Panjab University NEW DELHI: The Centre on Tuesday stepped in to resolve the dispute between Panjab University students and the administration over a controversial affidavit required for academic registration and the recent notification on changes to the university’s governance structure. Acting on student representations, the ministry of education directed the vice chancellor to withdraw the affidavit requirement and announced that the Centre will issue a new notification regarding the governance structure after further consultations.The affidavit had sought a sworn declaration from students that they would abide by university rules, refrain from protests, and accept institutional decisions without challenge. Student unions strongly opposed the directive, calling it coercive and contrary to the university’s democratic traditions. The move sparked protests and appeals to the ministry for intervention.Following the meeting, the ministry said an amicable solution had been reached, describing it as a collaborative and responsive approach to student concerns. Officials confirmed that the demand for additional girls’ hostel facilities would also be considered positively, ensuring that immediate academic and welfare issues are addressed.The ministry reaffirmed that the Centre’s governance notification will now take effect only after the issuance of a new one, to be framed after detailed consultation with all stakeholders. It also assured continued financial and administrative support to ensure the university’s smooth functioning.The governance notification issued recently by the Centre proposed restructuring Panjab University’s Senate and Syndicate into smaller, largely nominated bodies to improve efficiency and academic focus. Ahmedabad Police unearthed a chilling murder plot, finding a man’s remains buried beneath his kitchen floor. His wife, allegedly in league with her lover and his relatives, is accused of killing him nearly a year ago. Representative image (AI generated) NEW DELHI: In a chilling case reminiscent of the Bollywood thriller Drishyam, Ahmedabad Police have uncovered the remains of a man who was allegedly murdered by his wife, her lover and his relatives. The body was found buried beneath the kitchen floor of his own home.The victim, 35-year-old Samir Ansari, had been missing for almost a year before police made the shocking discovery on Tuesday night.Acting on a tip-off, the Ahmedabad crime branch found bones and other remains buried beneath the kitchen floor of his locked house in Sarkhej.Deputy commissioner of police (Crime) Ajit Rajian said that Ansari’s wife, Ruby, who is currently absconding, conspired with her alleged lover Imran Vaghela and two of his relatives, Rahim and Mohsin, to kill him. “While Vaghela, who lives in the same area, has been arrested, Ruby along with two relatives of Vaghela — Rahim and Mohsin — are still absconding,” Rajian confirmed. He added that the recovered remains have been sent for forensic and DNA analysis.According to police, Ruby and Imran allegedly plotted the murder after Ansari began confronting her over her extramarital affair. “Vaghela claimed Ruby hatched the plan to kill Ansari because he used to thrash her after learning about her extramarital affair and she saw him as an obstacle in her illicit relationship,” said DCP Rajian.Investigators said that on the night of the murder, Imran slit Ansari’s throat with Ruby’s help. The accused then dismembered the body, buried it inside a pit dug in the kitchen and sealed it with cement and tiles to erase all visible traces.For months, Ruby continued to live in the same house with her two children before eventually moving out, telling neighbours that her husband had gone to another city for work.Ansari, originally from Bihar, had moved to Ahmedabad in 2016 after his love marriage with Ruby. He worked as a mason to support his family.Police said the case came to light three months ago after a local tip-off revealed Ansari’s prolonged absence. During questioning, Imran reportedly broke down and confessed to the murder.A crime branch team, accompanied by an executive magistrate, exhumed the remains from the cemented kitchen floor on Tuesday night. People should watch the complete video. If an FIR has been registered, the complete video will be investigated. I will be questioned and I will answer. The entire thing is recorded. RJD’s people are habitual of pulling up one chunk, making it viral, tweeting and misleading…” Singh was quoted as saying by ANI. Addressing the video, which has now gone viral, Singh said that in full context, he was urging villagers to stand up to local leaders who intimidate the poor.He added that such leaders should be escorted to the polling booth to vote and then kept “inside their houses.””If someone sees the complete video, they would find RJD’s tweet misleading. An RJD leader lives in the village from where this video has come up. He threatens people and scares them into not going to booths. I said that if leaders threaten and scare the poor, people of village should corner and lock them up. People should watch the complete video. If an FIR has been registered, the complete video will be investigated. I will be questioned and I will answer. The entire thing is recorded. RJD’s people are habitual of pulling up one chunk, making it viral, tweeting and misleading…” Singh was quoted as saying by ANI. Addressing the video, which has now gone viral, Singh said that in full context, he was urging villagers to stand up to local leaders who intimidate the poor.He added that such leaders should be escorted to the polling booth to vote and then kept “inside their houses.””If someone sees the complete video, they would find RJD’s tweet misleading. An RJD leader lives in the village from where this video has come up. He threatens people and scares them into not going to booths. I said that if leaders threaten and scare the poor, people of village should corner and lock them up. If they (such leaders) want to go and vote, take them to polling booth and after that force them to stay inside their houses,” Singh added. The Union Minister further stressed that he would respect the Election Commission of India’s decision if an FIR is filed under its instructions.”There is rule of law in Nitish Kumar’s rule. All of us respect law. So, if an FIR has been lodged against me on the instructions of EC, I respect it,” Singh said. He added that protecting and encouraging “poor” voters was his aim, and pointed to similar intimidation in wards 15–27 of Mokama Nagar Parishad.”Nobody can threaten the poor and get their votes. The amount will go to Sushant Bais, the newly married man who languished in jail for no fault of his.Singh apparently put his signature on a document mentioning Sushant as an NSA detainee instead of one Nirajkant Dwivedi, who had been charged in that particular case. Sushant, a native of Budwa village in Shahdol district, was sent to judicial custody despite having arrived at a settlement in his “minor dispute” with another party.The division bench of Justices Vivek Agarwal and A K Singh issued notice to the collector for contempt of court over his initial “fake” affidavit in the case after Sushant’s father Hiramani Bais moved court, saying his son was unfairly put in jail on Sept 9, 2024.The bench directed the chief secretary of MP to also initiate action against the additional chief secretary of home for endorsing the collector’s order.”There is absolutely no application of mind by the state govt as well, otherwise it would have bothered to read the order of detention,” states the court’s order. NEW DELHI: The Supreme Court on Tuesday reserved a verdict on an issue sensitive to 20,000-odd judicial officers and will decide whether those opting for the promotional route to become district judges need a quota to counter lawyers, directly recruited to the DJ post, from stealing a march over them.While the High Courts have cited constitutional mandate to request the SC to refrain from interfering in the framing of service and promotion rules and conditions, the promotional cadre of judicial officers pitched for a quota complaining that those who start their careers as judicial magistrates seldom reach the post of Principal District Judge (PDJ).The promotional cadre also told a bench of Chief Justice B R Gavai, CJI-designate Surya Kant and Justices Vikram Nath, K Vinod Chandran and Joymalya Bagchi that while a 35-year-old lawyer with seven years practice can clear a competitive examination to become district judge, the career judicial officers become district judges at an age that varies between 45-52 years in different states.But the direct recruit district judge cadre officers through several senior advocates said that there are three sources of filling DJ posts – promotion (50% of posts), direct recruitment (25%) and through limited departmental competitive examination (25%). The promotional cadre officers outnumber the directly recruited DJs by three to one and the existing ROTA-Quota system has worked well and does not need tweaking by introducing quota for promotional cadre, they said. CJI Gavai said, “In some states direct recruit DJs are in an advantageous position, while promotional cadres enjoy advantage in some other states. SO, is it not necessary that there should be a uniform promotional avenue for judicial officers to DJ post irrespective of their source of recruitment?”When some counsel apprehended that tweaking the system would fuel the existing rivalry between promotional cadre and direct recruits, the bench said, “We are only examining the issue of giving a fair opportunity to each judicial officer irrespective of their source of recruitment. The intention is to improve the efficiency of the justice delivery system.”A counsel pointed out that not even one among the present 34 SC judges have come from the promotional cadre of judicial officers, the CJI-led bench said there have been many instances in the past when judicial officers through promotion to DJ, got selected as HC Judges and then elevated as SC judges, including two CJIs.“We do not perceive it as a fight between promotional cadres and direct recruit judicial officers. This exercise is for improving the efficiency of the system of administration of justice. It is a trial-and-error method. The mechanism had been tweaked in the past. Representative image KOZHIKODE: A Kerala woman and her partner from an extramarital affair were sentenced Tuesday to 180 years’ rigorous imprisonment each and fined Rs 11.7 lakh apiece for repeated rape of her 12-year-old daughter, crimes that prosecutors said took place over two years with the mother’s complicity.Judge Ashraf AM of special Pocso court convicted them under multiple sections of Pocso Act – each carrying 40 years of rigorous imprisonment and a fine of Rs 2 lakh, and some sections of IPC and Juvenile Justice Act. Failure to pay the fine will add 20 months to their terms. “This would be the severest punishment ever awarded to a woman for abetment in Pocso case,” special public prosecutor Somasekharan A said.The woman reportedly befriended the man while living with her husband and daughter in Thiruvananthapuram. She later “eloped with him” and began living in rented houses in Palakkad and Malappuram between Dec 2019 and Oct 2021, taking the child along. During this period, the man repeatedly raped the girl while the mother allegedly abetted the abuse. The girl was allegedly forced to drink alcohol. Prosecutors said the woman also threatened the child into silence, telling her “a chip has been implanted in her brain and they would know if she revealed the ordeal”. NEW DELHI: Expressing concern over the stringent Protection of Children from Sexual Offences (Pocso) Act being invoked in cases of consenting adolescent romantic relations, Supreme Court said on Tuesday there was a need to spread awareness among students about the issue and hinted that it would pass directions. “The Pocso Act is being misused in cases of marital discord and matters pertaining to consensual relationships between adolescents. The law is being thrust upon boys. We should spread awareness among boys and men about the legal provisions,” the court said.Advocate Sandeep Sudhakar Deshmukh, appearing for the petitioner, said the country continues to witness a disturbing surge of rapes and crimes against women and girls. “It must be made mandatory in all schools whether aided or unaided, whether they have classes on sex education or not, to educate the children about the folly and drastic consequences of rape, including creating awareness that violating the privacy of the other sex would be considered wrong and derogatory and that it amounts to a crime,” the petition said. Petitioner: Schools must teach kids anti-rape laws The bench of Justices B V Nagarathna and R Mahadevan directed states to file responses to a PIL seeking its intervention to direct the govt to make people aware about the law.Advocate Sandeep Sudhakar Deshmukh, appearing for the petitioner, said the country continues to witness a disturbing surge of rapes and crimes against women and girls.”It must be made mandatory in all schools whether aided or unaided, whether they have classes on sex education or not, to educate the children about the folly and drastic consequences of rape, including creating awareness that violating the privacy of the other sex would be considered wrong and derogatory and that it amounts to a crime,” the petition said. “Schools should make students aware about anti-rape laws at a young age so that they understand the consequences of committing such offences, including different kinds of rape as per the amended definition under Section 375 IPC,” it further added.SC has repeatedly highlighted the problem of consenting adolescent romantic relations being criminalised. Last week, the court invoked its extraordinary powers under Article 142 of the Constitution and acquitted a man charged under the Pocso Act after noting that the couple was happily married. NEW DELHI: Expressing concern over the stringent Protection of Children from Sexual Offences (Pocso) Act being invoked in cases of consenting adolescent romantic relations, Supreme Court said on Tuesday there was a need to spread awareness among students about the issue and hinted that it would pass directions. “The Pocso Act is being misused in cases of marital discord and matters pertaining to consensual relationships between adolescents. The law is being thrust upon boys. We should spread awareness among boys and men about the legal provisions,” the court said.Advocate Sandeep Sudhakar Deshmukh, appearing for the petitioner, said the country continues to witness a disturbing surge of rapes and crimes against women and girls. “It must be made mandatory in all schools whether aided or unaided, whether they have classes on sex education or not, to educate the children about the folly and drastic consequences of rape, including creating awareness that violating the privacy of the other sex would be considered wrong and derogatory and that it amounts to a crime,” the petition said. Representative image NEW DELHI: National Commission for Women has recommended a comprehensive review of cyber laws relating to women to secure their digital rights, extend privacy protections and hold online platforms accountable.For instance, the NCW report calls for inclusion of cyberbullying, trolling, deepfakes, and privacy violations in the Bharatiya Nyaya Sanhita 2023 and protects the complainant’s identity in cyber offences. For protecting children it is recommended that digital manipulation and online grooming should be recognised as offences and penalties must be increased under the Protection Of Children from Sexual Offences Act, 2012.These are part of the over 200 actionable recommendations in the NCW report aimed at addressing the legal and institutional gaps in India’s response to cyber offences. “Through this report, NCW envisions a cyber ecosystem where laws do not merely punish offenders, but protect dignity; where awareness replaces fear; and where every woman can step into the digital world without hesitation,” NCW chairperson Vijaya Rahatkar said.The recommendations compiled following a year-long exercise of consultations with various stakeholders have been submitted to the ministries of law and justice, electronics and information technology, women and child development, and home affairs.For instance in the Information Technology Act 2002, it is recommended to make room for tougher penalties for offences against women and children, penal action for threats to share private or obscene content and a mandatory victim compensation fund.In case of IT Rules 2021, recommendations range from mandatory account verification and inclusion of AI-manipulated imagery and new provisions for gender-based harassment to cross-border content regulation.With regards to the Digital Personal Data Protection Act, 2023 it is recommended that “sensitive personal data” and “gender-specific damage” should be defined and there should be stricter consent norms and mandatory removal of non-consensual content within 12 hours. The report also calls for paving the way for tiered penalties for gendered data misuse.To secure women at the workplace under the POSH Act, 2013, it recommended extending protection to digital harassment and remote workplaces.
