West Bengal BJP chief Samik Bhattacharya pays tribute to Syama Prasad Mookerjee in Bhawanipur KOLKATA: Pride and happiness defined the day for the kin of Syama Prasad Mookerjee as PM Narendra Modi and all other senior BJP leaders recalled his sacrifices and paid rich tributes to the founder of Bharatiya Jan Sangh. In the evening, Adhikari visited Mookerjee’s residence in Bhowanipore, the Bharat Sevashram Sangha headquarters in Ballygunge and Kalighat temple. Speaking to reporters, the CM outlined his govt’s plans. He also warned extortionists and “syndicate members”. “Now is the time to wind up your business and get lost. You have done enough damage. We won’t tolerate it anymore.”He also announced plans to declare June 20, 1947, as Bengal Foundation Day and promised restoration of religious and heritage structures. “History can’t be changed. I will discuss it in the cabinet and assembly. In 2027, most Indian cities will show a decline in crime rate. That is a safe prediction to make. Historical precedent suggests crime rates in large Indian cities fall sharply in a Census year.This is not because of better policing, but because of a mathematical glitch — one that the National Crime Records Bureau mentions in its fine print, but which is often missed in reports based on its data.NCRB updates the number of crimes every year. But for cities, it uses the last Census population as the denominator for calculating crime rate. That population number remains unchanged until the next Census. So, while crimes recorded each year may rise or fall, the population used to calculate the rate stays frozen — usually for a decade, and this time for more than 15 years.This is why comparisons such as “Delhi’s crime rate has risen” or “Delhi’s crime rate is higher than Mumbai’s” can be misleading unless the population base is understood.Take Delhi. In the latest NCRB report, the population used for Delhi City is still 1.6 crore, based on the 2011 Census. But the projected population of Delhi NCT is 2.2 crore. Since Delhi City accounts for almost the whole of the NCT, the city clearly cannot still have only 1.6 crore people if NCT has 2.2 crore.This difference changes the crime rate sharply. The number of IPC crimes is the same for Delhi and Delhi City — 2,75,402. But because NCRB uses different population bases, Delhi’s crime rate is shown as 1,259 per lakh, while Delhi City’s rate is 1,688 per lakh — 34% higher.There is a precedent for what happens when the population denominator is updated. In the 2001 Census, India had 35 cities with a million-plus population.When city populations were updated in 2011, crime rates fell in 27 of them. Kochi’s rate dropped from 1,898 per lakh to 1,636. Visakhapatnam, Bengaluru, Indore, Ahmedabad and Bhopal also saw drops of over 150 points. The steepest ‘falls’ came in fast-growing cities, where the old population number had become most outdated.That is the Census effect. NCRB uses the same city population until the next Census because official city-wise projections are not available.Juvenile crime rates may be slightly understated in NCRB’s calculationsA constant divisor makes the rate look progressively inflated. When the Census finally updates population, the rate can fall dramatically even if the actual number of crimes has not fallen.Similar issues appear in other NCRB categories. Crime rates against children, and crimes committed by juveniles, use India’s under-18 population from the 2011 Census — 44.4 crore. But with fertility rates falling, UN estimates suggest the under-18 population is now around 43.3 crore. That means juvenile crime rates and crimes against children may be slightly understated in NCRB’s calculations.The reverse may be true for senior citizens. NCRB uses the 2011 senior citizen population — 10.4 crore people aged 60 or above. But India is ageing, and UN estimates put the 60-plus population in 2024 at 15.7 crore. If so, NCRB may be substantially overstating the rate of crime against senior citizens.The lesson: crime numbers and crime rates do not always tell the same story. The number of crimes is an annual count. The rate depends heavily on the population used in the denominator. NEW DELHI: PM Modi touching the feet of a nonagenarian BJP member and then kneeling down in gratitude to the surging crowd at Brigade Ground, an image of Goddess Durga as the backdrop on the dais, and CM Suvendu Adhikari dressed in a gerua (saffron) kurta — the oath-taking of BJP’s first govt in West Bengal was marked by a medley of symbolism.If the Bengal assembly polls wrote history, BJP went to great lengths to acknowledge the ingredients which went into the making of this history as its maiden govt was sworn in. The emotional weight of the moment showed. After taking oath, Suvendu bowed to Modi, who has a dislike to people touching his feet, and lingered in the bent pose for a while as the PM clasped his folded hands with one hand and smilingly patted his back with another. He then held him tightly as the crowd roared.Suvendu reserved a similar gesture, though for a briefer while amid the row of dignitaries, for home minister Amit Shah, the lynchpin of BJP’s winning strategy. Since he quit TMC to join BJP in Shah’s presence in 2020, the home minister backed him for leading BJP’s ground resistance against the Mamata Banerjee govt despite the occasional grumblings from the organisation’s old guard. A faith that paid off.But the milestone event was also an occasion to acknowledge the long toil of veterans. Dilip Ghosh, a former RSS pracharak and ex-state BJP chief who at times felt hard done by as a new crop of netas emerged, was the first minister to take oath after Suvendu, a nod to his decades-long dedication to the saffron cause. Modi also met family members of a few of the BJP members who were killed in alleged political violence over the decades. BJP’s choice of five ministers attested to the party’s diverse social and regional support in the polls. While Suvendu is a Brahmin, Ghosh is an OBC, Ashok Kirtania, Kshudiram Tudu and Nishit Pramanik come from Matua, tribal and Rajbonshi communities. The lone woman member, Agnimitra Paul, is a Kayastha. With BJP having no Muslim MLA and the state having no legislative council, any Muslim representation in govt appears remote in what could be the first instance of the community finding no berth in a Bengal govt. KOLKATA: BJP began its first stint in office in Bengal on Saturday with Suvendu Adhikari being sworn in as the state’s first saffron chief minister along with five cabinet ministers, as PM Narendra Modi joined a lakh-plus crowd at Brigade Parade Ground in Kolkata to witness a former Left and then centrist bastion take a sharp turn towards right.BJP and RSS veteran Dilip Ghosh, designer-turned-politician Agnimitra Paul, former junior Union minister Nisith Pramanik, another RSS old-timer Khudiram Tudu and Matua face Ashok Kirtaniya were the other five ministers to take oath.The new cabinet will hold its first meeting Monday.
