NEW DELHI: Meghalaya chief minister Conrad Sangma on Thursday spoke to his Assam counterpart Himanta Biswa Sarma over the violence reported in Shillong after attacks on people from Assam during a students’ rally.In a social media post, Sangma said that they had agreed to work together to normalise the situation. He said designated cabinet ministers from both states will take the discussions forward and explore ways to restore peace.”Spoke with the Hon’ble chief minister of Assam, Dr. Himanta Biswa Sarma ji regarding the unfortunate violence in Shillong on 19th August and the reactions that have followed, which have affected the common people and commuters of both States,” Meghalaya CM Sangma said.”We have agreed to work together, as always, to normalise the situation. Designated cabinet ministers from both States will meet to take the discussions forward and explore ways to restore peace, trust and normalcy. Appeal to citizens of both States to maintain peace, harmony and restraint. Meghalaya and Assam share deep bonds, and we must work together to protect them,” he added.Meanwhile, Himanta labelled Assam and Meghalaya as “sister states” and said that he conveyed Assam’s concerns over the recent violence in Shillong.”I also conveyed to Shri Conrad Sangma Assam’s concern over the recent incidents in Shillong, particularly those involving Assam-registered vehicles. Hon’ble minister for border protection Shri Atul Bora has been asked to coordinate closely with the authorities in Meghalaya and work towards ensuring that peace and normalcy prevail between our two States,” Himanta said.”Assam and Meghalaya are sister states, bound by deep historical, cultural and people-to-people ties. Mutual respect, restraint and sensitivity must guide us at all times. We must do everything within our power to preserve the harmony, friendship and goodwill that have long defined the relationship between our people,” he added.Violence broke out during a Khasi Students’ Union (KSU) rally in Shillong on Wednesday, with several people reportedly injured and vehicles damaged. The incidents triggered reactions in Assam, with transport workers demanding action over the alleged attacks.The bike rally passed through various parts of Shillong, during which at least 31 vehicles were damaged, while at least two government vehicles were set ablaze, East Khasi Hills Superintendent of Police Vivek Syiem said.As tension continued along the Assam-Meghalaya border, protesters disrupted the movement of Meghalaya-bound vehicles at Jorabat. 'Must work together': Assam, Meghalaya CMs speak as Shillong violence triggers border tensions

Despite saying that, if the CM takes us for fools, he will be committing a grave mistake. If he feels that students of Jharkhand cannot gather together once again, he should come out of this illusion. If we want, we can call lakhs of students of Jharkhand to Ranchi tomorrow. We had given you 2 months’ time after careful deliberation… But how can we trust the investigation when you are unable to properly present the case before the Court? When your advocate is not appearing before the court? Students of Jharkhand are being cheated again and again. Why?” he added.Another student leader, Ravindra Paswan, said that a “new fight” will take birth soon against the government.”With whatever we saw in the court today, it became clear that the Govt deceived the lakhs of students in Jharkhand. The govt cheated lakhs of students of Jharkhand. It was fine until you were not cancelling the exam, until you were not agreeing to a CBI investigation,” Paswan said.”But after this deceit with students, a new fight takes birth. We, the students, will give you an answer for this. We saw your intent in the court today. 2.44 lakh URLs flagged by states for takedown between March and July Nearly 3 lakh URLs were sent to social media platforms for takedown by government departments between March and July 2026, with states accounting for 82% of the requests, the PIB Fact Check unit said. The figures come after articles claiming that Meta had automated content blocking to meet the government’s three-hour takedown requirement, with content blocks rising during the Delhiprotests resurfaced.Of the total URLs sent for takedown, 2.44 lakh, or 82%, came from states, while 51,000 were sent by the Indian Cyber Crime Coordination Centre (I4C). The I4C requests concerned cyber, infrastructure and stock-investment scams, the government’s fact-check body said.”During the period from March 2026 to July 2026, around 2.98 lakh URLs were sent for takedown, out of which 2.44 lakhs were sent by states (82 per cent). Of these, 51 thousand URLs were sent by I4C in the context of cyber, infrastructure, and stock-investment scams,” the PIB Fact Check account said on X.The PIB Fact Check unit also addressed reports about Meta using automated systems to block content to meet the government’s three-hour takedown requirement. It termed the reports misleading and said, “The API integration with Meta took place in 2025 at the request of Meta.”The government had amended the IT Intermediaries Rules 2021 in February to speed up the removal of unlawful content. The time given for takedowns was subsequently cut to three hours from 36 hours.Here’s what I4C flaggedAccording to the fact-check unit, most of the unlawful content flagged by I4C over the past two years was linked to transnational financial frauds, CSAM (Child Sexual Abuse Material), and offences related to women and children.The unit said the volume of content being posted online also made it necessary for the government to act against unlawful material. Parliamentary panel flags NGT staff shortages, case backlogs, weak digital infra, recommends urgent reforms. NEW DELHI: A parliamentary panel has identified critical operational gaps at the National Green Tribunal (NGT), including severe staffing shortage and reliance on contractual workers, inadequate digital infrastructure, prolonged pendency of cases across benches and weak enforcement mechanism, and recommended various measures to make it more efficient.The panel — parliamentary standing committee on law and justice — that tabled its report in Parliament during the recently concluded monsoon session also found it unusual that at a time when govt is vigorously promoting digitalisation, an institution as important as the NGT continues to function without a dedicated computer/IT section and the required technical posts.“The Committee, therefore, recommends that a dedicated Computer/IT Section, with appropriate technical posts and supporting staff, be established and operationalized at all the Benches of the Tribunal to ensure reliable digital infrastructure and effective use of technology in its functioning,” said the report.Though the panel appreciated the steps already taken by the Tribunal on e-filing, hybrid hearings and case information systems, it recommended that digital tools be further used to improve listing, case tracking, transparency and access for litigants from remote and environmentally vulnerable areas, so that the benefits such as quicker listing, fewer adjournments and better monitoring are fully realised in practice.During the deliberation, the Tribunal – established in 2010 as a specialised body for the effective and expeditious disposal of cases related to environmental protection, conservation of forests and natural resources – informed the Committee that a total of 55,619 cases had been received since its inception, out of which 49,740 had been disposed of and 5,879 cases were pending, as on June 30, 2026.The zone-wise pendency of cases before NGT as on May 31, 2026 shows that the highest number of pending cases was before Principal Bench at New Delhi (2,318), followed by Western Zone Bench at Pune (1,730), Southern Zone Bench at Chennai (887), Eastern Zone Bench at Kolkata (587), and Central Zone Bench at Bhopal (277).The Tribunal, however, underlined that during the last five years, a majority of cases at Principal Bench, New Delhi, have been decided within the six-month period as contemplated in the NGT Act, 2010.The panel noted that the prolonged pendency may weaken deterrence, reduce the practical impact of remedial directions and permit environmental harm to continue or worsen over time, particularly where interim arrangements and partial compliance are allowed to persist without time-bound final resolution.“The Committee, therefore, recommends that a separate mechanism be evolved for identification and tracking of cases pending for more than three years, including a categorization of such matters based on the stage of adjudication in order to help distinguish unavoidable delay from remediable delay and permit more focused intervention,” said the report.It also emphasised the urgent need to fill vacancies of judicial and expert members so that the Tribunal can function in accordance with the NGT Act, 2010.The panel also highlighted weaknesses in enforcement of NGT orders due to dependence on outside authorities, and recommended stronger follow-up through action-taken reports, joint committees and clear responsibility. NEW DELHI: Tamil Nadu chief minister Joseph Vijay on Thursday raised concerns over the proposed Delimitation Bill, 2026, saying southern states could lose their share of representation in Parliament if seats are redistributed mainly according to population.Speaking at the 31st meeting of the Southern Zonal Council chaired by Union home minister Amit Shah, Vijay, who is also the council’s vice-chairman, sought an assurance from the Centre that states which have successfully stabilised their populations would not be penalised through a reduction in their parliamentary representation.He said the issue had become particularly important as the freeze on the allocation of Lok Sabha seats based on the 1971 Census nears its end.”As the freeze on the allocation of Lok Sabha seats based on the 1971 Census approaches its end and the Delimitation Bill, 2026, is considered, there is a genuine and shared concern across the Southern States that delimitation based predominantly on populations may diminish our collective voice in Parliament,” he said.Vijay argued that southern states had achieved population control while also making progress in human development and economic growth. He said these achievements should not result in the states receiving less political representation.”The Southern States have been at the forefront of population stabilisation, human development, and economic growth. These achievements reflect the successful implementation of national priorities and should not result in a reduction of our representation. Public policy must not inadvertently penalise States for fulfilling national objectives,” he said.He called for a legislative guarantee to ensure that the proportion of parliamentary seats held by any state would not fall because of its success in controlling population growth.”I therefore, urge the Union Government to provide a clear legislative assurance that no State will suffer a reduction in its percentage of representation in Parliament on account of its success in population stabilisation. Such an approach would uphold the principles of equity, preserve the federal balance envisioned by our Constitution, and reinforce the confidence of all States in our democratic institutions,” he added.Southern states’ delimitation concernSouthern states, particularly Tamil Nadu and Kerala, have for years raised concerns about a population-based delimitation exercise.Their argument is that these states followed national family planning and population control policies more successfully over the past five decades. As a result, their populations have grown at a slower rate than those of several northern states.Vijay also raised the issue of inter-state river disputes, with particular focus on the long-running Cauvery dispute between Tamil Nadu and Karnataka.He said cooperation between states was important but must go hand in hand with compliance with court orders and decisions of statutory bodies.”Water is fundamental to the lives, Agriculture and livelihoods of millions, and the management of interstate rivers demands both cooperation and unwavering respect for the rule of law. First, the legitimate rights of lower riparian States and the livelihoods that depend on assured river flows must be fully protected. Second, the judgments of the Supreme Court, the awards of duly constituted tribunals, and the statutory mechanisms established for river management must be implemented in letter and spirit,” he said.Vijay seeks compliance with Cauvery water ordersReferring specifically to the Cauvery dispute, Vijay said decisions taken by the Supreme Court and the Cauvery Water Management Authority must be implemented without delay.”The timely implementation of the Supreme Court’s judgment and the decisions of the Cauvery Water Management Authority remains essential,” he said.The Cauvery Water Management Authority had directed Karnataka to release 12,000 cusecs of water a day to Tamil Nadu at Biligundlu from 8 am on August 12 for 15 days. NEW DELHI: Tamil Nadu chief minister Joseph Vijay on Thursday raised concerns over the proposed Delimitation Bill, 2026, saying southern states could lose their share of representation in Parliament if seats are redistributed mainly according to population.Speaking at the 31st meeting of the Southern Zonal Council chaired by Union home minister Amit Shah, Vijay, who is also the council’s vice-chairman, sought an assurance from the Centre that states which have successfully stabilised their populations would not be penalised through a reduction in their parliamentary representation.He said the issue had become particularly important as the freeze on the allocation of Lok Sabha seats based on the 1971 Census nears its end.”As the freeze on the allocation of Lok Sabha seats based on the 1971 Census approaches its end and the Delimitation Bill, 2026, is considered, there is a genuine and shared concern across the Southern States that delimitation based predominantly on populations may diminish our collective voice in Parliament,” he said.Vijay argued that southern states had achieved population control while also making progress in human development and economic growth. He said these achievements should not result in the states receiving less political representation.”The Southern States have been at the forefront of population stabilisation, human development, and economic growth. These achievements reflect the successful implementation of national priorities and should not result in a reduction of our representation. Public policy must not inadvertently penalise States for fulfilling national objectives,” he said.He called for a legislative guarantee to ensure that the proportion of parliamentary seats held by any state would not fall because of its success in controlling population growth.”I therefore, urge the Union Government to provide a clear legislative assurance that no State will suffer a reduction in its percentage of representation in Parliament on account of its success in population stabilisation. Such an approach would uphold the principles of equity, preserve the federal balance envisioned by our Constitution, and reinforce the confidence of all States in our democratic institutions,” he added.Southern states’ delimitation concernSouthern states, particularly Tamil Nadu and Kerala, have for years raised concerns about a population-based delimitation exercise.Their argument is that these states followed national family planning and population control policies more successfully over the past five decades. As a result, their populations have grown at a slower rate than those of several northern states.Vijay also raised the issue of inter-state river disputes, with particular focus on the long-running Cauvery dispute between Tamil Nadu and Karnataka.He said cooperation between states was important but must go hand in hand with compliance with court orders and decisions of statutory bodies.”Water is fundamental to the lives, Agriculture and livelihoods of millions, and the management of interstate rivers demands both cooperation and unwavering respect for the rule of law. First, the legitimate rights of lower riparian States and the livelihoods that depend on assured river flows must be fully protected. Second, the judgments of the Supreme Court, the awards of duly constituted tribunals, and the statutory mechanisms established for river management must be implemented in letter and spirit,” he said.Vijay seeks compliance with Cauvery water ordersReferring specifically to the Cauvery dispute, Vijay said decisions taken by the Supreme Court and the Cauvery Water Management Authority must be implemented without delay.”The timely implementation of the Supreme Court’s judgment and the decisions of the Cauvery Water Management Authority remains essential,” he said.The Cauvery Water Management Authority had directed Karnataka to release 12,000 cusecs of water a day to Tamil Nadu at Biligundlu from 8 am on August 12 for 15 days.
