That formula is quality — quality in education, quality in skills, quality in services, quality in products and even quality in packaging,” he said. “If we want to sustain ourselves in the global market, we must meet the highest international standards and make excellence our identity.”PM transferred Rs 2,400 crore to bank accounts of beneficiaries under PM-VBRY through direct benefit transfer as incentives to support the creation of 15 lakh employment opportunities. Targeted takedowns failed, says HC on Telegram ban NEW DELHI: Terming the temporary ban on messaging app Telegram by the Centre as the “least restrictive measure” to ensure there is no paper leak or rumour to that effect ahead of the crucial NEET UG retest, the Delhi high court backed the decision on Friday, with two days to go for the exam. In view of the express inclusion of ‘codes’, ‘computer programmes’ and ‘software’ within the definition of ‘information’ under Section 2(1)(v) of the IT Act, there is no reason to exclude an application or platform from the ambit of the said expression,” HC noted.Holding that targeted takedowns had proved ineffective, the Delhi high court said the govt showed that “entity-specific interventions” such as removing channels, bots, and accounts repeatedly failed because offending entities continued to reappear through backup channels and audience migration mechanisms.It cited the “emergency nature” of the ban order to conclude that the Centre, upon consideration of the material placed before it, was “satisfied that Telegram was being misused for the dissemination of exam-related misinformation, the circulation of purported examination papers, and other fraudulent and unlawful activities, which were likely to have serious implications for public order in the country”. It noted that “the limited temporal scope of these measures demonstrates that they are narrowly tailored and confined to the period strictly necessary for securing the stated objective”.Justice Karia also highlighted that Telegram permits messages, including files, to be edited at a later point in time.“Such functionality may be employed to disseminate misinformation by editing messages sent prior in time by replacing the attachment to give the impression that the examination paper was leaked prior to the examination even though such editing takes place after conclusion of the examination. Accordingly, any subsequent editing of messages relating to NEET UG, 2026 may mislead the general public and, consequently, give rise to a potential public order situation,” the Delhi high court further observed, explaining why the govt has decided to keep the editing function disabled till June 30.HC also found nothing amiss in the ban order, noting that temporarily blocking the Telegram platform satisfied the requirement of proportionality and “constitutes the least restrictive measure for achieving the stated objective”.The court pointed out that unlike other conventional platforms, Telegram is entirely cloud-based, thereby enabling the storage and retrieval of large volumes of content.Get the latest India news and live updates. Walking a fundamental right, footpath must for all roads: Supreme CourtWalking a fundamental right, footpath must for all roads: Supreme CourtWalking a fundamental right, footpath must for all roads: Supreme Court12 NEW DELHI: Supreme Court on Friday ruled that citizens have a fundamental right to walk, and this was part of their right to life and free movement. It urged the Union govt to enact a law mandating well-demarcated footpaths for every road to guarantee people’s right to walk in safety.The on-road death of a five-year-old boy on way to a neighbourhood school stirred the bench of Justices P S Narasimha and A S Chandurkar, which ruled, “Right to walk is a fundamental right under Part III of the Constitution. It is integral to the right to movement guaranteed under Article 19(1)(d), read with Article 19(1)(a), Article 19(1) (b), Article 19(1) (c) and Article 21 of the Constitution.”Writing the judgment for the bench, Justice Narasimha said, “The fundamental right to walk will take within its sweep the right to demarcated footpaths. These rights are primary and shall have priority over movement by motorised vehicles.”SC said, “If a road exists, there must then be a duty to ensure that a footpath is demarcated and maintained for walkers. This is an enforceable duty. The fundamental right to walk on demarcated footpaths shall override the privilege of a motorised vehicle.”Casting a constitutional duty on the govt and civic bodies in the three-tier governance system, SC said, “The duty bearers are the urban development authorities, municipal corporations, municipalities and even panchayats, who must endeavour to demarcate, construct, maintain and safeguard footpaths and other necessary pedestrian infrastructure, as walking is integral to life.”Interestingly, SC said violation of the right to walk, being a fundamental right, would entitle citizens to file writ petitions before SC and HCs to seek remedies against civic authorities and govts concerned for restitution and compensation. Right to move constitutional courts would be independent of the citizens’ right to seek compensation through motor accident claims tribunals under the Motor Vehicles Act, it said.Rechristening the individual claims case as ‘Re: Fundamental Right to Walk and Footpath’, the bench said though right to walk on demarcated footpath was integral to right to life and right to free movement, guaranteed under Articles 21 and 19, there was no legislation to guarantee this right. Asking SC registry to send a copy of the judgment to the Union ministries of housing and urban affairs, rural development, and road transport and highways so as to enable them to reflect on “the compelling necessity for initiating the necessary legal framework”, the bench said it was high time to frame a statutory mechanism “not only for declaring the right, but also to recognise the duty bearers”.It also urged the Law Commission to examine formulating a statutory framework for protecting the right, identify the duty bearers and lay down remedies. “Constitutional courts also have a duty to declare with clarity the existence of this fundamental right and ensure that the existing civil and the constitutional remedies are accessible and effective,” Justices Narasimha and Chandurkar said.While awarding a compensation of 11.5 lakh to the father of the deceased minor, the bench said, “A wide, well-demarcated and uninterrupted footpath can change the beauty of, and equitable access to, our cities and towns and could truly be transformative of our urban and rural living.”In reality, how much does it take to create a well-demarcated footpath wherever a road exists? All that the fundamental right to walk demands is a comfortable space for an easy and carefree walk. Walking a fundamental right, footpath must for all roads: Supreme CourtWalking a fundamental right, footpath must for all roads: Supreme CourtWalking a fundamental right, footpath must for all roads: Supreme Court12 NEW DELHI: Supreme Court on Friday ruled that citizens have a fundamental right to walk, and this was part of their right to life and free movement. It urged the Union govt to enact a law mandating well-demarcated footpaths for every road to guarantee people’s right to walk in safety.The on-road death of a five-year-old boy on way to a neighbourhood school stirred the bench of Justices P S Narasimha and A S Chandurkar, which ruled, “Right to walk is a fundamental right under Part III of the Constitution. It is integral to the right to movement guaranteed under Article 19(1)(d), read with Article 19(1)(a), Article 19(1) (b), Article 19(1) (c) and Article 21 of the Constitution.”Writing the judgment for the bench, Justice Narasimha said, “The fundamental right to walk will take within its sweep the right to demarcated footpaths. These rights are primary and shall have priority over movement by motorised vehicles.”SC said, “If a road exists, there must then be a duty to ensure that a footpath is demarcated and maintained for walkers. This is an enforceable duty. The fundamental right to walk on demarcated footpaths shall override the privilege of a motorised vehicle.”Casting a constitutional duty on the govt and civic bodies in the three-tier governance system, SC said, “The duty bearers are the urban development authorities, municipal corporations, municipalities and even panchayats, who must endeavour to demarcate, construct, maintain and safeguard footpaths and other necessary pedestrian infrastructure, as walking is integral to life.”Interestingly, SC said violation of the right to walk, being a fundamental right, would entitle citizens to file writ petitions before SC and HCs to seek remedies against civic authorities and govts concerned for restitution and compensation. Right to move constitutional courts would be independent of the citizens’ right to seek compensation through motor accident claims tribunals under the Motor Vehicles Act, it said.Rechristening the individual claims case as ‘Re: Fundamental Right to Walk and Footpath’, the bench said though right to walk on demarcated footpath was integral to right to life and right to free movement, guaranteed under Articles 21 and 19, there was no legislation to guarantee this right. Asking SC registry to send a copy of the judgment to the Union ministries of housing and urban affairs, rural development, and road transport and highways so as to enable them to reflect on “the compelling necessity for initiating the necessary legal framework”, the bench said it was high time to frame a statutory mechanism “not only for declaring the right, but also to recognise the duty bearers”.It also urged the Law Commission to examine formulating a statutory framework for protecting the right, identify the duty bearers and lay down remedies. “Constitutional courts also have a duty to declare with clarity the existence of this fundamental right and ensure that the existing civil and the constitutional remedies are accessible and effective,” Justices Narasimha and Chandurkar said.While awarding a compensation of 11.5 lakh to the father of the deceased minor, the bench said, “A wide, well-demarcated and uninterrupted footpath can change the beauty of, and equitable access to, our cities and towns and could truly be transformative of our urban and rural living.”In reality, how much does it take to create a well-demarcated footpath wherever a road exists? All that the fundamental right to walk demands is a comfortable space for an easy and carefree walk. Reliance’s Jio platforms seeks Sebi nod for billion IPO MUMBAI: Jio Platforms, the digital arm of Mukesh Ambani’s Reliance Industries, has filed draft listing papers with the Sebi for an initial public offering (IPO) that could raise up to billion, or roughly Rs 37,700 crore — making it the largest stock market listing in India’s history.The firm is structuring the offering as a primary share sale, allowing it to retain all proceeds — a method that contrasts with NSE’s planned IPO, which will be conducted through an offer-for-sale in which existing shareholders will pocket the gains.Jio public offer proceeds will be used to pare debtThe decision marks a departure from earlier expectations that foreign backers would use the float to cash out part of their stakes in Jio. Funds raised will go towards retiring debt (Jio’s net debt stood at Rs 27,579 crore as of March 31, 2026) and for other corporate purposes. The Jio offering, paired with the NSE’s billion IPO, is expected to reshape an IPO market that has struggled for momentum this year.Ambani first indicated his intention for a public listing of Jio in 2019. While RIL has since listed Jio Financial Services in 2023, that entity was carved out through a demerger rather than an IPO. Jio Platforms will mark the group’s first IPO since Reliance Petroleum’s listing in 2006, which was subsequently merged back into RIL.Jio will issue 27 crore shares with a face value of Rs 10 each, resulting in an equity dilution of 2.9%. FIP casts doubt on interim Air India crash report MUMBAI: The Federation of Indian Pilots (FIP) has alleged that the Aircraft Accident Investigation Bureau’s (AAIB) preliminary report on Air India flight 171 crash appears to have deliberately omitted cockpit warning data that would have pointed to an electrical failure preceding the loss of both engines.The pilots’ association said that simulator tests commissioned independently by them have exposed timing errors that further undermine the report’s findings. FIP said it had written to the govt with a request that AAIB should run simulator tests before releasing the final report on the June 12, 2025, accident.At a presser Friday, FIP president Capt C Randhawa said an electrical failure of the kind the federation has long alleged would have triggered a cascade of caution messages, accompanied by audio alerts, all of which would have been recorded on the cockpit voice recorder. He alleged the preliminary report chose not to reproduce that warning sequence.He questioned why flight data recorder installed in the tail of the aircraft was damaged extensively when the tail was largely found intact. He referred to the fact that this particular recorder is solely powered by electricity and implied that the damage indicated a problem with the aircraft’s electric power supply.Randhawa said FIP commissioned 10 tests on a Boeing 787 simulator after AAIB declined repeated requests to conduct its own replication. The tests found the Ram Air Turbine, the emergency power supply in the aircraft takes 18 seconds to deploy and restore hydraulic pressure after engine shutdown, directly contradicting the preliminary report’s timeline that RAT deployed four seconds after fuel control switches moved to cut off fuel supply to the engines.Capt Randhawa invoked the ‘Miracle on the Hudson’ event of 2009, when a US Airways flight landed on the Hudson River shortly after take-off. The US investigating agency had initially blamed Capt Chesley ‘Sully’ Sullenberger for choosing to ditch in the river. But after they ran 30-35 simulator tests, they learned that the aircraft could not have made it back to the runway on time and landed safely. It was only then that Capt Sullenberger, who was alive to defend himself, was cleared. “Here we have captains who have died. No one is there to protect them,” said Capt Randhawa.
