The entire 1,506-km Western Dedicated Freight Corridor will soon be operational as its final 102-km stretch nears completion. This, along with the already functional Eastern Dedicated Freight Corridor, significantly boosts freight train speeds. Railways is now planning a new 2,150-km corridor connecting Dankuni to Surat, designed for faster, high-capacity bulk transport. NEW DELHI: The last leg of Western Dedicated Freight Corridor (WDFC) — a 102-km stretch from Vaitarna–JNPT in Maharashtra — is slated for completion and train operations will start by the month end, railway officials have said. With this, the entire 1,506-km WDFC will become functional.The entire 1,337-km Eastern Dedicated Freight Corridor (EDFC) connecting Sonnagar in West Bengal to Sahnewal in Punjab is already operational. Overall, around 96.4% of the two corridors have been completed. The average freight train speed on the two dedicated corridors is over 50 kmph, which is double the speed of cargo trains on the railway network.Given the completion of the two freight corridors, railways has started fine-tuning the plan for the new 2,150-km Dedicated Freight Corridor (DFC) connecting Dankuni in West Bengal to Surat in Gujarat, which will pass through six states — Gujarat, Chhattisgarh, Jharkhand, Odisha, Maharashtra and West Bengal — and 32 districts. (@TNDIPRNEWS X/ANI Photo) NEW DELHI: Tamil Nadu’s main opposition, the Dravida Munnetra Kazhagam (DMK), on Tuesday lodged a complaint with the state’s Director General of Police (DGP), alleging that “private individuals” close to chief minister C Joseph Vijay regularly attend Cabinet meetings and have even issued directions to government officials.Describing the allegations as “cognizable offences,” the MK Stalin-led party demanded that police register an FIR, conduct a fair and comprehensive investigation, and take action against all those responsible.The complaint, lodged by DMK organisation secretary RS Bharathi, named John Arockiasamy and Vishnu Reddy as the two alleged associates of CM Vijay.”It has been seen and reported that John Arockiasamy and Vishnu Reddy, stated to be close associates of the chief minister and residents of Andhra Pradesh, have regularly attended Cabinet meetings, official review meetings and other high-level government deliberations conducted at the Secretariat. It has further been reported that both individuals have been allotted office chambers adjoining the office of the chief minister within the Secretariat,” the complaint alleged.It further claimed that news reports suggested the two “private individuals” had participated in executive decision-making, issued directions to government officials, influenced government policy, or exercised “de facto” executive authority without any lawful appointment or statutory sanction.According to Bharathi, Vijay, as chief minister, holds the highest executive office in the state and is constitutionally bound by the oath of office and secrecy under Article 164(3) of the Constitution. As such, he is under a continuing legal duty to preserve the confidentiality of Cabinet proceedings and other sensitive government business.The central issue requiring investigation, Bharathi argued, is whether Arockiasamy and Reddy are government servants or hold any office or authority recognised under law that authorises them to participate in confidential government proceedings or access classified information.”If they possess no such lawful authority, their presence during Cabinet meetings or confidential review meetings, where Cabinet papers, classified records, official files and sensitive policy matters are discussed, prima facie raises serious offences relating to the unauthorised communication, receipt, possession and use of official information by them, the chief minister, and all other persons who knowingly facilitated such access,” the complaint stated.According to the DMK, Section 5 of the Official Secrets Act, 1923, criminalises the use of official information by persons not lawfully entitled to it, as well as the unlawful disclosure of such information by persons under a legal duty to preserve secrecy.The complaint further alleged that the matter disclosed “additional offences” under the Bharatiya Nyaya Sanhita, 2023, including criminal conspiracy, abuse or misuse of public office, abetment, and other offences that may emerge during the investigation.Bharathi called on the police to register an FIR, conduct a fair and comprehensive investigation, and proceed against every person found responsible. NEW DELHI: Existing seasonal rainfall deficit of 40% will be reduced in July, backed by good rains in the first 7-10 days due to further advance of monsoon in many parts, including Delhi, Haryana, Punjab and some parts of Rajasthan during the next 2-3 days, but overall the rainfall is likely to be ‘below normal’ in most parts of the country during the month, IMD said in its latest forecast on Tuesday.The month is also likely to be warmer than usual as the Met department predicted “above normal” temperatures in many parts of the country.Besides the progress of the monsoon in the remaining parts of the country, the good rains during the first 10 days of the month from Odisha and West Bengal to Gujarat and Maharashtra, covering most parts of central India, can be attributed to the formation of the low-pressure system (LPS) over the Bay of Bengal.“Conditions are favourable for further advance of southwest monsoon into remaining parts of Uttarakhand, Himachal Pradesh and Ladakh, some more parts of Gujarat, Madhya Pradesh, Uttar Pradesh, entire Daman & Diu, Jammu & Kashmir, most parts of Haryana-Chandigarh-Delhi and Punjab, and some parts of Rajasthan during the next 2-3 days,” said Mrutyunjay Mohapatra, director general, IMD.He underlined that the good rains in the next 7-10 days in July, which normally happen to be the rainiest month of the monsoon season (June-Sept), may help sowing operations, specifically in the ‘monsoon core zone’ – the rain-fed area of the country where farming largely depends on the seasonal rainfall.Noting that the “rainfall over all India (99.5 mm) was fifth lowest June rainfall since 1901”, Mohapatra said, “There was negative impact on rainfall activity over Indian region due to development of El Nino, while the Indian Ocean Dipole (IOD), which is in neutral phase, could not help to compensate the negative impact of El Nino.” He also flagged that there were no low-pressure systems formed during June.El Nino Southern oscillation (ENSO) and Indian Ocean Dipole (IOD) are two key factors that govern variation in monsoon rainfall. El Niño – a natural climate pattern in which the surface waters of the central and eastern tropical Pacific Ocean become warmer than usual – is associated with weak monsoon and harsher summer in India. The IOD – difference in sea surface temperatures between the western and eastern parts of the tropical Indian Ocean – helps formation of stronger monsoon winds. The positive IOD invariably soften the impact of strong El Nino.The year 2009 received the lowest June rainfall (87.6 mm) since 1901, followed by 1905 (91.9 mm), 2014 (92.8 mm), 1926 (96.7 mm) and 2026 (99.5 mm). This year, India received the lowest June rainfall after 2014, which was the drought year.Though IOD, which softens the impact of El Nino if turned positive, continues to be in neutral condition as per the IMD’s model, some global models hint at the possibility of it turning positive by the end of Aug and Sept. If that happens, the second half of the monsoon season may get slightly better rainfall. But it may not offset the deficit of June-July.“Currently, neutral IOD conditions are being observed over the Indian Ocean. PM Modi NEW DELHI: Prime Minister Narendra Modi on Tuesday interacted with government secretaries at Seva Teerth and reviewed key governance priorities, with discussions focusing on deregulation and reforms to improve ‘ease of doing business’ and ‘ease of living’, and promote ‘Aatmanirbharta’ (self-reliance). During the interaction, the prime minister called for greater use of the PM GatiShakti platform as an effective tool for inter-departmental coordination and integrated planning. He also urged senior officials to focus on the tangible impact of government schemes on people’s lives.The discussions centred on two key themes: “deregulation and other reforms for ease of doing business and ease of living” and “promoting Aatmanirbharta”.The secretaries highlighted the ongoing efforts of their respective ministries and departments to translate the prime minister’s vision into actionable outcomes. They also discussed sector-specific challenges and outlined future strategies aimed at improving governance and enhancing service delivery.PM Modi stressed the importance of adopting a whole-of-government approach and breaking departmental silos to ensure better coordination and more effective implementation of policies. Further emphasising the need for integrated planning and collaboration, he called for wider utilisation of the PM GatiShakti platform as a key tool for inter-departmental coordination and informed decision-making.PM Modi also urged the secretaries to focus on the tangible impact of government schemes on people’s lives. According to PTI, the officials made detailed presentations on the functioning of their ministries, highlighting the progress achieved in various reform measures and citizen-centric initiatives.The prime minister has already set the goal of transforming India into a developed nation by 2047, when the country marks 100 years of Independence.
