New Delhi: Supreme Court Tuesday stayed a Delhi HC order releasing Rashid Khan, convicted and sentenced to life imprisonment for the March 1993 blast in Kolkata that killed 69 and injured more than 100 people just four days after underworld-triggered serial bomb blasts in Mumbai killed 257 and injured over 700 as retaliation for the Babri Masjid demolition in Dec 1992.Arguing West Bengal govt’s appeal against the HC verdict, additional solicitor general S V Raju told a bench of Justices Prashant Kumar Mishra and Sanjeev Sachdeva that the mastermind of a heinous terrorism-related crime that resulted in a huge loss of lives did not deserve to be released.The bench asked Rashid to file a response to the state’s appeal by July 28, the next date of hearing, and said, “In the meanwhile, the operation of the impugned order shall remain stayed.”Appearing for the convict, senior advocate M R Shamshad said a co-convict, who was also sentenced to life imprisonment, had been granted remission of sentence and released from prison in 2014.Shamshad said Rashid had served 33 years with periodic permission to go to meet his family which he had scrupulously adhered to and reported back in prison. “His conduct in prison has been excellent and now he is suffering from various ailments even though his mental faculties remain intact,” he added.On Shamshad’s argument about a co-convict being released from prison, the bench said there could not be two masterminds.Rashid and others were convicted under Terrorist and Disruptive Activities (Prevention) Act and sentenced to life imprisonment in 2001. Explosives stored by Rashid, a satta don close to the then governing political party in West Bengal, had burst, gutting two buildings.Delhi HC’s Justice Neena Bansal Krishna in her June 5 judgment allowed the writ petition of Rashid, presently lodged at a correctional home in West Bengal, challenging WB Sentence Review Committee orders rejecting his plea for premature release.The HC had said, “A humane approach ought to be taken, because the most crucial and germane aspect amongst the various theories for punishment which are propounded, is the effect of reformation of the accused as part of retribution.”Get the latest India news and live updates. PM Modi New Delhi: PM Narendra Modi Tuesday advised new IAS trainees to regularly assess whether policies are effectively translating into outcomes on ground while emphasising the need to keep citizens at centre of governance.Interacting with 183 officer trainees from the IAS-2024 batch, currently serving as assistant secretaries across various ministries and departments, PM said that every administrative file carries the hopes, worries and lives of countless citizens. “He urged the officers to always remember the human impact behind every administrative file. He said that every file represents the aspirations, concerns, and lives of countless citizens,” said an official release from PMO.He said developmental challenges cannot be tackled in isolation and that coordination across depts is vital for results. Modi said after two years of field exposure and administrative learning, these officers stand at a crucial stage where their decisions will shape not just their own careers, but the future of crores of citizens. “He emphasised that the real test of public service begins by handling real-life situations with integrity, sensitivity, and commitment,” PM said.Emphasising the importance of data-driven governance, the PM said data must not be viewed merely as numbers but as a reflection of the collective lives, challenges, and aspirations of millions of people. Kurian’s resignation, which had been on the cards since the lapse of his Rajya Sabha membership, has formally opened up a vacancy.At least one more slot is set to open up as Ravneet Singh Bittu , minister of state for railways, has also ceased to be a member of RS.More vacancies can follow if BJP chooses to implement the ‘one man-one post’ principle — something that would see chiefs of BJP’s Uttar Pradesh and Delhi units, Pankaj Chaudhary and Harsh Malhotra, resigning as MoS in ministries of finance and urban development.A reshuffle has been talked about also because of what is considered to be the need to infuse vigour into certain ministries which seem to be struggling to cope with the pace Prime Minister Narendra Modi has set and political considerations, including the increase in numbers of Shiv Sena (Shinde) after six MPs from the rival Uddhav Thackeray faction crossed over.BJP circles have also speculated whether West Bengal’s representation in the ministry will increase after the party’s surprise victory in the state in May.While Kurian’s resignation was expected, his appointment had caused surprise. Having looked after the office of BJP in Kerala, he was shocked when Modi plucked him to serve as a minister. NEW DELHI: Delhi girl Devina Gahlot, 17, from DPS Vasant Kunj, with 100 percentile in three (economics, political science and psychology) of her five subjects and an aggregate of 1232.19, is this year’s CUET-UG topper. The second topper, Saksham Goel, with an aggregate of 1230.82, too is from Delhi, while Udit Chaturvedi (1207.21), ranked third, is from Himachal Pradesh. The results were announced by National Testing Agency (NTA) on Tuesday. The undergraduate entrance test for 244 participating universities saw a significant increase in top scorers in 2026, with the number securing 100 percentile in at least one subject rising 20% to 3,417, more than twice the 8.6% growth in examinees. The examination recorded its largest-ever pool of applicants and candidates this year, though the percentage share of registered students who actually appeared fell. Registrations climbed 15.8%, from 13,54,699 to 15,68,867, while the number appearing increased from 10,71,735 to 11,64,098.The share of registered candidates who took the examination fell from 79.1% in 2025 to 74.2% this year, a decline of 4.9 percentage points. Nearly 4.05 lakh registered candidates stayed away in 2026, compared with 2.83 lakh last year.Devina, who also scored 99.99 and 99.91 in English and fine arts, respectively, notched a 99% aggregate in her Class XII results. “I want to study English (honours) and would prefer St Stephen’s or Hindu College. I have tried my hand at writing and have interest in journalism, but right now I would like to focus on my under-graduation and take one step at a time,” said Devina, daughter of former Delhi minister and current BJP MLA Kailash Gahlot.Preparation for her is all “about regular and consistent study plan and being thorough with her NCERT books.” She added that the “biggest peace of mind and contribution came from my parents, who never put pressure on me”.In a repeat of last year’s subject-wise best performance, one candidate secured 100 percentile in four of the five subjects chosen. The number achieving it in three subjects rose from 17 to 22, an increase of 29.4%, while those securing 100 percentile in two subjects increased from 150 to 180 and those securing it in one subject rose from 2,679 to 3,214.Overall, around 0.3% of candidates who appeared this year secured 100 percentile in at least one paper, compared with 0.2% in 2025.
