SRINAGAR: In Srinagar, for once, politics took a back seat on December 8, when the conversations revolved not around the tug-of-war between CM Omar Abdullah and LG Manoj Sinha, or another round of security briefings. In the J&K assembly corridors this Monday, lawmakers gathered instead to confront a deadlier political blind spot: Cancer among its farmers.The House Committee on Environment, chaired by CPM legislator MY Tarigami, convened the session with top officials, experts and scientists in the state.Horticulture sustains millions here but receives little policy attention. For years, farmers have sprayed orchards unaware of the toxicity of constant pesticide exposure, leading to a rise in malignant brain tumors among those who power the valley’s billion-rupee apple economy and contribute more than 70% of India’s total apples.The original study on the danger of pesticides in Kashmir’s apple orchards was done by Sher-i-Kashmir Institute of Medical Sciences (SKIMS). It had then identified a “quite strong and possible” link between the chemical exposure and malignant brain tumours among orchard farmers.Examining over 400 cancer patients between 2005 and 2008, the study had pointed to alarmingly high incidences of primary brain cancer in districts that form Kashmir’s core fruit belt including Baramulla, Anantnag, Budgam, Shopian and Kupwara. The findings, largely ignored at the time, have resurfaced amid growing medical evidence of pesticide-linked health disorders in the valley.Tarigami told TOI on Thursday: “We don’t want to create panic among farmers who spray their orchards every season. But neither can we sit idle when data indicates a serious health hazard. If pesticide spray is harming lives, it must be addressed.”The committee has now sought inputs from scientists and health practitioners to design field studies that capture exposure levels, chemical compositions, and long-term health outcomes in apple-growing districts.Kashmir’s apple boom began with 1950s land reforms under Sheikh Abdullah, diversifying farming from rice to horticulture. By the 1960s, orchard cultivation expanded through scientific spraying schedules and grafting techniques. Today, 3.35 lakh hectares employ 3.5 million people and contribute nearly 10% to J&K’s GDP, generating at least 400 man-days of work per hectare per year, making it central to Kashmir’s rural economy.Dr Shahid Rasool, principal scientist at CSIR-IIIM, said: “Orchardists now use 15 rounds of fungicide and insecticide each season, often far beyond limits. Believing it boosts yield, many over-spray — every 10–12 days instead of 18–21.”Few can afford protective gear; chronic cough, rashes and irritation are common. “Without gloves, goggles and masks, the risk multiplies,” Rasool warned, urging PPE subsidies and safer practices.While policymakers have just begun to react, local researchers have been raising red flags for years. Dr Sobia Nisar, physician-researcher in the department of medicine at Government Medical College, Srinagar, has spent the past six years studying the biochemical impact of chronic pesticide exposure on residents of Shopian and Pulwama: two districts synonymous with ‘Apple wealth.’“The initial idea was to check pesticides residue levels in the fruit,” she said. “But what we found was far more disturbing. Traces of these compounds in human blood samples.”The study, soon to be published, documents pesticide residues in the bloodstream of orchard workers and nearby residents, alongside higher rates of obesity, lipid disorders, and metabolic syndrome. “When such patterns emerge consistently across populations exposed to pesticides, it demands urgent scientific scrutiny,” Nisar added. Election Commission NEW DELHI: Following requests from chief electoral officers, Election Commission (EC) on Thursday revised the schedule for the ongoing Special Intensive Revision (SIR) of electoral rolls in five states and a UT.The last date to submit enumeration forms in Tamil Nadu and Gujarat has now been fixed as Dec 14, while the draft electoral rolls in the two states will be published on Dec 19. The exercise will conclude on Dec 18 in Madhya Pradesh, Chhattisgarh and Andaman and Nicobar Islands, while their draft rolls will be published on Dec 23. The final date for the submission of enumeration forms and the publication of draft electoral roll in Uttar Pradesh has been decided as Dec 26 and Dec 31, respectively.In the earlier revised schedule, the enumeration period for the five states and the UT was until Dec 11, and the earlier date of publication of the draft electoral rolls was Dec 16.EC said the enumeration period for Goa, Gujarat, Lakshadweep, Rajasthan, and West Bengal ended as per the previous revised schedule on Dec 11, and the draft electoral rolls will be published on Dec 16. The schedule for Kerala was revised earlier, and the enumeration period for the state will end by Dec 18, with the draft electoral roll being published on Dec 23.“In order to ensure that no eligible elector is left behind, new electors are being encouraged to fill up Form 6 along with the declaration and submit them to BLOs or fill the form and declaration online using the ECINet app or website to get their names included in the final electoral rolls, which will be published in Feb 2026,” EC said in a statement.The poll panel stated on Wednesday that CEOs of all states and UTs where SIR was underway will ensure that booth-wise lists of voters marked as absent, shifted, or dead/duplicate (ASD) are shared with booth level agents (BLAs) of political parties before the publication of draft electoral rolls. The list will include the names of electors who could not be contacted even after three or more visits made by booth level officers.Sharing the lists with BLAs will help political parties ensure that names of eligible voters are not removed from the voters’ list. This clarification follows reports of the ministry rejecting a proposal, stating it was not tenable under the Forest Conservation Act. NHPC NEW DELHI: The NHPC on Thursday said it was seeking an NOC from the ministry of environment, forest and climate change (MoEF&CC) for using assets of the Subansiri Lower project to raise secured debt in the future for other projects without offering forest land as collateral.The clarification followed reports that MoEF&CC had rejected its proposal to raise funds by keeping assets created on forest land in Arunachal Pradesh as collateral. The reports said NHPC had sought an NOC from Arunachal Pradesh govt, which, in turn, sought clarification from the ministry. The environment ministry rejected the proposal, saying it was “not tenable” under Forest Conservation Act, as use as collateral was a secondary purpose, beyond the principal objective for which the forest land had been approved.The NHPC clarified that the forest land was never offered as collateral to raise secured debt, as the nature of these parcels was “right to use only”. It added that most of the debt funding required for the Subansiri Lower project had already been deployed, with unit-wise commissioning starting from Dec 2025 onwards. It said there had been no impact on the balance funding required for the Subansiri Lower project and its commissioning was progressing as per schedule.Subansiri Lower is among eight new hydropower projects being executed by NHPC and its joint ventures and subsidiaries. With its 23 commissioned projects, NHPC currently generates 7,771 MW of hydropower.In reply to a question in Lok Sabha, Union power minister Manohar Lal Khattar said the eight new projects, coming up at a total cost of ₹98,107 crore, will add 8,514 MW of generation capacity.Apart from the Subansiri project, which will add 2,000 MW of capacity, the other upcoming projects are the Dibang multipurpose project (2,800 MW) in Arunachal Pradesh; Teesta-VI in Sikkim (500 MW); Rangit-IV (120 MW), a joint venture being implemented by JPCL in Sikkim; the Ratle project (850 MW) being implemented by RHPCL in Jammu & Kashmir; and the Pakal Dul (1,000 MW), Kiru (624 MW) and Kwar (540 MW) hydroelectric projects being implemented by CVPPL in Jammu & Kashmir.Khattar also mentioned in his reply that NHPC provides job opportunities to local people, including project-affected families, through contractors wherever it sets up plants, which generate local income and improve living standards. Moreover, bidding opportunities are provided to local residents and PAFs to promote local entrepreneurship and support local businesses, he said.
