NEW DELHI: MK Stalin on Wednesday unveiled a series of welfare promises and development plans at a DMK rally in Tiruchirappalli, positioning them as key offerings ahead of the Tamil Nadu Assembly elections.Addressing party workers and voters in central Tamil Nadu, the DMK chief sought support for party candidates while highlighting his government’s track record and outlining fresh commitments if voted back to power.He said Tiruchirappalli would be developed on par with Chennai, signalling a push to decentralise growth beyond the state capital. ANI photo NEW DELHI: Mortal remains of 20 Indian nationals who died in Kuwait due to various incidents, including the war in the Middle East, arrived at Cochin International Airport in Kerala on Wednesday.Among the deceased was 37-year-old Santhanaselvam Krishnan from Muthukulathur in Tamil Nadu’s Ramanathapuram district. He was killed in a drone strike on a water desalination plant. The other 19 Indians had died due to separate incidents and natural causes, but their repatriation had been delayed because of the ongoing conflict. The Indian mission in Kuwait is working with local authorities to ensure the early return of the mortal remains of all affected nationals.Aseem Mahajan, Joint Secretary (Gulf), said at an inter-ministerial briefing earlier in New Delhi, “An Indian national, unfortunately, lost his life in an attack in Kuwait. We express our deepest condolences to the family of the deceased. Our mission in Kuwait is in touch with the family and is coordinating closely with the local authorities to render all support and for the early return of his mortal remains to India. Eight Indian nationals have unfortunately lost their lives and one Indian national remains missing in various incidents.”The Indian embassy in Kuwait also expressed condolences on the death of Krishnan, following the attack on the desalination facility. In a statement on X, the embassy said, “Embassy of India in Kuwait expresses its deepest condolences at the tragic demise of an Indian national due to an attack on a desalination facility in Kuwait. NEW DELHI: Despite progress in HIV control, Delhi continues to face gaps in treatment coverage, with only about 70% of identified patients currently linked to care, prompting the Centre to step up district-level action.At a high-level workshop—‘Suraksha Sankalp Karyashala’—held in the capital, the Union health ministry reviewed HIV response in Delhi and Haryana, stressing the need to improve testing, treatment linkage and patient follow-up.Delhi, with an estimated 59,079 people living with HIV and an adult prevalence of 0.33%, has been flagged for urgent improvement, particularly in ensuring that those diagnosed are started on and retained in treatment.As part of a focused strategy, seven districts in Delhi—North, New Delhi, Shahdara, Central, South East, South and North West—have been identified for intensified interventions and close monitoring.Addressing officials, Dr Rakesh Gupta, Additional Secretary and Director General, National AIDS Control Organisation (NACO), said stronger coordination at the district level is critical to bridging gaps in the HIV care continuum, from testing to treatment and viral suppression.Experts say the gap in Delhi is not due to lack of facilities but challenges in linking patients to care and retaining them in treatment. “Delhi’s current treatment coverage of around 70% does not point to a lack of hospitals or medical expertise. Instead, it reflects a last-mile gap in the HIV care continuum where patients are diagnosed but may not be seamlessly linked to treatment, or struggle to remain engaged in long-term care,” said Dr Neeraj Nischal, Prof of medicine at AIIMS.Delays in starting therapy, stigma, treatment interruptions and the realities of a highly mobile urban population continue to limit progress. Strengthening early initiation of treatment, better patient tracking across facilities and more flexible care models—especially for migrant populations—could help close the gap.He also emphasised the need for portable treatment systems, including a unified patient database, multi-month dispensing of medicines and community-based distribution to ensure continuity of care for people who frequently move for work. Watch Census Goes Fully Digital: How India Will Count Its Population With Apps, Data And Self-Entry Here are 10 things to know about Census 2027:The first phase, known as the House Listing and Housing Census, will run for six months until September. During this period, data on the condition of houses, available household amenities, and assets owned by households will be collected.The reference date for this leg is 00:00 hours of March 1, 2027 (October 1, 2026, for Ladakh and snow-bound non-synchronous areas of Jammu and Kashmir; Uttarakhand’s and Himachal Pradesh).Andaman and Nicobar Islands, Delhi, Goa, Karnataka, Lakshadweep, Mizoram, Odisha, and Sikkim will do the Houselisting Census from April 16 to May 15 along with a period of self-enumeration from April 1 to 15.Madhya Pradesh, Andhra Pradesh, Arunachal Pradesh, Chandigarh, Chhattisgarh, and Haryana will start Houselisting Census from May 1 to May 30 with a period of self-enumeration from April 16 to April 30.In the second phase, population enumeration will be conducted during February 2027. Rajnath Singh Guwahati: Defence minister Rajnath Singh on Tuesday said the BJP-led govt had accelerated “unprecedented development” in Assam by restoring peace, claiming more than 7,500 militants had laid down arms and returned to the mainstream.Addressing a rally in Tezpur for Asom Gana Parishad candidate Prithiraj Rabha, Singh said Centre’s policies had weakened militancy, terrorism and naxalism across the country. AGP is contesting the assembly polls as part of the BJP-led coalition.“Whether it’s terrorism, naxalism or militancy, all these are heading towards the end under Modi govt. More than 7,500 militants have laid down arms and returned to the mainstream in the state,” Singh said, adding that the development seen under Assam CM Himanta Biswa Sarma had been “magical”. When she does things for Hindus, won’t I work for Muslims?” Kabir told ANI.Kabir, who was expelled from the Trinamool Congress after proposing to build the Babri Masjid in Murshidabad, formed the Aam Janata Unnayan Party to contest elections in West Bengal. He recently joined hands with AIMIM chief Asaduddin Owaisi as part of their campaign against the TMC and BJP.“We won’t let Mamata Banerjee come back to power. She is distributing Rs 1,500 under the ‘Lakshmir Bhandar’ scheme; I promise to give women Rs 3,500,” Kabir said, signalling a larger outreach to Muslim voters.Speaking at a press conference earlier, Owaisi outlined the alliance’s strategy, saying their main goal was to build independent political leadership for Muslims in the state. “Our attempt is that a leadership from the Muslim minority emerges and strengthens in this election in West Bengal. We have decided the number of seats we will contest. This alliance is not limited to just this election, but it will be taken forward to achieve our political objective,” he said.Owaisi also highlighted development concerns in areas where Muslims lack political representation. “I believe, and government data from West Bengal, the Government of India, and NSSO confirms, that regions where the Muslim minority lacks independent political leadership have very poor social, economic, and human development indicators. There is an organic connection between development and independent leadership,” he added.Humayun Kabir has announced that his party will contest 182 seats in the 2026 West Bengal Assembly elections, with around eight seats allocated to AIMIM. File photo (Picture credit: X/@ChinarcorpsIA) NEW DELHI: A terrorist was killed in an overnight encounter with security forces in Jammu and Kashmir’s Ganderbal district, the Army said on Wednesday.A cordon and search operation was launched by security forces on Tuesday night in the Arhama area of the district following inputs about suspicious movement, news agency PTI reported.“Based on specific intelligence input, joint search operation was launched by the Army and Jammu and Kashmir Police in general area Arhama of Ganderbal,” Srinagar-based Chinar Corps said in a post on X.According to the Army, vigilant troops noticed suspicious activity during the operation. “On being challenged, terrorists opened fire and own troops retaliated,” it said.The Army added that the cordon was tactically reorganised amid intermittent firing, and troops responded in a calibrated manner, resulting in the killing of one terrorist. Oil PSUs early on Wednesday morning announced aviation turbine fuel (ATF) pricing for April, with the same for domestic flights increasing by about 115% and that for international flights by about 107%. The rupee touching new life lows on a daily basis adds to airlines’ burden as most of there costs are dollar-denominated.Domestic ATF pricing: A kilo litre (KL or 1,000 litres) of ATF in India’s busiest aviation hub Delhi’s IGIA will now cost Rs 2,07,341.22 — up 114.5% from Rs 96,638.14 last month — for domestic flights. This is the first time the price of this refined kerosene meant to ensure aircraft defy gravity has defied gravity by crossing the Rs 2-lakh mark in Delhi, Kolkata, and Chennai. India’s second busiest hub, Mumbai’s CSMIA, will see the price hiking 115% from Rs 90,451.87 last month to Rs 194,968.67 in April.ATF pricing for international flights: ATF pricing has crossed the ,000-mark for the first time in India for these flights by Indian carriers. A kilo litre of ATF for international flights will now cost ,690.81 in Delhi — up 107% from 6.91 last month. Mumbai pricing and hike is almost the same. At ,727.3, Kolkata will see the highest price — up 102% from last month’s 5.25. With the rupee at record low, the pricing will pinch even more.In April and May 2024, ATF price for international flights was over 0. But at that time, the dollar-rupee exchange rate was at 83-84 levels. Now it is at a record low of over 95.What it means for airlines’ cost structure: Even before the anticipated hike in India which is a fallout of the Iran war and on similar lines with what has happened in most other countries, ATF for domestic flights was one of the most expensive globally in India. Jet fuel accounted for 40%—45% of airlines’ total operating costs. This percentage will now change majorly and make operations unviable for weak players.What airlines will do: Airlines will hike fares to reflect the increased operating costs. This will have an impact in demand and leading to cutting of flights. Airlines are watching each route closely to see if operating that makes economic sense or not. IndiGo, Air India group, Akasa are among the airlines that had last month imposed or hiked fuel surcharge which now range from Rs 150 to 0. Now the same may be revised. The fare cap of Rs 18,000 for domestic flights was removed on March 21, 2026. Since airlines have not got any fiscal relief on ATF excise (from Centre) or VAT (from some places like Delhi and Mumbai), they had categorically asked the govt to cap airfares only if their costs can be similarly capped too.Air India CEO Campbell Wilson had last month said in a mail to employees that “the financial impact of (Iran war) crisis is yet to be fully felt, as although the spot price of jet fuel has more than doubled, most of the impact will only hit us from next month.” He had warned escalating operating costs may force more airlines to cut flights “depending on how fuel costs, airfares and customer demand moves.” The rupee touching new life-lows on a daily basis adds to the dollar-denominated costs of airlines, including fuel for international flights of Indian carriers. On top of that routes to and from the west have become much longer.While airlines have introduced or hiked fuel surcharge, Wilson had said “not every customer is willing to pay higher airfares so there is a limit to how high we can price before demand drops. Additionally, given economic uncertainties, it is not certain that customers or companies will be as willing to travel as they were prior to the conflict, and may choose to stay put for a while.”“There will be pockets of new demand, such as we’re seeing on – and deploying additional flights to -some Europe and North America cities, but already airlines in some parts of the world are reducing some flights due to high fuel prices. NEW DELHI: X Corp has informed the Delhi high court that it has asked the central government to reconsider its March 18 directive to block 12 accounts, stating that the order is “disproportionate”.The Centre cited the use of deep fakes and the spread of “false narratives” as the reason for its crackdown on social media content. NEW DELHI: Govt on Tuesday appointed Chanchal Kumar, an IAS officer of Bihar cadre, as the new information and broadcasting (I&B) secretary, while designating Sanjay Lohiya as the secretary of department of financial services (DFS). In the bureaucratic reshuffle, Vir Vikram Yadav has been appointed director general of civil aviation (DGCA), replacing Faiz Ahmed Kidwai.Kidwai, an MP-cadre IAS officer, has been appointed additional secretary in the personnel department. Lohiya will take over as secretary DFS when M Nagaraju retires on May 31.Rejig sees appointment of 12 secretaries, 27 additional secretariesChanchal Kumar, currently in the department of north-east region, moves to I&B ministry, swapping places with Sanjay Jaju. Tuesday’s order included the appointment of 12 secretaries and 27 additional secretary level officers.Rohit Kansal, an AGMUT cadre officer of 1995 batch, has been appointed the new rural development secretary. Tourism secretary Srivatsa Krishna will be the new minority affairs secretary, while UIDAI chief executive Bhuvnesh Kumar will take charge as tourism secretary.Nagaland-cadre IAS officer Abhishek Singh, who has been promoted to the secretary rank, will take over as director general of National Testing Agency. Nivedita Shukla Verma, a 1991-batch IAS officer who is currently secretary, chemicals and petrochemicals, will take charge as secretary, department of administrative reforms and public grievances. NEW DELHI: Govt on Tuesday appointed Chanchal Kumar, an IAS officer of Bihar cadre, as the new information and broadcasting (I&B) secretary, while designating Sanjay Lohiya as the secretary of department of financial services (DFS). In the bureaucratic reshuffle, Vir Vikram Yadav has been appointed director general of civil aviation (DGCA), replacing Faiz Ahmed Kidwai.Kidwai, an MP-cadre IAS officer, has been appointed additional secretary in the personnel department. Lohiya will take over as secretary DFS when M Nagaraju retires on May 31.Rejig sees appointment of 12 secretaries, 27 additional secretariesChanchal Kumar, currently in the department of north-east region, moves to I&B ministry, swapping places with Sanjay Jaju. NEW DELHI: The Centre has moved to extend its digital media rules to news and current affairs content shared by non-publisher users on social media platforms, proposing changes that expand the reach of Part III of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, beyond registered publishers.In draft amendments issued on March 30, the ministry of electronics and information technology (MeitY) has invited stakeholder comments till April 14, signalling a move to strengthen compliance requirements for intermediaries and expand oversight of online content.A key proposal seeks to make it clear that Part III of the Rules — applicable to digital news publishers — will also apply to “news and current affairs content” shared on social media by users who are not registered publishers.While the draft itself focuses on clarifying applicability and strengthening oversight mechanisms, officials indicated the framework could enable action on such content through the existing grievance redress process overseen by the Inter-Departmental Committee, though the draft does not spell out specific actions.It also proposes changes under Part II, including the insertion of a new Rule 3(4), which requires intermediaries to follow government-issued advisories, directives and guidelines as part of their legal responsibilities under Section 79 of the IT Act. Elbers, then KLM president and CEO of KLM, was brought to IndiGo about four years ago to expand its international footprint. While the foreign footprint expanded substantially following the Dec schedule collapse, Elbers put in his papers. Bhatia had said the schedule collapse “should never have taken place”.Now, IndiGo has chosen an industry veteran who can help it expand globally.
