Kerala LoP Pinarayi Vijayan NEW DELHI: Kerala leader of opposition and former chief minister Pinarayi Vijayan on Friday lashed out at the Centre and the BJP amid the ongoing controversy over the rendition of ‘Vande Mataram’ in the Kerala Assembly. He alleged that singing the full version of the national song was ‘part of the RSS agenda’.Vijayan said there was no requirement to sing the complete version of ‘Vande Mataram’ or even stand up when only the first two stanzas were rendered.”It had already been made clear earlier that there was no need to sing Vande Mataram in its entirety. There are no other obstacles regarding that issue. In fact, there is no requirement to stand up when only the first two stanzas of Vande Mataram are sung. Singing the full version of Vande Mataram is part of the RSS agenda. During the oath-taking ceremony, the entire song was rendered, which should not have happened. Following that experience, the government appears to have taken a strict decision. That is the stand that should be adopted,” he said.His remarks came days after the BJP accused the Kerala assembly of insulting the national song by not performing the complete version of ‘Vande Mataram’ during Governor Rajendra Vishwanath Arlekar’s policy address last Friday.Before and after the Governor’s address, a band team performed only the opening stanzas of the national song.Senior BJP leader and Kazhakkoottam MLA V Muraleedharan alleged that there was a central government directive requiring the full rendition of ‘Vande Mataram’ at events attended by the Governor, but claimed the Kerala assembly did not follow it.”This is an insult to Lok Bhavan and the Honourable Governor. Goa authorities are aggressively inspecting and sealing nightclubs for safety and licensing violations following a deadly fire. Teams are checking all establishments, with two already shut down for lacking fire safety and structural integrity. Photo credit: PTI The Goa government has launched an intensive crackdown to inspect and seal nightclubs found violating safety and licensing norms ahead of the Christmas and New Year season.Officials said Sunday that teams comprising members from the district administration, fire and emergency services and the police have begun inspections across the North Goa tourism belt, reported PTI. Goa Club Owners Saurabh & Gaurav Luthra Arrested in Phuket After Deadly Fire The action follows the December 6 fire at the Birch by Romeo Lane nightclub at Arpora in North Goa, which claimed 25 lives.“We are inspecting all the nightclubs, checking their licences and permissions. Any club found to be violating the norms is sealed,” government officer Kabir Shirgaonkar, who is heading the inspection team, as quoted by PTI. Another official said the team has been authorised to seal establishments found flouting norms immediately.So far, two nightclubs, Goya Club and Cafe CO2 Goa, both located at Vagator have been sealed. Cafe CO2 Goa was situated on a cliff overlooking the Arabian Sea. Shirgaonkar said Goya Club was built on agricultural land, while Cafe CO2 Goa did not have a no-objection certificate from the Fire and Emergency Services Department and lacked structural stability.The Fire and Emergency Services Department has also ordered the revocation of the no-objection certificate granted to Diaz Pool Club and Bar at Anjuna in North Goa. A surprise inspection conducted on Saturday found that the existing fire prevention and safety arrangements at the premises were inadequate and required upgradation, according to an order issued by divisional fire officer Shripad Gawas.The inspections come days after chief minister Pramod Sawant held a high-level meeting with senior officials and tourism stakeholders to strengthen safety measures ahead of the festive season. Officials said licences of tourist establishments lacking fire safety compliance would be cancelled, and the sale of liquor after 11 pm across the state has been prohibited to curb late-night violations.So far seven people have been arrested in connection with the Arpora nightclub, officials said. Authorities have also formed multiple committees, including a magisterial inquiry panel and a fire safety audit committee, to probe the incident and review safety norms. Meanwhile, a CBI team has reached Phuket, Thailand, to complete the deportation process of Saurabh and Gaurav Luthra, owners of Birch by Romeo Lane. The Indian embassy in Thailand will issue emergency certificates after their Indian passports were suspended by the Union government. New Delhi: In an important ruling, Supreme Court has said that a person employed on compassionate grounds to alleviate family difficulties because of death of a parent in harness cannot seek appointment to higher posts merely because they have the requisite qualifications for the same.A bench of Justices Rajesh Bindal and Manmohan on Friday reversed a Madras HC judgment directing Tami Nadu govt to promote two persons initially appointed as sweepers on compassionate grounds, due to death of their fathers, as Junior Assistants as they had the requisite qualifications for that post at the time of their appointment in 2007 and 2012. Both had approached the HC in 2015.The bench said employment is provided on compassionate grounds to the eligible kin of an employee who dies in harness to enable the family of the deceased to tide over difficult times. “Such appointment which is arising out of exceptional circumstances cannot be used as a ladder to climb up in seniority by claiming a higher post merely on the basis that he/she is eligible for such post,” it said. Justice Bindal said once the dependent of a deceased employee is offered employment on a compassionate basis, their right stands exercised. “Thereafter, no question arises for seeking appointment to a higher post. Otherwise, it would be a case of ‘endless compassion’,” he said.The bench said compassionate appointment is a relief against financial hardship caused by the sudden and unforeseen loss of the earning member of a family, and employment to the kin of the deceased is provided under such circumstances to ensure that the family members do not face impoverishment.SC: Recruitment for other posts governed by rules applicable for all The SC said recruitment for other posts are governed by rules and regulations which apply to all eligible candidates. Thus, it would be impermissible to allow a person who has entered employment through compassionate grounds to bypass the process of recruitment and get promoted to a higher post, it said.”An applicant for the post on a compassionate basis may be eligible for any higher post, but that does not mean he has the right to be appointed on that post. This depends on the rules and the policy applicable and also the number of vacancies to be offered in that category.
