Omar shared the post with the remark “If only”.On Sunday, addressing a rally in Jammu, the CM sarcastically asked whether he should approach Trump for J&K statehood, saying BJP politicians in J&K maintain that statehood cannot be secured by raising the issue in the J&K Assembly, in Jammu and Kashmir, or even in the national capital, New Delhi.“Now these BJP people should tell me, do I have to go to Donald Trump at the White House in America to get the restoration of Jammu and Kashmir’s statehood? If I cannot get restoration of statehood in the capital of my own country, then tell us. We will book our tickets, go to America, protest outside Mr Trump’s house and demand statehood from there. PDP president Mehbooba Mufti also paid tributes at her party office.Police sealed the area around the Martyrs’ Graveyard Sunday, deploying heavy security. Education minister Sakina Itoo said she tried to visit the graveyard at 4:30am Monday but was prevented from entering.Last year, Omar had broken through police barricades and climbed a wall to reach the graveyard.“It is a matter of great regret that today we are not being allowed to pay homage to those who sacrificed their lives on July 13 in the struggle against British paramountcy and autocratic rule,” he said on MondayPDP’s Iltija Mufti said, “I haven’t seen such a paranoid administration in J&K before.”“You can’t decide who Kashmiris idolise. Representative image NEW DELHI: Shiromani Akali Dal (SAD) leader Dalvir Singh Kala, a close aide of party chief Sukhbir Singh Badal, was shot at and injured by an unidentified motorcycle-borne assailant in Punjab’s Mansa district on Monday evening, police said.The incident took place in Bareta town when Kala, a former Zila Parishad member, was preparing to leave for home from his shop in the local grain market.According to eyewitnesses, an unidentified man riding a motorcycle intercepted Kala and opened fire before fleeing the spot.”It appeared that a single bullet was fired,” local resident Gurjant Singh said, adding that the attacker appeared to be in his 20s, as cited by news agency PTI.Kala suffered a bullet injury and was rushed to a hospital for treatment. Bodies of 15 Indians killed in Vietnam boat tragedy arrive in Mumbai NEW DELHI: A flight carrying the bodies of 15 Indian nationals who were killed in the Vietnam boat tragedy landed at Mumbai’s Chhatrapati Shivaji Maharaj International Airport on Monday. The remains were flown from Ho Chi Minh City on a Vietnam Airlines flight, as cited by PTI. Of the 15 victims, 10 were from Tamil Nadu, three from Andhra Pradesh and two from Kerala. “We are grateful for the many messages of condolences and prayers from our Vietnamese friends. Ladakh’s chief secretary, Ashish Kundra, has announced at a press conference in Leh that the Union Territory administration will constitute an Autonomous Hill Development Council in each of the seven districts. He described it as a major step towards democratic decentralisation and grassroots governance. Section 3(1) of the LAHDC Act already provides for a Council for every district, to be constituted from a date the government notifies in the gazette. Only amendments to the Act where required and a delimitation of constituencies remain.Ladakh moved from two districts to seven in April 2026, when Sham, Nubra, Changthang, Zanskar and Drass were notified. Elected representation until now has stayed with the two existing Councils in Leh and Kargil. Important points of the conference are as follows:1. ⁠ ⁠The Union Territory administration has decided to constitute a Ladakh Autonomous Hill Development Council in each of the seven districts. The Chief Secretary called it a major step towards democratic decentralisation and grassroots governance.2. ⁠ ⁠Each of the seven Councils will carry the full powers set out in the LAHDC Act. The new districts get the same authority that Leh has held since 1995 and Kargil since 2003, not a reduced version of it.3. ⁠ ⁠Hill Councils have authority over land ownership and land allotment within the district. Sham, Nubra, Changthang, Zanskar and Drass will exercise that authority within their own boundaries.4. ⁠ ⁠Councils regulate recruitment and promotion for district cadre posts. Employment decisions in the new districts will rest with an elected body inside the district.5. ⁠ ⁠Councils hold a dedicated Council Fund and can levy taxes and fees. Each new district will have a revenue base of its own.6. ⁠ ⁠Councils formulate their own development plans. Each district will set its own priorities rather than receive them from Leh or Kargil.7. ⁠ ⁠Councils are responsible for health, education and tourism at the district level, along with local infrastructure and social welfare schemes.8. ⁠ ⁠A Union Territory level body is proposed above the seven Councils under a customised Article 371 framework, with legislative, executive, financial and administrative powers. The chief secretary said the model has no parallel elsewhere in the country and will draw on the best features of other arrangements.9. ⁠ ⁠The structure and powers of the Union Territory level body will be settled through consultation between Ladakh’s representatives and the Government of India. Some rebalancing of powers between the Councils and the UT body may follow. The Councils are the first firm element of the new structure to be confirmed.10. ⁠ ⁠Panchayati Raj institutions will continue alongside the Hill Councils. This is the question the BJP is asking after leader of the opposition in Lok Sabha Rahul Gandhi and Wayanad MP Priyanka Gandhi Vadra did not visit the constituency following the July 7 landslide that claimed eight lives.Priyanka is the sitting MP, while Rahul was elected from Wayanad twice in 2019 and 2024. The BJP has reminded the Gandhis of Rahul’s promise that Wayanad would have “two MPs”, one official and one unofficial, when he was passing over the baton to Priyanka. A week after the tragedy, the BJP’s charge is that Wayanad effectively has neither.The ‘part-time politicians’ chargeThe BJP has accused the Gandhi siblings of being “part-time politicians” and treating Wayanad as a constituency of political convenience.BJP MP Sudhanshu Trivedi cited Rahul’s defeat in the family bastion of Amethi in 2019 to argue that Wayanad had provided him political ground at a difficult moment. “When Rahul Gandhi was unsuccessful in saving his political ground on his family seat, Wayanad provided him with political ground,” Trivedi said. “When he left that seat and gave it to his sister Priyanka, Rahul Gandhi said Wayanad would have not one, but two MPs. And today, both the so-called MPs are absent from the scene.”BJP spokesperson Tuhin Sinha sharpened the attack, calling Rahul and Priyanka “political tourists”. He alleged that Rahul had used Wayanad for his political survival after losing Amethi and abandoned it once he won Rae Bareli. He also claimed that Priyanka could leave if a more convenient seat became available.Why Wayanad mattersWayanad has a special connection with the Gandhi siblings. Priyanka Gandhi represents Wayanad in the present Lok Sabha while Rahul Gandhi won from here twice.In the 2019 Lok Sabha elections, Wayanad elected Rahul Gandhi for Lok Sabha with an impressive margin of over 12 lakh votes. This victory was significant and important for Rahul’s political career as the people of Amethi, from where the Gandhi scion was winning since 2014, had rejected him. Rahul had lost the election to BJP’s Smriti Irani. Wayanad victory ensured Rahul’s continued presence in Lok Sabha.In the 2024 Lok Sabha elections, Rahul Gandhi again won from Wayanad though with a reduced margin. However, since Rahul also won from Rae Bareli, the traditional Congress stronghold in Uttar Pradesh, he vacated his Wayanad seat. And that paved the way for the electoral debut of his sister Priyanka Gandhi in the ensuing bypoll. She won the November 2024 by-election by a landslide, securing 65% of the vote share and outperforming Rahul’s previous victory margin. So, their no-show in Wayanad has given the BJP enough ammunition for political attack.Beyond Wayanad: Where is Rahul?The Wayanad attack is part of a larger question the BJP has raised over the past few days: Where is Rahul Gandhi?Rahul has remained out of public view for nearly three weeks. His last major public appearance was at the launch of the ‘Chhatron Ki Goonj’ student outreach initiative in Kota on June 17 amid the controversy over alleged irregularities in NEET. The next planned event is on July 17.BJP claims that Rahul travelled abroad on June 22. The Congress has not responded to these claims.BJP IT department head Amit Malviya questioned the secrecy surrounding Rahul’s programme. “Rahul Gandhi’s foreign trip between 22 June and 13 July remains shrouded in mystery. Where did he go? Who did he meet? Who sponsored his travel and stay?” he said in a post on X.The timing has made the absence politically significant. The Congress is grappling with factionalism in Punjab ahead of the 2027 assembly elections, while preparations are also due for the Monsoon Session beginning July 20. This is the question the BJP is asking after leader of the opposition in Lok Sabha Rahul Gandhi and Wayanad MP Priyanka Gandhi Vadra did not visit the constituency following the July 7 landslide that claimed eight lives.Priyanka is the sitting MP, while Rahul was elected from Wayanad twice in 2019 and 2024. The BJP has reminded the Gandhis of Rahul’s promise that Wayanad would have “two MPs”, one official and one unofficial, when he was passing over the baton to Priyanka. A week after the tragedy, the BJP’s charge is that Wayanad effectively has neither.The ‘part-time politicians’ chargeThe BJP has accused the Gandhi siblings of being “part-time politicians” and treating Wayanad as a constituency of political convenience.BJP MP Sudhanshu Trivedi cited Rahul’s defeat in the family bastion of Amethi in 2019 to argue that Wayanad had provided him political ground at a difficult moment. “When Rahul Gandhi was unsuccessful in saving his political ground on his family seat, Wayanad provided him with political ground,” Trivedi said. “When he left that seat and gave it to his sister Priyanka, Rahul Gandhi said Wayanad would have not one, but two MPs. And today, both the so-called MPs are absent from the scene.”BJP spokesperson Tuhin Sinha sharpened the attack, calling Rahul and Priyanka “political tourists”. He alleged that Rahul had used Wayanad for his political survival after losing Amethi and abandoned it once he won Rae Bareli. He also claimed that Priyanka could leave if a more convenient seat became available.Why Wayanad mattersWayanad has a special connection with the Gandhi siblings. Priyanka Gandhi represents Wayanad in the present Lok Sabha while Rahul Gandhi won from here twice.In the 2019 Lok Sabha elections, Wayanad elected Rahul Gandhi for Lok Sabha with an impressive margin of over 12 lakh votes. This victory was significant and important for Rahul’s political career as the people of Amethi, from where the Gandhi scion was winning since 2014, had rejected him. Rahul had lost the election to BJP’s Smriti Irani. Wayanad victory ensured Rahul’s continued presence in Lok Sabha.In the 2024 Lok Sabha elections, Rahul Gandhi again won from Wayanad though with a reduced margin. However, since Rahul also won from Rae Bareli, the traditional Congress stronghold in Uttar Pradesh, he vacated his Wayanad seat. And that paved the way for the electoral debut of his sister Priyanka Gandhi in the ensuing bypoll. She won the November 2024 by-election by a landslide, securing 65% of the vote share and outperforming Rahul’s previous victory margin. So, their no-show in Wayanad has given the BJP enough ammunition for political attack.Beyond Wayanad: Where is Rahul?The Wayanad attack is part of a larger question the BJP has raised over the past few days: Where is Rahul Gandhi?Rahul has remained out of public view for nearly three weeks. His last major public appearance was at the launch of the ‘Chhatron Ki Goonj’ student outreach initiative in Kota on June 17 amid the controversy over alleged irregularities in NEET. The next planned event is on July 17.BJP claims that Rahul travelled abroad on June 22. The Congress has not responded to these claims.BJP IT department head Amit Malviya questioned the secrecy surrounding Rahul’s programme. “Rahul Gandhi’s foreign trip between 22 June and 13 July remains shrouded in mystery. Where did he go? Who did he meet? Who sponsored his travel and stay?” he said in a post on X.The timing has made the absence politically significant. The Congress is grappling with factionalism in Punjab ahead of the 2027 assembly elections, while preparations are also due for the Monsoon Session beginning July 20. Sonam Wangchuk’s health visibly worsens as he completes 16 days of hunger strike NEW DELHI: Educator and climate activist Sonam Wangchuk’s health has worsened significantly on the 16th day of his indefinite hunger strike at Jantar Mantar, with his blood glucose level dropping to 67 mg/dL and weight loss reaching 8.2 kg, the Cockroach Janta Party said on Monday.Wangchuk joined the CJP protests on June 28 and has been on an indefinite fast since then. Army seeks to add organic pulses to troops’ diet NEW DELHI: In a move towards sustainable nutrition, the Indian Army has made its first-ever request to the consumer affairs department — responsible for creating and maintaining the country’s buffer stock of pulses — for the supply of organic pulses for its personnel.Organic pulses, grown without using synthetic pesticides, improve heart health, regulate blood sugar and aid weight management.TOI has learnt that work has started to procure and deliver organic pulses to the over 12.5-lakh strong force as a pilot, initially for a few tonnes. Govt cooperatives Nafed and NCCF have been tasked to identify sources for procurement of organic pulses and work out the supply chain from storage to delivery.“Discussions are going on with some farmer producer organisations (FPOs), other such entities and farmers producing organic. The procurement price of these pulses would be higher. But with the Army indicating to buy this, everything will be worked out,” said a person involved in the process. “Organic pulses have lesser shelf life and so we have to have a proper supply chain from farmgate to the consumption point. Proper certification of such pulses is also key.”Officials said the pilot, in a way, will help put an institutional requirement in place to encourage farmers to produce organic pulses as there will be assured demand. There are over half a dozen FPOs in Gujarat, Madhya Pradesh, Bihar, Chhattisgarh and Jharkhand which have over 100 tonnes of organic pulses, including chana, green gram, moong, urad and tur, they said.Current;y, organic agricultural products can use “Natural Farming Certified” only after “PGS India Natural” status to a product is assigned. This is a decentralised, peer-reviewed certification system for chemical-free farming under the agriculture ministry. NEW DELHI: Six of the seven emerging cyber threats predicted for banks and financial institutions barely a year ago have already reached full-scale realisation, with artificial intelligence, stolen identities and manipulated payment workflows enabling attacks that increasingly resemble legitimate activity, India’s second Digital Threat Report for the BFSI sector has warned.The Digital Threat Report 2025-26, released by electronics and IT secretary S Krishnan, says the traditional progression of a cyber threat — from research and experimentation to large-scale exploitation — is breaking down. Threats are now being operationalised in months or even weeks, allowing attackers to innovate, scale and monetise faster than many financial institutions can respond.The report, prepared jointly by CERT-In, CSIRT-Fin and cybersecurity firm SISA, says social engineering, credential theft, supply-chain compromise and cloud exploitation, which were considered emerging or episodic risks in the previous edition, are now established attack methods. Only quantum risk among the seven predictions has not reached full-scale realisation, though “harvest now, decrypt later” strategies are already active.Its central concern is that the most damaging cyberattacks may no longer look like breaches. They can surface as authenticated user sessions, approved payments, routine account activity, compromised vendor actions or apparently normal business workflows, remaining indistinguishable from genuine transactions until the damage has occurred.The report groups the evolving risks into three broad clusters — AI and human deception, software and systems, and infrastructure and economy.Under AI and human deception, it flags industrial-scale deepfakes, synthetic identities, AI-generated phishing, business email compromise, credential theft and session hijacking. It says attackers are no longer crafting scams manually but generating, testing and deploying them at machine speed, weakening identity checks that depend on what a person sees or hears.The report also identifies “AI asymmetry” as a defining risk, warning that capabilities such as vulnerability discovery, exploit generation and attack orchestration, which earlier required specialist teams and weeks of work, are increasingly available to comparatively low-resource actors. At the same time, AI models used for credit, fraud detection, KYC and onboarding are themselves becoming attack surfaces through prompt injection, model probing and adversarial manipulation.“Cybersecurity is one of the most important concerns that we have to address if we have to preserve all the benefits that we have derived from digitisation,” Krishnan said. He said attacks could affect individuals through cybercrime, cripple organisations through ransomware and, at their highest level, create national-scale disruption.“We have to treat cybersecurity as an enterprise-wide systemic risk against which institutions need to constantly guard,” he said, adding that digital governance, including AI governance, must give primacy to cybersecurity and operational resilience. Krishnan also stressed the need to build domestic technological capacity, strengthen identity and account access systems, and use AI more effectively to enable defenders to act faster.On software and systems, the report warns of supply-chain compromise, poisoned software dependencies, cloud misconfigurations, insecure development pipelines and the manipulation of payment and API business logic. It says attacks can exploit OTP race conditions, parallel transaction triggering, object-level authorisation failures and exception pathways without using malware or breaching a network perimeter.The third cluster covers systemic risks to financial infrastructure, including ransomware, crypto-enabled monetisation, firmware and IoT compromise, and long-term threats to encrypted data from quantum computing.A major finding is what the report calls the “compliance-security translation gap”. Institutions may pass periodic assessments while remaining exposed because controls drift from their original intent, cover only part of the actual attack surface or fail to keep pace with cloud, AI, container and machine-identity risks.To explain how breaches escalate, the report introduces a four-layer “Anatomy of Cyber Failure” framework covering design, enforcement, signal and response gaps. It identifies four recurring failure chains — trusted entry breaches, privilege escalation, logic abuse and invisible attacks operating beyond an institution’s telemetry.The report lays out an 18-month roadmap. During the first six months, institutions should deploy phishing-resistant authentication for high-risk accounts, identify service and machine identities, test payment workflows against adversarial manipulation, strengthen secrets and encryption-key management, and automate incident containment.Over six to 12 months, they should introduce continuous session assurance, behavioural transaction monitoring, cloud identity controls, runtime software validation and quarterly post-audit attack simulations. The final phase calls for passwordless privileged access, controls over AI-model and training-data supply chains, stronger oversight of vendors’ vendors, runtime integrity attestation and post-quantum cryptography migration planning.The report’s message is that financial institutions must move from periodically proving that security controls exist to continuously proving that they work under real attack conditions.Get the latest India news and live updates. NEW DELHI: A Delhi court on Monday convicted former Aam Aadmi Party (AAP) councillor Tahir Hussain and several others in the 2020 murder of Intelligence Bureau (IB) officer Ankit Sharma during the North East Delhi riots.The Karkardooma court convicted Hussain of murder and other offences related to rioting. However, it dropped the charge of criminal conspiracy against him.According to ANI, the court also convicted Nazim, Kashim, Anas and Javed for murder, kidnapping, promoting enmity and rioting in connection with the case.The court acquitted six other accused.Ankit Sharma, an Intelligence Bureau official, was killed during the communal violence that erupted in North East Delhi in February 2020. Omar Abdullah calls BJP’s defamation notice ‘great honour’ NEW DELHI: Jammu and Kashmir chief minister Omar Abdullah on Monday reacted to the Bharatiya Janata Party’s defamation notice against him over his claim that the safforn party was trying to poach National Conference MLAs from the Jammu region.Calling the notice a “love letter”, Abdullah said that he was a “political force that they cannot ignore”.”I have not been issued any summons. I have received a letter from a lawyer. I consider this a great honour because I am the only politician in J&K who has bestowed with this love letter. I am a political force that they cannot ignore. At the same time, I think it is also symbolic of the way the BJP fights. They take political fights and hide behind the courts,” he said.The J&K BJP issued a legal notice to Abdullah over his allegation that the party had tried to lure National Conference MLAs with cash and ministerial positions in an attempt to bring down his government.”God bears witness that one MLA from Jammu told me that a BJP office-bearer, who is also a Supreme Court lawyer, offered him Rs 20-30 crore, a ministry, and statehood after asking him to support them. Mamata Banerjee cries foul over EC’s ‘stoic silence’, opposes more time for rebel camp NEW DELHI: Trinamool Congress (TMC) chairperson Mamata Banerjee has written to the Election Commission (EC), urging it not to grant any further time to the rival faction led by Ritabrata Banerjee in the dispute over the “real” TMC.In her letter, Mamata alleged that the poll body’s “stoic silence” after the extended deadline had effectively given the rebel camp additional “elbow-room”.The intra-party tussle escalated after the Ritabrata Banerjee-led faction approached the EC on July 2, claiming to be the “real” TMC. The group said it had informed the commission of organisational changes adopted during a special session held on June 22 and sought recognition of those changes.Following the rival claim, the EC asked both the Mamata Banerjee-led camp and the Ritabrata faction to submit their responses by 5.30pm on July 6. While Mamata’s camp filed its reply within the deadline, the rebel faction was granted an extension until 5.30pm on July 10.Mamata questions delay In her July 12 letter to the EC, Mamata said no communication had been received from the Ritabrata-led faction even two days after the extended deadline.”Though it is well past 10th July 2026, and it has been about 2 days therefrom, there has not been any communication made to the undersigned from the end of Shri Ritabrata Banerjee concerning such reply,” news agency PTI quoted the letter saying.”The EC had instructed both sides to keep each other informed about their submissions,” the news agency reported citing sources. “Hence, it can be inferred, in the absence or the failure to communicate to the undersigned, despite the precondition imposed by the Election Commission of India, that the Election Commission has also not been provided with the said reply within the extended time period,” she said in the letter.’Leeway’ not extended to MamataThe TMC chief alleged that while the rival faction had been given additional time, her camp was not afforded similar flexibility. NEW DELHI: Amid the alleged Ram Temple donation embezzlement row, Shri Ram Janmabhoomi Teerth Kshetra Trust has invited applications from eligible candidates for the post of chief executive officer (CEO) of the temple. The successful applicant will head the Ram temple’s administrative management and oversee its day-to-day operations.According to the Trust’s notification, applications must be submitted by 4 pm on July 18. The recruitment follows the finalisation of eligibility criteria by a selection committee. As reported earlier, applicants must be graduates with at least 20 years’ experience in administration or finance. Candidates with prior temple management experience will be given preference, while applicants must also be followers of the Hindu faith.The development comes as the Supreme Court issued notices to the Centre, the Uttar Pradesh government and the Ayodhya Ram Mandir trust on petitions seeking an independent, court-monitored probe into the alleged misappropriation of Ram Temple donations. The apex court also directed the UP government’s Special investigation team (SIT) to file a status report and disclose its composition.The selected CEO will initially be appointed for a three-year term and will be required to reside in Ayodhya during the tenure. The committee has also decided to appoint a Secretary to assist with the recruitment process. Sources quoted by ANI said that the selection process is expected to be completed within the next month after shortlisted candidates are interviewed.The move assumes significance amid the ongoing controversy surrounding alleged embezzlement of donations at the Shri Ram Janmabhoomi Teerth Kshetra Trust, which is being investigated by the SIT.Speaking on Sunday, Ram Mandir construction committee chairman Nripendra Misra clarified that the CEO would function as the administrative head of the temple’s management while remaining accountable to the Trust.”As the name suggests, the Chief Executive Officer will be the head of management. They will work under the Trust and oversee the management tasks. It depends on the Trust as to what kind of delegation of power they give to the CEO. Represetative image NEW DELHI: The Kerala high court on Monday allowed BJP councillor Sugathan R, who is under preventive detention under the Kerala Anti-Social Activities (Prevention) Act (KAAPA), to take his oath of office inside prison on July 14 at 11 am, Bar and Bench reported.Justice PV Kunhikrishnan observed that the democratic mandate of the electorate could not be defeated merely because an elected representative was under preventive detention.”Oath to be taken in 14.07.2026 at 11am inside the prison. Accredited media persons will be allowed inside to participate,” the judge said.According to Bar and Bench, the order came on a petition filed by Sugathan seeking directions to comply with an earlier High Court judgment requiring him to retake the oath as councillor of the Thiruvananthapuram Municipal Corporation.During the hearing, director general of prosecution T Asaf Ali argued that Sugathan could not be released solely for taking the oath since he was under preventive detention under KAAPA. Referring to Article 22(3) of the Constitution, he submitted that persons detained under preventive detention laws are excluded from the safeguards available to ordinary arrested persons under Article 22(1) and (2), Bar and Bench reported.The Court, however, stressed that the electorate had chosen Sugathan despite the criminal cases and allegations against him.”This person was elected despite all the cases against him, right? He has the mandate of the people. See whether the oath can be administered inside the prison. If necessary, I will implead the Superintendent of the Prison,” the judge remarked orally.The judge also said accredited media personnel should be allowed inside the prison during the swearing-in ceremony.”Allow some accredited media person inside the jail, because this is democratic process where they are taking oath, so people should also know what happens inside the oath taking place,” the judge stated orally.According to Bar and Bench, the case stems from a June 24 High Court judgment that declared the oath taken by Sugathan and several other councillors invalid after they swore allegiance in the name of various deities, political martyrs and movements instead of taking the oath in the manner prescribed under the Kerala Municipality Act, 1994.The Court had directed authorities to facilitate fresh oath-taking within four weeks while protecting the validity of the councillors’ official acts until the date of the judgment.While the other councillors retook their oaths, Sugathan was unable to do so after being detained under KAAPA on June 9 and lodged in Viyyur Central Prison, Bar and Bench reported.According to the petition, despite repeated representations to the State government and the Thiruvananthapuram Corporation, no arrangements were made to enable him to take the oath. The Corporation later scheduled the ceremony for July 14 at its conference hall.Sugathan subsequently sought temporary release to attend the ceremony. The Judicial First Class Magistrate Court-II, Nedumangad granted him interim release from the evening of July 13 until the night of July 14 for the swearing-in ceremony. NEW DELHI: Bengal’s controversial Public Safety and Control of Anti-Social Activities Act, popularly dubbed the ‘Goonda Bill’, came into force after midnight on Monday. The Act empowers the BJP government with sweeping powers including preventive detention, property confiscation and the removal of suspected troublemakers from specific areas. The government says the law is aimed at tackling organised crime and anti-social activities, while the Opposition has criticised it as draconian and vulnerable to misuse.The West Bengal Assembly passed the Bill on June 29 and received the Governor’s assent soon afterwards. With its notification now in force, authorities can begin implementing its provisions across the state.The government says the legislation is designed to strengthen public safety, improve law and order and crack down on organised criminal networks, illegal mining, unauthorised sand extraction, wildlife-related offences and other activities that create fear or disrupt normal life.Why the controversyOne of the law’s most debated provisions allows the government to order preventive detention for up to one year if it believes a person’s activities pose a threat to public safety.The provision has drawn criticism from opposition parties and sections of civil society, which argue that it could be misused to detain political opponents or critics without trial. The BJP, however, has rejected those concerns, maintaining that the law contains safeguards against arbitrary action.Under the Act, every preventive detention order must be reviewed by an advisory board headed by a serving or former Calcutta High Court judge, along with two members qualified to become High Court judges. A detained person will also have the right to present a defence before the board.CM Suvendu defends the ActChief minister Suvendu Adhikari has previously defended the provision, saying it is intended to target habitual offenders rather than ordinary citizens.The legislation also empowers the state to confiscate the property of individuals accused under the Act by invoking relevant provisions of the Bharatiya Nyaya Sanhita (BNS). Another key feature is the power to issue externment orders. District magistrates, police commissioners and senior police officers can direct a person to leave a particular area or even an entire district for up to one year if they believe the individual could disturb public order.The law further authorises police to prohibit certain individuals from entering specific areas and provides legal protection to government officials involved in implementing its provisions.Defending the legislation after it came into force, West Bengal minister Dilip Ghosh said the government had introduced the law to deal with politically backed criminal elements that, according to him, had operated in the state for years.”The people of West Bengal are agitated and tired of the hooliganism they have had to witness for so many years now, especially since most of these thugs were politically connected. To curb this menace, we had to bring in a new law, and it will be strictly implemented… Common people who are still scared to speak out must come forward and file FIRs. The law will take its course,” he told news agency ANI.While introducing the Bill in the assembly last month, Adhikari had argued that similar laws already exist in several states and accused previous governments of failing to tackle political violence effectively.”Before this is implemented, let me point out that the previous government took no action. The people of Bengal have rejected you through EVM. You have managed to form an opposition, but it is not a strong one. NEW DELHI: BJP on Monday stepped up its attack on Congress leader Rahul Gandhi, demanding that he explain his recent foreign trip while also accusing him and Priyanka Gandhi Vadra of neglecting the constituency after a landslide in Kerala’s Wayanad claimed eight lives.The landslide occurred on July 7 at the site of the Anakkampoyil-Meppadi twin-tube tunnel project, which is being built to connect Wayanad and Kozhikode districts.Launching a fresh attack, BJP IT department chief Amit Malviya questioned Rahul Gandhi’s overseas visit. “Rahul Gandhi’s foreign trip between 22 June and 13 July remains shrouded in mystery. Where did he go? Who did he meet? Who sponsored his travel and stay?” Malviya wrote on X.”These are legitimate questions that the Leader of the Opposition should come clean about. The public is entitled to know whether his overseas engagements involved meetings that could have a bearing on India’s political or strategic interests,” he added.”Does anyone know where Rahul Gandhi is? Which country is he holidaying in? Who is he with? Whom does he travel to meet so often? He has been away from India for an extended period, and no one knows his whereabouts,” Malviya had asked in another post on X.The BJP also questioned why neither Rahul , who earlier represented Wayanad in Parliament, nor Priyanka, the constituency’s current MP, had visited the affected area after the landslide.BJP national spokesperson Guru Prakash said the visuals from Wayanad were “horrifying and deeply disturbing.” “It is a Congress government there, and the MPs are from the Congress party. Rahul Gandhi and Priyanka Gandhi come to India only during holidays; otherwise, they mostly stay in Europe, the United States, or England…” he said.BJP spokesperson C R Kesavan further alleged that Priyanka, “the current MP from Wayanad, has totally neglected and abandoned Wayanad…””It has been six days since the devastating landslide in Wayanad. Until now, it has claimed about eight lives, but Priyanka Gandhi Vadra has not even bothered to visit the constituency and meet the grieving families of the victims and console them. Instead, she has just done a token tweet… This was the same pattern when Rahul Gandhi represented Wayanad before…” he added.BJP leader Syed Shahnawaz Hussain also targeted the Congress leader, saying, “Rahul Gandhi is on vacation. He seems to be troubled by India’s heat, rain, and monsoon, and is busy travelling abroad…”Earlier on Sunday, BJP national spokesperson Tuhin Sinha had accused both Rahul and Priyanka Vadra of failing to stand with the affected families.”They are merely political tourists. Apart from a single condolence post on social media, neither of them has shown any interest in reaching out to the affected families. This is shameful and reflects that both of them are part-time politicians,” Sinha said.Sinha also claimed Rahul had been missing from public engagements for nearly two weeks and said three of his scheduled student outreach programmes had to be postponed due to his continued absence.The BJP also linked Rahul Gandhi’s absence to the postponement of the Congress’ proposed student outreach programme, “Chhatron Ki Goonj”. As per the campaign schedule released by the Congress, the rallies initiative were scheduled in Prayagraj on July 10, Patna on July 11 and Delhi on July 14, before the next major event in Dehradun.However, the BJP alleged that the programmes were deferred because Rahul extended his foreign visit and is expected to return only around July 17. The Congress has not officially disclosed the purpose of Rahul Gandhi’s foreign trip.Sinha said Rahul’s prolonged absence had raised questions, particularly with the Monsoon Session of Parliament set to begin on July 20.Earlier, Amit Malviya had also questioned the leader of opposition’s absence in a post on X on June 23. “Rahul Gandhi has gone abroad.
