She identified herself as Kajal and presented an Indian passport that listed her place of birth as Nohra in Himachal Pradesh, an official from Sahar police station said.However, immigration officers grew suspicious as her facial features appeared distinctly Nepali. She was sent for further verification, during which she admitted that she was a Nepali citizen, the official added.During questioning, she revealed her real name as Kajal Lama and said she was originally from Parsa district in Nepal. She told police that her parents had migrated to Himachal Pradesh years ago, allowing her to obtain an Aadhaar card, PAN card and a bona fide certificate using a fake address in the state. File photo NEW DELHI: The Delhi high court has held as invalid prohibition on transfer or migration of a medical student from one college to another, and has directed National Medical Commission to formulate a “proper policy” to permit migration.A division bench of Chief Justice D K Upadhyaya and Justice Tejas Karia zeroed in on Regulation 18 of the Graduate Medical Education Regulation, 2023, and termed it “unreasonable and arbitrary”, and violating the Constitution.The bench was dealing with a petition by a medical student with 40% visual impairment who sought migration from Govt Medical College, Barmer to a college in Delhi. The court directed NMC to take a decision within three weeks on the petitioner’s transfer request.“What we find is that in the name of maintaining uniformity, standard and integrity in the matter of medical education across the institutions, total prohibition on transfer or migration of a student, need of which may occur in various situations, including the one which arose in this case, cannot be said to be reasonable; rather, in our opinion, such prohibition is manifestly unreasonable and arbitrary,” the high couty said in its order on Feb 4.The bench observed NMC’s stand that migration was prone to misuse could not be sustained, as the possibility of abuse could not be used to deny legitimate rights to a citizen.The court noted that the medical condition and capabilities of the petitioner were worsening on account of the harsh climate in Barmer, and the Rights of Persons with Disabilities Act mandated public bodies to ensure that persons with disabilities (PWDs) were provided “reasonable accommodation” and an “appropriate environment”. Under the provisions of the contract, India has fulfilled its commitment of contributing USD 120 million for the procurement of port equipment. Therefore, there is no further financial commitment from the Government of India towards the port.”Singh also addressed the change in the US sanctions framework. “On 16 September 2025, the US State Department revoked the sanctions exception issued in 2018 under the Iran Freedom and Counter Proliferation Act of 2012 for Afghanistan’s reconstruction and economic development, effective 29 September 2025. Pursuant to discussions with the US side, the latter issued guidance extending the conditional sanctions waiver until 26 April 2026. The Government of India remains engaged with all concerned in order to address the implications of these developments.”Earlier, in January 2026, MEA spokesperson Randhir Jaiswal reaffirmed India’s ongoing engagement with the US, stating, “On the question of Chabahar, on 28 October, 2025, as you are aware, the US Department of the Treasury had issued a letter outlining guidance, the guidance on the Conditional Sanctions Waiver, which is valid until 26 April 2026. Minister of State in MEA, Kirti Vardhan Singh, highlighted the financial fulfilment in a written reply to CPI(M) MP John Brittas, saying, “On 13 May 2024, India Ports Global Limited (IPGL) signed a ten-year contract with the Ports and Maritime Organisation (PMO) of Iran for equipping and operating the Shahid Beheshti Terminal at Chabahar Port. Under the provisions of the contract, India has fulfilled its commitment of contributing USD 120 million for the procurement of port equipment. Therefore, there is no further financial commitment from the Government of India towards the port.”Singh also addressed the change in the US sanctions framework. “On 16 September 2025, the US State Department revoked the sanctions exception issued in 2018 under the Iran Freedom and Counter Proliferation Act of 2012 for Afghanistan’s reconstruction and economic development, effective 29 September 2025. Pursuant to discussions with the US side, the latter issued guidance extending the conditional sanctions waiver until 26 April 2026. The Government of India remains engaged with all concerned in order to address the implications of these developments.”Earlier, in January 2026, MEA spokesperson Randhir Jaiswal reaffirmed India’s ongoing engagement with the US, stating, “On the question of Chabahar, on 28 October, 2025, as you are aware, the US Department of the Treasury had issued a letter outlining guidance, the guidance on the Conditional Sanctions Waiver, which is valid until 26 April 2026.
