NMC has directed all medical colleges to remain vigilant and avoid granting leave NEW DELHI: With the NEET-UG retest on June 21, National Medical Commission (NMC) has directed all medical colleges to remain vigilant and avoid granting leave to students on June 20 and 21, citing past instances where students were found involved in activities that could compromise the exam’s integrity.In a notice, NMC asked medical colleges to sensitise students against involvement in any activity that could be prejudicial to the exam’s conduct and said the measure was intended as a deterrent. Supreme Court flags ARC-borrower-bank scam, seeks replies NEW DELHI: Expressing concern over an alleged nexus between asset reconstruction companies (ARCs), borrowers and banks resulting in the siphoning of thousands of crores of public money, Supreme Court Friday sought responses from Union home and finance ministries as well as RBI and Serious Fraud Investigation Office in relation to such a scam involving JKM Infra Projects.Appearing for a PIL petitioners, advocate Ashwini Upadhyay told a bench of CJI Surya Kant and Justice V Mohana that a debt of Rs 1,537 crore owed to public sector banks has been settled through two ARCs — Prudent and Phoenix — for a mere Rs 73.5 crore, resulting in a huge loss of public money.The petitioner alleged that JKM Infra, a Noida-based infrastructure company controlled by the Jalan family, had taken Rs 912 crore loan from a consortium of seven banks led by State Bank of India between 2012-15 against a meagre collateral of Rs 72 crore. Soon the firm defaulted, and a forensic audit by Ernst & Young in May 2018 found that more than Rs 902 crore were siphoned to shell companies, non-existent vendors, forged work orders and undisclosed bank accounts.Despite this finding, SBI didn’t classify the account as fraud and auctioned the loan to sole bidder Prudent ARC at 75% discount for a sum of Rs 120 crore against a debt of Rs 596 crore, the petitioners alleged. During the proceedings before the debt recovery tribunal, the debt was transferred to Phoenix ARC in 2025 at Rs 73.5 crore against a total outstanding of Rs 1,537 crore, it was alleged.“The police attempted to close the first FIR as a mere family dispute, but the trial court rejected the closure report in Jan 2026 and directed investigation into the E&Y forensic findings. The directorate of enforcement, the income tax criminal investigation wing, RBI, and the ministry of corporate affairs have all received detailed representations, but none of them have taken any appropriate and meaningful action to date,” they claimed.The bench asked the respondents, including SBI, Canara Bank, Union Bank of India, JKM Infra and its promoters, SEBI, two ARCs and E&Y, to file their responses to the PIL in four weeks and said, “We will not spare anyone. Bankers indulging in such activities is unfortunate.”On the sale of debt to ARCs, it said, “This is the cleverest device adopted by the banks. Sell the outstanding debt at 10% of the dues and allow the borrower to wriggle out of the liabilities. We do not want to go into the commercial wisdom of the banks. But if this is the commercial wisdom — give taxpayers money and make no attempt to recover it — then it would require investigation.”The bench also doubted the credentials of the PIL petitioners but said, “There is a dire need to look into the conduct of ARCs who give a complete go-by to the recovery process. Targeted takedowns failed, says HC on Telegram ban NEW DELHI: Terming the temporary ban on messaging app Telegram by the Centre as the “least restrictive measure” to ensure there is no paper leak or rumour to that effect ahead of the crucial NEET UG retest, the Delhi high court backed the decision on Friday, with two days to go for the exam. The court said Telegram’s technical features, including large public channels, cloud-based storage, extensive bot ecosystems, username-based operations, mirror channels and message-editing, made it particularly susceptible to misuse for spreading misinformation and facilitating fraud.Justice Tejas Karia, in a 39-page verdict, also upheld the IT ministry’s decision to rely on Sec 69A of the IT Act to ban the entire platform instead of blocking a particular information in a bid to ensure a fair NEET-UG retest on June 21.Targeted takedowns failed, says HC on Telegram banAn application or platform, in its ordinary and commonly understood sense, is a computer programme or software designed to perform specified functions for an end user. In view of the express inclusion of ‘codes’, ‘computer programmes’ and ‘software’ within the definition of ‘information’ under Section 2(1)(v) of the IT Act, there is no reason to exclude an application or platform from the ambit of the said expression,” HC noted.Holding that targeted takedowns had proved ineffective, the Delhi high court said the govt showed that “entity-specific interventions” such as removing channels, bots, and accounts repeatedly failed because offending entities continued to reappear through backup channels and audience migration mechanisms.It cited the “emergency nature” of the ban order to conclude that the Centre, upon consideration of the material placed before it, was “satisfied that Telegram was being misused for the dissemination of exam-related misinformation, the circulation of purported examination papers, and other fraudulent and unlawful activities, which were likely to have serious implications for public order in the country”. It noted that “the limited temporal scope of these measures demonstrates that they are narrowly tailored and confined to the period strictly necessary for securing the stated objective”.Justice Karia also highlighted that Telegram permits messages, including files, to be edited at a later point in time.“Such functionality may be employed to disseminate misinformation by editing messages sent prior in time by replacing the attachment to give the impression that the examination paper was leaked prior to the examination even though such editing takes place after conclusion of the examination. Accordingly, any subsequent editing of messages relating to NEET UG, 2026 may mislead the general public and, consequently, give rise to a potential public order situation,” the Delhi high court further observed, explaining why the govt has decided to keep the editing function disabled till June 30.HC also found nothing amiss in the ban order, noting that temporarily blocking the Telegram platform satisfied the requirement of proportionality and “constitutes the least restrictive measure for achieving the stated objective”.The court pointed out that unlike other conventional platforms, Telegram is entirely cloud-based, thereby enabling the storage and retrieval of large volumes of content.Get the latest India news and live updates.
