MP Kapil Sibal personally entered the legal battlefield NEW DELHI: After being the counsel for Sena UBT contesting the defection of Shiv Sena MLAs led by Eknath Shinde which resulted in the collapse of MVA govt in Maharashtra, senior advocate and MP Kapil Sibal Wednesday personally entered the legal battlefield by petitioning SC seeking interpretation of anti-defection law in order to curb illegal defections and mergers.”I have filed a petition in person. The central issue in the petition is whether the composition of Parliament can change in the fashion in which it is happening in this country. The interpretation of the 10th Schedule’s fourth paragraph (which permits mergers) is the need of the hour. A similar petition is pending,” Sibal told a bench led by CJI Surya Kant and sought urgent listing. SC agreed to list the matter on Monday.Sena UBT has also moved a petition questioning the Lok Sabha Speaker’s decision to allow merger of six of its nine MPs with the rival Sena party led by Shinde. Health minister J P Nadda, govt’s interlocutor with CJP emphasised govt’s willingness to hold discussions NEW DELHI: Health minister J P Nadda, govt’s interlocutor with Cockroach Janata Party, emphasised govt’s willingness to hold discussions with protestors while sidestepping their demand, made by opposition parties too, for the resignation of education minister Dharmendra Pradhan, asserting the Centre will respond to every charge in debate in Parliament.Addressing a presser, Nadda accused Rahul Gandhi of seeking political mileage over the issue of the NEET-UG paper leak and being selective in his outrage, as the minister listed out numerous cases of leaks in exams held by states where Congress or other opposition parties have been in office.Asked if the demand for Pradhan’s resignation has been discussed within govt, he said, “Nahi, is tarike se nahi hota (no, it does not work like this)… We are willing for discussion. It will be in Parliament. They put across their views. Govt will answer.”Defence minister Rajnath Singh accused the opposition of trying to use the youth as a political tool for its selfish interests. Opposition netas were stoking a “manufactured sense of anger” to mislead them over the paper leak issue, he said. Nadda asked opposition parties to engage with govt to find a permanent solution to the menace, insisting that it is a serious issue which should not be politicised. With the opposition calling for Pradhan’s resignation, he said it should not change goalpost, a reference to govt’s claim that Rahul’s initial demand was for a discussion. Nadda said he had responded to CJP’s demands and was willing for more engagement. No talks were held Wednesday, he added.Rajnath expressed concern over the ongoing protest at Jantar Mantar, now into its second month and drawing a sustained crowd, and emphasised govt’s commitment to fulfilling the aspirations of the youth. Rahul Gandhi calls education system ‘rigged’, Nadda accuses Oppn of seeking ‘political mileage’ NEW DELHI: Congress MP Rahul Gandhi Wednesday said the sacking of education minister Dharmendra Pradhan is a must to end the confrontation triggered by the Monday crackdown on protesting students, lobbing a challenge to the Modi govt. He further demanded that PM Modi apologise to the country’s youth and action be taken against the persons responsible for violence against the protestors.Rahul listed the three demands as “non-negotiable” to defuse the escalating tensions that have spilled over from restive youngsters to the political domain, turning national focus to the single issue spotlighted by the Jantar Mantar protest of Cockroach Janata Party (CJP).Addressing a news conference, Rahul said govt is in panic and its brass has collapsed psychologically. “We fully support every single student who is on the streets.” He accused govt of “rigging” and destroying the education system which was considered among the best in the world.He said students are being put through unlimited stress because of “paper leaks”, claiming the number of known cases of leaks is “152 in the last decade” – which means one leak a month. In contrast, Rahul said there has not been a single conviction and that 7.5 crore families have suffered because of these leaks.Rahul said the crisis of the system is not just paper leaks but also that the system has become unaffordable for the poor and the middle class. “One exam (NEET) costs the families the same money as our entire education budget. The govt spends Rs 1.4 lakh crore on education, and Rs 1.32 lakh crore is spent by families who take the NEET exam. This is pure theft from these families.” Paper leaks have hurt the youngsters badly because govt jobs are the only option left to them since the manufacturing sector and private sector have nosedived and entrepreneurship, which requires loans, is limited to big businesses, Rahul said. Opposition MPs stage protest against govt at Parliament in black clothes NEW DELHI: Govt and opposition were locked in intense discussions Wednesday to break the deadlock in Parliament, as the aftermath of the police crackdown on student protests led to a hardening of stance by the anti-BJP bloc – with both Houses witnessing a washout of proceedings for the third consecutive day.Opposition is sticking to its demand for education minister Pradhan’s resignation – termed “non-negotiable” by Rahul Gandhi and SP chief Akhilesh Yadav. Govt is not ready to accede even as it offers a discussion on paper leaks.Sources said LS Speaker Om Birla reached out to Congress’ K C Venugopal while parliamentary affairs minister Kiren Rijiju called on Congress chief Mallikarjun Kharge. Opposition said a final view will be taken at a meeting of parties in Kharge’s chamber Thursday morning.Sources privy to the discussion feel that among the options a compromise is possible on an adjournment motion — discussion under Rule 56 in Lok Sabha and Rule 267 in Rajya Sabha.Amid the deadlock, LS and RS failed to transact any business for the third day. In the lower House, Congress’s Venugopal demanded Pradhan’s resignation, even as he sought a discussion under the adjournment motion. But Union minister Rijiju merely reiterated govt’s willingness to hold a discussion, with the rule to be decided by the speaker and the parties.Amid the back and forth, Akhilesh expressed anguish that while BJP and Congress members are allowed to speak, he does not get a chance to air his views. He asked if a deal has been reached, asserting that the issue is not about political parties but about students. The feeling in opposition camp is that BJP is on the defensive, and they should leverage the situation to maximum.At the same time, the opposition is wary of coming across as letting down the students. There are multiple players ranging from the political class to civil society to Sonam Wangchuk in the mix. As a result, a joint stand will be taken by opposition parties only after considering all the possible options.The difficulty in reaching a middle ground was visible through the day as the leader of the opposition in Lok Sabha, Rahul Gandhi, attacked the Modi govt, drawing a furious response from Union health minister and Leader of Rajya Sabha J P Nadda.
