KOLKATA: The saffron surge in the Bengal assembly elections, which swept BJP to office for the first time in the state, saw the party leading in 102 of the 144 wards of Kolkata Municipal Corporation (KMC), fuelling speculation about how long Trinamool Congress can hold on to the civic body.The tenure of the current KMC board, which has been under Trinamool’s control since 2010, ends in Dec 2026. However, a BJP functionary said party seniors are weighing the option of advancing KMC polls to cash in on the saffron surge in the city. Currently, KMC has 134 councillors from Trinamool and only three from BJP. The remaining are from CPM and Congress or are Independents. In 2021 assembly polls, Trinamool was ahead in 131 wards and BJP in 12. Mamata Banerjee’s party sustained the momentum of that victory and was voted back to office with a huge majority in the KMC polls held in Dec that year. BJP’s footprint in Kolkata, however, has been growing since then, as evidenced in the 2024 LS polls, which saw Trinamool leading the race in 96 wards (down from 134 it won in the 2021 civic elections) and BJP ahead in 46 (up from three). Kolkata’s 144 wards are spread across 17 assembly constituencies. Of these, BJP won 10 seats and TMC seven in the recently concluded polls. These three – Constitution, Parliament and Judiciary – are the edifice of our strong democracy,” Shah said while addressing an audience which comprised judges of the Supreme Court and high courts as well as the Royal Court of Bhutan.Commenting on the books that encapsulated events involving judges and courtroom incidents in foreign countries to highlight that courts are not bereft of honour, eccentricity and sarcasm, despite its inherent ‘black and white’ appearance, Shah took advantage of the presence of CJI Surya Kant, former CJI N V Ramana, sitting SC and HC judges and senior advocates to indulge in joyous sarcasm. “I would have appreciated his courage if he had written a book on Indian judiciary on the lines of the two books. The figure is likely to remain more or less the same next year as the census figure is a constant and so is the strength of an assembly, barring vacancies. The existence of J&K assembly, which was dissolved in 2018 and was not part of the last presidential election, will be a factor, though marginal.The fall in its LS tally dented BJP’s votes by 44,100 in the electoral college, which had a total strength of 10,86,431 in 2022. Parliament and assemblies have equal voting share, but while the vote of every MP has the same value (it was 700 in 2022), the weight of an MLA’s vote varies depending on the size of the population (as per 1971 census) his assembly represents.A UP MLA’s vote at the value of 208 was almost 30 times that of a Sikkim MLA’s, with the value of 7 in 2022. The figure is likely to remain more or less the same next year as the census figure is a constant and so is the strength of an assembly, barring vacancies.The fall in its LS tally dented BJP’s votes by 44,100 in the electoral college, which had a total strength of 10,86,431 in 2022. A poor run in assembly polls could have compromised its authority to dictate the terms, even with allies.After the LS poll, when BJP depended on TDP and JD(U) to cross the 272 mark for majority, the opposition was quick to dub the two regional parties as its “crutches” for survival and predicted that govt will fall soon, claiming that the result will prove to be the inflection point in its strong run since 2014.Over two years down the line, BJP is sitting pretty. It won Haryana comprehensively against odds and NDA’s strength in the 288-member Maharashtra assembly has zoomed to 237 from over 150 during the last presidential polls and surged to 202 from 125 in 243-member Bihar assembly. It has now 207 MLAs in West Bengal compared to 77. NEW DELHI: India and UAE are working on an agreement that will help in evacuation of lakhs of Indian workers through the port of Fujairah, and it is likely to be signed during the stopover added to PM Modi’s itinerary, signalling another crucial link to the already strong bilateral ties.The PM is due to leave for Europe on May 15 with a stopover in Fujairah and then depart for the Netherlands, before visiting Sweden, Norway and Italy.The first-of-its-kind treaty comes amid disruptions caused by the West Asia conflict, which saw thousands stranded in the Gulf amid flights getting affected. While life is slowly returning to normal, the pact can be useful in future as Fujairah is west of the Strait of Hormuz, which has emerged as the main chokepoint in the war.In case of problems with air traffic, lakhs of Indians working in the UAE can be evacuated by ship, according to govt’s calculations. West Asia is home to nearly 10 million Indian workers, with nearly 4.3 million in the UAE.In the current conflict, Fujairah, which was the likely starting point of the proposed India-Middle East-Europe Economic Corridor, also serves as an alternative for shipping goods to the UAE as access to the Dubai port has been cut off. Khor Fakkar is the other port that is being used to ship goods, which are then moved by road. Iran has targeted Fujairah for precisely the same reason. NEW DELHI: India’s school education system has solved much of the “getting children into school” challenge, but is struggling with a tougher problem – keeping them there long enough to complete secondary and higher secondary education.The stress points are now visible higher up the schooling ladder – gross enrolment ratio (GER) drops from 90.9% at primary level to 58.4% at higher secondary, while secondary-stage dropout rate rises sharply to 11.5% from 0.3% at primary, according to a new Niti Aayog report.The report – School Education System in India: Temporal Analysis and Policy Roadmap for Quality Enhancement – paints a picture of a vast, but uneven system comprising 14.71 lakh schools, 24.69 crore students and about 1.01 crore teachers, with the sharpest cracks now emerging beyond the elementary stage.It says the system today is “strongest on basic access and weakest on continuity, inclusion, and learning depth”.The numbers illustrate the challenge clearly. India’s GER stands at 90.9% at primary stage and 90.3% at upper primary, but falls sharply to 78.7% at secondary, and further to 58.4% at higher-secondary level.Transition rates weaken steadily as students move up the system. While 92.2% of students move from primary to upper primary, the rate falls to 86.6% between upper primary and secondary, and to 75.1% between secondary and higher secondary. The secondary stage has emerged as the biggest stress point. The national dropout rate is just 0.3% at primary and 3.5% at upper primary, but jumps to 11.5% at secondary level. “While near-universal access has been achieved at the primary stage, enrolment at the higher secondary level… presents a significant opportunity to further expand participation,” the report states. It adds that “strengthening transition rates at each stage, particularly after upper primary…can help ensure smoother progression and sustained engagement in schooling.”The report says the next phase of reform can no longer focus only on expanding enrolment or infrastructure, but must address “fragmented school structures, foundational learning deficits, inequities in inclusion, gaps in teacher and leadership ecosystems, infrastructure disparities, and governance weaknesses”.Structural inefficiencies remain significant. More than one-third of schools have fewer than 50 students, while over 1.04 lakh schools continue to function as single-teacher institutions serving nearly 34 lakh students. At the same time, the report records major gains in infrastructure over the last decade.
