One of CARA’s key focus areas is stepping up adoption of children with special needs NEW DELHI: Central Adoption Resource Authority announced Thursday that it was undertaking a review of the adoption regulations notified in 2022 in order to strengthen the regulatory framework and address “emerging legal, procedural and implementation-related issues”.The 2022 regulations had marked a significant shift, wi-th district magistrates getting the power to issue adoption orders in place of district courts.In the public notice issued Thursday, CARA invited comments and suggestions from the public and organisations on the provisions of the 2022 regulations that may require amendment, insertion, substitution or omission. The last day for submitting suggestions is Sept 9.Thereafter, CARA proposes to hold consultations with stakeholders to firm up the review before drafting a proposal for amendments. This, too, will be put in the public domain before being finalised, sources said.According to officials, it was felt that despite the significant changes in 2022, there were some areas that were still ambiguous. “For now, such issues are dealt with through office orders and letters to interpret certain clauses in keeping with the law. The review will address such concerns in consultation with key stakeholders to bring clarity,” an official said.It is learned that one of the key focus areas CARA is working on is stepping up adoption of special needs children.
