Congress general secretary KC Venugopal (ANI photo) NEW DELHI: Stoking the growing public chatter over merger of breakaway outfits with Congress, the AICC has expressed its readiness to accept its erstwhile members into the party fold.AICC general secretary (organisation) and Rahul Gandhi confidant K C Venugopal told TOI, “Everybody who believes in the Congress ideology can come back. There is no issue.” He said such mergers and homecomings will only strengthen the fight against “BJP-fascist forces”.“All the parties who want to join Congress and believe in the Congress ideology can approach us. We will welcome them,” he added. AP photo MUMBAI: When Air India flight AI 171 crashed into the B J Medical College hostel in Ahmedabad on June 12, 2025, it killed 241 of the 242 people aboard and 19 more on the ground, among them were four medical students having lunch in their hostel mess. Though all the 260 people killed were victims of the same accident, under Indian compensation laws, they were not quite the same kind of victims, say experts.“Through the Carriage by Air Act and the Montreal Convention regime, passengers and their families benefit from a structured system of liability, insurance, and compensation. However, no comparable statutory framework exists for persons on the ground who become victims of aircraft accidents,” said Safety Matters Foundation (SMF), an aviation safety non-profit, in a letter to the aviation ministry Sunday.“Unlike passengers, compensation for ground victims presently depends largely upon a combination of tort litigation, insurance claims, settlements and ex gratia payments,” the letter said.The absence of a dedicated statutory mechanism creates uncertainty over liability, quantum of compensation, timelines for relief, claims procedures and access to justice. It requested govt to establish a statutory ‘Ground Victims Compensation Framework’, introduce strict liability provisions so victims only need to establish the injury, death or property damage resulted from an aircraft accident, provide mandatory interim compensation within a prescribed period, prescribe minimum compensation standards, etc.India’s Aircraft (Investigation of Accidents and Incidents) Rules explicitly include people on the ground injured through contact with an aircraft within the definition of an accident. Along with passengers, ground victims are counted in the total tally of the injured or dead, but no legal document exists that recognises their right to compensation. In the days following the AI 171 accident, the Gujarat govt acknowledged it had not yet decided on compensation for those killed or seriously injured (67) on the ground. Later, Air India released interim payment of Rs 25 lakh to ground victims’ families alongside passengers’.But the amount paid to ground victims’ families was more like ex gratia payment and not legal entitlement.Internationally too, the problem is unresolved. The 1952 Rome Convention established a system for compensating people on the ground who suffer damage from a foreign aircraft, but it did not gain widespread acceptance. India signed the convention but did not ratify it. Following the 9/11 terror attacks, the UN’s International Civil Aviation Organisation developed two updated third-party liability conventions adopted in Montreal in 2009. However, neither treaty has received enough ratifications to enter into force. But some countries have legal frameworks in place, such as Switzerland’s Aviation Act, which imposes unlimited strict liability on any aircraft operator, or Belgium, which incorporated the Rome Convention into national law.Get the latest India news and live updates. Ashok Gehlot NEW DELHI: BJP Monday lashed out at former Rajasthan CM Ashok Gehlot for stating that Indira Gandhi would have banned the governing party for its religious politics, saying that his remarks are more a reflection on the authoritarian impulses of Congress than itself.“Had a leader like Indira Gandhi been in power today, she would have banned a party like BJP. You cannot run a political party on the basis of Hindutva and religion. The Constitution does not permit politics in the name of religion,” Gehlot had said at an event in Jaipur on Monday.That statement says more about the Congress mindset, BJP said. “If democracy is alive and thriving in India today, it is despite the Congress party’s recurring authoritarian impulses, not because of them,” its social media head Amit Malviya said. Till Monday morning, over four lakh aspirants had downloaded their admit cards. Meanwhile, Ahmedabad cops uncovered an alleged fraud network targeting NEET candidates. The May 3 examination was cancelled on May 12 following a paper leak.On Monday morning, NTA said that around four lakh candidates had already downloaded admit cards.Gujarat cyber cell nabs 2 from Rajasthan for promising NEET paperMeanwhile, Union home secretary Govind Mohan reviewed the preparedness of state govts for the NEET(UG) retest with a special focus on student convenience, security arrangements, and the integrity of the process. He directed states and central agencies to ensure that security protocols are strictly followed.“We are aware that some of you are facing technical glitches or server issues in accessing your admit cards. Our teams have been working towards resolving all these issues,” the agency said, adding that all candidates would receive their admit cards.Candidates took to X and other platforms to report login failures, slow-loading pages and difficulties accessing hall tickets. Several posts also sought clarification on refunds and bank account details submitted on the portal.NTA in a separate advisory said that all refunds would be credited directly to bank accounts or refund details provided by candidates on the official portal. It urged candidates to verify their details and warned them against fraudulent calls, messages and links claiming to speed up or verify refunds.The agency said it never asks for OTPs, passwords, UPI PINs or payments to process refunds. Candidates who entered incorrect bank details will be given another opportunity after the examination to make corrections.The warning gained significance after Ahmedabad cyber crime arrested Rajasthan residents Sumer Singh and Akash Meena, who allegedly operated Telegram channels promising question papers and admissions in exchange for money.Investigators said no confidential NEET material or question papers were recovered and the claims were entirely fraudulent. Police also found around 44 cybercrime-linked websites and multiple Telegram groups allegedly operated by the accused, with transactions exceeding Rs 1.5 crore passing through their accounts over the past year.Get the latest India news and live updates.
