NEW DELHI: The winter session is headed for another showdown as Centre has proposed to include Chandigarh under the ambit of Article 240 of the Constitution, allowing for the appointment of a Lieutenant Governor to administer the Union territory, a move which instantly triggered protests from parties in Punjab. AAP, Congress and SAD have resolved to protest as they are planning to meet home minister Amit Shah asking him not to move ahead with the bill.They said the current scheme where Governor of Punjab also serves as administrator of UT of Chandigarh should not be disturbed. The Constitution 131st Amendment Bill, 2025 seeks to include the UT of Chandigarh in Article 240 of Constitution, and align its administration with that of UTs without legislatures; i.e., Andaman & Nicobar Islands, Lakshadweep, Dadra & Nagar Haveli and Daman & Diu, which are all governed by LGs. Administration of Puducherry is governed along same lines when its assembly is dissolved or suspended.The session commencing Dec 1 has several other key legislations listed for business including a bill seeking to open up the civil nuclear sector for private players and the long-awaited Higher Education Commission of India Bill — a key reform proposed under NEP 2020. The bill seeks to create a singular higher education regulator, replacing UGC, AICTE and NCTE.Besides the crucial Atomic Energy Bill, 2025, which seeks to govern the use and regulation of atomic energy is among 10 bills listed.National Highways (Amendment) Bill, also listed for introduction, seeks to ensure faster and transparent land acquisition for highways. Another proposed legislation is Corporate Laws (Amendment) Bill, 2025, which aims at tweaking Companies Act, 2013 and LLP Act, 2008, to facilitate ease of doing business. Pakistan-based gangster and ISI proxy Shahzad Bhatti (right) NEW DELHI: The Special Cell of Delhi Police has arrested two individuals allegedly connected to Pakistan-based gangster and ISI proxy Shahzad Bhatti. Officials said on Tuesday that the module was planning firing incidents, grenade explosions and targeted assassinations across the Delhi-NCR region.Acting on intelligence inputs, police registered a case on March 31 after indications emerged regarding a conspiracy to carry out grenade blasts and planned killings in the area.“Their arrest foiled planned attacks in the national capital and adjoining areas. The arrests exposed a larger conspiracy orchestrated by Bhatti, who, along with other ISI-linked handlers, was recruiting young people through social media platforms and deploying them for targeted acts of violence in Delhi-NCR,” deputy commissioner of police (special cell) Praveen Kumar Tripathi said in a statement.The accused, Rajveer (21) and Vivek Banjara (19), are residents of Gwalior in Madhya Pradesh and were taken into custody during a coordinated operation by the Special Cell.Vivek Banjara was initially apprehended from Dabra in Gwalior on April 16. During questioning, he disclosed information about Rajveer, which led police to arrest Rajveer from the Sarai Kale Khan area of Delhi on April 18.Investigators said Rajveer was in the process of planning an attack on a well-known hotel in the Delhi-NCR region under instructions from his handler Shahzad Bhatti at the time of his arrest. Police recovered one pistol and six live rounds from him. Two mobile phones containing videos and voice recordings linked to the conspiracy were also seized.Officials said Rajveer had entered Bhatti’s network through social media and was operating under a handler known as “Rana Bhai”. “He allegedly played a central role in coordinating movements, collecting weapons and executing planned attacks,” the officer said.Vivek Banjara was allegedly drawn into the group through Rajveer and was assigned support roles including logistics and surveillance.According to police, both young men were recruited gradually with the lure of quick financial gain.On April 9, both accused travelled to Amritsar where they allegedly received a pistol, around 15–20 rounds of ammunition, and Rs 20,000. They were assigned to carry out firing at a club in Zirakpur in Punjab, which had reportedly received extortion threats from Bhatti.“On April 11, Rajveer allegedly attempted to carry out the firing but failed due to a mechanical issue in the weapon. Vivek recorded a video of the incident to send to their handler. Rajveer later concealed the weapon while returning to Delhi and shared its location with Bhatti, the police said.”Police further stated that Rajveer later revisited Punjab, collected another firearm and ammunition, and returned to the Delhi-NCR region. She alleged that the lights were turned off to disrupt her rally, but claimed the crowd responded by lighting up the area with mobile flashlights.”This is a good thing that the fear and terror the public once felt because of the TMC government has now shifted to TMC’s own goons because of the people. Out of fear of our rally and this election campaign, they switched off the lights in the entire locality to stop the roadshow,” she said.”But the public responded—they turned on their mobile lights and gave their blessings and love. I thank them from the bottom of my heart. Now the people of Bengal are ready to extend their support. This darkness will not last. The darkness that the TMC government wants in people’s lives will end. The sun will rise, and the lotus will bloom,” she added.Rekha Gupta was campaigning for the Bharatiya Janata Party ahead of the West Bengal Assembly elections, scheduled in two phases on April 23 and 29, with results set to be declared on May 4.She expressed confidence that the BJP would come to power in the state. Photo credit: ANI NEW DELHI: Delhi chief minister Rekha Gupta on Monday hit out at “TMC’s goons” in West Bengal, accusing them of switching off streetlights during her roadshow in Kolkata and alleging an attempt to disrupt the event and create a security risk.Speaking to reporters, the Delhi CM said the fear once experienced by the public under the Trinamool Congress government had now shifted to its supporters. She alleged that the lights were turned off to disrupt her rally, but claimed the crowd responded by lighting up the area with mobile flashlights.”This is a good thing that the fear and terror the public once felt because of the TMC government has now shifted to TMC’s own goons because of the people. Out of fear of our rally and this election campaign, they switched off the lights in the entire locality to stop the roadshow,” she said.”But the public responded—they turned on their mobile lights and gave their blessings and love. I thank them from the bottom of my heart. Now the people of Bengal are ready to extend their support. This darkness will not last. The darkness that the TMC government wants in people’s lives will end. The sun will rise, and the lotus will bloom,” she added.Rekha Gupta was campaigning for the Bharatiya Janata Party ahead of the West Bengal Assembly elections, scheduled in two phases on April 23 and 29, with results set to be declared on May 4.She expressed confidence that the BJP would come to power in the state.
