India’s UN envoy, Parvathaneni Harish, urged Pakistan to cease human rights violations in its “illegally occupied” territories, particularly Jammu and Kashmir. NEW DELHI: India’s Permanent Representative to the United Nations, Parvathaneni Harish, on Friday called upon Pakistan to end the “grave and ongoing human rights violations” in areas “illegally occupied by it,” particularly in Jammu and Kashmir. Speaking at the United Nations Security Council (UNSC) open debate on ‘The United Nations Organization: Looking into the Future’, Harish reaffirmed that Jammu and Kashmir “has been, is, and will always be an integral and inalienable part of India.”“We call upon Pakistan to end the grave and ongoing human rights violations in the areas illegally occupied by it, where the population is in open revolt against Pakistan’s military occupation, repression, brutality and illegal exploitation of resources,” Ambassador Harish said during the session held on the occasion of the 80th UN Day.The envoy asserted that the people of Jammu and Kashmir “exercise their fundamental rights in accordance with India’s time-tested democratic traditions and constitutional framework,” adding that such concepts are “alien to Pakistan.”“Let me emphasise that the Union Territory of Jammu and Kashmir has been, is, and will always be an integral and inalienable part of India. Counting of votes will be held on November 14.Battle for Bihar: Voters At Gandhi Maidan Reveal Mood of the State Ahead Of Assembly ElectionsOn the final day of withdrawal, the Mahagathbandhan declared RJD leader Tejashwi Yadav as its chief ministerial candidate, in what is being seen as a late bid to resolve internal disputes and project unity ahead of the polls.As the 243-member assembly heads for one of its most closely watched elections, here are five key numbers that define the contest — from alliance equations, caste composition to prominent battles and the state’s final voter roll.1) The NDA’s slate of candidatesBJP- 101JDU- 101LJP (Ram Vilas)- 29Rashtirya Lok Morcha – 6Hindustani Awam Morcha (HAM)- 62) The Mahagathbandhan’s equationMahagathbandhan, led by Rashtriya Janata Dal, includes Congress party, the Communist Party of India (Marxist-Leninist) (CPI-ML) led by Deepankar Bhattacharya, the Communist Party of India (CPI), the Communist Party of India (Marxist) (CPM), and Mukesh Sahani’s Vikasheel Insaan Party (VIP). The number of candidates announced by each Mahagathbandhan party was as follows:Congress- 61RJD- 143CPI- 9CPI(M)- 4CPI(ML)- 20VIP- 15The Mahagathbandhan initially had about 12 seats where at least two allies filed nominations. However, this notion of a friendly fight has invited criticism from the NDA alliance, which has had no fissures after its seat-sharing arrangements were announced.Later on, however, Congress candidates Aditya Kumar and Satish Kumar withdrew their nominations from Lalganj seat and Warisaliganj seat. Congress candidate Tauquir Alam from Pranpur also withdrew his nomination in favour of RJD’s Ishrat Parween.VIP candidate Bindu Gulab Yadav from Babubarhi constituency withdrew her nomination for RJD’s Arun Kumar Singh.There are still some seats where constituents of the INDIA bloc are set to lock horns against each other. According to the news agency PTI, the following assembly constituencies are among these: Narkatiaganj, Vaishali, Rajapakar, Rosera, Bachhwara, Kahalgaon, Biharsharif, and Sikandara.Even though the issue of ‘friendly fights’ on some seats still pertains, Ashok Gehlot has indicated that it is not a matter of concern.”In 243 seats, due to local leaders and equations, a situation like a friendly fight sometimes arises on 5-7 seats. This is a very small number, but a campaign was run against the Mahagathbandhan in the media over it, whereas in reality, there is no problem at all,” he said.3) The caste arithmeticA caste survey was conducted in Bihar in 2023 to determine the exact population of each caste, aiming to bolster demands for expanded quotas.The survey found that the EBCs constitute the largest portion at 36 per cent, along with the other backward classes at 27 per cent, which amounts to 63 per cent of the total 13.07 crore population of the state; together, they constitute the socially hefty segment of backward classes. A total of 65 lakh voters were removed from the draft list. The Election Commission is gearing up for a nationwide special intensive revision of electoral rolls, urging Chief Electoral Officers to train Booth Level Officers immediately. Political parties are also encouraged to appoint Booth Level Agents to ensure smooth implementation. This crucial exercise, set to begin soon, aims to update voter lists across India, with a focus on poll-bound states. Election Commission NEW DELHI: The Election Commission on Thursday asked all chief electoral officers (CEOs) — particularly of states/UTs due for assembly polls next year — to start training booth level officers (BLOs) and urge the political parties to appoint adequate number of booth level agents (BLAs) ahead of the impending announcement of a staggered, pan-India special intensive revision (SIR) of their electoral rolls.These directions were given by EC on the concluding day of CEOs conference — presided over by chief election commissioner Gyanesh Kumar in the presence of election commissioners S S Sandhu and Vivek Joshi. The Commission on Thursday also held separate, one-on-one interactions with the CEOs of the five poll-bound states/UT — Kerala, Tamil Nadu, West Bengal, Assam and Puducherry — to understand any issues unique to them. The SIR process in these states/UT and a few others to be covered in the initial phase, is likely to stretch over three months, culminating with the publication of their final roll in January end or start of February.Having heard all CEOs at the two-day conference, on the progress of mapping of their electors with the roll published after the last intensive revision undertaken in 2003-2004 and also having clarified their queries on the SIR process, EC is set to hold internal deliberations over the next couple of days to finalise the pan-India SIR schedule.As reported by TOI on Wednesday, EC may announce the nationwide SIR exercise — covering the five poll-bound states/UT and a few others in the initial phase — within the next 3-4 days.Elaborating on the need for CEOs to start training BLOs immediately, a senior EC official said: “BLOs are a crucial link in the implementation of SIR”. The officer added that BLOs shall be updated on the processes to be followed, including distribution of enumeration forms and aiding the electors to sign and submit them, either physically or online. The mandatory requirement of making three visits to the electors’ addresses shall be emphasised during their daylong training.Also, given that EC is keen to hold the pan-India SIR with full involvement of the political parties, it has directed the state/UT CEOs to engage with the parties and encourage them to appoint BLAs. The Election Commission is gearing up for a nationwide special intensive revision of electoral rolls, urging Chief Electoral Officers to train Booth Level Officers immediately. Political parties are also encouraged to appoint Booth Level Agents to ensure smooth implementation. This crucial exercise, set to begin soon, aims to update voter lists across India, with a focus on poll-bound states. Election Commission NEW DELHI: The Election Commission on Thursday asked all chief electoral officers (CEOs) — particularly of states/UTs due for assembly polls next year — to start training booth level officers (BLOs) and urge the political parties to appoint adequate number of booth level agents (BLAs) ahead of the impending announcement of a staggered, pan-India special intensive revision (SIR) of their electoral rolls.These directions were given by EC on the concluding day of CEOs conference — presided over by chief election commissioner Gyanesh Kumar in the presence of election commissioners S S Sandhu and Vivek Joshi. The Commission on Thursday also held separate, one-on-one interactions with the CEOs of the five poll-bound states/UT — Kerala, Tamil Nadu, West Bengal, Assam and Puducherry — to understand any issues unique to them. The SIR process in these states/UT and a few others to be covered in the initial phase, is likely to stretch over three months, culminating with the publication of their final roll in January end or start of February.Having heard all CEOs at the two-day conference, on the progress of mapping of their electors with the roll published after the last intensive revision undertaken in 2003-2004 and also having clarified their queries on the SIR process, EC is set to hold internal deliberations over the next couple of days to finalise the pan-India SIR schedule.As reported by TOI on Wednesday, EC may announce the nationwide SIR exercise — covering the five poll-bound states/UT and a few others in the initial phase — within the next 3-4 days.Elaborating on the need for CEOs to start training BLOs immediately, a senior EC official said: “BLOs are a crucial link in the implementation of SIR”. The officer added that BLOs shall be updated on the processes to be followed, including distribution of enumeration forms and aiding the electors to sign and submit them, either physically or online. The mandatory requirement of making three visits to the electors’ addresses shall be emphasised during their daylong training.Also, given that EC is keen to hold the pan-India SIR with full involvement of the political parties, it has directed the state/UT CEOs to engage with the parties and encourage them to appoint BLAs.
