A glimpse of International Fleet Review off the coast of Visakhapatnam (Pic credit: Kanaka Nalam) NEW DELHI: Reviewing the International Fleet Review (IFR) 2026 off the coast of Visakhapatnam, President Droupadi Murmu — the supreme commander of the armed forces — said on Wednesday “the spirit of friendship on display today through participation of so many friendly-foreign countries highlights the truth that we are collected rather than divided by the seas. India’s approach to international relations, including the maritime domain, is guided by our ethos of ‘Vasudhaiv Kutumbakam’ or ‘the world is one family’.”“This approach reflects the wisdom that global security, growth, sustainability, and stability are built through friendship,” she said.The President said the Indian Navy is vigilant in safeguarding the country’s maritime interests and contributing to stability across the wider maritime commons. Navy units deployed in the region serve as credible instruments of deterrence and defence against threats and challenges arising in the seas, she said, adding the Indian Navy is often the first responder in times of humanitarian crises and natural disasters, extending quick assistance with compassion and competence.Over 74 countries participated in the IFR, marking a grand maritime spectacle. Eighty-five ships, including 19 foreign warships, participated in the fleet review, reflecting the scale and diversity of maritime participation. The Indian fleet included 60 ships of the Indian Navy, four Indian Coast Guard vessels, and one ship each from the Shipping Corporation of India and the National Institute of Ocean Technology.The review also featured three Indian Navy submarines, one French Atlantique maritime patrol aircraft, and participation by over 60 aircraft, underscoring the multi-domain operational capability and the coordinated maritime presence on display.The President also reviewed the Indian naval air arm, marked by a flypast of helicopters and fixed-wing aircraft. This was followed by a mobile column of warships and submarines steaming past the Presidential yacht. The IFR will be followed by the MILAN exercise. To welcome foreign delegates and naval personnel, the Navy has set up a MILAN village in the coastal city.The IFR reaffirmed India’s commitment to maritime cooperation, interoperability and collective security, in keeping with the theme “United Through Oceans”, while highlighting the Navy’s indigenous capability, operational professionalism and enduring partnerships with like-minded navies.On the sides of the fleet review, Navy chief Admiral Dinesh K Tripathi held a bilateral interaction with US Pacific Fleet Commander Admiral Stephen T Koehler. The meeting on Tuesday focused on MALABAR and RIMPAC exercises, and on strengthening interoperability. Urban local bodies must conduct annual audits of infrastructure and carry out regular “walking inspections”, with physical and digital records maintained.These are specifically required to identify issues faced by women, children, senior citizens and persons with disabilities.Safer streets, funding & accountabilityThe bill proposes footpaths to be continuous, unobstructed, well-lit and accessible. It mandates kerb ramps, pedestrian refuge islands, dedicated signal phases and traffic-calming measures.Residential areas, school zones and hospital zones with high pedestrian movement are to be designated “slow streets”, with speeds capped at 20 kmph.Section 22 bars any agency or individual from erecting temporary or permanent structures on footpaths and cycle tracks, treating them as infringements on pedestrian rights. Construction works are required to provide safe detours. Motorists are prohibited from parking on footpaths.Perhaps the strongest provision is Chapter 15. It gives pedestrian and cycling infrastructure “first charge” on municipal funds — the kind of protection that matters when budgets get squeezed. The Bill also creates grievance redressal systems and empowers authorities to levy fines up to Rs 1 lakh, rising to Rs 2 lakh for repeat violations. Even govt departments can be held liable.4Yrs on, The question is whyThe SC has supplied the constitutional backing. Karnataka already has the legislative blueprint. The missing piece is political urgency. Pollution control papers may be valid for 3 years for new vehicles NEW DELHI: Owners of BSVI private vehicles, up to six years old, will not need to renew Pollution Under Control Certificates every year, as govt is planning to extend their validity period to three years. However, BSVI vehicles aged between six and 10 years will be required to renew their PUCC annually and those above 10 years every six months.The move is intended to reduce burden on owners, considering that BS-VI vehicles are significantly cleaner than their predecessors. BS-VI vehicles emit up to 82% less particulate matter (PM) and 25 less nitrogen oxides (NOx) than BSIV vehicles.Owners of older BSIV private vehicles — manufactured before March 2020 — may have to renew their PUCC every six months, instead of the current requirement of once a year.For BS-I to BS-III vehicles, PUCC renewal would be made mandatory every three months, compared with the current requirement of once every six months, as per the plan.TOI has learned that the changes have been proposed as part of a plan to roll out a new regime, ‘PUCC 3.0’.People aware of the development said validity of PUCC for commercial BS-VI vehicles is proposed to be different. In case of vehicles that are up to six years old, PUCC validity will be for two years. Thenorms for BS-VI commercial vehicles that are over six years old would be the same as those for private vehicles.They said the changes were proposed keeping in mind the contribution of vehicular emission to air pollution and also to disincentivise people from keeping old vehicles. “The process for PUCC is also being improved to ensure there is no manipulation in readings,” said an official.A former joint secretary in road transport ministry welcomed the proposal, as new BS-VI vehicles have less emission. However, Anil Chhikara, a former deputy transport commissioner, said govt should take into consideration that maintenance of even new vehicles has an impact on emission.Get the latest India news and live updates. Pollution control papers may be valid for 3 years for new vehicles NEW DELHI: Owners of BSVI private vehicles, up to six years old, will not need to renew Pollution Under Control Certificates every year, as govt is planning to extend their validity period to three years. However, BSVI vehicles aged between six and 10 years will be required to renew their PUCC annually and those above 10 years every six months.The move is intended to reduce burden on owners, considering that BS-VI vehicles are significantly cleaner than their predecessors. BS-VI vehicles emit up to 82% less particulate matter (PM) and 25 less nitrogen oxides (NOx) than BSIV vehicles.Owners of older BSIV private vehicles — manufactured before March 2020 — may have to renew their PUCC every six months, instead of the current requirement of once a year.For BS-I to BS-III vehicles, PUCC renewal would be made mandatory every three months, compared with the current requirement of once every six months, as per the plan.TOI has learned that the changes have been proposed as part of a plan to roll out a new regime, ‘PUCC 3.0’.People aware of the development said validity of PUCC for commercial BS-VI vehicles is proposed to be different. In case of vehicles that are up to six years old, PUCC validity will be for two years. Thenorms for BS-VI commercial vehicles that are over six years old would be the same as those for private vehicles.They said the changes were proposed keeping in mind the contribution of vehicular emission to air pollution and also to disincentivise people from keeping old vehicles. “The process for PUCC is also being improved to ensure there is no manipulation in readings,” said an official.A former joint secretary in road transport ministry welcomed the proposal, as new BS-VI vehicles have less emission. However, Anil Chhikara, a former deputy transport commissioner, said govt should take into consideration that maintenance of even new vehicles has an impact on emission.Get the latest India news and live updates. UP NEET aspirant dies by suicide A 19-year-old NEET aspirant allegedly died by suicide in Uttar Pradesh days after appearing for the NEET re-test. Police said she had been struggling with stress related to the examination.The deceased, identified as Chanchal Bharti from Chaupariya Kanchanpura village, had appeared for the National Eligibility-cum-Entrance Test (NEET) retake on June 21, PTI reported quoting the family.Police said family members found her unconscious at home while they were engaged in routine work. She was taken to a district hospital, where doctors declared her dead.Kotwali Station House Officer (SHO) Nirbhay Singh told PTI that a NEET question booklet was recovered from the spot. A handwritten message on it read: “I cannot do anything, my brother.”SHO informed that Police have seized the booklet and the suspected suicide note, and Forensic and handwriting examinations will be conducted.Chanchal’s father, a tailor, had continued to support his children’s education despite financial constraints. NSA Ajit Doval expresses ‘cautious optimism’ over US-Iran peace deal (Image/PTI) NEW DELHI: National Security Advisor Ajit Doval on Tuesday said that India welcomed the Memorandum of Understanding (MoU) signed between the US and Iran expressing ‘cautious optimism’ that the agreement could restore regional stability, strengthen energy security and ease global supply chain disruptions.Speaking at the 16th BRICS National Security Advisers’ meeting, Doval said, “India welcomes the MOU reached between the US and Iran. We have got cautious optimism, and we hope that it will work. It will help energy security. The opening of the Strait of Hormuz is a very welcome development.”His remarks came after Washington and Tehran signed the peace deal digitally pausing the months going war and laying the groundwork for broader negotiations following weeks of conflict in West Asia and a fragile ceasefire. The agreement is expected to address issues related to maritime security, regional stability and Iran’s nuclear programme.Highlighting the economic significance of the deal, Doval said improved access through the Strait of Hormuz could help reduce disruptions in global trade and critical commodity supplies.”It will remove supply chain bottlenecks and many of the shortages in the field of fertilisers and chemicals, et cetera, will be met with. And the freedom of navigation that will be available to the countries in the region and beyond will probably also greatly improve our economic prosperity,” he said.Addressing the broader global security situation, Doval said the world was facing an increasingly complex and uncertain environment marked by military conflicts, economic challenges and rapid technological disruptions.”We are meeting at a very tumultuous time. The world is beleaguered by military conflicts and complex security problems,” he said.”It is facing geopolitical uncertainties, economic strains and disruptive technology. Not only are the threats compounding, but the instruments and institutional mechanisms are increasingly finding themselves inadequate to resolve or mitigate these conflicts,” he added.Doval also voiced concern over the weakening of multilateral institutions and called for greater cooperation among emerging economies.”Multilateralism is on the decline. BRICS was conceived as an informal grouping of emerging economies for a more multipolar world order. It was to advance economic cooperation and strengthen the voice of the Global South,” he said.”It also envisioned reforms in global governance and institutional improvements. BRICS is a very special coalition of countries that believe in peace, progress, development and cooperation. I’m happy to see that it is gaining strength day by day,” Doval added.Earlier this month, Prime Minister Narendra Modi had also welcomed the understanding reached between the US and Iran and expressed hope that it would help restore peace and stability in West Asia.”I welcome the understanding reached between the United States and Iran on ending the conflict in West Asia, which has caused serious economic disruption across the world and led to loss of life in many countries,” PM Modi had said in a post on X.”India hopes that the implementation of this understanding will help restore peace and stability in the region and ensure the freedom of navigation and commerce. We look forward to deliberations on the remaining issues reaching a sustainable final agreement,” he added.The latest agreement followed talks in Switzerland, which US Vice President JD Vance described as “a very productive 36 hours”.
