. The Ministry of Finance, Government of India, has extended significant financial assistance to the state of Uttarakhand. For the financial year 2025-26, a special assistance of Rs 200 crore (loan) has been approved for Uttarakhand under the “Scheme for Special Assistance to States for Capital Investment (SASCI)” to support reforms in the mining sector, the Chief Minister’s Office said in a press release. This assistance has been provided to implement reforms related to minor minerals and initiatives linked to the State Mining Readiness Index. The funds have been released in accordance with the guidelines laid down by the Government of India, based on the proposal submitted by the Uttarakhand government and the recommendations of the Ministry of Mines. PM Modi Unveils ₹8,000 Crore Projects to Boost Uttarakhand’s Infrastructure Expressing gratitude to Prime Minister Narendra Modi and the Government of India for this support, Uttarakhand Chief Minister Pushkar Singh Dhami said that the assistance would give fresh momentum to transparency, technological advancement, and sustainable development in Uttarakhand’s mining sector. He added that the state government would utilise the funds to make the mining system more organised, environmentally sensitive, and employment-oriented, thereby strengthening the state’s economy and creating new opportunities for local youth. Earlier, Uttarakhand Chief Secretary Anand Bardhan on Monday reviewed various schemes under PM Pragati at the Secretariat. He directed that State Pragati be launched in the state on the lines of PM Pragati. He said that one day every month should be earmarked to hold review meetings of the flagship and most important schemes of both the State and Central governments. He also directed that the first meeting of State Pragati be organised in January 2026.The Chief Secretary instructed that facilities such as computer/Information and Communication Technology (ICT) laboratories, smart classrooms, libraries, etc., be arranged at the schools identified under the PM SHRI scheme at the earliest. He directed that all related processes, including EFC/DFC and other formalities, be completed by March. He emphasised that departmental officers should be given clear targets and that regular monitoring should be carried out to ensure the timely completion of works. NEW DELHI: Observing that no person can be permitted to profit from his own wrongdoing, SC on Friday held that a person accused of committing murder or abetting in the murder of another person would be barred from inheriting the victim’s property.A bench of Justices J B Pardiwala and R Mahadevan said such disqualification on inheriting property applied to both intestate and testamentary succession and clarified the bar would be applicable even if the trial was still on. Intestate succession takes place in accordance with rules of personal law governing inheritance. Testamentary succession takes place when property is bequeathed through a will.”A person accused of the murder of one from whom inheritance is claimed is disentitled from asserting rights, not only under Section 25 of Hindu Succession Act, but also on the principles of justice, fair play and equity. It is evident that a structure designed more than 80 years ago does not meet the requirements of the current geo-political realities,” Harish said.The Indian envoy recalled that the sole reform of the Council in the 1960s, which expanded only the non-permanent category, led to an increase in the relative power of veto-wielders.In comparative terms, while the original ratio of permanent members, with veto, to non-permanent members was 5:6, it was amended to 5:10 thereafter to the relative advantage of veto-wielders.”Any reform that is not accompanied by an expansion in the permanent category with veto would deteriorate this ratio further and thereby, perpetuate the existing imbalance and inequities. Therefore, expanding the permanent category with veto is critical to real reform of the Security Council,” he said.Harish also noted that consideration of a new category under the framework of UNSC reform, with or without veto, would “complicate” an already existing discussion that involves wide-ranging views. “It is important to limit the scope of reforms to the existing framework in order to streamline and fast-track the path to reforms,” he said.India has been at the forefront of the decades-long efforts calling for reform of the Security Council, including expansion in both its permanent and non-permanent categories, saying the 15-nation Council, founded in 1945, is not fit for purpose in the 21st Century and does not reflect contemporary geo-political realities.New Delhi has underscored that it rightly deserves a permanent seat at the horse-shoe table.India also highlighted the issue of the “effective veto” that every Security Council member, elected and non-elected, enjoys on products / outcomes such as the Security Council presidential statements, the Press Statements and Sanctions Committees.”There have been instances in the past where elected members have created hurdles by exercising their effective veto on Council products only to serve their narrow vested interests,” he said.Harish also pointed out to calls for restraining the veto, as he referred to a resolution adopted in the UN General Assembly in 2022 with the aim of convening a formal meeting of the 193-member UN body to hold a debate within 10 days of a permanent UNSC member exercising its veto power.”However, this has not been an effective deterrent,” Harish said, adding that since the adoption of the resolution, 24 vetoes were cast on 20 draft resolutions. He added that seven draft resolutions were vetoed in 2024, the highest since 1986.”The UN membership has also witnessed the restraint of the two permanent members who have not cast a veto for over three and a half decades. NEW DELHI: Ordering routine curbs on postings and transfers ahead of assembly polls in four states and a UT, Election Commission on Tuesday asked their chief secretaries to shift all poll-related officers posted in their home districts or completing three out of four years in their present district on or before May 31 (In case of Puducherry, the deadline is June 30).Also, officers at the level of district election officer, returning officer, assistant returning officer or police inspector/sub-inspector and above shall not be allowed to continue or be posted in the same assembly constituency or district where they were in the last assembly poll or any subsequent bypoll, said EC.Assam, West Bengal, Tamil Nadu, Kerala and Puducherry are due for assembly polls in April-May.EC made it clear that the transfer orders in respect of officers engaged in SIR work shall be issued and implemented only after final publication of the electoral rolls, in consultation with the chief electoral officer.In a letter to the chief secretaries, EC said officers against whom it had recommended disciplinary action, those charged with any poll-related lapse, and ones against whom a criminal case related to official functioning was pending would not be assigned any election-related duty. Central Consumer Protection Authority cracks down on online sale of hazardous chemicals, explosive substances NEW DELHI : The Central Consumer Protection Authority (CCPA), under the Consumer Protection Act, 2019, has initiated regulatory action against the “unauthorized online sale and advertisement of hazardous chemicals, explosive substances, and related precursors on digital platforms” to strengthen consumer safety, public security and responsible e-commerce practices.According to the Ministry of Consumer Affairs, Food & Public Distribution, the action was initiated following inputs regarding the online listing and sale of hazardous and regulated substances on platforms including IndiaMART, Justdial, Sigma-Aldrich India, Dial4Trade and ExportersIndia.The ministry said the substances identified include “explosive precursors and hazardous chemicals which may pose serious risks to public safety and national security if sold without proper safeguards and verification mechanisms.”It added that “unauthorized online access to such hazardous substances may expose consumers to serious safety risks and unlawful supply channels.”The CCPA has issued notices to the concerned e-commerce entities and online platforms seeking details related to “seller information and licensing compliance, buyer verification mechanisms, quantities sold, import details and applicable regulatory approvals.”During the preliminary examination, the authority observed that “several hazardous chemicals and explosive substances being listed or advertised online are regulated, restricted, controlled, or prohibited under various laws and regulatory frameworks governing public safety and handling of hazardous substances.”The authority also emphasised that online platforms and intermediaries “must exercise due diligence and ensure strict compliance with all applicable legal and regulatory requirements before permitting the listing, advertisement, or sale of such substances.”The hazardous substances under scrutiny include Ammonium Nitrate, Gun Powder, Picric Acid and Pentaerythritol Tetranitrate (PETN).According to the ministry, the CCPA has issued “a total of eight notices to various entities in connection with comparable violations involving regulated and potentially dangerous substances.”As part of the regulatory response, the CCPA also held a meeting with officials of the Petroleum and Explosives Safety Organisation (PESO) to examine the existing regulatory framework governing hazardous and explosive substances.The ministry added that several online platforms and entities have started “removing, blocking, restricting, or delisting listings related to hazardous chemicals and explosive substances” following the intervention by the authority.The action, according to the ministry, reinforces the government’s commitment to ensuring that digital marketplaces “do not facilitate unauthorized access to regulated or dangerous Central Consumer Protection Authority cracks down on online sale of hazardous chemicals, explosive substances NEW DELHI : The Central Consumer Protection Authority (CCPA), under the Consumer Protection Act, 2019, has initiated regulatory action against the “unauthorized online sale and advertisement of hazardous chemicals, explosive substances, and related precursors on digital platforms” to strengthen consumer safety, public security and responsible e-commerce practices.According to the Ministry of Consumer Affairs, Food & Public Distribution, the action was initiated following inputs regarding the online listing and sale of hazardous and regulated substances on platforms including IndiaMART, Justdial, Sigma-Aldrich India, Dial4Trade and ExportersIndia.The ministry said the substances identified include “explosive precursors and hazardous chemicals which may pose serious risks to public safety and national security if sold without proper safeguards and verification mechanisms.”It added that “unauthorized online access to such hazardous substances may expose consumers to serious safety risks and unlawful supply channels.”The CCPA has issued notices to the concerned e-commerce entities and online platforms seeking details related to “seller information and licensing compliance, buyer verification mechanisms, quantities sold, import details and applicable regulatory approvals.”During the preliminary examination, the authority observed that “several hazardous chemicals and explosive substances being listed or advertised online are regulated, restricted, controlled, or prohibited under various laws and regulatory frameworks governing public safety and handling of hazardous substances.”The authority also emphasised that online platforms and intermediaries “must exercise due diligence and ensure strict compliance with all applicable legal and regulatory requirements before permitting the listing, advertisement, or sale of such substances.”The hazardous substances under scrutiny include Ammonium Nitrate, Gun Powder, Picric Acid and Pentaerythritol Tetranitrate (PETN).According to the ministry, the CCPA has issued “a total of eight notices to various entities in connection with comparable violations involving regulated and potentially dangerous substances.”As part of the regulatory response, the CCPA also held a meeting with officials of the Petroleum and Explosives Safety Organisation (PESO) to examine the existing regulatory framework governing hazardous and explosive substances.The ministry added that several online platforms and entities have started “removing, blocking, restricting, or delisting listings related to hazardous chemicals and explosive substances” following the intervention by the authority.The action, according to the ministry, reinforces the government’s commitment to ensuring that digital marketplaces “do not facilitate unauthorized access to regulated or dangerous
