya Bagchi and V Mohana said, “Why did the Supreme Court invite such a burden on itself ? There may have been certain concerns at some point of time. But can the Supreme Court denude the high court’s constitutionally conferred powers to hear appeals against trial court orders? Powers of the high court to hear appeals against trial court is part of the basic structure.”Appearing for some of the accused in coal scam cases, senior advocate Kapil Sibal said SC should not be the first forum of appeal against trial court orders. However, SC-appointed special public prosecutor R S Cheema said trials in two-thirds of the cases have been over and that the restraint on approaching the high court against interim orders of the special judge should continue.The bench agreed with Cheema but said that in those cases where the trial court has recorded either conviction or acquittal, the appeal by person or prosecution must challenge it before the Delhi high court.In Sept 2014, Supreme Court had cancelled 204 of the 218 coal block allocations and directed that all appeals against framing of charge, quashing of case and bail petitions must be filed only before the Supreme Court and not Delhi high court.Join conversationView All Comments →Share your thoughts in the commentsInsightfulAgreeDisagreeSkepticalConcerningPromisingWorth ReadingBig DevelopmentPost CommentBe respectful · TOI community guidelinesThis restriction was imposed to prevent accused from delaying trials.Sibal, who was a minister in the Congress-headed UPA govt when the coal scam and 2G scam cases rocked its electoral support base, told the court that the Comptroller and Auditor General (CAG) had made an omnibus calculation about alleged loss to exchequer because of the coal block allocations, without quantifying loss attributable to individual coal blocks.“We have challenged the basis on which such calculations were made by the CAG. Apex court on Coalgate case NEW DELHI: Diluting its 12year-old order mandating appeals to be filed only in the Supreme Court against trial court orders in coal block allotment scam cases, the SC Wednesday said the prosecution and accused can move the Delhi HC challenging acquittals or convictions recorded by the special judge.Taking up the long pending appeals in coal scam cases, a bench of Chief Justice Surya Kant, and Justices Joymalya Bagchi and V Mohana said, “Why did the Supreme Court invite such a burden on itself ? There may have been certain concerns at some point of time. But can the Supreme Court denude the high court’s constitutionally conferred powers to hear appeals against trial court orders? Powers of the high court to hear appeals against trial court is part of the basic structure.”Appearing for some of the accused in coal scam cases, senior advocate Kapil Sibal said SC should not be the first forum of appeal against trial court orders. File photo NEW DELHI: More than one lakh schools — government, government-aided and private — are functioning with a single teacher, with Andhra Pradesh alone accounting for over 16,000, government data has revealed, highlighting severe deployment gaps despite the country’s overall pupil-teacher ratio remaining within national norms.The education ministry cited national pupil-teacher ratios of 19 at primary level, 17 at upper primary, 15 at secondary and 23 at higher secondary — all within the limits envisaged under National Education Policy. Telangana has 4,793 such schools, Tamil Nadu 3,957 and Assam 3,159. Himachal Pradesh has 3,128, Uttarakhand 2,655 and Chhattisgarh 2,461. File photo NEW DELHI: Supreme Court Wednesday saved central and state projects worth Rs 20,000 crore from demolition for want of prior environmental clearance but permanently prohibited govt from granting post facto EC and quashed Centre’s 2021 Office Memorandum for keeping a window indefinitely open for projects to seek such green nods.Rescinding a part of its earlier decision that had quashed Centre’s 2017 notification, a bench of CJI Surya Kant and Justices Joymalya Bagchi and Vipul M Pancholi said the 2017 notification was valid as it had a limited period window for clearance to projects of significant public interest.Supreme Court: Follow 2006 notification for prior EC nodHowever, the bench concurred with the earlier decision to quash the 2021 OM as finding it to be an open-ended administrative order was tantamount to a perpetual amnesty regime for grant of EC to projects undertaken without prior green nod. It said the OM was without having any rational nexus with public interest, and hence is in breach of Environment Protection Act, 1986.Supreme Court said its judgment will operate prospectively, and the ECs granted to various projects under the 2017 notification and the 2021 OM would remain valid. “The prior EC regime under the 2006 notification is mandatory and unless amended by an appropriate notification, would not accommodate grant of post facto EC or retention of projects where constructions have commenced or processes begun without a valid EC,” it said.Supreme Court directed scrupulous adherence to the 2006 notification mandating prior EC clearance for projects.
