NEW DELHI: Sparks flew in SC as Telangana opposed Andhra Pradesh’s Polavaram-Nallamala Sagar Project (PNSP) with A Revanth Reddy-led govt accusing AP of attempting to misappropriate its share of Godavari water and N Chandrababu Naidu-led govt charging Telangana of attempting to stall farmer-friendly projects even after taking erstwhile capital city Hyderabad.Telangana through senior advocate A M Singhvi repeatedly pleaded with a bench of CJI Surya Kant and Justice Joymalya Bagchi for a stay on tendering process for preparation of the detailed project report for PNSP alleging that AP govt has decided to proceed despite the Union govt forming a high powered committee led by chairman of Central Water Commission, which had asked AP not to go ahead with it.The bench asked whether a writ petition by a state was maintainable when the core issue pertained to dispute over implementation of allocation of Godavari river water share between the two states, which also involved Karnataka and Maharashtra. It asked Singhvi to take instruction within a week whether Telangana would prefer filing a suit under Article 131 of the Constitution making all three states — AP, Karnataka and Maharashtra — parties.AP through senior advocates Mukul Rohatgi, Jaideep Gupta and Balbir Singh told the court that the project had Telangana’s consent at the time of reorganisation of Andhra Pradesh. Rohatgi said the tender is for preparation of DPR for the irrigation project, which is meant to use only the excess flood water flowing through AP, which is the lower riparian state.Singhvi said there was no means to measure excess flood water and alleged that it was a guise to misappropriate around 200 tmc of water allocated to Telangana, which he said is in the process of building various barrages to utilise its share of 968 tmc water. “It is a huge emotive issue in Telangana as commissioning of the irrigation project would cut the state’s share of Godavari water,” he said.Gupta said, “What is an emotive issue? Can one state stop an irrigation project in another state which is a lower riparian one? NEW DELHI: Supreme Court on Monday slammed the Uttarakhand govt for being a silent spectator for two decades to rampant encroachment of forest land in Rishikesh, which was allotted in 1950 to Gandhian Mira Behn by the then UP govt, and said it smacked of nexus between the executive and squatters. The court also sought details of such illegal constructions.A bench of CJI Surya Kant and Justice Joymalya Bagchi said the facts of this case, prima facie, show how private individuals systematically grabbed thousands of acres of forest land while the state govt remained in slumber from 2000 till 2023.Uttarakhand’s deputy advocate general Jatinder Kumar Sethi informed the court that the state had recovered around 500 acres of forest land from encroachers in 2023 and an additional 50 acres in the drive carried out in the last three days at Rishikesh. He said the state would continue the drive against encroachers.However, the bench said the way squatters enjoyed residential rights unauthorisedly over vast tracts of forest land for more than two decades indicated collusion among politicians, bureaucrats and encroachers. It asked the state to file a detailed affidavit describing the extent of encroachment, nature of constructions and the officers who were at the helm of affairs between 2000-2023 for protection of govt land in the area.Of the 2,866 acres of land notified as forest area by the state, a part was leased to Pashulok Sewa Samiti, which was an organization associated with Pashulok Ashram established by British born Mira Behn (Madeleine Slade). The society came under liquidation and surrendered 594 acres of land to the forest department on Oct 23, 1984. Yet certain private individuals took control of the land.The bench in its previous order had said, “What seems shocking to us is that the State of Uttarakhand and its authorities are sitting as silent spectators when the forest land was being systematically grabbed in front of their eyes.” It enlarged the scope of the petition and directed the state’s chief secretary and principal chief conservator of forest to constitute an inquiry committee to examine all issues and submit a report to SC.“Meanwhile, all private individuals are restrained from alienating the land, encumbering it or creating any third-party rights. It goes without saying that no construction activity shall be allowed to take place either. THIRUVANATHAPURAM: Kerala University’s Centre for Latin American Studies is paying the price for what could be the costliest ‘typo’ in its financial history – a careless bank clerk swapping ” with ‘$’ while transferring funds to a Brazil-based journalist as remuneration for four online lectures he delivered in 2023.The difference between the intended fee of Rs 20,000 and the amount that went through, $20,000, left Kerala University poorer by Rs 16.5 lakh. Worse, all efforts to recover the excess amount have failed. The funds transfer was to designated account of Kathleen Martinic, wife of guest lecturer Milan Sime Martinic. The mistake, officials said, occurred at SBI Tejaswini branch in Thiruvananthapuram’s Technopark.The centre reported the loss to the university in 2024, after which the authorities wrote to the guest lecturer. “Martinic promised to credit the excess amount back to the university account. However, the money never reached us, though he claimed to have repaid it,” Gireesh Kumar, head of the centre, told TOI.Martinic died a few months later, further diminishing chances of university getting back the excess Rs 16.5 lakh sent on June 15, 2023.State govt had sanctioned Rs 20 lakh to the centre for a student exchange programme. The funds were transferred to the account of a consulting group by Kathleen. The centre has since filed a complaint with banking ombudsman, but the issue is unresolved. (PTI Photo) IMPHAL: A succession of bombs, suspected to have been planted by militants, exploded at Saiton Nganukon village of Manipur’s Bishnupur Monday, injuring two people and triggering a backlash against security forces for what villagers alleged was slipshod surveillance, reports Donald Sairem.The explosions began 5.30am with two IEDs damaging the abandoned residence of Salam Mani, who is living in a relief camp at Keibul Lamjao since ethnic violence erupted in May 2023. At 8.45am, a pair of IEDs went off 200m away, injuring retired CRPF trooper Soibam Sanatomba (51), and Nongthombam Indubala (37). Both were admitted to a govt hospital with splinter injuries, but are reported to be out of danger. TRICHY: Union home minister Amit Shah’s two-day visit to poll-bound Tamil Nadu ended on an inconclusive note Monday, with no apparent breakthrough in BJP’s efforts to strengthen NDA in the state. There was anticipation that Shah would initiate alliance talks with potential partners, PMK and DMDK during the visit, while also seeking a resolution to the TTV Dhinakaran-O Panneerselvam impasse.AIADMK general secretary Edappadi K Palaniswami was expected to travel to Trichy to meet Shah on Monday. However, the meeting did not take place. “Such a meeting was not scheduled. Also, the public meeting attended by Shah in Pudukottai was a BJP event, not an NDA event. Hence, allies were not invited,” a BJP member said.Former AIADMK minister S P Velumani met Shah twice. Union commerce minister Piyush Goyal, who is BJP Tamil Nadu poll in-charge, was present during the first interaction. However, both AIADMK and BJP functionaries remained tight-lipped about the talks.Meanwhile, BJP sources said Shah may visit Chennai again later this month, when he could meet EPS.Shah also chaired a BJP core committee meeting on Sunday. LUCKNOW: Parents of the resident doctor of King George’s Medical University, who has been accused of sexually exploiting a colleague and pressuring her for religious conversion for marriage, were arrested from a rented flat in Thakurganj area of Lucknow on Monday.DCP (west zone) Vishwajeet Srivastava claimed Salimuddin (70) and his wife Khateeja (67), parents of the accused doctor, Rameezuddin (38), played a key role in conversion and miscarriage of two women medical students, one at KGMU and the other at Agra medical college.”Both the survivors have given written testimonies in the presence of a magistrate that they were forcibly converted, sexually exploited, and subjected to miscarriage by not just the KGMU doctor ut also his parents,” said a police officer privy to the investigation. Initially, police had announced a reward of Rs 25,000 on arrest of the doctor, which was further increased to Rs 50,000 on Monday.On Dec 23, 2025, one of the survivors had submitted a written complaint at Chowk police station.Based on her complaint, an FIR was lodged under sections of rape, miscarriage, marriage by deceit under BNS, along with Sections 3/5 of the Uttar Pradesh Prohibition of Unlawful Religious Conversion Act.Another medical student from Agra also accused the doctor of sexual assault, conversion, and miscarriage.
