NEW DELHI: Aam Aadmi Party (AAP) national convener Arvind Kejriwal is scheduled to visit Tamil Nadu on April 20, where he will address election rallies in support of the DMK and chief minister MK Stalin on April 20 and 21, the party said on Tuesday.AAP has not fielded any candidates in the Assembly elections and has extended support to the Secular Progressive Alliance (SPA).Meanwhile, Tamil Nadu and Puducherry Congress in-Charge Girish Chodankar said that Congress leader Rahul Gandhi, along with Telangana chief minister Revanth Reddy and Karnataka deputy chief minister DK Shivakumar, is expected to campaign in the state. Zoji La [Ladakh] SRINAGAR: Zoji La tunnel, an upcoming strategic corridor that will provide all-weather connectivity between Kashmir and Ladakh, is nearing a defining moment, with engineers inching towards a “breakthrough” final blast expected around May 30.Work is progressing at about four meters per day from both ends — Sonamarg (Baltal) in Kashmir and Minamarg in Ladakh — using controlled drilling and blasting. Only 300 meters of the 13.155km tunnel is left to excavate, Harpal Singh, chief operating officer (COO) of Megha Engineering and Infrastructure Ltd (MEIL), told TOI. The Hyderabad-based company is executing the project.“The final blast will bring the excavation phase to a close, completing the tunnel’s core structure,” Singh said, adding the blast will signal the physical connection between Kashmir and Ladakh.According to Singh, this historic milestone will be achieved by reducing tunnel excavation to zero within 30 to 35 days. “Breakthrough will ensure speedy construction of the remaining works, including concrete lining, permanent tunnel drainage, installation of surveillance equipment, control buildings, underground transformers and (traffic) smoke control systems,” Singh explained.The tunnel is still another two-and-a-half years from completion. NEW DELHI: The Centre reportedly plans to increase the Lok Sabha seats to a maximum of 850 seats to operationalise 33 per cent reservation for women before the 2029 parliamentary elections. According to the draft Constitution amendment bill, the proposal of which is set to be introduced during a special sitting of Parliament beginning April 16, seats would also be increased in state and Union territory assemblies to accommodate the reservation, news agency PTI reported. It said, “The House of the People (Lok Sabha) shall consist of not more than 815 members chosen by direct election from territorial constituencies in the states; and not more than 35 members to represent the Union territories, chosen in such manner as Parliament may by law provide.” As per the report, the figure of 850 represents only the upper ceiling, with the final number to be decided by the Delimitation Commission.The move, led by the Narendra Modi government, seeks to fast-track the implementation of the Nari Shakti Vandan Adhiniyam by linking it to a delimitation exercise based on the latest published census.The proposed amendments would raise the Lok Sabha’s effective strength to 816 seats, of which 273 would be reserved for women. Similar increases are planned for state assemblies and Union territory legislatures to accommodate the one-third quota. Seats reserved for women “shall be allotted by rotation to different constituencies in a state or Union territory,” the bill states.Prime Minister Narendra Modi has pushed for the swift passage of the amendments.Earlier this week he said, “Any further delay will be unfortunate and a gross injustice to the women of India”. He added that India’s democracy would become “stronger and more vibrant” if the 2029 elections are held with women’s reservation in place.The government is also expected to introduce two accompanying bills: For governing the delimitation processFor enabling the law’s implementation in Delhi, Jammu and Kashmir, and Puducherry.While these can be passed by a simple majority, the constitutional amendment will require a special majority in both Houses.The proposal comes amid political friction over the basis of delimitation. Opposition parties have raised concerns about the principles being adopted, with southern leaders warning of potential disadvantage. Tamil Nadu chief minister MK Stalin cautioned against “massive agitation” if the state’s interests are harmed, while Telangana chief minister A Revanth Reddy flagged “injustice”. The Congress alleged that “when the intent behind a bill is mischievous, and the content of it is devious, the extent of damage to parliamentary democracy is enormous.”NDA has indicated that seat allocation will follow proportional representation using census data, currently the 2011 figures, though the ongoing 2027 Census could also be considered once published, PTI reported, citing NDA sources. They argue that southern states may gain relatively due to better population control compared to northern states.The draft clarifies that “population” will mean figures from a census, “as Parliament may by law determine,” giving flexibility on which dataset is used. The statement of objects and reasons notes that waiting for the next census and subsequent delimitation would delay women’s participation, necessitating immediate legislative intervention.Under the existing 2023 law, the reservation would only have come into force after the first delimitation exercise following the post-2027 Census, effectively pushing implementation beyond 2034. The proposed amendments aim to advance this timeline to 2029.The reservation for women is set to last 15 years from the commencement of the 2023 law, unless Parliament decides to extend it further. It said, “The House of the People (Lok Sabha) shall consist of not more than 815 members chosen by direct election from territorial constituencies in the states; and not more than 35 members to represent the Union territories, chosen in such manner as Parliament may by law provide.” As per the report, the figure of 850 represents only the upper ceiling, with the final number to be decided by the Delimitation Commission.The move, led by the Narendra Modi government, seeks to fast-track the implementation of the Nari Shakti Vandan Adhiniyam by linking it to a delimitation exercise based on the latest published census.The proposed amendments would raise the Lok Sabha’s effective strength to 816 seats, of which 273 would be reserved for women. Similar increases are planned for state assemblies and Union territory legislatures to accommodate the one-third quota. Seats reserved for women “shall be allotted by rotation to different constituencies in a state or Union territory,” the bill states.Prime Minister Narendra Modi has pushed for the swift passage of the amendments.Earlier this week he said, “Any further delay will be unfortunate and a gross injustice to the women of India”. He added that India’s democracy would become “stronger and more vibrant” if the 2029 elections are held with women’s reservation in place.The government is also expected to introduce two accompanying bills: For governing the delimitation processFor enabling the law’s implementation in Delhi, Jammu and Kashmir, and Puducherry.While these can be passed by a simple majority, the constitutional amendment will require a special majority in both Houses.The proposal comes amid political friction over the basis of delimitation. Opposition parties have raised concerns about the principles being adopted, with southern leaders warning of potential disadvantage. Tamil Nadu chief minister MK Stalin cautioned against “massive agitation” if the state’s interests are harmed, while Telangana chief minister A Revanth Reddy flagged “injustice”. The Congress alleged that “when the intent behind a bill is mischievous, and the content of it is devious, the extent of damage to parliamentary democracy is enormous.”NDA has indicated that seat allocation will follow proportional representation using census data, currently the 2011 figures, though the ongoing 2027 Census could also be considered once published, PTI reported, citing NDA sources. They argue that southern states may gain relatively due to better population control compared to northern states.The draft clarifies that “population” will mean figures from a census, “as Parliament may by law determine,” giving flexibility on which dataset is used. The statement of objects and reasons notes that waiting for the next census and subsequent delimitation would delay women’s participation, necessitating immediate legislative intervention.Under the existing 2023 law, the reservation would only have come into force after the first delimitation exercise following the post-2027 Census, effectively pushing implementation beyond 2034. The proposed amendments aim to advance this timeline to 2029.The reservation for women is set to last 15 years from the commencement of the 2023 law, unless Parliament decides to extend it further. ANI file photo Prime Minister Narendra Modi on Tuesday inaugurated the Delhi-Dehradun economic corridor, which will cut travel time between the two cities to nearly half.The 213 km-long six-lane access-controlled Delhi-Dehradun economic corridor has been built at a cost of over Rs 12,000 crore.The corridor traverses through the states of Delhi, Uttar Pradesh and Uttarakhand, and will reduce travel time between Delhi and Dehradun from over six hours at present to around two and a half hours, according to an official statement.The Delhi-Dehradun economic corridor will play a pivotal role in strengthening regional economic growth by enhancing connectivity between major tourism and economic centres as well as opening new avenues for trade and development across the region.”The project reflects the vision of the prime minister to develop next-generation infrastructure that combines high-speed connectivity with environmental sustainability and improved quality of life for citizens,” the statement said.Implementation of the project also involves the construction of 10 interchanges, three Railway Over Bridges (ROBs), four major bridges and 12 wayside amenities to enable seamless high-speed connectivity.The corridor is equipped with an Advanced Traffic Management System (ATMS) to provide a safer and more efficient travel experience for commuters.Keeping in view the ecological sensitivity, rich biodiversity and wildlife in the region, the corridor has been designed with several features aimed at significantly reducing human-wildlife conflict.To ensure the free movement of wild animals, the project incorporates several dedicated wildlife protection features.
