NEW DELHI: The Public Accounts Committee (PAC) Sub-Committee on Defence on Friday reviewed key audit findings related to the ministry of defence, with Chief of Defence Staff General Anil Chauhan’s successor, General Raja Subramani, and senior defence officials appearing before the panel at Parliament House Annexe.The meeting, chaired by BJP MP Aparajita Sarangi, focused on examining observations made by the Comptroller and Auditor General (CAG) regarding defence projects, particularly the execution of Military Engineer Services (MES) contracts and cases involving abandoned government buildings.According to the agenda, the committee first received a briefing from audit officials before recording oral evidence from representatives of the defence ministry.The panel examined issues relating to “Internal control and quality assurance in execution of MES contracts” based on Chapter II of CAG Report No. 1 of 2026. It also reviewed findings under “Abandonment of buildings constructed costing Rs. 166.16 crore due to substandard construction and delay in fixing of responsibility” contained in Paragraph 3.3 of CAG Report No. 28 of 2025.The audit observations relate to deficiencies in quality assurance, project monitoring and accountability in defence infrastructure projects undertaken through the Military Engineer Services.The meeting forms part of Parliament’s broader scrutiny of defence preparedness, modernisation and financial accountability.It comes shortly after the Parliamentary Standing Committee on Defence held deliberations on the transformation of Defence Public Sector Undertakings (DPSUs).The Standing Committee, chaired by BJP MP Radha Mohan Singh, met on July 8 at Parliament House Annexe to review “Review of Self-reliance and Modernisation of Defence Public Sector Undertakings (DPSUs) – Old DPSU”.During that meeting, officials from the ministry of defence and various DPSUs briefed members on initiatives aimed at improving self-reliance, modernising production capabilities and strengthening the defence manufacturing ecosystem.Earlier, on June 24, the Parliamentary Standing Committee on Defence also heard oral evidence from senior military officials on the “Role of Indian Army in ensuring defence of the Country”.Chief of defence staff General Raja Subramani and army chief designate lieutenant General Dhiraj Seth were among the senior officers who attended the session.During the discussions, defence officials briefed the committee on efforts to adopt advanced technologies, promote innovation and enhance the operational capabilities of the armed forces. At least we should not, even unknowingly, make him suffer through our own delay. We only have to pass a resolution. Does even a file have to suffer for so long? It has been two sessions — from March 5 to July 10,” he said.Expressing disappointment, the senior BJP legislator said, “It pains me that as a worker who has devoted his life to Savarkar’s ideology, our own government appears to be sitting on the file. I regret this deeply. A bench comprising CJI Surya Kant and Justices Joymalya Bagchi and V Mohana will hear three petitions on Monday NEW DELHI: The Supreme Court will hear a batch of petitions on July 13 seeking an independent and time-bound probe into the alleged embezzlement of donations at the Ram temple in Ayodhya.According to the Supreme Court’s website, a bench comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V Mohana will hear three petitions after the apex court reopens on Monday.The pleas seek a court-monitored Central Bureau of Investigation (CBI) probe into the alleged financial irregularities involving the Shri Ram Janmabhoomi Teerth Kshetra Trust, which manages the affairs of the Ram temple.Petitioners seek CBI probe, forensic auditOne of the petitions, filed by Narendra Kumar Goswami, seeks a CBI investigation into the alleged embezzlement along with a Comptroller and Auditor General (CAG) audit of the Trust’s finances.Another petition filed by practising advocates Ajay Kumar Rai and Dinesh Kumar Yadav has sought the constitution of a CBI-led multi-disciplinary Special Investigation Team (SIT) to investigate the alleged financial irregularities and other purported illegalities concerning the Trust’s administration.The petition has also sought directions to the Centre, the Uttar Pradesh government and the Trust to establish regulatory, supervisory and audit mechanisms to safeguard public interest and maintain the confidence of millions of devotees and donors.”Whether or not the reports regarding missing funds and other alleged irregularities concerning the Shri Ram Janmbhoomi Teerth Kshetra Trust are ultimately found to be true, such reports have caused deep concern among the generations that struggled for the restoration of the glory of Ayodhya,” the plea stated.The petition further argued that the Uttar Pradesh government’s SIT began its inquiry without registration of an FIR or any regular criminal case, and said the allegations should be independently verified through a professional agency with expertise in complex financial investigations.A third petition, filed by Rashtriya Janata Dal (RJD) MP Sudhakar Singh, has sought a Supreme Court-monitored CBI probe as well as a forensic audit of the Trust’s entire finances.Investigation underway, eight accused arrestedThe hearing comes as the investigation into the alleged embezzlement continues in Uttar Pradesh.On July 7, an Ayodhya court granted one-day police custody of three of the eight accused arrested in the case — Anukalp Mishra, Lavkush Mishra and Karunesh Pandey. This is still in place. I have no details otherwise; the existing system still continues,” he told news agency ANI while confirming that passes continue to be issued using trust general secretary Champat Rai’s ID.On the investigation, he said, “We have faith in Ram Lalla, and the chief minister and the administration are fully aware and involved. We have full faith in the police; they are performing their duty. A bench comprising CJI Surya Kant and Justices Joymalya Bagchi and V Mohana will hear three petitions on Monday NEW DELHI: The Supreme Court will hear a batch of petitions on July 13 seeking an independent and time-bound probe into the alleged embezzlement of donations at the Ram temple in Ayodhya.According to the Supreme Court’s website, a bench comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V Mohana will hear three petitions after the apex court reopens on Monday.The pleas seek a court-monitored Central Bureau of Investigation (CBI) probe into the alleged financial irregularities involving the Shri Ram Janmabhoomi Teerth Kshetra Trust, which manages the affairs of the Ram temple.Petitioners seek CBI probe, forensic auditOne of the petitions, filed by Narendra Kumar Goswami, seeks a CBI investigation into the alleged embezzlement along with a Comptroller and Auditor General (CAG) audit of the Trust’s finances.Another petition filed by practising advocates Ajay Kumar Rai and Dinesh Kumar Yadav has sought the constitution of a CBI-led multi-disciplinary Special Investigation Team (SIT) to investigate the alleged financial irregularities and other purported illegalities concerning the Trust’s administration.The petition has also sought directions to the Centre, the Uttar Pradesh government and the Trust to establish regulatory, supervisory and audit mechanisms to safeguard public interest and maintain the confidence of millions of devotees and donors.”Whether or not the reports regarding missing funds and other alleged irregularities concerning the Shri Ram Janmbhoomi Teerth Kshetra Trust are ultimately found to be true, such reports have caused deep concern among the generations that struggled for the restoration of the glory of Ayodhya,” the plea stated.The petition further argued that the Uttar Pradesh government’s SIT began its inquiry without registration of an FIR or any regular criminal case, and said the allegations should be independently verified through a professional agency with expertise in complex financial investigations.A third petition, filed by Rashtriya Janata Dal (RJD) MP Sudhakar Singh, has sought a Supreme Court-monitored CBI probe as well as a forensic audit of the Trust’s entire finances.Investigation underway, eight accused arrestedThe hearing comes as the investigation into the alleged embezzlement continues in Uttar Pradesh.On July 7, an Ayodhya court granted one-day police custody of three of the eight accused arrested in the case — Anukalp Mishra, Lavkush Mishra and Karunesh Pandey. NEW DELHI: The Joint Committee of Parliament examining the proposed legislation on simultaneous elections is working towards creating a framework that could enable the ‘One Nation, One Election’ model to be implemented by the 2029 Lok Sabha elections, committee chairperson PP Chaudhary told news agency PTI.Speaking to reporters on the sidelines of the panel’s two-day meeting in Goa, Chaudhary said consultations held across the country had received overwhelming support from civil society stakeholders for the proposal. He also cited estimates suggesting that frequent elections cost the Indian economy nearly Rs 7 lakh crore.The committee held discussions on the Constitution (129th Amendment) Bill, 2024, beginning its Goa visit with an interaction involving chief minister Pramod Sawant and members of the state cabinet. The deliberations focused on the practical challenges of conducting simultaneous elections and possible ways to address them.”We had an informal interaction with the chief minister and cabinet ministers, who represent the people of Goa. We discussed how ‘One Nation, One Election’ can be implemented, what challenges exist and how they can be mitigated while maintaining a fine balance acceptable to all,” Chaudhary said.He said the panel has already travelled to several states, including Gujarat, Karnataka, Maharashtra, Himachal Pradesh, Uttarakhand, Punjab, Haryana and Delhi, where it consulted constitutional experts, educationists, civil society organisations and other stakeholders.According to Chaudhary, the response has been overwhelmingly positive.”We have found that almost 99 per cent of stakeholders, particularly from civil society and various organisations, favour simultaneous elections. The effort now is to evolve a mechanism that is acceptable to all political parties,” he said.Asked about the likely timeline, the BJP MP from Rajasthan’s Pali constituency said the committee was exploring different models that could allow the reform to take effect before the next general election.He added that some states could align their election schedules even earlier if their governments and political parties voluntarily agree to synchronise their electoral cycles.Chaudhary also highlighted the economic case for the proposal, referring to findings presented before the high-level committee headed by former President Ram Nath Kovind.He said an economic assessment submitted to the Kovind panel estimated that conducting elections separately across the country results in losses of nearly Rs 7 lakh crore, while synchronised polls could produce comparable economic gains.”Elections are now not confined to one state. If elections are held anywhere in the country, they have an impact on other states because the economy is interconnected,” Chaudhary said.Using Goa as an example, he said elections in other states influence tourist arrivals in Goa, while elections in Goa itself affect the state’s tourism sector.”The economy today is globalised. An adverse impact in one state affects other states as well. Frequent elections have economic consequences beyond state boundaries,” he said.Chaudhary also argued that repeated elections interrupt governance and place additional burdens on the education system, as government school teachers are routinely assigned election-related duties such as preparing electoral rolls, training and polling work.”As a result, teaching in government schools suffers. The worst affected are children from economically weaker sections who depend on government schools. This is a serious concern if the situation continues over the coming decades,” he said.Describing simultaneous elections as a key electoral reform envisioned by Prime Minister Narendra Modi, Chaudhary said the initiative would contribute to India’s ambition of becoming a developed nation by 2047.”The details will emerge with time.
