The Central Bureau of Investigation (CBI) on Tuesday filed a chargesheet against 13 accused in connection with the NEET-UG paper leak case before the Rouse Avenue Court in Delhi.The chargesheet, filed by the Economic Offences Wing of the CBI, will be placed before the special fast-track court constituted to hear paper leak cases on Wednesday.According to the agency, the case has been registered under Sections 315(5), 318(4), 61(2), 238 and 303(2) of the Bharatiya Nyaya Sanhita (BNS), 2023, along with Section 13(2) read with Section 13(1)(a) of the Prevention of Corruption Act, 1988, and Sections 3, 4, 5, 10 and 11 of the Public Examinations (Prevention of Unfair Means) Act, 2024.As per the information shared by ANI, the accused named in the chargesheet are Yash Yadav, Mangilal Biwal, Dinesh Biwal, Vikas Biwal, Subham Khairnar, Dhananjay Lokhande, Prahalad Kulkarni, Tejas Harshad Kumar, Dr Manoj Shirure, Shivraj Raghunath Motegaonkar, Manisha Waghmare, Manisha Mandhare, and Manisha Sanjay Hawaldar.All 13 accused are currently in judicial custody.The alleged leak of the NEET-UG examination paper triggered nationwide outrage and led to multiple investigations into irregularities in the conduct of the medical entrance examination.Dharmendra Pradhan also resigned on July 25 as Union education minister, following which the Cockroach Janta Party withdrew its 36-day agitation that had mobilised lakhs of people over alleged irregularities in competitive examinations and the NEET paper leak.Get the latest India News and Live updates. Govt says birth certificate gives one legal identity NEW DELHI: A bill seeking to make the provision for delayed registration of births and deaths more stringent, is set to be introduced in the Lok Sabha, and shall require every birth or death reported to the registrar after two years of its occurrence, to be registered on only an order made by a judicial magistrate of the first class.As per the statement of objects and reasons of The Registration of Births and Deaths (Amendment) Bill, 2026, the proposal to make the law more stringent is based on consultations held with the state/UT govts and other stakeholders and “will encourage timely reporting of events of birth and death”.It added that “the registration of births and deaths is mandatory under the Act and the birth/death certificate issued after such registration, provides legal identity to an individual” and “is admissible as evidence for the purpose of proving the birth and death of a person”.Birth certificate is also the key document for determining a person’s citizenship status. It is one of the documents accepted during the special intensive revision (SIR) electoral roll, as a proof of citizenship. The bill seeks to add sub-section 3A to Section 13, requiring any birth or death intimated to the registrar after two years of occurence, to be registered only on the order of a first-class judicial magistrate, “after verifying the correctness of the birth or death and on payment of such fee as may be prescribed”.The existing Section 13(3) mandates that a birth or death, of which delayed information is shared with the registrar after one year but within two years of its occurrence, will be registered only on order of a district magistrate, sub-divisional magistrate or an executive magistrate authorised by the district magistrate and appointed under Section 14(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS).The rules to implement Section 13(3A) — including determination of the prescribed fee for delayed registration — may be framed by the state govt, empowered under Section 30 to do so.Get the latest India News and Live updates. (PTI photo) NEW DELHI: The West Bengal government on Tuesday announced that it would not take any coercive action against students who participated in recent demonstrations over the NEET (UG) paper leak issue.However, the BJP-led state government clarified that the relief would not apply to individuals with criminal antecedents.The directions are in line with the Supreme Court’s interim order earlier in the day, under which states can continue investigations into registered FIRs but cannot take coercive action against students who participated in protests, provided they have no criminal antecedents.According to an official press release, one case had been registered in West Bengal in connection with the NEET (UG) paper leak protest issue and 16 people had been arrested as of 6 pm on July 26.Earlier, two other BJP-led states, Bihar and Assam, announced the withdrawal of cases and legal proceedings against all protesters involved in demonstrations over the alleged NEET (UG) examination irregularities.In Maharashtra, another BJP-led state, chief minister Devendra Fadnavis directed the state home department to issue orders for the withdrawal of cases registered against students who participated in the protests.The Cockroach Janta Party (CJP), an online satirical outfit that led the main protests in Delhi, has warned of resuming its agitation if cases against all protesters are not withdrawn. Uttarakhand CM Dhami distributes subsidies to boost clean mobility (ANI image) Uttarakhand chief minister Pushkar Singh Dhami on Tuesday distributed capital grant and incentive subsidy cheques to six primary beneficiary vehicle owners under the Uttarakhand Clean Mobility Transition Policy-2024 at the Mukhya Sevak Sadan, Chief Minister’s Camp Office. The transport department has also completed the subsidy approval process for five additional beneficiaries.On the occasion, the CM flagged off 11 clean fuel-based vehicles. Addressing the programme, he said that the assistance was not merely financial support but a symbol of the state government’s commitment to building a clean, modern, and environmentally sustainable transport system in Uttarakhand. He said the initiative would promote clean fuel-based public transport in urban areas, reduce pollution caused by diesel-powered vehicles, and strengthen environmental conservation efforts.Dhami said the world is facing the serious challenge of climate change, making it essential to strike a balance between development and environmental protection. He emphasised that development is meaningful only when it remains in harmony with nature and ensures a safe and clean future for coming generations. The CM said that under the leadership of Prime Minister Narendra Modi, India is emerging as a global leader in green energy and sustainable development. He highlighted initiatives such as the country’s target of achieving net-zero emissions by 2070, the Lifestyle for Environment (LiFE) campaign, the PM e-Bus Sewa scheme, and the expansion of solar and other renewable energy sources as evidence of India’s commitment to environmental protection.Dhami said Uttarakhand, nestled in the Himalayas and revered as Devbhoomi, is the origin of life-giving rivers such as the Ganga and Yamuna. He noted that the state’s rich biodiversity, forests, rivers, and mountain ecosystems are invaluable national assets. Protecting the environment and maintaining ecological balance, he said, is a shared responsibility, adding that the state government’s vision is to ensure that development and environmental conservation go hand in hand.The chief minister said that with this vision, the government has implemented the Uttarakhand Clean Mobility Transition Policy-2024.The policy aims to modernise public transport in urban areas, reduce pollution caused by ageing diesel vehicles, and encourage the adoption of CNG and other clean fuel-based transport systems. He expressed confidence that the policy would lay a strong foundation for a cleaner, safer, and more sustainable transport network across the state. Dhami further said that the state government is continuously expanding the operation of electric buses in Dehradun, Haridwar, and Haldwani.EV charging stations are also being established across Uttarakhand to provide the necessary infrastructure for clean mobility.
