NEW DELHI: More than a year after the Pahalgam terror attack, Pakistan’s intelligence agency ISI allegedly plotted attacks on a historic temple in Delhi, a popular dhaba on the Delhi-Sonipat highway and a military camp in Haryana through operatives linked to the Shahzad Bhatti module, sources said on Friday.The alleged conspiracy surfaced during the interrogation of nine suspected operatives of the module, arrested by the Delhi Police Special Cell under its ‘Gang Bust Operation 2.0’ from multiple states.According to news agency PTI sources, investigators found that one of the accused had conducted reconnaissance of a historic temple in Delhi and shared photographs of the premises with Pakistan-based handlers through social media platforms.The module had allegedly planned to target police and paramilitary personnel deployed at the temple and open fire to trigger panic and disruption, a source said.The source further said the accused were also assigned the task of carrying out a grenade attack at a popular dhaba on the Delhi-Sonipat highway, frequented daily by thousands of people, with the intention of causing large-scale damage and casualties.”A military camp in Hisar was also allegedly surveyed and videos of the area were shared with handlers across the border. The DMK secured 59 seats, while the AIADMK won 47. Power in Tamil Nadu has traditionally alternated between the DMK and AIADMK for decades.Despite emerging as the biggest party, TVK failed to cross the majority mark of 118 seats. The party remained 10 seats short initially, creating uncertainty over government formation. The situation became more complicated because Vijay is expected to vacate one of the two seats he won, reducing TVK’s effective strength from 108 to 107.Tamil Nadu governor Rajendra Vishwanath Arlekar invited Vijay to Lok Bhavan but did not immediately ask him to form the government. According to ANI sources, the governor sought clarity on the “magic number” required for government formation and asked Vijay to furnish details of legislators backing TVK’s claim to form the government.Congress extended support to TVK with its five MLAs, taking the alliance tally to 113. The move became politically significant because Congress backed Vijay instead of standing with its long-time ally DMK, triggering tensions within the Secular Progressive Alliance, with the DMK reportedly calling Congress a “backstabber”.TVK intensified efforts to secure support from smaller parties including PMK, Left parties, CPM and VCK. Even after Congress support, TVK’s effective tally was expected to stand at 112 after Vijay vacates one seat, still five short of the majority mark of 118.Several leaders, including VCK leader Thol Thirumavalavan and leaders from Left parties, accused governor Arlekar of acting under pressure from the BJP-led Union government to delay or complicate the constitutional process. Sources claimed discussions included a possible deputy chief minister’s post and key ministerial portfolios for CV Shanmugam. (Image credits: Unicef) NEW DELHI: In a move that could change how maternal and child healthcare is delivered, the Centre has launched a new digital platform—JANANI (Journey of Antenatal, Natal and Neonatal Integrated Care)—to track pregnancies, deliveries and newborn care across the country.A key feature is a QR-based digital mother and child health card, which allows doctors to access medical records instantly—even if the patient moves to another state. This is expected to help migrant families, who often lose continuity of care.The platform, developed as an upgraded version of the government’s Reproductive and Child Health (RCH) portal—which tracks pregnancies, deliveries and child health—creates a longitudinal digital health record for every woman during her reproductive years, covering the full cycle from pregnancy and delivery to postnatal and newborn care, along with family planning.Unlike the earlier RCH system, JANANI offers real-time tracking, QR-based digital records and integration with other health programmes, allowing continuous monitoring and timely intervention.Dr. Rahul Manchanda, Hon. Senior Consultant (Endoscopic Gynecology), PSRI Hospital said that “This can improve key indicators such as maternal and neonatal mortality rates. A major benefit is portability of digital health records, especially for migrant populations, allowing continuity of care across states and cities. At the same time, strong safeguards must be in place to protect patient data and ensure records are accessed only by authorised personnel. The Digital Personal Data Protection (DPDP) Act should also incorporate robust protections for such healthcare platforms.”Officials said JANANI will help ensure that pregnant women and newborns do not miss critical check-ups, vaccinations or follow-ups. The system generates alerts and reminders, and also provides real-time dashboards for monitoring and targeted interventions.It can flag high-risk pregnancies early, allowing doctors to intervene in time and reduce complications.The platform also integrates with other national programmes such as U-WIN, which tracks immunisation, and POSHAN, which focuses on nutrition and child health, improving coordination across services. (Image credits: Unicef) NEW DELHI: In a move that could change how maternal and child healthcare is delivered, the Centre has launched a new digital platform—JANANI (Journey of Antenatal, Natal and Neonatal Integrated Care)—to track pregnancies, deliveries and newborn care across the country.A key feature is a QR-based digital mother and child health card, which allows doctors to access medical records instantly—even if the patient moves to another state. This is expected to help migrant families, who often lose continuity of care.The platform, developed as an upgraded version of the government’s Reproductive and Child Health (RCH) portal—which tracks pregnancies, deliveries and child health—creates a longitudinal digital health record for every woman during her reproductive years, covering the full cycle from pregnancy and delivery to postnatal and newborn care, along with family planning.Unlike the earlier RCH system, JANANI offers real-time tracking, QR-based digital records and integration with other health programmes, allowing continuous monitoring and timely intervention.Dr. Rahul Manchanda, Hon. Senior Consultant (Endoscopic Gynecology), PSRI Hospital said that “This can improve key indicators such as maternal and neonatal mortality rates. A major benefit is portability of digital health records, especially for migrant populations, allowing continuity of care across states and cities. At the same time, strong safeguards must be in place to protect patient data and ensure records are accessed only by authorised personnel. The Digital Personal Data Protection (DPDP) Act should also incorporate robust protections for such healthcare platforms.”Officials said JANANI will help ensure that pregnant women and newborns do not miss critical check-ups, vaccinations or follow-ups. The system generates alerts and reminders, and also provides real-time dashboards for monitoring and targeted interventions.It can flag high-risk pregnancies early, allowing doctors to intervene in time and reduce complications.The platform also integrates with other national programmes such as U-WIN, which tracks immunisation, and POSHAN, which focuses on nutrition and child health, improving coordination across services. NEW DELHI: The Centre’s upgraded child health screening programme, RBSK 2.0, is facing criticism from a national collective of doctors with disabilities, who say it expands coverage but fails to address disability as a core priority—potentially leaving millions of children out of early diagnosis and care.In a representation to the Union health ministry, Doctors with Disabilities: Agents of Change, a collective of health professionals with disabilities, said the revised Rashtriya Bal Swasthya Karyakram (RBSK) does not meaningfully incorporate disability, despite legal mandates and global shifts towards rights-based health frameworks. The letter was signed by Prof. (Dr.) Satendra Singh on behalf of the collective.The programme continues with the “4Ds” framework—Defects at birth, Deficiencies, Diseases and Developmental delays—but does not explicitly include disability. The 124-page guideline document does not mention the term “disability”, raising concerns over compliance with the Rights of Persons with Disabilities (RPwD) Act, 2016.Experts note that conditions recognised as disabilities under the law—such as thalassemia, sickle cell disease and haemophilia—are not integrated into the screening framework, despite contributing significantly to chronic illness and lifelong disability. India accounts for nearly 10% of the global thalassemia burden, with an estimated 1–1.5 lakh affected children.The omission marks a step back from RBSK 1.0, which had included haemoglobinopathy screening on an optional basis. Their removal comes even as the government runs parallel programmes such as the National Sickle Cell Elimination Mission.The group also flagged the absence of disability indicators in programme monitoring and lack of linkage with the Unique Disability ID (UDID), weakening accountability.Public health experts stress that early screening is critical. Globally, about one in ten children lives with a disability, and they are eight times more likely to die before the age of 17, underscoring the need for early identification and care.They argue that integrating disability into screening is feasible and low-cost. Point-of-care tests for conditions like sickle cell disease require minimal training and can be deployed in rural settings. NEW DELHI: The Centre’s upgraded child health screening programme, RBSK 2.0, is facing criticism from a national collective of doctors with disabilities, who say it expands coverage but fails to address disability as a core priority—potentially leaving millions of children out of early diagnosis and care.In a representation to the Union health ministry, Doctors with Disabilities: Agents of Change, a collective of health professionals with disabilities, said the revised Rashtriya Bal Swasthya Karyakram (RBSK) does not meaningfully incorporate disability, despite legal mandates and global shifts towards rights-based health frameworks. The letter was signed by Prof. (Dr.) Satendra Singh on behalf of the collective.The programme continues with the “4Ds” framework—Defects at birth, Deficiencies, Diseases and Developmental delays—but does not explicitly include disability. The 124-page guideline document does not mention the term “disability”, raising concerns over compliance with the Rights of Persons with Disabilities (RPwD) Act, 2016.Experts note that conditions recognised as disabilities under the law—such as thalassemia, sickle cell disease and haemophilia—are not integrated into the screening framework, despite contributing significantly to chronic illness and lifelong disability. India accounts for nearly 10% of the global thalassemia burden, with an estimated 1–1.5 lakh affected children.The omission marks a step back from RBSK 1.0, which had included haemoglobinopathy screening on an optional basis. Their removal comes even as the government runs parallel programmes such as the National Sickle Cell Elimination Mission.The group also flagged the absence of disability indicators in programme monitoring and lack of linkage with the Unique Disability ID (UDID), weakening accountability.Public health experts stress that early screening is critical. Globally, about one in ten children lives with a disability, and they are eight times more likely to die before the age of 17, underscoring the need for early identification and care.They argue that integrating disability into screening is feasible and low-cost. Point-of-care tests for conditions like sickle cell disease require minimal training and can be deployed in rural settings.
