Uttarakhand has been awarded the “Top Achievers Award” under the Business Reform Action Plan (BRAP) 2024, securing top achievements in five major reform categories. This recognition highlights the state’s significant progress in Ease of Doing Business, moving from 23rd in 2015 to a national leader. The state’s focus on digitisation and investor facilitation has transformed its business ecosystem. Union minister of state for commerce and industry Jitin Prasada was also present on the occasion. Uttarakhand has been recognised as a top-performing state in the areas of Business Entry, Construction Permit Enabler, Environmental Registration, Investment Enabler, and Labour Regulation Enabler. This marks a significant milestone in the state’s Ease of Doing Business (EoDB) journey, which began in 2015 when the state ranked 23rd, and has now emerged as a national leader under BRAP 2024.Receiving the award, Pandey said that “earning the top position in five key reform areas under the leadership and continuous guidance of chief minister Pushkar Singh Dhami is a moment of great pride for Uttarakhand. The journey from 23rd position in 2015 to becoming a top national performer today reflects the state’s progress in transparency, efficiency, and investor-centric governance.”He added that Uttarakhand has transformed its business facilitation ecosystem through complete digitisation of approval processes, covering the entire life cycle from application submission and online payments to real-time tracking, final approvals, renewals, and incentive disbursements. “Currently, over 200 services across more than 20 departments are offered online through the state’s Single Window System, reducing physical touchpoints and enhancing transparency. Key departments such as Revenue, Labour, Pollution Control Board, Development Authorities, Forest, Irrigation, Jal Sansthan, and Power are integrated into this system.”To further support investors, the state has established the Uttarakhand society for promotion of investment, startup and entrepreneurship (UK-SPISE), which provides dedicated assistance and complete project facilitation. “The state is focused on simplifying business processes and promoting sustainable and inclusive development to ensure investment growth while maintaining ecological balance”.Chief minister Pushkar Singh Dhami said that the state aims to become one of India’s leading destinations for industrial investment. “The Top Achiever recognition under BRAP 2024 reflects the state’s policy transparency, industry-friendly environment, and growing investor confidence. The interim list of 318 works has been drawn based on these themes.The ministry of rural development has shared this list of works with states and other ministries and they have also been asked for their views so that more works can be added going forward based on the requirements specific to certain areas, officials said.The ministry on Wednesday held a high-level inter-ministerial consultation on the draft convergence framework under the VB – G RAM G Act, 2025, ahead of the law coming into force from July 1.The consultation, chaired by rural development secretary Rohit Kansal was attended by representatives and nodal officers from 18 ministries and departments.The secretary emphasized that convergence is a core pillar of the VB – G RAM G Act and is essential for addressing interconnected rural development priorities such as water security, livelihoods, infrastructure, climate resilience and local economic development. He highlighted that the law envisages a “single plan – multi funding” approach, enabling different schemes and programmes to work towards common development outcomes while retaining their respective mandates and funding structures.”At the centre of the framework is the Viksit Gram Panchayat Plan (VGPP), which serves as the primary planning instrument for rural development at the Gram Panchayat level,” the ministry said in its statement.Highlighting that the plans will be prepared through community participation and approved by the Gram Sabha, officials said that the VGPP seeks to integrate local needs with the resources, expertise and investments available under various Central and state schemes.”The Framework envisages a bottom-up planning architecture in which development priorities identified by Gram Sabhas are aggregated through Panchayati Raj Institutions and aligned with sectoral programmes of different ministries and departments,” the ministry said. Representative image JAMMU: Five persons, including three pilgrims, died and six others were injured on Wednesday in two separate road accidents in Jammu & Kashmir’s Doda and Reasi districts.Police said, three members of a family from Nagrota were killed while they were returning from the Machail Mata Yatra. The accident took place at 6.30pm in the Malhori area of Assar tehsil in Doda district. Two others sustained injuries. They were shifted to Doda govt medical college for treatment.In another accident, two women in a car died on Wednesday in the Chiral Shajroo area of Reasi district at around 1.30pm. Representative image JAMMU: Five persons, including three pilgrims, died and six others were injured on Wednesday in two separate road accidents in Jammu & Kashmir’s Doda and Reasi districts.Police said, three members of a family from Nagrota were killed while they were returning from the Machail Mata Yatra. The accident took place at 6.30pm in the Malhori area of Assar tehsil in Doda district. Two others sustained injuries. They were shifted to Doda govt medical college for treatment.In another accident, two women in a car died on Wednesday in the Chiral Shajroo area of Reasi district at around 1.30pm. While no suicide note was recovered, investigators found a video clip of more than three minutes on her mobile phone alleging ill-treatment by her husband’s family NEW DELHI: A 24-year-old woman died by suicide at her matrimonial home in Delhi’s Nangloi area on Tuesday after allegedly recording a video in which she accused her in-laws of harassment and detailed the circumstances that led to her decision, police said on Wednesday.The woman, identified as Tina, was found hanging from a ceiling fan at her in-laws’ residence on Tuesday afternoon. Police rushed to the scene after receiving information about the incident and subsequently sent the body for a post-mortem examination.While no suicide note was recovered, investigators found a video clip of more than three minutes on her mobile phone. In the recording, Tina addressed her parents, husband and other family members, speaking about the difficulties she claimed to have faced in her marital home.According to police sources, she alleged ill-treatment by her husband’s family and described her husband as unstable. She also said she was unable to continue living with him.In the video, Tina can be heard telling her father that she was “leaving”. She appealed to her parents not to quarrel over her death and asked them to look after her one-and-a-half-year-old daughter. She further expressed that she did not want the child to be handed over to anyone else, including her husband.”I only wanted a small family. I never practised any black magic,” she said in the recording, while also making allegations against her husband’s family.Police said a case has been registered on the basis of statements recorded before the Sub-Divisional Magistrate (SDM), and further investigation is underway.Tina had been married for around two-and-a-half years and lived in Nangloi with her husband, who works in the private sector. The couple had a one-and-a-half-year-old daughter.Authorities are examining the allegations made in the video as part of the ongoing investigation.
