Amit Shah (File photo) NEW DELHI: Union home minister Amit Shah on Saturday directed the high-level committee on demographic change to study the shift in population structure in border districts, officials said. Chairing the meeting of the committee, Shah also asked it to visit border areas, metro cities and industrial towns for an assessment of changes because of illegal migration and other unnatural causes, they said. The Home Ministry had formed the high-level committee to assess demographic changes across India due to “illegal immigration and other unnatural causes” and suggest measures to address these challenges. The Committee is headed by retired Supreme Court judge Justice Prakash Prabhakar Naolekar and includes the census commissioner, along with retired IAS officer Durga Shankar Mishra, ex-IPS officer Balaji Srivastava and Dr Shamika Ravi as members. The joint secretary (foreigners-l), ministry of home affairs, is the member secretary of this committee. Announcing the formation of the committee last month, Shah had emphasised that demographic change is a serious issue linked not only to the country’s sovereignty but also to national security, law and order, profound changes in social structure and the preservation of tribal society. “This committee will conduct a comprehensive assessment of demographic changes occurring across India due to illegal immigration and other unnatural causes, analyse patterns of abnormal population shifts at the levels of religious and social communities, and present a planned and time-bound solution for the same,” he had said. The high-level committee will conduct a scientific evaluation of the demographic changes taking place in different regions of the country due to illegal immigration and other unusual factors, examine their causes, and suggest suitable policy, legislative and administrative interventions, a government statement had said. According to the Terms of Reference of the committee, it will comprehensively deliberate upon the challenges arising from demographic changes, including illegal immigration. It will also study the possible causes of demographic changes, such as cross-border activities (including illegal immigration), economic opportunities, and other socio-environmental factors, the statement said. The panel will also identify the underlying factors behind these changes, which include illegal immigration, abnormal settlement patterns and orchestrated migration, it said. Further, the committee will analyse structural population changes at the level of religious or social communities, particularly where they deviate from broader trends. It will recommend a streamlined and permanent operational mechanism for the legal, fair, and time-bound identification, detention, and deportation of illegal immigrants already residing in the country, the statement had said. NEW DELHI: Amid mounting speculation over a possible leadership change in Karnataka, deputy chief minister DK Shivakumar is scheduled to attend a breakfast meeting convened by chief minister Siddaramaiah at the CM’s official residence, Kaveri, in Bengaluru on Thursday at 9 am.The meeting comes a day after intense discussions in Delhi between the Karnataka leadership and the Congress high command fuelled buzz over a potential transition in the state’s top post.According to party sources, Siddaramaiah and Shivakumar separately met Congress president Mallikarjun Kharge, Leader of Opposition Rahul Gandhi, KC Venugopal and Karnataka in-charge Randeep Surjewala for more than six hours on Tuesday.Sources told TOI that Rahul Gandhi is learnt to have asked Siddaramaiah to consider taking up a national role in the party and respond within a week. The Congress leadership is also believed to have discussed a possible Rajya Sabha berth for the Karnataka CM as part of a leadership transition plan.Speaking to reporters after the meetings in Delhi, KC Venugopal dismissed reports of a leadership change and said discussions were limited to the upcoming Rajya Sabha and legislative council elections. He termed the reports as “speculation”.Party insiders, however, said Siddaramaiah conveyed that he had no ambitions in national politics, though Rahul Gandhi was keen on bringing the veteran OBC leader into the national fold to strengthen the party organisation. The latest developments are being seen as a major breakthrough for Shivakumar, who has long maintained that a rotational chief ministerial arrangement had been promised to him when the Congress formed the government in Karnataka after the 2023 assembly elections.Sources also said Siddaramaiah sought time to consult loyalists before taking a final decision. Discussions are expected to continue in Bengaluru following his return from Delhi. The Congress leadership is learnt to be working towards a negotiated transition to avoid internal instability similar to the crisis witnessed in Rajasthan during the party’s previous regime.About the AuthorTOI News DeskThe TOI News Desk comprises a dedicated and tireless team of journalists who operate around the clock to deliver the most current and comprehensive news and updates to the readers of The Times of India worldwide. New Delhi: The absence of anaemia estimates from the newly released National Family Health Survey (NFHS)-6 Fact Sheets has sparked questions among public health experts, with the government saying the indicator was excluded because of concerns over the blood-testing method used in previous survey rounds.Health Ministry officials said haemoglobin testing was not carried out in NFHS-6 due to concerns about the capillary blood sampling method used earlier. Instead, anaemia estimates will come from the Indian Council of Medical Research’s Diet and Biomarkers Survey, which uses venous blood samples and is expected to provide more accurate results. The clarification comes amid debate over the absence of several indicators from the NFHS-6 Fact Sheets, which cover 101 key health, nutrition and demographic measures.Officials stressed that the Fact Sheets are only the first stage of data dissemination and not the final NFHS-6 report. A detailed National Report, to be released later, will contain additional indicators, analyses and methodological details. The ministry also rejected suggestions that key indicators had been dropped. According to officials, some data are now being generated through specialised surveys and administrative systems. For example, sanitation and clean cooking fuel coverage are tracked through dedicated surveys, while mortality and birth registration statistics continue to come from systems such as the Sample Registration System and Civil Registration System. At the same time, NFHS-6 has added new indicators, including population composition, elderly population share, financial inclusion, antenatal care utilisation, vaccination coverage, severe diarrhoeal disease prevalence and expanded breastfeeding measures.Officials said detailed family planning indicators, selected child health interventions, women’s health measures and HIV-related findings will be included in the full National Report.”The Fact Sheets are the first stage of dissemination. The detailed National Report will provide a much broader picture,” a senior Health Ministry official said. The ministry maintained that NFHS remains India’s largest household health survey and continues to be a key source of evidence for health policy and planning.About the AuthorAnuja JaiswalAnuja Jaiswal is a Senior Assistant Editor at The Times of India, with an impressive 18-year career in narrative journalism.
