Govt fixing polls with EC’s help: INDIA bloc to CJI NEW DELHI: Claiming that democracy is in “jeopardy” because the BJP govt is “manipulating” elections with the help of a “biased” Election Commission, the joint opposition has urged CJI Surya Kant to suspend SIR of electoral rolls, arguing it should be done five years before an assembly election. The opposition also raised questions about EVMs and sought serious consideration to restore ballot papers, while alleging that polls in Delhi, Maharashtra and Haryana were manipulated. INDIA bloc, in its June 28 letter to CJI, stated it would not have written to him but has been forced by circumstances. In a list of its grievances – SIR to “favour BJP”, “misuse of agencies to manipulate polls”, and appointment of ECs – it hinted it has hit a wall with govt.Who next if courts too fail? INDIA bloc to CJIThe SIR process was upheld by Supreme Court in May as it observed that the exercise advances the constitutional imperative of free and fair elections.”Democracies turn into anarchies when institutional mechanisms fail completely… We are not questioning judiciary. In fact, we turn to courts when every mechanism fails. When this, too, fails, it leaves open the question – who do we now turn to? We leave that question for you to ponder upon,” the bloc of 24 political parties and an Independent MP wrote to CJI. “Judges do not live in ivory towers. You, too, are aware of what is happening on the ground,” it said. The letter alleged that under BJP, poll manipulation starts with the appointment of election commissioners, as Modi govt removed CJI from the collegium to select ECs, contrary to Supreme Court’s judgment in Anoop Baranwal case. It alleged govt has appointed people who are “closely associated with it”.”The reason for our grave concern is the brazen biased conduct of the EC, in particular chief election commissioner,” it said. “There has been open, unabashed support of the BJP during the course of electoral processes,” the bloc said, calling SIR the “unkindest cut” by EC and CEC Gyanesh Kumar.Get the latest India news and live updates. New Delhi (PTI photo) NEW DELHI: Bengaluru, Chandigarh and Delhi have the highest average income in the country, while Chandigarh, Thiruvananthapuram and Vadodara top the charts on average household spend, a report by data outfit PRICE and Tata Sons, accessed exclusively by TOI, has shown. When it comes to overall demand, the country’s top six cities – Delhi, Mumbai, Bengaluru, Kolkata, Chennai and Hyderabad – account for 46% of the total consumption and two-thirds of the urban consumption.Within this, Delhi NCR is by far the biggest consumption base: At 6 billion it is as big as the combined heft of Mumbai and Bengaluru, which adds up to 4 billion. Now, that’s because of the population, as NCR has 7.5 million households compared with 4.6 million in Mumbai. When it comes to scale, NCR households annually spend over billion on transportation – larger than Pune or Ahmedabad’s total consumption market.Top 100 cities drive 31% of consumptionThe report, ‘Many Urban Indias’, by PRICE’s Rajesh Shukla and Tata Sons’ Rupa Purushothaman and Vishal Vaibhaw, has estimated data for 2025-26 on the basis of household-level microdata from the four PRICE’s ICEO 360-degree surveys between 2014 and 2023 and supplemented it with numbers from govt surveys. It estimated that India’s top 100 cities account for less than a fifth of the population but generate over a third of the income and account for 31% of the consumption. It has classified cities into Big Six (over 10 million population with an average annual income of Rs 23 lakh), Boomtowns (such as Ahmedabad, Jaipur, Surat and Pune that are home to 2.5-10 million population and the average income is Rs 17 lakh), Breakout Cities (1.5-2.5 million population and Rs 14 lakh annual income) and Frontier Cities (0.5-1.5 million population and Rs 12 lakh average income). The report said that the share of middle-income households (Rs 6-36 lakh) has nearly doubled from 29% to 53% in the past decade, and by 2030, they are projected to be 60% in the top 100 cities. Currently, Hyderabad has the highest proportion. When it comes to high-income (over Rs 36 lakh), their share has increased from 3% to 12% in the last 10 years and is likely to near 20% by 2030. While Delhi, Mumbai and Pune are on top, cities like Raipur, Thoothukudi and Kannur are among the fastest growing not only in this segment, but also among middle-income households. The report also said that low-income households will disappear by 2030, at least in the top 100 cities, with the share of those with less than Rs 1.5 lakh falling to 0.3%.Get the latest India news and live updates. Representative image NEW DELHI: Government is set to summon Meta after reports alleged paid ads on Instagram promoted child sexual abuse material in India. IT minister Ashwini Vaishnaw has directed MeitY officials to seek a formal explanation from the company, sources said Friday.Officials said MeitY will ask Meta to explain how Instagram’s review systems cleared such ads, if checks were done before they went live, and what action was taken after the matter was flagged. MeitY may seek details of the company’s ad-screening mechanism and safeguards to prevent a repeat.AI used to detect abuse but crooks hide among our 3bn users: MetaA BBC investigation said Instagram showed paid promotions in India using explicit terms and links leading users to Telegram channels where child sexual abuse materials were allegedly being sold. The report said the ads appeared on an India-based account and promotions had passed Instagram’s moderation systems. Meta said it had disabled multiple ads and accounts and blocked violating URLs, stressing it has a “zero tolerance policy for soliciting or sharing CSAM (child sex abuse material), including in ads”.A Meta spokesperson told TOI the company uses “advanced AI technology to proactively detect violating content and individuals”, but added that it remains “in a constant battle with criminals who hide among our 3.5 billion users and try to evade our detection”.Under India’s IT framework, intermediaries are required to act against harmful content, particularly material involving sexual exploitation of children. Govt sources said ads, unlike ordinary posts, are expected to pass through pre-publication review. “The platform will have to explain how paid content of this nature could appear despite its stated policies,” a source said. The controversy comes amid the Centre’s push to hold platforms accountable for online harms, including content targeting children, obscene material, deepfakes and cyber-enabled abuse. Meta said its teams are continuously working to improve its defences, develop new technology to identify predators, block links to violating websites and share intel with other companies to help curb child exploitation online.Get the latest India news and live updates. Representative image (AP) NEW DELHI: There doesn’t appear to be any respite from El Nino’s impact over the monsoon, with the latest update of World Meteorological Organisation (WMO) Friday indicating a “rapid development” of this climatic phenomenon during July-Sept, increasing the likelihood of heatwaves, droughts and other extreme weather events in many parts of the globe, including the Indian subcontinent.India is already facing El Nino’s influence with June recording a huge rainfall deficit of 40% for the month, affecting the ongoing sowing operations of almost all kharif (summer-sown) crops, thereby reducing the overall acreage in the country by around 23% compared to the corresponding period last year.El Nino – a naturally occurring climate pattern characterised by above-average sea-surface temperatures in the central and eastern equatorial Pacific Ocean – is invariably associated with a weak monsoon and a harsher summer in India. These events typically occur every two to seven years and usually last between nine and 12 months.”El Nino conditions are already under way and are forecast to strengthen rapidly into a strong event… This will intensify the chances of drought and heavy rainfall and the risk of heatwaves on land and sea in many regions of the world,” said WMO secretary general Celeste Saulo.Though the rainfall deficit in India will gradually be reduced with the spread of monsoon over the entire country and due to other meteorological factors during July-Sept, the status of the kharif acreage will depend on both the quantitative as well as spatial distribution of rains in the ‘monsoon core zone’ – the rain-fed area where farming is largely dependent on seasonal rains. The agriculture ministry’s acreage data shows the total area sown at 182 lakh hectares as on June 25 – 23% less compared to 236 lakh hectares a year ago. All major crops – paddy, pulses, oilseeds, coarse cereals (millets and maize) and cotton – have seen lower acreage so far this year compared to the corresponding period last year. Acreage of oilseeds has seen the highest decline of 53%.Get the latest India news and live updates.
