AYODHYA: Uttar Pradesh CM Yogi Adityanath said Tuesday the saffron flag hoisted atop the Ram temple marked the “beginning of a new era” and that it was a symbol of the “eternal light of righteousness and the timeless ideals of Ram Rajya”.Congratulating all Ram devoteeswho made the construction of the temple possible, he said the Ram temple represented the faith, honour and self-respect of 140 crore Indians. He said the saffron flag signified faith, dignity, truth, justice, nationalism, and the aspiration for a Viksit Bharat.Yogi lavished praise on RSS, crediting it and other organisations like it for having united devotees to demand the construction of the temple.RSS chief Mohan Bhagwat said the event marked the culmination of a centuries-long aspiration. “This is a day of fulfilment. Countless people sacrificed their lives and contributed to the cause of Lord Ram over generations. Their souls will finally be able to live in peace with the Dharm Dhwaj reaching the pinnacle of the Ram Temple,” he said at the ceremony. “The unfurling of this pious flag has brought a deep sense of closure and reaffirmation of an ancestral resolve,” Bhagwat said.The RSS chief, noting the temple flag exemplifies a virtuous way of living, said: “Society must emulate this. NEW DELHI: Supreme Court’s repeated disapproval of a colonial-era law that mandated a district magistrate’s wife to be the ex officio president of Zilla Mahila Samiti has forced UP govt to draft a new law removing the anti-democratic provision.The UP govt told a bench of CJI Surya Kant and Justice Joymalya Bagchi on Tuesday that the bill doing away with the 165-year-old provision had been finalised and would be introduced in assembly soon. The bench remarked that it was high time that the colonial-era mentality of district magistrates being treated like kings was discarded.It directed the UP govt to place the bill on the floor of the House for approval within two months. Once the bill is passed, the bench said, the st-ate govt would have to ensure it gets the governor’s assent and is notified in the gazette to bring the law into force. The order came on a petition filed by Zilla Mahila Samiti, Bulandshahr. After hearing petitioner’s counsel and senior advocate Tapesh Kumar Singh, the bench said the bill proposing a revamp of Societies Registration Act, once passed and in force as law, would govern all such societies with immediate effect.Until the new law is enforced, managing the day-to-day affairs and discharging the statutory duties of Bulandshahr Zilla Mahila Samiti would continue to be the responsibility of the earlier body. During the pendency of the petition, the ex officio president of the samiti had resigned on the grounds that her husband had been transferred out of the district.In its earlier order, SC had said, “The amended provisions will have to ensure that the bylaws/rules or regulations of society will shed the colonial mindset of conferring ex officio positions to the spouse or family members of the state bureaucrats. NEW DELHI: India must remain “proactive, ahead of the curve and future-ready” in the defence sector as it cannot adopt “a reactive approach” in today’s rapidly evolving world and constantly shifting geopolitical landscape, defence minister Rajnath Singh said on Tuesday.The minister, speaking at the Navy’s ‘Swavlamban 2025’ seminar, also asked Indian defence companies to move forward with a “profit-plus approach” to further reduce the country’s dependence on arms imports and strengthen indigenous manufacturing. “The common perception has often been that the private sector is profit-driven. There’s nothing wrong with that. But the profit-plus approach means that along with monetary profit, there should also be nationalism, a sense of duty, strategic responsibility, and the sentiment of doing something big for the country,” Singh said. Protests over SIR NEW DELHI: The Election Commission on Tuesday agreed to Trinamool Congress’s request for a meeting with the poll body, against the backdrop of the party attributing the recent suicides and deaths of booth level officers (BLOs) to “workload” arising out of the ongoing special intensive revision (SIR) in the state, reports Bharti Jain.Responding to the request from TMC MP Derek O’Brien for an appointment to a 10-member delegation of party MPs, the commission, in a letter addressed to party chairperson Mamata Banerjee and copied to Derek, invited the delegation – though a truncated one, comprising the TMC’s ‘authorised representative’ and four other members – for a meeting at 11 am on Friday (Nov 28).Mamata had Monday written to EC expressing concerns over the proposed hiring of 1,000 data entry operators by the West Bengal chief electoral officer and the EC proposal to set up polling stations in private housing complexes.EC, in its reply Tuesday, said it welcomes regular interaction with political parties and sought names of the five members for the TMC delegation. The reduced strength of the delegation was, however, questioned by national general secretary Abhishek Banerjee, who asked why EC was scared to face 10 MPs. He even dared EC to telecast the meeting live.Derek, meanwhile, wrote to EC again Tuesday, reiterating the 10 names for the delegation. Interestingly, the ‘authorised representatives’ of the party – who, as per EC records, are Lok Sabha MPs Abhishek Banerjee and Kakoli Dastidar – do not figure on this list of 10.Sources in EC said as per the rule, only the party president or “authorised party representatives” declared to the commission can nominate members of their party’s delegation for a meeting with EC. Protests over SIR NEW DELHI: The Election Commission on Tuesday agreed to Trinamool Congress’s request for a meeting with the poll body, against the backdrop of the party attributing the recent suicides and deaths of booth level officers (BLOs) to “workload” arising out of the ongoing special intensive revision (SIR) in the state, reports Bharti Jain.Responding to the request from TMC MP Derek O’Brien for an appointment to a 10-member delegation of party MPs, the commission, in a letter addressed to party chairperson Mamata Banerjee and copied to Derek, invited the delegation – though a truncated one, comprising the TMC’s ‘authorised representative’ and four other members – for a meeting at 11 am on Friday (Nov 28).Mamata had Monday written to EC expressing concerns over the proposed hiring of 1,000 data entry operators by the West Bengal chief electoral officer and the EC proposal to set up polling stations in private housing complexes.EC, in its reply Tuesday, said it welcomes regular interaction with political parties and sought names of the five members for the TMC delegation. The reduced strength of the delegation was, however, questioned by national general secretary Abhishek Banerjee, who asked why EC was scared to face 10 MPs. He even dared EC to telecast the meeting live.Derek, meanwhile, wrote to EC again Tuesday, reiterating the 10 names for the delegation. Interestingly, the ‘authorised representatives’ of the party – who, as per EC records, are Lok Sabha MPs Abhishek Banerjee and Kakoli Dastidar – do not figure on this list of 10.Sources in EC said as per the rule, only the party president or “authorised party representatives” declared to the commission can nominate members of their party’s delegation for a meeting with EC. Row Deepens As Beijing Insists It Does Not Recognise State NEW DELHI: Arunachal Pradesh is an integral and inalienable part of India, and this is a self-evident fact, asserted Indian govt as China reiterated its claim over the northeast Indian state following controversy over the detention of an Arunachal Pradesh woman at Shanghai airport.No amount of denial by the Chinese side is going to change this indisputable reality, said the ministry of extrenal affairs (MEA) in a statement on Tuesday. “The issue of the detention has been taken up strongly with the Chinese side. Chinese authorities have still not been able to explain their actions, which are in violation of several conventions governing international air travel,” said MEA spokesperson Randhir Jaiswal, adding that the action by Chinese also violated their own regulations that allow visa-free transit up to 24 hours for nationals of all countries.The ministry was responding to the Chinese foreign ministry’s remarks on the “arbitrary” detention of an Indian citizen from Arunachal Pradesh, who was holding a valid passport and was transiting through Shanghai International Airport on her onward travel to Japan.Denying that the woman was detained or harassed, the Chinese foreign ministry had earlier said border checks on people entering and exiting a country and carrying out law enforcement according to the “specific situation of the entry or exit is the usual practice” of border enforcement authorities of countries.Law enforcement was impartial and non-abusive: China | page 14India on Monday lodged a strong protest with China for the treatment meted out to the Indian.”Zangnan is China’s territory. NEW DELHI: Supreme Court on Tuesday said it may not interfere with the December 2 polling in 246 municipal councils and 42 nagar panchayats of Maharashtra but cautioned it would set aside elections in those constituencies where reservation exceeded 50% after the state EC said the limit is breached in several civic bodies, reports Dhananjay Mahapatra. Petitioners through senior advocates Vikas Singh and Narender Hooda alleged 50% limit is breached in 57 civic bodies. This made the bench of CJI Surya Kant and Justice Joymalya Bagchi ask senior advocate Balbir Singh, appearing for SEC, to furnish details by Friday.SC sought by Friday details of the 57 civic bodies where the 50% quota limit is breached and also the percentage of OBC quota in those municipal councils and nagar panchayats. The SEC said the poll schedule for 32 zila parishads and 20 municipal corporations has not yet been finalised.SEC said if Banthia commission recommendations are to be followed, then the delimitation and prescription of reservation as per the percentage of backward and tribal population would be required to be worked out afresh for each civic body, which will take considerable time. The SC had directed the civic body polls, which have not been held for a considerable period, to be held based on reservation in vogue prior to the Banthia report.Appearing for the Maharashtra govt, solicitor general Tushar Mehta said discussions are going on to harmonise the reservations to the extent possible and sought two days’ time to get back with response to the court.CJI Kant-led bench said, “Ultimately if we find that reservation exceeds 50%, we will set it aside as it is constitutionally impermissible. The completion of the election process will not impede SC from striking down the elections if it violated the binding norms laid by constitution benches of the court.”Both SG and senior advocates Indira Jaising and Shekhar Naphade said the reservation has exceeded in civic bodies in five districts where an overwhelming majority of the population are tribals. “Should their representation be limited because of the 50% ceiling,” asked Jaising. The bench said it wanted to understand the OBC, tribal and SC population in the civic bodies going to election on Dec 2. “The reservations need to be balanced while ensuring respectable representation to all the communities,” it said.CJI Kant & Justice Bagchi said, “We will allow the SEC to hold the polls but try to iron out some creases. We will hear the main issue in Feb. NEW DELHI: In a late evening filing Tuesday, Election Commission told Supreme Court the Kerala govt has no locus standi to seek postponement of the special intensive revision (SIR) of the state’s electoral rolls on the ground of a parallel process being underway for local body elections.EC said it has issued categorical instructions to ensure that SIR activities are conducted in a manner that does not overlap with or interfere in any way with local body poll work.It said, “Kerala lacks the requisite locus standi to seek deferment of SIR on the ground of its simultaneous conduct with the local self-govt institution elections, as the authority to determine the schedule and conduct of such local elections exclusively vests with the Kerala State Election Commission (KSEC).”Fixing poll schedules from the grassroots level democratic bodies to that of Parliament is the sole prerogative of SEC and if any was to be aggrieved by simultaneous conduct of SIR and local body elections, it should have been KSEC and not the state govt, EC said.”Kerala SEC and the Kerala chief electoral officer (CEO) are functioning in close coordination to ensure smooth and efficient conduct of both local body elections and SIR without any disruption to either process,” EC said, adding district collectors, who are also the district election officers for both local body polls and SIR, have assured adequate administrative arrangements are in place to facilitate efficient implementation of both activities.It said, “District collectors are authorised to engage only those personnel who are not assigned local body poll duties for SIR-related work. KURUKSHETRA/NEW DELHI: PM Narendra Modi paid glowing tribute to Guru Tegh Bahadur on his 350th martyrdom anniversary in Kurukshetra Tuesday, saying the ninth Sikh Guru considered the protection of truth, justice and faith his dharma, and sacrificed his life to defend it.His government will continue with the same “guru parampara”, the PM said at an event organised by Haryana govt in Kurukshetra’s Jyotisar village.Beginning his speech with the words “Jo Bole So Nihaal…”, the PM said he was struck by the amazing confluence of the country’s heritage: “This morning, I was in the land of Ramayana, in Ayodhya, and now I am in the land of Bhagavad Gita, Kurukshetra, to pay tribute to Guru Tegh Bahadur ji.”Guru Tegh Bahadur’s life is an inspiration, Modi said. He spoke of the Guru’s penance and courage and said his martyrdom was a symbol of fearless resistance during Mughal oppression. The total recovery in the case is now set to touch Rs 10,000 crore NEW DELHI: A fresh calculation by Enforcement Directorate shows that if fugitive Sandesara brothers – Nitin and Chetan – stick to their offer to pay Rs 5,100 crore to lender banks, they will have paid more than what they owe these financial institutions.Govt has already recovered Rs 4,700 crore from the Sandesaras’ Sterling Biotech Ltd (SBL) since 2018, when the agency began its money laundering probe against the duo and attached more than Rs 14,500 crore worth of their assets in India and abroad, including oil rigs, ships and aircraft in Nigeria. With their fresh commitment, the total recoveries would now be over Rs 9,800 crore, sources said. This is much higher than the banks’ earlier demand of Rs 6,700 crore as one-time settlement.A day after Supreme Court took on record the Sandesara brothers’ commitment to pay Rs 5,100 crore – if they were allowed to return to India and run their business, and criminal proceedings against them were dropped – there was celebration in ED headquarters over the biggest recovery from accused since enactment of Prevention of Money Laundering Act. The total recovery in the case is now set to touch Rs 10,000 crore.Their offer will bring relief to an interesting cast that was found to have links with SBL and whose assets were treated as “proceeds of crime” and attached. The attached assets, which may now be released, include properties of actors Sanjay Khan (Rs 3 crore), Dino Morea (Rs 1.4 crore), DJ Aqeel (Rs 2 crore), Congress neta Sonia Gandhi’s political secretary the late Ahmed Patel (Rs 2.5 crore) and his son-in-law Irfan Siddiqui’s properties worth Rs 2.4 crore, besides 23 luxury vehicles of Sandesara brothers and their associates.The success in bringing the duo to the negotiating table is also being credited to the accused siblings being declared fugitive economic offenders in Sept 2020.”This declaration strengthened ED’s position considerably because it enabled the agency to seek confiscation of all their properties, irrespective of whether they were proceeds of crime or untainted assets,” sources said. This recognised that SBL’s promoters had deliberately avoided the jurisdiction of Indian courts.”It is the continuous pressure created by ED and the coordinated approach of other agencies that compelled the group to eventually seek a resolution on terms acceptable to the lenders and the state. What appears on the surface as a concession is in reality the final step in a long process of enforcement, asset-tracing and legal action, much of it undertaken by ED, which ultimately brought the fugitives to the negotiating table,” a senior official said.The Sandesara brothers and their SBL had already paid Rs 3,508 crore on various dates during legal proceedings before various courts. In addition, the insolvency proceedings against their group entities yielded another Rs 1,192 crore, the official said.”With this, the total realisation becomes significant. The amounts already recovered (Rs 4,700 crore) along with what is now being ordered by SC (Rs 5,100 crore) add up to Rs 9,800 crore. NEW DELHI: Terming custodial death a “blot” on the system that cannot be tolerated any more in the country, Supreme Court on Tuesday pulled up the Centre and states for not complying with its order to install CCTVs in police stations and offices of central investigating agencies.A bench of Justices Vikram Nath and Sandeep Mehta was peeved at Centre and state govts for not filing a compliance affidavit on installation of CCTVs after it was told that only 11 states had so far filed a response. Senior advocate Siddharth Dave, who is amicus curiae, told the court that there were six agencies working under central govt – NIA, DRI, CBI, ED, NCB and SFIO – but they had not complied with apex court’s order”Now, this country will not tolerate this. This is a blot on the system. You can’t have deaths in custody,” the bench said. The court observed that the Centre was taking the court lightly by not complying with its order. Solicitor general Tushar Mehta, who was present in the courtroom, assured SC that govt would file its response and sought three weeks’ time. “Having CCTV inside the police stations also is something which can be counterproductive to investigation. Now there is a judgment, we can’t argue,” Mehta said.The court granted three weeks to Centre, states and UTs to file compliance affidavits . “List these matters again on Dec 16, 2025. NEW DELHI: Supreme Court on Tuesday expressed its reluctance to take cognisance and interfere in cases of hate speeches brought before it from every nook and corner of the country, and said the aggrieved person should instead approach police or the concerned high court to raise their grievances.While hearing an application pertaining to alleged calls made by lawmakers of various states for the social and economic boycott of a particular community, a bench of Justices Vikram Nath and Sandeep Mehta said it was not possible for the apex court to entertain every such incident. The bench said SC had already passed the order and it was for police to take action as per law.”How can this court continue to monitor all such instances all over the country? You approach the authorities. Let them take action, otherwise go to HC,” the bench said.Advocate Nizam Pasha, appearing for journalist Qurban Ali, submitted that the state authorities were not taking action and the apex court order was being violated with impunity. He said the top court had itself passed an order directing that suo-motu action must be taken by police in case of hate speech, failing which contempt proceedings would be initiated.Opposing the plea, solicitor general Tushar Mehta submitted that only instances of hate speeches against a particular community are brought before the court and not all hate speech cases. He also questioned the motive behind the application. “No one can indulge in hate speech – that is my stand. But while complaining, a public spirited person cannot be selective,” Mehta said.But Pasha said hate speeches calling for social and economic boycott were made by MLAs and various organisations. He told the court an Assam minister made a controversial remark on “gobi farming” after the Bihar assembly poll result which allegedly referred to a gory incident during the 1989 Bhagalpur riots.”It is submitted that a call for boycott whether made by a public authority or a private citizen is in violation of Article 15 of the Constitution, particularly when the said boycott is based solely on religious grounds. It is pertinent to note that such calls for boycott based solely on religion are a threat to national unity and integrity and are also blot on the idea of India as envisioned by framers of our Constitution. The said instances of banishment have remained unchecked by the state authorities despite being duty bound to protect all the citizens of this country. Representative image NEW DELHI: Justifying its decision to ban online money games by bringing Promotion and Regulation of Online Gaming Act, Centre on Tuesday told Supreme Court that the unregulated online gaming sector had links with terror financing and money laundering, but said it was premature to examine validity of the law as it had not yet been notified after President’s assent.In an affidavit filed in court on a batch of petitions challenging validity of the law, the Centre told the court that the Act was meant to protect individuals, especially youth and vulnerable populations, from the adverse social, economic, psychological and privacy related impacts of online money games and to safeguard the integrity of financial systems and security and sovereignty of the country.”Unchecked expansion of online money gaming has been linked to financial fraud, money laundering, tax evasion, and in some cases, the financing of terrorism, thereby posing threats to national security, public order and integrity of the state… There is enough material and data that indicates the unregulated online gaming sector has links with terror financing and money laundering, yet again establishing the exclusive compete-nce of Parliament to regulate the same,” the affidavit said.It said data pertaining to money laundering and terror financing links to online money games were classified but agreed to place the same in SC in a sealed cover. “An analysis of data from Suspicious Transaction Reports and Cross Border Wire Tra-nsfer Reports revealed online gaming companies registered in small island countries where user accounts were registered with Indian banks in the name of proxy persons. There is one Sikh candidate and several Muslim candidates, let them know it so they can withdraw and seek admission elsewhere. If this continues, our children will go elsewhere. They will go to Bangladesh or Turkey to study,” Omar said.The row erupted after the new college filled seats strictly on NEET’s merit list and reserved 85% of its seats for J&K domiciles, with only eight Hindu students from Jammu making it to the first MBBS batch of 50.After the admissions were completed, VHP and Bajrang Dal were the first to protest, arguing that an institution funded by Mata Vaishno Devi Shrine Board should give preference to Hindus only.BJP joined them later. On Saturday, BJP’s leader of opposition Sunil Sharma formally lodged a protest with J&K lieutenant-governor (LG) Manoj Sinha, who is ex-officio chairman of the shrine board, submitting a memorandum seeking a review of admission norms.On Tuesday, J&K BJP president and Rajya Sabha member Sat Sharma reiterated the position, saying only those who have faith in Shri Mata Vaishno Devi should get admission in the medical college, which comes under Mata Vaishno Devi University.Omar questioned the stance. “When the J&K assembly passed the bill (for the university)…it was clearly stated that admissions will be based on merit. If you want admissions without merit, then seek permission from Supreme Court. As far as I know, our Constitution does not allow religion-based admissions,” the CM said.Omar urged BJP to read the bill under which Mata Vaishno Devi University was established, insisting nowhere does it mention “religion-based admissions”.The CM drew a parallel with Vaishno Devi Hospital, which has been functioning in Katra for several years. “If that logic is applied, then Muslims or non-Hindus should be denied treatment at the hospital? Where will it end? Should we ask people their faith before giving them ration? Should the police decide their duty based on religion?” Omar said.The word “secularism” is still in the Constitution, Omar pointed out. “If you don’t want secularism in this country, remove it from the Constitution. Omar Abdullah (File photo) SRINAGAR: J&K chief minister Omar Abdullah slammed Tuesday BJP’s objections to admission of Muslims in Katra’s Vaishno Devi Medical College, saying the party should then have it declared as a minority institution.Deputy CM Surinder Choudhary joined Omar in denouncing BJP’s stance, with the two heavyweights of the governing National Conference (NC) framing its objections as a direct challenge to India’s secular principles and constitutional values.“If you don’t want Muslim students to study in the medical college, then declare it a minority institution. There is one Sikh candidate and several Muslim candidates, let them know it so they can withdraw and seek admission elsewhere. If this continues, our children will go elsewhere. They will go to Bangladesh or Turkey to study,” Omar said.The row erupted after the new college filled seats strictly on NEET’s merit list and reserved 85% of its seats for J&K domiciles, with only eight Hindu students from Jammu making it to the first MBBS batch of 50.After the admissions were completed, VHP and Bajrang Dal were the first to protest, arguing that an institution funded by Mata Vaishno Devi Shrine Board should give preference to Hindus only.BJP joined them later. On Saturday, BJP’s leader of opposition Sunil Sharma formally lodged a protest with J&K lieutenant-governor (LG) Manoj Sinha, who is ex-officio chairman of the shrine board, submitting a memorandum seeking a review of admission norms.On Tuesday, J&K BJP president and Rajya Sabha member Sat Sharma reiterated the position, saying only those who have faith in Shri Mata Vaishno Devi should get admission in the medical college, which comes under Mata Vaishno Devi University.Omar questioned the stance. “When the J&K assembly passed the bill (for the university)…it was clearly stated that admissions will be based on merit. If you want admissions without merit, then seek permission from Supreme Court. As far as I know, our Constitution does not allow religion-based admissions,” the CM said.Omar urged BJP to read the bill under which Mata Vaishno Devi University was established, insisting nowhere does it mention “religion-based admissions”.The CM drew a parallel with Vaishno Devi Hospital, which has been functioning in Katra for several years. “If that logic is applied, then Muslims or non-Hindus should be denied treatment at the hospital? Where will it end? Should we ask people their faith before giving them ration? Should the police decide their duty based on religion?” Omar said.The word “secularism” is still in the Constitution, Omar pointed out. “If you don’t want secularism in this country, remove it from the Constitution. Then you can do what you want, and we will do what we must.”Deputy CM Choudhary asserted that admissions cannot be tied to faith. “These (medical college) students have qualified NEET. Representational image NEW DELHI: With reporting irregularities in implementation of the Jal Jeevan Mission (JJM) scheme, seven states have imposed penalties to the tune of around Rs 129 crore, including the maximum Rs 120 crore by Gujarat, against contractors and others, and registered cases against them and certain officials following a directive from Prime Minister Narendra Modi to spare no one when it comes to irregularities in the flagship initiative.Modi is learnt to have also instructed the Jal Shakti ministry and the states concerned to initiate action against all such cases of irregularities and directed the strict monitoring of the scheme, with zero tolerance for any financial, procedural and quality-related violations.The govt has recovered around Rs 13 crore in these states so far, with more than Rs 6.6 crore being recovered from Gujarat. The six other states from where penalty recovery has been made are Rajasthan (Rs 5.3 crore), Maharashtra (Rs 2 crore), Tripura (Rs 1.2 crore), Karnataka (Rs 1 crore), Assam (Rs 5 lakh) and Tamil Nadu (Rs 3 lakh).According to the ministry, 20 states/UTs — Assam, Chhattisgarh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Ladakh, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Odisha, Rajasthan, Tripura, Tamil Nadu, Uttar Pradesh, Uttarakhand, Punjab, and West Bengal — have reported cases of irregularities and taken action in 607 cases against 621 departmental officials, 969 contractors and 153 Third Party Inspection Agencies (TPIAs).Nine FIRs have been registered against 20 officials, 10 contractors, and 1 TPIA. One former Congress minister in Rajasthan (Mahesh Joshi), 10 officials and eight contractors have been arrested so far.Launched in Aug 2019 to provide functional tap water connections to all (approx.) 19.3 crore rural households in the country, JJM has so far covered more than 15.7 crore households (81% of all).
