NEW DELHI: Oral medicinal formulations containing more than 12% ethyl alcohol and sold in bottles larger than 30 ml will soon require a doctor’s prescription after the Centre amended the Drugs Rules to curb their misuse.Officials said the move follows complaints from states, including Uttar Pradesh and Madhya Pradesh, that certain medicinal tinctures were allegedly being misused. Traditionally, tinctures containing ingredients such as cardamom and ginger were intended as medicinal preparations, largely used as digestive aids. However, some products allegedly contained 60-80% ethyl alcohol and were allegedly being sold as medicinal products despite containing very high levels of ethyl alcohol and were reportedly being misused like liquor.The ministry said the products covered include certain herbal and medicinal liquid preparations, including cardamom and ginger tinctures. These are concentrated herbal extracts prepared using ethyl alcohol as a solvent, not the kitchen spices themselves. While cardamom and ginger have long been used in traditional medicine, particularly for digestive and other therapeutic purposes, some tincture formulations contain 80-90% ethyl alcohol, making them vulnerable to misuse for intoxication.The health ministry has notified the Drugs (Tenth Amendment) Rules, 2026, under which such formulations will no longer be exempt from licensing requirements under Schedule K of the Drugs Rules, 1945. Instead, they will be brought under Schedule H1, meaning they can be sold only against the prescription of a registered medical practitioner. Pharmacies will also have to maintain records of every sale. The rules will come into force six months after their publication in the Official Gazette.With the amendment, oral medicinal formulations containing more than 12% ethyl alcohol will no longer be able to claim exemption under Schedule K merely because they contain ingredients such as cardamom, ginger or other spices.Existing provisions under the Drugs Rules already prescribe ethyl alcohol limits for several traditional systems of medicine. Ayurvedic, Siddha and Unani syrups are permitted to contain up to 16% ethyl alcohol, while Homoeopathic medicines are limited to 12%. Officials said the latest amendment seeks to create a uniform regulatory framework for medicinal products containing high levels of ethyl alcohol.According to the ministry, the amendment is aimed at strengthening regulatory oversight of medicines containing high levels of ethyl alcohol, ensuring they are supplied only through the regulated pharmaceutical supply chain and reducing the possibility of diversion and misuse while ensuring they remain available for genuine therapeutic use.Get the latest India news and live updates. Representative image NEW DELHI: In the Union territory of Daman and Diu and Dadra and Nagar Haveli, 29.7% of electors have been deleted from the draft electoral roll published on Friday, with officials overseeing the SIR (special intensive revision attributing the unique trend to the UT’s large migrant workforce and heavily industrialised economy.The largest share of deletions – 22.5% of the electorate – comprised voters who were marked absent or untraceable as they were not found on their registered addresses despite multiple visits by BLOs. Another 4.6% had permanently shifted, 1.7% had died, 0.6% were registered at multiple places, and 0.2% were deleted under the “others” category.Final voter roll on August 11Of the UT’s 4.28 lakh electors, just over 3 lakh, or 70.3%, submitted enumeration forms on June 4, when the SIR was announced. The remaining were removed from the draft roll.”The latest survey by the health department put the UT’s population at 6.8 lakh, of which around 3 lakh were migrants,” an officer involved in SIR told TOI.While 29.7% is the highest rate of deletion so far in any state/UT at the draft roll stage, it is not the final figure, as deleted names can be added back during the claims and objections period. Supreme Court NEW DELHI: A “petitioner-in-person”, Prabal Pratap, on Friday caught a Supreme Court bench and advocates by surprise when he “ordered” the judges to register a case against a police officer in Lucknow, threw a bunch of papers in the courtroom and then went on to swear at the CJI.Appearing along with co-petitioner Chandra Bhan before a bench of Justices K V Viswanathan and Alok Aradeh, Pratap said: “Mr Judicial Servant, I order you to order registration of FIR against ACP, Vikas Nagar, Lucknow.””You are ordering us?” asked a surprised Justice Viswanathan. Unfazed, Pratap who, like Chandra Bhan, was attired like an advocate, continued brandishing 185 pages of documents against Duplex Technologies, which, he alleged, is running a syndicate. Despite criminal contempt, SC refrains from taking actionHe tossed the bundle into the air. As the papers scattered, he then used a cuss word, prompting security personnel to physically remove him from the courtroom.However, despite the criminal contempt, the bench did not initiate any action. The bench said, “As far as the merit of this case is concerned, we have perused the records, we find no good ground to interfere with the impugned judgement/order(s). The special leave petition is, accordingly, dismissed,” it said.Pratap had challenged Allahabad high court’s April 6 order refusing to entertain his writ petition seeking quashing of the February 21 order of special chief judicial magistrate (custom), Lucknow, which had converted his application under Sec 173(3) of Bharatiya Nagarik Suraksha Sanhita into a private complaint case along with subsequent proceedings arising from the case Prabal Pratap Vs Duplex Technologies Services.He had also sought a direction to the Lucknow police commissioner to take over the investigations into his allegations against Duplex Technologies Services.
