ANI Image NEW DELHI: The Centre plans to refer the Diljit Dosanjh-starrer Satluj to an Inter-Departmental Committee (IDC) under the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, for a detailed examination and to decide the future course of action, government sources said on Tuesday. The move comes two days after streaming platform ZEE5 was directed to remove the film over “security concerns”.The film, originally titled Punjab ’95, is based on the life of human rights activist Jaswant Singh Khalra and is set against the backdrop of Punjab’s militancy-hit 1990s. After remaining stuck with the Central Board of Film Certification (CBFC) for more than three years, it was released uncut on ZEE5 as Satluj on July 3 before being taken down on July 5. Watch Satluj Row: Why Was Diljit Dosanjh’s Film Taken Down Just 48 Hours After Release?According to sources, the matter will now be examined by the IDC, a panel constituted under the IT Rules, 2021, to consider grievances related to content published by OTT platforms and digital news publishers and recommend action to the Ministry of Information and Broadcasting.The committee includes representatives from the ministries of Information and Broadcasting, Home Affairs, Electronics and Information Technology, Women and Child Development, External Affairs, Defence, and Law and Justice, along with other ministries and domain experts as required.Based on its findings, the IDC may recommend measures ranging from warnings, apologies or disclaimers, and reclassification or modification of content to deletion or blocking under Section 69A of the Information Technology Act.Unlike theatrical releases, OTT content is not regulated by the CBFC and falls under Part III of the IT Rules, 2021. The rules require publishers to follow a Code of Ethics that mandates caution while publishing content affecting India’s sovereignty and integrity, the security of the State, friendly relations with foreign countries, or public order.However, the operation of the Code of Ethics was stayed by the Bombay High Court in 2021. The Madras High Court later clarified that the stay would apply across India.The IT Rules also contain an emergency provision under Rule 16, which allows an authorised officer to examine content in urgent cases where delay is not acceptable. If the officer determines that the content falls within the grounds specified under Section 69A(1) of the Information Technology Act, a written recommendation can be sent to the Secretary, Ministry of Information and Broadcasting, seeking blocking of the content.Section 69A empowers the government to block online content on grounds including India’s sovereignty and integrity, defence, security of the State, friendly relations with foreign States, and public order.Government sources had on Monday said ZEE5 was directed to remove the film after authorities learnt that it had been released under the title Satluj without incorporating the cuts proposed by the CBFC when the makers sought certification for a theatrical release as Punjab 95 in 2022.”They kept sitting on the suggested cuts and eventually released the movie quietly on OTT with a new title. NEW DELHI: Prime Minister Narendra Modi on Tuesday addressed the Indonesian Parliament, describing India and Indonesia as civilisational partners bound by a shared history, culture and democratic values. Calling for stronger bilateral cooperation, Modi said the two nations have the potential to shape the future of the Indo-Pacific and strengthen global faith in democracy.”When India and Indonesia stand together, they strengthen the world’s faith that democracy creates opportunities and trust,” Modi said during his address. Champat Rai says will speak after final SIT report on Ram temple funds theft row NEW DELHI: Former Shri Ram Janmabhoomi Teerth Kshetra trust general secretary Champat Rai on Tuesday said he would respond to all allegations against him only after the special investigation team (SIT) submits its final report on the alleged Ram temple donation theft allegations.In a letter addressed to Ram devotees, Rai said several discussions had been taking place since June 7 over the alleged theft during the counting of donations from the temple’s donation boxes, and that “many people have made baseless allegations” against him personally. He said he had chosen to remain silent while the investigation was underway.”Since June 7, 2025, several discussions have been taking place regarding the alleged theft during the counting of donations from the donation boxes at the Shri Ram Janmabhoomi temple complex. Many people have made baseless allegations against me personally.. I have chosen to remain silent,” the letter read.Referring to the trust’s recent meeting, Rai said the SIT’s preliminary report, which had been marked “top secret”, had now been made public. “After the SIT submits its final report, I will respond point by point, in sequence, to every allegation being circulated. The truth will come before everyone,” he said.Rai also defended his public life, saying he had been working in Ayodhya since October 1991 after being deputed there by the organisation and had served as a pracharak for 45 years. “Wherever I have served, my life has remained an open book,” he wrote.His statement comes a day after the Shri Ram Janmabhoomi Teerth Kshetra trust accepted the resignations of Rai and Anil Mishra amid the controversy over the alleged theft of temple donations. Trump administration eyes tighter H-1B, green card and student visa rules The Trump administration is preparing a fresh round of immigration rule changes that could reshape the H-1B visa program, employment-based green cards, visa tenure of international students and the optional training program (OPT) available to them. A soon to be issued final rule will also end automatic extension of employment authorisation documents (EADs). Indian professionals and students are likely to be among those most affected if the proposals are implemented.The proposals are part of the latest regulatory agendas released by the US Departments of Homeland Security (DHS), Department of Labor (DOL) and Department of State (DOS), which outline the administration’s immigration priorities over the coming months. While the timelines are tentative and the proposals must go through the formal rulemaking process, they provide the clearest indication yet of the administration’s intended direction. DHS plans to tighten eligibility for certain exemptions from the annual H-1B cap of 85,000 (at present universities and eligible research outfits can hire H-1B employees at any time and are not subject to the annual lottery) , introduce additional requirements for employers placing H-1B workers at third-party client sites and subject employers with a history of H-1B violations to greater scrutiny.A common staffing model used by Indian IT and consulting companies is placing H-1B workers at third-party client sites. While the administration has not yet released the draft text, it may require employers to demonstrate a genuine employer-employee relationship, establish that the worker will perform specialty occupation duties at the client location, and maintain greater documentation of assignments.Another key element is enhanced scrutiny of employers found to have violated H-1B program requirements. Such employers could face more rigorous reviews when filing future H-1B applications, signalling the administration’s intention to step up compliance and enforcement.Timeline: Proposed rule is likely to be published in Aug.The administration is also expected to expand a fee that applies to certain large employers hiring H-1B and L-1 workers. Under a final rule expected this month, companies with more than 50 employees in the U.S., where over half the workforce holds H-1B or L-1 visas, would be required to pay the additional 9-11 Response and Biometric Entry-Exit Fee not only for new H-1B and L-1 petitions and change-of-employer filings, but also when seeking extensions of stay for existing employees.At present, these employers pay an additional ,000 for eligible H-1B petitions and ,500 for eligible L-1 petitions only when sponsoring a worker for an initial period of stay or when the employee changes employers. Extending the fee to renewal petitions would increase costs for employers that rely heavily on H-1B and L-1 workers, including several large IT outsourcing companies. The proposal was initially scheduled for publication in April 2025, later dropped from the regulatory agenda, and has now re-emerged as a near-term priority.Timeline: The final rule is likely to be published in July.DOL also intends to finalise a rule that will hike the prevailing wage levels under the four-tiered structure for H-1B and employment green card cases. The draft was issued in March and the public comment period ended in May. If implemented as proposed, the wage regulation would increase the threshold for entry-level wages from the 17th percentile to the 34th percentile for the occupation and geographic area. The department said the existing recruitment framework, introduced in 2004, no longer reflects today’s hiring practices and technological advances in recruitment. The proposal would update the minimum standards for testing the US labour market, tighten rules governing layoffs of US workers before employers can sponsor foreign workers, and strengthen compliance with non-discrimination requirements during recruitment and hiring.Timeline: The proposed rule is likely to be published in July.International studentsIndia is the leading country of origin of international students in the US. According to the latest Open Doors Report, during the academic year 2024-25, there were 3.6 lakh Indian students in the US constituting nearly 31% of the total number of 11 lakh international students. While the numbers of new students from India is falling, the cohort of Indian students will continue to be significant and the proposed regulations will have far reaching impact.The coming weeks will see DHS publish a final regulation that will end the longstanding practice of admitting foreign students and exchange visitors to the US for the duration of their program (known as duration of status). Instead these visas will be of a fixed tenure – the draft had proposed a maximum of four years; after which they be required to file an extension with the immigration authorities in order to remain in the US. Though the regulatory agenda provides few details, proposals could include restrictions on the two year OPT extension available to STEM students and and curricular practical training (CPT). Originally, the proposal was set to be published in September 2025.Timeline: The proposed rule is likely to be published in Feb 2027.Ending automatic extension of EADsA regulation expected this month will finalize an interim regulation in place since Oct 2025 that eliminated the maximum 540-day automatic extension of employment authorization documents (EADs) for certain foreign nationals who timely filed EAD renewal applications on or after Oct 30, 2025.TOI had analysed the interim final rule and pointed out that it would adversely impact H-4 visa holders (spouses of H-1B visa holders who are on track for a green card).
