Supreme Court on CBSE (File photo) NEW DELHI: Supreme Court on Wednesday asked CBSE to detail the steps it has taken so far to curb alleged irregularities relating to digital evaluation (onscreen marking, or OSM) system even as solicitor general Tushar Mehta informed the court that a one-member commission has been appointed to inquire into the issues.A bench of CJI Surya Kant and Justices Joymalya Bagchi and V Mohana said urgent action was needed to comprehensively address students’ concerns. Representative image NEW DELHI: Electors in the national capital have got an extra 10 days to submit their enumeration forms for the ongoing SIR, with Election Commission on Wednesday releasing a revised schedule for Delhi. SIR timelines were also revised for Punjab, Telangana and Karnataka.House-to-house visits by BLOs in Delhi, which started on June 30, will now continue till August 8, instead of July 29 as originally scheduled. The date of publication of the draft electoral roll has been extended to August 17 from August 5.Claims and objections against the draft roll may be filed between August 17 and September 16, and these will be disposed of by October 1. The final electoral roll will now be published on October 19 instead of October 7.Delhi completes 99.2% voter form distributionAs per the latest status report on SIR in Delhi, over 1.4 crore enumeration forms (covering 99.2% of Delhi’s electorate) have been distributed and 21.7 lakh forms (15%) collected and digitised. The highest percentage of forms digitised so far are in Outer North district (29.6%), followed by South West (21.8%), while the lowest digitisation is in Old Delhi (9.1%) and east Delhi (9.2%).According to the revised schedules for three other states, BLO house visits will now continue till August 3 in Punjab and its draft electoral roll published on August 13. After settlement of claims and objections between August 13 and October 8, the final roll for Punjab will be published on October 12.House-to-house visits by BLOs in Karnataka will continue till August 8, draft roll published on August 17 and the final roll on October 19. Similarly, enumeration forms will now be collected till August 3 in Telangana, followed by the publication of the draft roll on August 10. Kudankulam nuclear power plant NEW DELHI: Nuclear Power Corporation of India Ltd, which is leading construction and operation of reactors at the Kudankulam nuclear plant, as well as Anil Ambani’s Reliance Group, whose arm Reliance Infra was involved with building infrastructure at two units, Wednesday said its core systems were untouched by a “cyber security incident”, after well-known ransomware group World Leaks posted a huge cache of files related to the plant on the dark web and claimed data breach.NPCIL and Russia’s Rosatom are jointly developing the 6,000-MW Tamil Nadu-based nuclear plant. While units 1 and 2 are operational, units 3, 4, 5, and 6 are under various stages of construction and commissioning. Reliance Infra was involved in designing and building infrastructure for the plant’s unit 3 and unit 4 in 2018.The nuclear plant, located in Tamil Nadu, is the largest of India’s nuclear plants.Files are not related to nuclear safety, security: NPCILIn response to a TOI query, a Reliance Group spokesperson said, “The company was informed by Yotta Data Services Private Limited (Yotta), its third-party data centre service provider, of a cybersecurity incident involving an attempted ransomware attack that resulted in partial breach of data hosted on one of Yotta’s servers. Yotta has informed the company that the suspicious process was identified and terminated immediately, and the incident was contained and also that no ransomware execution, data loss, or lateral movement occurred, and services were restored.”The spokesperson further said, “Yotta has confirmed that enhanced security monitoring and preventive controls are now in place. The company has directed Yotta to conduct a detailed investigation and submit a report. The incident has been reported to CERT-In, and disclosure has been made to the Stock Exchanges under Regulation 30 of the SEBI (LODR) Regulations, 2015. The company will take further steps as legally advised..”When asked about alleged claims that 19,000 of the 8.6 lakh Reliance files put on the World Leaks website appeared to be most sensitive, NPCIL executive director (CP&CC) Prateek Agrawal told TOI, “They (files) are not related to nuclear safety or nuclear security systems. Like thermal power plants, tenders are issued for common services. Such common services are not associated with the core systems of the nuclear plant.”Later, in a statement, NPCIL said the engineering, procurement and construction contract for the common services awarded to R-Infra are of conventional nature and are typically found in thermal power plants as well as other process industries.The release further said, “As part of the public tendering process, NPCIL provided indicative drawings and technical specifications to the bidders. Based on these inputs and the requirements of the project, EPC contractor, Reliance Infrastructure Ltd, prepared detailed engineering drawings in consultation with the respective original equipment manufacturers (OEMs). NEW DELHI: A four-month-old baby boy has become one of the youngest reported patients to undergo a rare lung-sparing keyhole surgery at AIIMS, New Delhi, after doctors removed only the diseased segments of a lung affected by a congenital malformation involving both lungs. The child recovered without complications and was discharged within two days of the operation.Doctors said the operation addressed only the affected portion of the right lung. Since the congenital malformation also involves the left lung, the child will undergo a second surgery in the coming months after further growth and recovery.The infant had been diagnosed before birth with Congenital Pulmonary Airway Malformation (CPAM), a rare condition in which part of the lung develops abnormally, forming cyst-like tissue that cannot function normally. While CPAM typically affects only one lung, the baby’s condition involves both lungs, making treatment far more complex. Removing an entire lung lobe, the standard approach in many such cases, could have significantly reduced the child’s healthy lung tissue and affected long-term lung function.Instead, the surgical team chose a far more demanding lung-preserving segmentectomy, removing only the diseased portion of the right lung while preserving the healthy tissue. The operation involved excising two segments (9 and 10) of the right lower lobe, regarded among the most technically challenging lung segments because the blood vessels and airways lie deep within the lung tissue.”Both segments are among the most difficult to remove in the entire lung since their vessels and airway are buried deep within the tissue. Performing this safely through keyhole surgery in an infant just four months old is a significant technical achievement,” said Dr Sandeep Agarwala, Head of the Department of Paediatric Surgery at AIIMS, New Delhi.The surgery was led by Prof Vishesh Jain of the Department of Paediatric Surgery. A crucial part of the procedure was selective lung ventilation, in which anaesthetists temporarily ventilate one lung while surgeons operate on the other. The technique is particularly challenging in infants because of their tiny airways and was managed by Dr Abhishek from the Department of Anaesthesia. NEW DELHI: The Union Cabinet on Wednesday approved two major elevated road projects in Varanasi — Ganga Corridor and Varuna Corridor — aimed at easing traffic congestion in the holy city and providing high speed connectivity from two national highways and the Ring Road. The two roads to be built with a design speed of 100 kmph compared to existing roads where vehicles crawl at 20 kmph will cost Rs 25,446 crore.Announcing the decisions, I&B minister Ashwini Vaishnaw said the projects are critical considering that the holy city gets more than 15 crore tourists and pilgrims every year. He said these roads will improve connectivity to major religious, educational and cultural landmarks, including Kashi Vishwanath Temple, Banaras Hindu University (BHU), Namo Ghat, Ramnagar Fort, Ghats of Varanasi, and Kashi railway station.In posts on X, PM Narendra Modi said, “We are resolute in making darshan of Baba Vishwanath in Varanasi even more accessible and convenient with the expansion of connectivity in Uttar Pradesh. “ He added that the construction of a 6/4-lane elevated corridor along the banks of Varuna river will not only serve as a model for other cities of cultural importance, but will also make the lives of people easier through infrastructure development. He also said that the 6-lane corridor along the banks of the Ganga will “further improve access to the city’s major religious, educational, and cultural sites. At the same time, the reduced pressure on the road network will make commuting even smoother. This project will accelerate economic development in Purvanchal.”Govt said the 46-km Ganga Corridor will have a 6-lane elevated main carriageway, an iconic cable-stayed bridge, extra-dosed footover bridge-cum-major bridge, loops, ramps, link roads, and service roads. Lok Sabha secretariat cautions MPs ahead of Monsoon session NEW DELHI: Ahead of the Monsoon session of Parliament, the Lok Sabha secretariat has issued a fresh advisory asking Members of Parliament to refrain from protests, demonstrations and the display of placards inside the Parliament House complex, while also cautioning against carrying items such as firearms, “lathis” and swords within the premises.The Monsoon session is scheduled to commence on July 20 and continue until August 13. In a series of parliamentary bulletins issued before the session, the secretariat reminded MPs that demonstrations, “dharna”, strikes, fasts and religious ceremonies are not permitted within the Parliament precincts.The advisory also asked members not to stage protests at the entry gates of Parliament, citing concerns over the movement and security of lawmakers.”Members are requested not to hold protests or demonstrations in front of gates of Parliament House as such actions cause serious hindrance to the movement of members to the Parliament chambers during sittings of the Houses. Here attention of members is drawn to Direction 124A(2) of the Directions by the Speaker, Lok Sabha. Keeping building gates free from any blockage is also essential for ensuring safety and security of members in the Parliament House. Kind cooperation of Hon’ble members is solicited,” the bulletin said.The secretariat further reminded MPs not to use the Parliament complex for demonstrations, “dharna”, strikes, fasts or the performance of religious rituals.In a separate bulletin, lawmakers were informed that several objects remain prohibited within the Parliament House Estate to ensure free movement inside the complex. Jauhar University (File photo) NEW DELHI: The Rampur Development Authority (RDA) has ordered the demolition of 38 buildings at Samajwadi Party (SP) leader Azam Khan’s Mohammad Ali Jauhar University, ruling that they were constructed without approved building plans, official said on Wednesday.The order, issued under Section 27(1) of the Uttar Pradesh Urban Planning and Development Act, 1973, followed a hearing and examination of records.According to Rampur District Magistrate Ajay Kumar Dwivedi, the proceedings were initiated after a report by the regional junior engineer flagged alleged unauthorised constructions on the university campus. After being served a notice, the university submitted its reply on July 8, and was given a personal hearing on July 15.During the hearing, the university argued that the campus, located in Singankhera village, was outside the RDA’s jurisdiction until September 27, 2024, and therefore did not require its approval for construction. It also maintained that the buildings had been constructed much earlier and could not be declared illegal under the current rules.The RDA rejected the arguments, holding that approval from the competent authority was mandatory at the time of construction, regardless of whether the area later came under its jurisdiction.According to the order, records from the Rampur Zila Panchayat showed that only the medical college and academic block had approved building plans, while the remaining 38 buildings lacked valid approval. It also noted that the university was aware of the approval requirement, having obtained permission for the two sanctioned buildings while constructing the others without authorisation.The authority concluded that the constructions violated the Uttar Pradesh Urban Planning and Development Act and were therefore liable for demolition.Established in 2006 through an Act of the Uttar Pradesh legislature, Mohammad Ali Jauhar University was one of Azam Khan’s flagship projects. In recent years, it has been embroiled in legal disputes over alleged land encroachment and lease violations, with the Uttar Pradesh government reclaiming large parts of the campus.Earlier this year, Khan and his family formally stepped down from the university’s governing trust. Jauhar University (File photo) NEW DELHI: The Rampur Development Authority (RDA) has ordered the demolition of 38 buildings at Samajwadi Party (SP) leader Azam Khan’s Mohammad Ali Jauhar University, ruling that they were constructed without approved building plans, official said on Wednesday.The order, issued under Section 27(1) of the Uttar Pradesh Urban Planning and Development Act, 1973, followed a hearing and examination of records.According to Rampur District Magistrate Ajay Kumar Dwivedi, the proceedings were initiated after a report by the regional junior engineer flagged alleged unauthorised constructions on the university campus. After being served a notice, the university submitted its reply on July 8, and was given a personal hearing on July 15.During the hearing, the university argued that the campus, located in Singankhera village, was outside the RDA’s jurisdiction until September 27, 2024, and therefore did not require its approval for construction. It also maintained that the buildings had been constructed much earlier and could not be declared illegal under the current rules.The RDA rejected the arguments, holding that approval from the competent authority was mandatory at the time of construction, regardless of whether the area later came under its jurisdiction.According to the order, records from the Rampur Zila Panchayat showed that only the medical college and academic block had approved building plans, while the remaining 38 buildings lacked valid approval. It also noted that the university was aware of the approval requirement, having obtained permission for the two sanctioned buildings while constructing the others without authorisation.The authority concluded that the constructions violated the Uttar Pradesh Urban Planning and Development Act and were therefore liable for demolition.Established in 2006 through an Act of the Uttar Pradesh legislature, Mohammad Ali Jauhar University was one of Azam Khan’s flagship projects. In recent years, it has been embroiled in legal disputes over alleged land encroachment and lease violations, with the Uttar Pradesh government reclaiming large parts of the campus.Earlier this year, Khan and his family formally stepped down from the university’s governing trust. Khan had served as the chancellor and lifetime president of the Maulana Mohammad Ali Jauhar Trust, which runs the university.(With PTI inputs)Get the latest India news and live updates. Isha Gramotsavam expands to North India, set to cover 10 states in biggest edition yet Rural sports festival Isha Gramotsavam will make its foray into North India this year, with its 18th edition expanding to 10 states and one Union Territory, bringing together more than 80,000 players from over 40,000 villages in what organisers described as the biggest edition of the event so far.Organised by Sadhguru’s Isha Outreach and recognised as a FIT India initiative and a National Sports Promotion Organisation by the Ministry of Youth Affairs and Sports, the tournament will, for the first time, be held in Uttar Pradesh, Haryana, Himachal Pradesh, Odisha and Maharashtra, alongside Tamil Nadu, Kerala, Karnataka, Telangana, Andhra Pradesh and Puducherry.The multi-stage competition, featuring men’s volleyball and women’s throwball, is expected to see participation from nearly 7,000 teams, including around 15,000 women players, competing for a prize pool of more than Rs 1 crore.Addressing the launch press conference here on Tuesday, Swami Pulaka said the expansion reflects the organisation’s long-standing vision of using sport as a tool for social transformation.”We are conducting Isha Gramotsavam in North India for the first time. More than 250 locations will host competitions across the country. Our aim has always been to use sport as a tool to bring positive change to society. Sports brings people together and helps transform lives,” Swami Pulaka told reporters.He said Isha Foundation has also been organising coaching camps across participating states to introduce rural youth to the competition.”The two sports we have chosen are volleyball for men and throwball for women. Every player in a team should belong to the same gram panchayat. Professional players are not allowed because our objective is to promote grassroots sports and encourage village talent,” he added.Cluster-level matches will begin from the second week of July before progressing to divisional rounds and state finals. The Grand Finale is scheduled to be held at the Isha Yoga Center in Coimbatore in September in the presence of Sadhguru.In Uttar Pradesh, cluster-level matches will be held across Lucknow, Varanasi, Muzaffarnagar, Meerut and Gautam Buddh Nagar before the state finals in Lucknow on August 9. Haryana will host cluster matches in Panipat, Karnal, Ambala, Hisar and Kurukshetra, with the state finals slated for Karnal on the same day.Among those present at the launch were former champions whose lives have been transformed through the tournament.Two-time throwball champion Nandini from Devaraipuram village in Tamil Nadu recalled that women in her village were initially unfamiliar with the sport until Isha Foundation conducted workshops.”Playing throwball helped me deal with stress and eventually inspired me to become a physical education teacher,” she said.Three-time volleyball champion and Most Valuable Player Manikandan said the tournament altered the course of his sporting career.”I was a kabaddi player before my village won Isha Gramotsavam in 2016. Receiving the trophy from Sachin Tendulkar inspired me to switch to volleyball. Winning the MVP award later helped me improve sports facilities in my village and renovate my house,” he said.Over the past two decades, Isha Gramotsavam has engaged more than 2.6 lakh rural players from over 35,000 villages while also showcasing rural India’s cultural heritage through traditional folk performances, village games and regional cuisine alongside the sporting competitions.Get the latest India news and live updates. Vishwa Mangalya Sabha press conference Vrishali Joshi, national organising secretary of Vishwa Mangalya Sabha, on Wednesday announced that the organisation will hold its two-day “Prabodhan” (awareness) meeting for North India in Delhi on July 23 and 24.A similar meeting for South India will be held in Hyderabad.Joshi clarified that Vishwa Mangalya Sabha is neither a branch nor an affiliate of the RSS, but said RSS chief Mohan Bhagwat is the organisation’s patron and guide.She noted that recently, the outfit held women’s conventions in 23 states, including Delhi, with the participation of approximately 700,000 women.She further said Bhagwat will, for the first time, deliver a lecture and interact with women on the theme of “motherhood”. ‘Satluj’ stars Diljit Dosanjh in lead role NEW DELHI: The Centre is considering making certification by the Central Board of Film Certification (CBFC) mandatory for films released on OTT platforms, sources said on Wednesday.The move would require amendments to the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, as OTT content currently does not come under the CBFC’s purview.The development comes amid the controversy over the film “Satluj,” which was released on streaming platform Zee5 without CBFC certification.Part III of the IT Rules empowers the Ministry of Information and Broadcasting to invoke Section 69A of the Information Technology Act to regulate OTT content that falls outside the Central Board of Film Certification’s (CBFC) purview.Section 69A allows the government to block online content on grounds including India’s sovereignty and integrity, defence, security of the state, friendly relations with foreign states and public order.A Centre-appointed committee that examined the Diljit Dosanjh-starrer is learnt to have recommended that the ban on its public streaming remain in place, citing concerns that the film allegedly undermines India’s sovereignty and integrity.Government to act against ZEE5?Meanwhile, a senior government functionary said action could also be initiated against ZEE5 for releasing Satluj while it was still under review by the Central Board of Film Certification (CBFC), which had recommended several cuts.ZEE5 took down the film on July 3, two days after its release, following a government order citing national security concerns.On reports of Satluj being screened at private venues without certification, the functionary said it was the responsibility of the respective state governments to enforce the law and take action against those violating it.The film is being screened privately at several locations, including gurdwaras across Punjab, with the issue becoming increasingly politicised ahead of the Assembly elections due early next year.Directed by Honey Trehan, Satluj chronicles the life of human rights activist Jaswant Singh Khalra, who investigated the cremation of thousands of unidentified bodies in Punjab between 1984 and 1994. Kunal Kamra, Chandrashekhar Azad join CJP protest on day 25 NEW DELHI: The Cockroach Janata Party’s (CJP) protest seeking Union education minister Dharmendra Pradhan’s resignation over alleged irregularities in the NEET examination drew fresh support on Wednesday, with comedian Kunal Kamra and Bhim Army chief Chandrashekhar Azad joining demonstrators at Delhi’s Jantar Mantar.Kamra attended the protest wearing a T-shirt featuring Mahatma Gandhi, while Azad met education reformer and climate activist Sonam Wangchuk, who has now been on an indefinite hunger strike for 18 days. The CJP-led agitation itself has continued for 25 days.Welcoming Azad’s participation, CJP founder Abhijit Dipke said, “A big thank you to Bhim Army Chief sir for joining CJP’s protest today and extending his support to our movement. Your presence has lifted the spirits of the students who have been protesting for the past 25 days.”CJP has called for a mass hunger strike on Thursday. “Tomorrow, July 16th, join us for 1-day mass hunger strike in solidarity with Sonam Wangchuk and the students of this country,” it said.Tharoor extends supportCongress MP Shashi Tharoor also expressed support for the students’ agitation, publishing an open letter addressed to the protesters at Jantar Mantar in which he described himself as “deeply troubled” by the challenges facing young Indians. I was born to a middle-class family… For a family like ours, merit was not a slogan. Scholarships, fair examinations, honest results — these were the only way one salary could carry three children’s dreams,” he wrote.Film personalities appeal to WangchukAs Wangchuk’s fast entered its third week, several members of the film fraternity appealed to him to end the hunger strike, saying his health was vital for the movement.Veteran actor Shabana Azmi shared a message on Instagram, urging Wangchuk to prioritise his health while continuing his campaign for justice.”Our country needs people like you. You have stood up against injustice and stood firmly for the truth. We are proud of you. We earnestly request you to end your fast because your guidance inspires and strengthens our students. This is a long struggle, and it is important that you remain healthy so you can continue to lead it. We stand with you,” she wrote.Actor Soni Razdan also appealed to Wangchuk to call off the fast, posting, “Dear Sonam Wangchuk, For your health we all do pray. Please do not leave us in this way. Her remarks came as the party continues to face defections and an internal rebellion over his growing influence.Earlier in the day, senior TMC MLA Madan Mitra quit the Mamata Banerjee-led faction and joined the rival camp headed by Ritabrata Banerjee. You have awakened the conscience of the nation; that is what a fast is meant to do. India needs your voice for the long road ahead,” he said, in an open letter.With Parliament in session again from Monday, we will have an opportunity to raise the students’ issues in the highest forum of our democracy. That’s where the problem should be addressed, not by fasting unto death. Please heed my plea. And finally, to the Government: I respectfully urge you to reach out and engage in the dialogue our democracy owes its young citizens.
