Wang had last month skipped the Brics foreign ministers’ meeting because the dates clashed with US President Trump’s visit to Beijing for the US-China summit.India holds Brics rotational presidency this year, and will hand it over to China for 2027. Reflecting a slow but steady turnaround in ties, both countries have pledged support for each other’s presidency.While an official confirmation is still awaited from Beijing, India expects President Xi Jinping to attend the summit in Sept. PM Narendra Modi had travelled to China last year for the SCO summit.Wang will attend the meeting upon invitation, Chinese foreign ministry spokesperson Lin Jian said at a media briefing in Beijing. He will exchange views with other Brics member states on the current international security situation and major international and regional issues, Lin said.The meeting will also discuss joint responses to traditional and non-traditional security challenges and make preparations for the Brics summit to be held in Sept, Lin added.”Amid a transforming and volatile world with many security challenges on the rise, Brics countries standing at the forefront of the Global South are committed to safeguarding world peace, promoting common development, practising multilateralism and enabling more equitable global governance,” Lin said.Wang is expected to hold bilateral meetings with NSA Ajit Doval and foreign minister S Jaishankar. EPFO members may soon be able to withdraw provident fund savings through UPI NEW DELHI: The much-awaited UPI withdrawal facility for nearly 30 crore Employees Provident Fund Organisation (EPFO) members is set to make its debut by the first week of July. The instantaneous advance withdrawal facility via the BHIM (Bharat Interface for Money) app will allow members to submit an advance claim under any “permissible category” to dip into their provident fund (PF) corpus and meet any exigency.Currently, an online advance claim in auto-mode under Rs 5 lakhs still takes at least 3 working days to settle, with more time needed to settle bigger amounts.Subscribers may be able to instantly withdraw up to 75% of their EPF balance, on the lines of the reforms done in the withdrawal process last year. Separately, the finance ministry has approved the 8.25% interest rate for nearly seven crore active members for financial year 2025-26, recommended by the Central Board of Trustees. RS MP Sanjay Raut argued that the absence of the rebels amounted to disobeying the party’s diktat, and that is grounds for their membership to be cancelled under the anti-defection law.Legal experts, however, differ, with some of them holding that disqualification for defiance of the ‘whip’ applies only to the actions of lawmakers inside the House.Kapil Sibal, senior advocate and former law minister, said, “As far as the ‘whip’ is concerned, it is meant for the members’ conduct in the House, to vote or not to vote on a party line, which can be subject to disqualification.” However, if a member is not adhering to the party diktat on attending a party meeting, it amounts to “voluntarily giving up the party membership”. If they have not given any reason for not attending, that can be a ground for disqualification, he added.But is the ‘whip’ solely tied to the proceedings within the legislative House? “The text of the Tenth Schedule explicitly ties disqualification to a member who ‘votes or abstains from voting in such House’ contrary to any direction issued by the political party. The phrase ‘in such House’ is a strict geographical and functional limitation,” said Ajay Garg, an advocate practising in Supreme Court.”A party meeting, an internal organisational consultation, or a legislative party gathering is not ‘the House’. Therefore, non-attendance or defiance at an internal meeting does not constitute a textual violation of the Tenth Schedule,” Garg said.Sibal, however, said “six members of Sena UBT not attending the party’s parliamentary meeting is a collective decision, which suggests they are giving up their party membership and action can be taken on their conduct”.The decision of disqualification as per the Tenth Schedule lies with the Speaker of LS or assemblies, as the case may be, but his decision is subject to judicial scrutiny.Get the latest India news and live updates.
