India is urging developed nations to accelerate their net-zero targets and fulfill climate finance commitments ahead of its own 2035 pledges. Bhupender Yadav (PTI) NEW DELHI: Turning the pressure back on rich nations ahead of making its new 2035 climate action pledges, India has urged developed countries to demonstrate their own greater climate ambition and honour their commitments, underlining the need to reach ‘net zero’ emission by them earlier than 2050.India will submit its new climate action pledges — nationally determined contribution (NDC) — to the UN body next month. NEW DELHI: Prime Minister Narendra Modi on Monday said that genuine emotional commitment to public welfare is what helps in winning elections.Speaking at the sixth Ramnath Goenka Lecture in New Delhi, he said that leaders must work with genuine emotion rather than remain in a permanent political campaign.PM Modi dismissed claims that he and the BJP operate in a “24×7 election mode”, saying the party wins because it is driven by an emotional commitment to public welfare. “After winning the Bihar election, some people, including some Modi admirers in the media, have once again started saying that the BJP and Modi always remain in a 24×7 election mode. I believe that to win elections, being in election mode is not necessary; what is necessary is to remain in an emotional mode 24×7,” he said.He added that governance must be rooted in empathy and urgency. “When there is restlessness within the heart then not even a single minute should be wasted and one must keep working to reduce the hardships of the poor, to provide employment to the poor, to give healthcare to the poor, to fulfil the aspirations of the middle class. One should work tirelessly.” According to him, such emotion ensures that “the results become visible on the day of the elections,” a lesson he said was evident in the Bihar mandate.PM Modi said that the Bihar results underline the public’s rising expectations. “The results of the Bihar elections have once again taught a lesson on the high aspirations and ambitions of the people of India. The people of India today trust those political parties who have good intentions and fulfil the aspirations of the people and prioritise development,” he said.He urged states to treat development as their primary responsibility and engage in healthy competition. “I strongly encourage state governments to foster a spirit of healthy competition by attracting investments and promoting growth. Photo: Agency NEW DELHI: The Enforcement Directorate (ED) on Tuesday arrested The prime accused, Dr Umar Un Nabi, was a former student of the university located in Haryana’s Faridabad.The arrest comes, hours after the ED launched raids against the Al-Falah University along with its office in Okhla and the university’s promoters as initial probe had revealed discrepancies regarding UGC and NAAC recognition.The central agency conducted raids at 25 different places across the national capital, intensifying the Delhi car blast probe. Nine shell firms connected to the group, each registered at the same address, are now under scrutiny.What triggered the probe?What did initial probe find?Preliminary inquiries found out several red flags typical of shell operations, such as: No actual office space or noticeable utility usage at their listed locations; the same phone number and email ID being used for multiple companies and accounts. It was found that there had been no EPFO or ESIC filings despite the scale of business they claim; repeated overlap in directors or authorised signatories with poor KYC documentation; very limited salary payments made through formal banking channels and no HR records; and a pattern of companies being incorporated in a coordinated manner using identical contact details.About the terror-tainted UniversityAl-Falah University, which started as an engineering college in 1997 in Faridabad’s Dhauj, is run by Al-Falah Charitable Trust registered in Delhi’s Okhla. It became a university in 2014 after UGC recognition. The trust is headed by Jawahar Ahmed Siddiqui, who is also chancellor of the varsity. The first medicine batch began in 2019, and it now has 200 MBBS seats and 50 MD seats.Over the years, the varsity has expanded its campus from 30 acres to over 70 acres through land acquisition from local villagers.University staffers, speaking anonymously, claimed the institution receives donations from Arab countries. “Foreign fundraisers from Arab nations visit the campus once a year. Photo: Agency NEW DELHI: The Enforcement Directorate (ED) on Tuesday arrested The prime accused, Dr Umar Un Nabi, was a former student of the university located in Haryana’s Faridabad.The arrest comes, hours after the ED launched raids against the Al-Falah University along with its office in Okhla and the university’s promoters as initial probe had revealed discrepancies regarding UGC and NAAC recognition.The central agency conducted raids at 25 different places across the national capital, intensifying the Delhi car blast probe. Nine shell firms connected to the group, each registered at the same address, are now under scrutiny.What triggered the probe?What did initial probe find?Preliminary inquiries found out several red flags typical of shell operations, such as: No actual office space or noticeable utility usage at their listed locations; the same phone number and email ID being used for multiple companies and accounts. It was found that there had been no EPFO or ESIC filings despite the scale of business they claim; repeated overlap in directors or authorised signatories with poor KYC documentation; very limited salary payments made through formal banking channels and no HR records; and a pattern of companies being incorporated in a coordinated manner using identical contact details.About the terror-tainted UniversityAl-Falah University, which started as an engineering college in 1997 in Faridabad’s Dhauj, is run by Al-Falah Charitable Trust registered in Delhi’s Okhla. It became a university in 2014 after UGC recognition. The trust is headed by Jawahar Ahmed Siddiqui, who is also chancellor of the varsity. The first medicine batch began in 2019, and it now has 200 MBBS seats and 50 MD seats.Over the years, the varsity has expanded its campus from 30 acres to over 70 acres through land acquisition from local villagers.University staffers, speaking anonymously, claimed the institution receives donations from Arab countries. “Foreign fundraisers from Arab nations visit the campus once a year. On the seventh day of the “rojgaar do, samajik nyay do” padyatra, led by Aam Aadmi Party leader and Rajya Sabha MP Sanjay Singh, the march proceeded through Sultanpur district. Starting at 10 am from Maa Bhagwati Lawn in Utari, the procession passed through Pratapganj Bazaar, Raghav Dhaba, Durgapur Bazaar and Ramganj before reaching Shyam Vatika in Trisundi, Amethi. The yatra was received by the residents at various stops.During the march, AAP MP Sanjay Singh said that Uttar Pradesh has become the state with the highest number of unemployed people in the country, with youth being particularly affected. On the seventh day of the “rojgaar do, samajik nyay do” padyatra, led by Aam Aadmi Party leader and Rajya Sabha MP Sanjay Singh, the march proceeded through Sultanpur district. The yatra was received by the residents at various stops.During the march, AAP MP Sanjay Singh said that Uttar Pradesh has become the state with the highest number of unemployed people in the country, with youth being particularly affected. He added that farmers, weavers and families involved in small-scale industries are also facing difficulties linked to unemployment. Singh alleged that government policies have adversely impacted small enterprises and traditional occupations.He further stated that caste-based discrimination remains a major barrier to social progress in Uttar Pradesh. Through this padyatra, he said, the demand is for equality and transparency across systems, including in government functioning and recruitment processes. NEW DELHI: Janshakti Janta Dal founder Tej Pratap Yadav on Tuesday urged Prime Minister Narendra Modi and Union home minister Amit Shah to investigate allegations of “mental and physical pressure” on his parents, RJD patriarch Lalu Prasad and former chief minister Rabri Devi. Calling it an attack on the “very soul” of RJD, Tej Pratap alleged that “certain traitors” are destroying both the “family and the organisation” in an apparent reference to Sanjay Yadav, Rameez Nemat Khan, both aides of Tejashwi Yadav.”It is being said that some people, Jaichands, are making attempts to keep my parents Lalu Prasad ji and my mother under mental and physical pressure. Philistines – news channels call them psephologists – would have you believe that in Bihar people don’t cast their vote, they vote their caste, but that’s extremely reductionist thinking. The answer, as always, is deeper, and in this case the key to understanding the Bihar elections is to understand it through four quintessentially Bihari icons and their Jungian archetypes:Sardar Khan (The Enforcer)George Orwell (The Dystopian)Chanakya (The Strategist)Buddha (The Enlightened One)PM Modi Reveals Why NDA Swept Bihar, Says Emotional Mode And 24×7 Development Win Elections In IndiaTogether, the four explain everything: how and why Bihar voted, the people complaining about the mandate, the strategist’s tryst with reality, and those that simply are beyond caring and have reached Nirvana (the state, not the 90s grunge band).First off, we have the Enforcer AKA Sardar Khan, the protagonist brought to life by Manoj Bajpayee in Anurag Kashyap’s magnum opus, who has only one goal in life: badla (revenge). There was a time a decade ago when almost every electoral vote was for badlav, but having tried badlav in 2014, the electorate seems to be largely happy with the status quo.In Jungian terms, the Enforcer is the Shadow Animus, the primal instinct of confrontation, vengeance, rupture and settling scores, which in this case appears to be not to return Bihar to a state of anarchy.To top it up, it was the Anima in revolt, the female voters who decided to prioritise safety and stability over tribal loyalties. There was a pre-election school of thought that many Gen Z voters wouldn’t mind voting for the MGB simply because they had forgotten or memory-holed the 90s but to borrow a phrase from George RR Martin: the North remembers.The second set to explain the post-result disenfranchisement is the Dystopist, inspired by Motihari-born lad George Orwell whose place of birth certainly influenced his lifelong desire to write bleak novels detailing fascism. From the disgruntled prince who was promised but can never deliver, to German YouTubers, to the brown-in-name-only (BINO) correspondents who cannot fathom what’s happening outside Khan Market, everyone is aghast at the result because the sanima (cinema in Ramadhir-speak) inside their head isn’t playing out in reality.This archetype is the classic Wounded Superego which has a fundamental problem because it cannot fathom that people do not buy the same narrative as theirs, or that life under the Rand-Marx utopia of previous regimes wasn’t the social justice that was promised. Ergo, the Bihar election result is proof of institutional collapse, the state machinery being compromised, the electorate being hypnotised, and the fact that only their personal heartbreak is authentic.The third set here is the Strategist, modelled after another legend from Magadha (Chanakya). The strategist in question learnt the hard way that there’s a fundamental difference between giving gyan to the man (or woman) in the arena and being the man in the arena.In Jungian terms, this was the Inflated Ego, the outward identity so carefully crafted (the master strategist, the election whisperer) that one begins to believe one’s own self-deception.And finally, we have the indifferent, the large swathes which have decided that no matter what happens things won’t change. After all, the regime has been in power for 20 years, and yet Biharis – white and blue collar – still have to go to other states to earn a living. Or maybe it has something to do with the state of ennui. Which brings us to the fourth archetype, named after the prince who went to the state and suddenly decided that life was simply not worth living. They are, in Jungian terms, the Transcendent Self, the archetype that rises above conflict not out of apathy but out of clarity. He has outgrown the need to win or lose, to paint saints or villains or understand mandates and narratives. He is like Sisyphus, content to push a boulder up a hill, knowing fully well that the universe will unfold as it should without any need to weigh in on it.And together, the four of them explain everything there is to know about Bihar: the voters, the opposition, the strategist who failed, and naysayers who shall not be moved. His assurance comes at a time when senior members of the INDIA alliance have questioned the SIR process, with SP chief Akhilesh Yadav repeating the charge even on Bihar election result day. Bengal has around 22 lakh migrants who are working in other states. TMC is ensuring that all those workers and their families get their enumeration form filled, says Samirul Islam, MP and Chairman of Migrant Workers Welfare Board, when contacted by TOI Online.In the enumeration form, voters must provide details as they appear in the electoral roll of the last SIR in 2002. If a voter was not on that roll, they must provide similar details for an immediate relative who featured in it, or establish eligibility with any one of eleven document types the EC has listed.However, not all are convinced. ‘We are poor. From where will we get the documents? Our names weren’t there in 2002.’ You hear this on suburban trains to Kolkata, from domestic workers riding in from neighbouring South 24 Parganas. Many say their families, including their forefathers, have never stepped outside Bengal, let alone migrated from another country. And then there are people who have migrated to India in the last few decades and don’t have proper documentation.Points of contentionAccording to Riju, as much as half the population of Matuas and Rajbanshis, two of the largest SC communities in Bengal, do not have proper paperwork and may find their names missing from the December 9 rolls. He dubs SIR a backdoor NRC and says the legal cell under MP Kalyan Banerjee is geared up to help all those whose names are likely to be deleted in the draft rolls. While TMC dubs CAA a ‘jumla’, BJP offers it as a solution for those who may not have proper documentation after migrating to India. TMC has also challenged the constitutional legality of SIR, with an appeal currently pending in the Supreme Court, and has objected to 2002 as the cut-off year, arguing that 2009 delimitation has completely altered ward and assembly structures.Another flashpoint is EC’s move to use Aadhaar data to weed out dead voters. Bengal chief electoral officer Manoj Agarwal has gone on record saying UIDAI has already informed them of records of 32-34 lakh people who are deceased and had Aadhaar, and another 13-14 lakh dead individuals who did not have Aadhaar. He argued accused activists are responsible for trial delays. Meanwhile, the Delhi high court directed police to update on riot investigations, noting petitions have been pending for six years without pursuing alternate legal remedies. This was not a spontaneous riot. It was a well designed, well crafted, well orchestrated, pre-planned riot. That will emerge from the evidence collected,” Solicitor General Tushar Mehta told a bench of Justices Aravind Kumar and N V Anjaria.”Sharjeel Imam says it’s his heartfelt wish for ‘chakka jaam’ for every city where Muslims reside. Not just in Delhi,” Mehta submitted.The solicitor general said a narrative is being built on social media that something very serious is going on with young people. However, the accused themselves are responsible for the delay in trial.Additional Solicitor General SV Raju, for Delhi police, is currently arguing and the hearing is under way.Khalid, Imam, Gulfisha Fatima, Meeran Haider and Rehman were booked under the anti-terror law and provisions of the erstwhile IPC for allegedly being the “masterminds” of the February 2020 riots, which left 53 people dead and over 700 injured.Meanwhile, the Delhi high court on Tuesday directed the police to update it on the status of investigations into the 2020 Delhi riots.A bench of Justices Vivek Chaudhary and Manoj Jain issued the direction while hearing a batch of petitions related to the February 2020 violence, including pleas seeking FIRs against several political leaders for alleged hate speeches. The bench noted orally that the petitions have remained pending for six years despite the availability of an alternate legal remedy that the petitioners had not pursued.During the hearing, counsel for one of the petitioners highlighted the deaths that occurred during the riots. The bench responded that FIRs had already been registered and the police were conducting investigations, leaving “nothing” to be addressed in the existing petitions.The petitioner’s lawyer, however, alleged that the police were not conducting a fair probe and urged the court to order an independent investigation.To this, the bench said: “You challenge it before the magistrate. The magistrate will supervise. These are questions of facts. We cannot entertain questions of facts in writ petitions. You can give that evidence to the magistrate, who will look into it and pass orders. The high court cannot do this.”Reiterating that the petitioners had not availed the appropriate legal route for six years, the court remarked: “These petitions are pending for so long for no good reason. He argued accused activists are responsible for trial delays. However, the accused themselves are responsible for the delay in trial.Additional Solicitor General SV Raju, for Delhi police, is currently arguing and the hearing is under way.Khalid, Imam, Gulfisha Fatima, Meeran Haider and Rehman were booked under the anti-terror law and provisions of the erstwhile IPC for allegedly being the “masterminds” of the February 2020 riots, which left 53 people dead and over 700 injured.Meanwhile, the Delhi high court on Tuesday directed the police to update it on the status of investigations into the 2020 Delhi riots.A bench of Justices Vivek Chaudhary and Manoj Jain issued the direction while hearing a batch of petitions related to the February 2020 violence, including pleas seeking FIRs against several political leaders for alleged hate speeches. The bench noted orally that the petitions have remained pending for six years despite the availability of an alternate legal remedy that the petitioners had not pursued.During the hearing, counsel for one of the petitioners highlighted the deaths that occurred during the riots. The bench responded that FIRs had already been registered and the police were conducting investigations, leaving “nothing” to be addressed in the existing petitions.The petitioner’s lawyer, however, alleged that the police were not conducting a fair probe and urged the court to order an independent investigation.To this, the bench said: “You challenge it before the magistrate. The magistrate will supervise. These are questions of facts. We cannot entertain questions of facts in writ petitions. You can give that evidence to the magistrate, who will look into it and pass orders. The high court cannot do this.”Reiterating that the petitioners had not availed the appropriate legal route for six years, the court remarked: “These petitions are pending for so long for no good reason. His remarks came a day after he conceded defeat in the state elections and acknowledged that he had failed to win public trust. Addressing reporters in Patna, Kishor said, “I could not win the faith of the people of Bihar,” adding that he would observe a day-long “Maun Upvas” as a form of atonement. Asked whether he would resign after the loss, Kishor said he held no post to step down from. “What position am I holding that I should resign? I had said that if JDU gets more than 25 seats, I will retire. From which position should I resign? I did not say that I will leave Bihar. I have left politics. I do not do politics, but I did not say that I will stop speaking for the people of Bihar,” he said.Kishor said he would intensify his work in the state despite the defeat. “I will work twice as hard as you’ve seen me work over the past three years and put in all my energy. There’s no question of backing down. There’s no turning back until I fulfil my resolve to make Bihar better,” he added. If the public did not show faith in us, then the responsibility for that is completely mine. I take that responsibility 100% on myself, that I could not win the faith of the people of Bihar,” he said. The Jan Suraaj Party failed to win a single seat, despite contesting 238 constituencies. The results reaffirmed the dominance of the National Democratic Alliance, which secured 202 seats, while the Mahagathbandhan finished with 35.He said he would undertake a day-long fast on November 20 as a gesture of accountability. “I failed to explain to the people of Bihar the basis on which they should vote and why they should create a new system. We have not committed the crime of spreading caste-based poison in society. We have not played Hindu-Muslim politics in Bihar. If the public did not show faith in us, then the responsibility for that is completely mine. I take that responsibility 100% on myself, that I could not win the faith of the people of Bihar.”Kishor has also vowed to observe a ‘maun upvas’ (vow of silence) for “failing to change the government”. As an act of atonement, he announced that he will undertake a day-long silent fast at the Gandhi Bhitiharwa Ashram on November 20. “I will work twice as hard as you’ve seen me work over the past three years and put in all my energy. There’s no question of backing down. There’s no turning back until I fulfil my resolve to make Bihar better. I failed to explain to the people of Bihar the basis on which they should vote and why they should create a new system. I had said that if (JDU) gets more than 25 seats, I will retire. From which position should I resign? I did not say that I will leave Bihar. I have left politics. I do not do politics, but I did not say that I will stop speaking for the people of Bihar,” he said. Kishor also vowed to continue his campaign in Bihar with greater determination despite the setback. NEW DELHI: Jan Suraaj supremo Prashant Kishor on Tuesday said he takes 100 per cent responsibility for his party’s poor performance in the 2025 Bihar Assembly elections. This was his first reaction after the poll verdict.Speaking from Patna, Kishor admitted: “We made an honest effort, but it was completely unsuccessful. There’s no harm in admitting this. Forget about systemic change; we couldn’t even bring about a change in power. But we certainly played some role in changing Bihar’s politics… There must have been some mistake in our efforts, in our thinking, in the way we explained that the public had not elected us. If the public did not show faith in us, then the responsibility for that is completely mine. I take that responsibility 100% on myself, that I could not win the faith of the people of Bihar.”The Jan Suraaj Party got 0 seats in the election, a stunning outcome for a new entrant once pitched as the “third force” in the bitterly contested battle between the ruling National Democratic Alliance (NDA), which secured 202 seats and the Mahagathbandhan (MGB), which won 35.For years, Prashant Kishor was regarded as one of India’s most successful political strategists and was known as the man behind a string of high-profile electoral wins. But his most anticipated venture, Jan Suraaj, has turned into a spectacular failure. Launched after an extended “padyatra” in Bihar, the party fielded 236 candidates, drawing heavily on social-media outreach and promising a new brand of politics focused on meritocracy, youth migration, jobs and improved governance.Jan Suraaj’s campaign sought to appeal especially to first-time voters and the urban electorate. Many candidates were professionals, retired bureaucrats and educated individuals pitched as alternatives to the traditional caste- and coalition-driven parties of Bihar. Yet despite the outreach, the results were devastating. In 57 constituencies the party polled fewer votes than the NOTA (None of the Above) option.In Marhaura, the only seat where the party came second, its candidate Abhay Singh secured 58,190 votes but even that fell short of victory. In other notable seats such as Katihar, Samastipur and Darauli, the party only just edged past NOTA by a few hundred votes.In urban Patna-district seats such as Bankipur, Digha, Phulwari and Patna Sahib, Jan Suraaj emerged as a distant third option, indicating some resonance with anti-incumbency sentiment among urban voters, but failing to penetrate the major support bases of established parties. Media-in-charge of Jan Suraaj, Obaidur Rahman, acknowledged the party’s failure and said the leadership would analyse why vote percentages remained so low despite “positive feedback” from the masses, especially youth. NEW DELHI: The Supreme Court Committee on Road Safety on Monday directed the Maharashtra government to carry out a “thorough and independent crash investigation” into the recent accident on the Pune–Bangalore highway in which eight people were burnt alive and 13 others injured. It asked the state to get the probe conducted by an institute of repute, like IIT-Delhi, to determine causes, identify those responsible and suggest measures to prevent such incidents.In his letter to Maharashtra chief secretary Rajesh Kumar, committee chairman and former SC judge Abhay Manohar Sapre said the severity of the crash, which resulted in so many deaths, necessitates a proper investigation. “The crash investigation should examine and expose any systemic lapses in safety regulations, vehicle maintenance, emergency response protocols and laxity in the enforcement of safety norms that contributed to the high number of fatalities,” Sapre said.The crash happened last Thursday evening when the committee was on a tour to Pune. In the accident near Navale Bridge, 20 to 25 vehicles rammed one another in a chain collision and a container truck is said to have set off the crash, following which several vehicles caught fire.The committee said the investigation’s findings and recommendations would help in taking corrective action, ensuring accountability and enhancing public safety.For independent investigation, it asked the state to order the probe by a reputable institution with expertise in accident reconstruction through simulation and further analysis. “Enquiry by an IIT increases the credibility of the investigation system,” the letter mentioned.The SC panel’s independent probe gains significance in light of the fact that in most cases, crash investigations are conducted either by government bodies or by NGOs acting at the request of authorities concerned.
