TOI has learnt that the levy would be separate from environment compensation charge (ECC) that trucks, buses and goods vehicles pay at Delhi’s borders before entering the national capital.After several rounds of discussions at Commission for Air Quality Management (CAQM), the “Green Contribution Scheme” is being finalised for implementation from Oct-Nov when Delhi and adjoining areas face severe air pollution. The scheme would cover around 5,000 sq km of NCR.People privy to the discussion said the green charge may be around Rs 1,000-1,300 for trucks and buses and Rs 500-650 for light goods vehicles and mini-buses. There are also discussions over whether to levy some charge on diesel-fuelled commercial cars.As per the proposal, overhead gantries would be installed at the identified entry points along the 270-km ring expressway network. The gantries would have high-power cameras that can read vehicle registration numbers and make, and also have advanced readers for FASTag. The green charge would be deducted from the FASTag wallet of the vehicle.Sources said discussions are continuing over the sharing of the fund that would be generated through the green charge between Haryana and Uttar Pradesh, and also the mechanism to utilise it.Govt is also pushing to accelerate the rollout of the Parivartan scheme to replace old trucks and buses — BS-I to BS-IV — with vehicles that meet BS-VI emission norms and other cleaner vehicles. Recently, top road transport ministry officials held a marathon meeting with all district collectors to sensitise them about the scheme and convince vehicle owners to avail it. (Picture credit: ANI) A fire broke out near the helipad at Ram Katha Park in Ayodhya minutes before Uttar Pradesh Chief Minister Yogi Adityanath landed there on Friday, officials said.Police have launched an investigation to ascertain the cause of the fire and determine how it broke out close to the helipad designated for the chief minister’s arrival. (Picture credit: ANI) A fire broke out near the helipad at Ram Katha Park in Ayodhya minutes before Uttar Pradesh Chief Minister Yogi Adityanath landed there on Friday, officials said.Police have launched an investigation to ascertain the cause of the fire and determine how it broke out close to the helipad designated for the chief minister’s arrival. According to officials, it affected an area of about 15 metres before being brought under control ahead of the chief minister’s landing.Security personnel deployed at the site initially attempted to contain the flames before fire brigade teams arrived and extinguished the blaze.No injuries or loss of life were reported.Ayodhya Circle Officer Ashutosh Tiwari said the fire had been brought under control and that there were no casualties.Chief Minister Yogi Adityanath visited Ayodhya on Friday to participate in several programmes and public events.Officials said an investigation is underway to establish the exact circumstances leading to the fire and whether any lapses in safety or security arrangements contributed to the incident.Get the latest India news and live updates. The incident had occurred a day before PM Narendra Modi was set to inaugurate the refinery NEW DELHI: HPCL Rajasthan Refinery Limited (HRRL), which caught fire on April 20, a day before it was to be inaugurated by PM Narendra Modi, has been restored and has started production of petroleum products.In a regulatory filing, the company said production of key petroleum products such as BS VI-compliant high-speed diesel (HSD), liquefied petroleum gas (LPG), petroleum coke (petcoke) and naphtha has begun, while BS VI-compliant motor spirit’s (MS) production is likely to start next week. The refinery has already started the sale of LPG and petcoke, while the first batch of HSD is likely to be dispatched by the end of this week. The sale of MS is also expected to begin after production starts next week.“All product streams from CDU/VDU (crude and vacuum distillation unit) are being produced and routed to the respective tanks for downstream processing,” HPCL informed the exchanges.A joint venture between state-owned HPCL — which holds a 74% stake — and Rajasthan govt — which owns remaining 26% equity — the refinery and petrochemical complex located in Balotra district has been designed to process 9 million tonnes of crude oil every year to produce petrol, diesel and petrochemicals, such as polypropylene, high- and linear low-density polyethylene, benzene, toluene and butadiene.A localised fire in a heat exchanger circuit, caused by a likely hydrocarbon leak from a valve or flange, had disrupted the commissioning of the Rs 79,450-crore refinery. Officials said the unit impacted by the fire was isolated and no other section had suffered any damage.
