The Supreme Court has agreed to examine a plea seeking a ban on female genital mutilation (FGM) practiced within the Dawoodi Bohra Muslim community. The court issued a notice to the Centre and the Ministry of Law and Justice, acknowledging the NGO’s argument that FGM is not an essential part of Islam and violates children’s rights. NEW DELHI: Supreme Court on Friday agreed to examine a plea to ban practice of female genital mutilation (FGM) or female circumcision prevailing in Muslims, specially Dawoodi Bohra Muslim community and issued notice to Centre and ministry of law and justice seeking their response.A bench of Justices B V Nagarathna & R Mahadevan issued notice on a PIL filed by NGO Chetna Welfare Society which alleged that the practice was not an essential part of Islam and it amounted to violation of rights of children who are forced to undergo FGM. Senior advocate Shashi Kiran and lawyer Sadhana Sandhu, appearing for the organisation told the court that various agencies including WHO, UN agencies and human-rights bodies have repeatedly called for states to prevent, criminalise and eliminate FGM as medical evidence showed that short-term and long-term physical and psychological harms are caused due to it.”It is further submitted that there is not any independent law specifically banning this. The act itself falls under multiple offences relating to causing hurt under BNS, such as sections 113, 118(1), 118(2), and 118(3). Even in Pocso Act, touching the genitalia of a minor for non-medical reasons is a violation. It is submitted that WHO has classified FGM as a gross violation of human rights of girls and women. It violates the fundamental guarantees provided by Universal Declaration of Human Rights. Furthermore, FGM is a serious health concern as it can cause infections, problems relating to childbirth, and other severe physical impairments. In Dec 2012, UNGA adopted a unanimous resolution which called for elimination of FGM,” the petition said.It said approximately 75% of women of the community put their daughters to the barbaric practice of FGM and pleaded the court to intervene to put to end the practice. The petitioner said several countires including US, UK, Australia, and several African countries have banned FGM but India does not have a specific law banning FGM. “Dawoodi Bohras are a religious denomination within Shia Islam. They are the most well-known Muslim community in India to practice FGC, known as Khatna in the community – a ritual that many Islamic scholars around the world do not endorse. A statewide “census-style” assessment, exclusively accessed by TOI, showed the share of high-performing govt schools rising from 7% in Sept to 53% in Dec last year after a targeted remediation drive addressing foundational literacy and numeracy gaps.Haryana’s initiative marks a move from sample-based assessments to a “census-style diagnostic approach” that measures the competency of every child individually. Peer-learning approaches were also used to support weaker students. “Every district made their own strategy for 45 days which also included category A students helping lower category students as all the students were already mapped,” NIPUN Haryana programme officer Pramod Kumar said.The state repeated the assessment in Dec 2025 using same teachers who conducted first round. “Data made a completely significant shift showing unimaginable progress,” the official said.Learning gains were visible across literacy and numeracy. Class II literacy rose from 46.5% to 67%, while Class III literacy increased from 44.2% to 61.4%. Numeracy performance also improved, with Class II scores rising from 63.7% to 78.8% and Class III numeracy improving from 50.5% to 71%. The results translated into a major shift in school performance categories. Number of Category A schools increased from 621 to 4,545, while Category C schools fell from 6,385 to 1,973.Officials said the next phase will focus on sustaining the gains and expanding the programme. The state plans to extend the NIPUN model to Classes IV and V, with around seven lakh students expected to be assessed this year.The shift is significant against the backdrop of India’s persistent foundational learning challenge. National learning surveys have shown only gradual improvements in basic reading and arithmetic. NEW DELHI: At a time when govt is attempting to shed the country’s colonial vestiges, Supreme Court on Friday asked it to set up an expert panel for revisiting British-era prescribed retirement age and service conditions of armed forces personnel, including Coast Guards.A bench of Chief Justice Surya Kant and justice Joymalya Bagchi passed this order on an appeal filed by govt challenging a Delhi HC order quashing Rule 20(1) and Rule 20(2) of Coast Guard (General) Rules, 1986, which provided that officers of rank of commandant and below would retire at the age of 57 years, while those above commandant would retired on attaining 60 years.Appearing for govt, additional solicitor general Archana Pathak Dave said the HC erred in comparing Coast Guards, which comes under ministry of defence, with central armed police forces like ITBP, CRPF, CISF, and Shashatra Seema Bal. NEW DELHI: At a time when govt is attempting to shed the country’s colonial vestiges, Supreme Court on Friday asked it to set up an expert panel for revisiting British-era prescribed retirement age and service conditions of armed forces personnel, including Coast Guards.A bench of Chief Justice Surya Kant and justice Joymalya Bagchi passed this order on an appeal filed by govt challenging a Delhi HC order quashing Rule 20(1) and Rule 20(2) of Coast Guard (General) Rules, 1986, which provided that officers of rank of commandant and below would retire at the age of 57 years, while those above commandant would retired on attaining 60 years.Appearing for govt, additional solicitor general Archana Pathak Dave said the HC erred in comparing Coast Guards, which comes under ministry of defence, with central armed police forces like ITBP, CRPF, CISF, and Shashatra Seema Bal. It does not claim that short videos cause permanent harm. But it finds consistent links between heavier scrolling and weaker attention, poorer impulse control and higher stress and anxiety.In simple terms, the more compulsive the scrolling, the harder it may be to concentrate on slower tasks – reading, studying or finishing work without checking the phone. Researchers suggest when every swipe delivers something new, the brain begins to expect constant stimulation. When that pace slows, boredom may set in faster.Clinicians say the design of these platforms plays a role. Prolonged exposure to fast, emotionally charged content keeps neural networks in a heightened state of alert, she explains, which may manifest as restlessness, poor concentration and anxiety, particularly in young adults. The good news, she adds, is that practising digital hygiene – limiting screen time, taking breaks and protecting sleep – can reverse many of these effects.The review found that addictive or hard-to-control use had stronger links with these effects than total screen time alone.Importantly, the research shows association, not proof of cause. Delhi’s Environment Minister Manjinder Singh Sirsa stated that reducing air pollution within 9-10 months is unrealistic, apologizing for the current smog. He blamed the previous AAP government for the pollution crisis, claiming his administration is working to fix it. Delhi environment minister Manjinder Singh Sirsa (ANI) NEW DELHI: Delhi environment minister Manjinder Singh Sirsa on Tuesday said it was unrealistic to expect any elected government to bring down air pollution within a short period, as Delhi-NCR continued to struggle with severe smog conditions, with air quality ranging from poor to severe, raising serious health concerns for residents.“It is impossible for any elected government to reduce AQI in 9-10 months. I apologise for the pollution in Delhi. We are doing better work than the dishonest AAP government, and we have reduced AQI each day. Anand Vihar and Ghazipur recorded an AQI of 410 each, categorised as ‘severe’, while AIIMS stood at 397 and India Gate at 380, both in the ‘very poor’ category.With pollution levels exceeding critical limits, the Commission for Air Quality Management (CAQM) invoked all measures under Stage-IV of the Graded Response Action Plan (GRAP) across Delhi-NCR. Stage-IV is the strictest level of restrictions, applied when AQI exceeds 450, and is aimed at reducing public exposure and preventing further deterioration of air quality.Last week, chief minister Rekha Gupta had also addressed protests over rising pollution levels, saying the crisis was the result of years of neglect and would take time to resolve. Speaking at an event in Pitampura, she said the government needed sufficient time to deal with the long-standing problem.“Those who make big statements and protest at India Gate… pollution is not something that appeared today, it has been a problem for years.What did the previous government do? Where were you at that time? This is a backlog of 27 years.
